4 die in Budgam grenade blast Srinagar, July 27 Elsewhere in the valley two militants were killed in separate encounters with the security forces, while militants shot dead a person yesterday. The police here said four persons were killed in the grenade explosion at a bus stand in Budgam district, 25 km north-west of here. The grenade was targeted at a police vehicle but missed it and exploded in a nearby shop of Qasim Bhat. Those killed were identified as Qasim Bhat, his son Gulzar Ahmad, Mohammad Maqbool Wani and Ghulam Mohammad Bhat. Militants shot dead Mohammad Sultan Ganai in Magam area of Budgam district last evening. A foreign militant was killed in an encounter with the security forces at Sikanderpora in Rainwari area of Srinagar last evening. A BSF spokesman said acting on specific information, the troops of 49 Battalion laid an ambush. On seeing two militants the BSF troops asked them to stop. The militants immediately resorted to firing and in retaliation the BSF shot dead one militant identified as Sajid Ali Mughal of Multan, Pakistan. A pistol, two pistol magazines, 10 rounds of ammunition, 11 UBGL grenades and a hand grenade were recovered from the site of the encounter. A militant was killed in an encounter with the security forces at Katsoo, Pahalgam in Anantnag district today. An AK rifle, three magazines, 42 rounds, one of wireless set and two UBGLs were recovered from the
site. JAMMU: The security forces rescued three recruits from the clutches of the Lashkar-e-Toiba militants in Kishtwar tehsil of Doda district where they also defused a powerful IED on Friday, official sources said here on Saturday. On a tip off about the presence of militants in the forest areas of Kishtwar the security forces launched an operation. As they closed in the militants opened fire which was retaliated by the troops, the sources said, adding that the militants later fled the scene leaving the recruits there. The rescued boys are all in the age group of 12 to 13 years. Meanwhile, the Rashtriya Rifles troops detected and defused about 6 kg of IED at Gurmal village, 15 km from Doda town, on Friday. It was concealed in a bag and dumped at an isolated place, the sources added. |

SSB set-up in J&K told to pack off Jammu, July 27 It is learnt orders to the SSB to march were received here earlier this week. The SSB set-up in Himachal Pradesh has already been wound up. Sources said that two companies of the SSB battalion had already been shifted from Leh in the Ladakh region to Jainagar in Bihar. Shifting of the entire SSB set-up from here would be done after Assembly elections in October. However, the Centre has decided to deploy additional 30 companies consisting of six battalions of the SSB for free and fair elections in the state. These battalions are being withdrawn from the Indo-Nepal border for election duty in Jammu and Kashmir. The SSB, which has been doing anti-insurgency work and trained 2.80 lakh volunteers in the handling of arms and ammunition and also guerrilla warfare, now has been assigned to guard the Indo-Nepal and Indo-Bhutan borders. Eyebrows are being raised on the decision of the group of ministries for withdrawing the SSB from its present duty and deploying it on the borders with countries considered friendly towards India. It is being pointed out that the SSB’s role was more important on the Indo-Pakistan border then on Indo-Nepal border. Himachal Pradesh Chief Minister, P.K. Dhumal, had tried to stall the shifting of the SSB from that state by taking up the matter with Prime Minister, Atal Behari Vajpayee and Deputy Prime Minister, L.K. Advani, however, he did not succeed although the Centre had decided to maintain a training centre of the SSB at Shamsi in the Kulu district. Jammu and Kashmir, Himachal Pradesh and the north east were the biggest losers due to shifting of the SSB from these areas. The entire recruitment in the bureau was done earlier from these areas and now will be done on the basis of population ratio of these states as was being done in the Army and paramilitary forces. The SSB battalions in Himachal Pradesh have already been shifted with one at Sapri being despatched to Nanpara in Bihar and the other at Dharampur going to Lakhimpur Kheri in Uttar Pradesh. |

Assembly poll: BJP to contest sans alliance Jammu, July 27 Talking to mediapersons after the meeting, Mr Rajnath Singh said the BJP may tie-up with like-minded parties for as many as 20 Assembly seats in the Kashmir valley. Mr Chaman Lal Gupta, Union Minister and Chairman of the election management committee, Mr O.P. Kohli, party in charge of J and K, Mr D.K. Kotwal, state chief of the BJP, and the party legislators were also present at the meeting. Mr Rajnath Singh accused the National Conference government of having failed to generate a sense of security and self-confidence among the people of the state. He made it clear that the Centre’s representative, Mr Arun Jaitley, would only discuss the issue of devolution of more powers to the state and not autonomy. The Sarkaria Commission had recommended more powers to all states and the talks would be in this regard. Mr Rajnath Singh said the Centre would take steps to ensure free and fair elections and imposition of the Governor’s rule for the purpose could not be ruled out. Replying to a question regarding some BJP MLAs having installed Mr Prithvi Chand as their leader in place of Mr Shiv Charan Gupta in the Assembly, he said the matter had been closed after seeking explanation from the MLA. It was for the Speaker to decide as to who was the leader of the BJP, he added. Mr Chaman Lal Gupta said rallies would be held at the district level from August 11 with regard to the Assembly elections. |

Hawala-ultra nexus: 2 get bail Srinagar, July 27 “The two have been granted interim bail for four days. They were booked under the Criminal Law Act,” Mr K. Rajindra Kumar, IG, Police, said adding that the two had not been charged under the provisions of POTA. Moulvi Abdul Jabbar Bhat and Showkat Ahmad Shah were arrested by a party of the BSF and the Special Operations Group of the Police for allegedly receiving Rs 20 lakh through hawala channel for distributing the money to pro-Pakistan outfit, the Tehreek-ul-Mujahideen. Earlier this month, an Editor of a local magazine, Imtiaz Bazaz, was released on bail on health grounds after being booked under POTA for receiving money through hawala channels. Meanwhile, in a statement the Jamiat-e-ahl-e-Hadees has alleged that the security forces were maligning the religious organisation by linking it with hawala scandals.

JKLF men observe 24-hour fast Srinagar, July 27 The strike was organised by the separatist organisation in front of its headquarters at Maisuma in the heart of city. Chairman of the Human Rights Front, a non-governmental organisation, Mohammad Ahsan Untoo, and some other Hurriyat constituents also participated in the strike, which started at 9 a.m. Mir said the fast was called to express solidarity with political prisoners, including JKLF chairman Mohammad Yaseen Malik. He said a large number of separatist leaders languishing in jails for over 10 years were suffering from various diseases and needed immediate treatment. Lashing out at the state government for its failure to provide medical assistance to the prisoners, the JKLF leader alleged that Malik had not been provided medical attention despite court orders. 8th batch of pilgrims leaves Jammu Jammu, July 27 A senior police official said the pilgrims left amid tight security for Pahalgam, the base camp. Official sources said 43,720 devotees had paid obeisance at the cave shrine till late last night. Nearly 6,000 yatris are still in Jammu awaiting their turn to procceed. The state police as well as the paramilitary forces have been deployed on the Jammu-Srinagar National Highway as a precautionary measure. |

on August 4 Srinagar, July 27 The conference would be attended by Haj ministerial and Haj committee authorities from various states in the country, besides, the AIHC authorities. This was stated at a high-level meeting convened by state Haj committee convener (Divisional Commissioner, Kashmir) Parvez Devan here today. The meeting was also attended by the DIG, Police, Mr Farooq Ahmad, SSP and Additional Deputy Commissioner, Srinagar. |

230 JAKLI recruits
pass out Srinagar, July 27 The rigorously trained recruits, hailing from all parts of the state, took the oath to serve the cause of the nation at the ceremony held at the JAKLI headquarters here. Farooq Azam was adjudged overall best recruit and was presented the Sher-e-Kashmir Sheikh Abdullah sword of honour.

Russian woman found dead in hotel Jammu, July 27 The Russian, identified as Sumir Nova Vire, had checked in Kapoor Palace hotel on July 22 and went to the shrine next day, the sources said. She returned to the hotel on July 25. The hotel authorities found her dead in the bathroom today and informed the police, they added.
