HUDA relief for industries

The Haryana Urban Development Authority has decided not to charge any external development charges from industries set up in the agricultural zone after getting permission for the change of land use from the Director, Town and Country Planning. A decision to this effect was taken at a meeting here today.

'Govt may offer benefits to farmers'

Mr Rampal Majra, Chief Parliamentary Secretary(CPS) of Haryana, has expressed the hope that the Bharatiya Kisan Union(BKU) led by Mr Ghasiram Nain will not press its demand for the writing off of the pending electricity arrears.

HUDA relief for industries

The Haryana Urban Development Authority (HUDA) has decided not to charge any external development charges from industries set up in the agricultural zone after getting permission for the change of land use from the Director, Town and Country Planning.

A decision to this effect was taken at meeting of the authority presided over the Town and Country Planning Minister, Mr Dhirpal Singh, here today.

Mr Dhirpal Singh said that earlier 25 per cent external development charges were recovered from such industries. These charges would only be recovered when services were provided in these areas and the same were availed of by the industrial units.

He said in respect of other cases of change of land use falling in the “urbanisable” limit of the development plan, the charges would be recovered in easy instalments instead of in lumpsum.

Giving details, he said that 10 per cent of the charges would be recovered at the time of granting permission for the change of land use, 40 per cent at the time of the acquisition of the sector in which the area of change of land use fell and the remaining 50 per cent would be charged in four equal annual instalments.

The Minister said that no internal development charges would now be charged for land released by the authority, thus changing the existing policy. Only external development charges would be charged at rates lower than those charged previously. Now up to 75 sq yd in all three zones, Rs 100 per sq yd would be charged. Similarly, from 75 sq yd to 500 sq yd a rate of Rs 150 per sq yd would be charged in high-potential zones, Rs 125 per sq yd in medium-potential zones and Rs 100 per sq yd in low-potential zones. The charges for more than 500 sq yd would be at the rate of Rs 200 per sq yd in high-potential zones, Rs 175 per sq yd in medium-potential zones and Rs 150 sq yd in low-potential zones.

He said these charges would be payable in easy instalments. Out of the total charges, 25 per cent would have to be paid before the land was released and the remaining 75 per cent in six annual instalments along with 10 per cent interest per annum.

While referring to some other major decision, the Minister said that the addition and deletion of names within the family would henceforth be allowed on the transfer of residential constructed plots within the family on the payment of administrative charges of Rs 5,000. He said more than one flat would be allowed under HUDA’s Group Hosing Scheme as in the case of residential plots. Permission to mortgage the flat would also be allowed on making the payment due on the date of application rather than making full payment.

The Minister said that the allottees who had completed their houses long ago and had not obtained the completion certificate would now be allowed to apply for it up to December 31, 2002, along with documentary evidence regarding the construction of the building. He said HUDA had also decided to give community centres built in different urban estates free of rent for holding condolence meetings.

'Govt may offer benefits to farmers'

Mr Rampal Majra, Chief Parliamentary Secretary(CPS) of Haryana, has expressed the hope that the Bharatiya Kisan Union(BKU) led by Mr Ghasiram Nain will not press its demand for the writing off of the pending electricity arrears.

Mr Majra, who is also a member of the committee constituted by the Chief Minister, Mr Om Prakash Chautala, to engage farmers in negotiations, felt that the BKU would accept the scheme of paying a quarter of the arrears and get the remaining sum waived.

“I am in touch with Mr Nain and other BKU leaders. I talk to them almost every day. I do not think they will insist on the writing off of the pending arrears when another meeting between the BKU and the state government takes place on the return of the Chief Minister from abroad”, claimed the CPS.

“The state government may offer some benefits to farmers for the purpose of persuading the BKU to accept the 75 per cent waiver scheme”, Mr Majra said.

Mr Ghasiram Nain could not be contacted in Kandela village for his comment on what Mr Majra had said. Mr Baljit Singh, a confidant of Mr Nain, said that the latter was on a “thanksgiving tour” of Haryana to express his gratitude to farmers for backing the BKU during the recent agitation.

Farmers promised better power supply

Constant fluctuation, which is referred to as “langdi bijli” by the locals in these parts, dominated the deliberations between power department officials and farmers who congregated at the power house in Adhoya today.

Although the term “langdi bijli” may not ring a bell for the urbanites, the farmers here dread the power supply when there is fluctuation in voltage as it damages tubewell motors. Farmers said constant fluctuation forces them to shut off electrical appliances.

“We do not want ‘langdi bijli’. There is no point of a power supply if it cannot be put to any use. We cannot run our tubewell motors when there is ‘langdi bijli’ as it may get burnt. The constant fluctuation is a matter of grave concern for all of us”, a farmer said.

A farmer explained that ‘langdi bijli’ is caused when there is two-and-a-half phase power supply. “We want either two phase or three phase constant power supply. The power officials should redress our grievances at the earliest since sowing of paddy has already started,” the farmer said. He, however, failed to elaborate further on the two-and-a-half phase concept.

A power official said he had heard about ‘langdi bijli’ only in this area. He said the problem crops up when farmers use capacitors to boost the supply when two phase supply is released. “It is a misuse of the power supply. The use of capacitors leads to breakdown and transformers get damaged. The farmers try to draw excess supply which overloads the system,” he said.

Incidentally, power department officials assure the farmers that ‘langdi bijli’ supply would not take place. They told the farmers that regular two-phase supply would be released but the farmers must cooperate and not try to run the tubewells during that period.

The schedule, which has been worked out between the farmers and the power officials, is that regular three phase power supply will be given for seven hours in a day when it will be possible to run tubewell motors without any fear of damage.

The areas being supplied power from Adhoya has been divided into two groups. While one group will get three phase regular supply from 5 am to 12 pm, the second group will get supply from 12 pm to 7 pm. The supply timings will be interchanged after a week. From 7 pm to 5 am, regular two phase supply will be given in the area but there may be power cuts and efforts will be made to equally distribute the load in the area.

Despite assurances given by the power officials, the farmers decided that they would keep a watch on the power supply for the next two days. “If there is no improvement and the promised seven-hour three phase supply is not released, then we will again congregate at the Adhoya power house,” a farmer said.

Among others, Mr Vikramjit Singh Sethi, Mr Dharamvir Singh, XEN, Mr Surendra Mohan, SDO Mr Rajinder Beniwal and Tehsildar Mr G. Ram were present.

A posse of policemen were present at the Adhoya power house to ensure that there were no untoward incident as two days back, stone pelting by a section of the farmers who had gathered at the power house had caused some damage.

Ensure 24-hr power supply, UHVPN told

Exhorting the officers and workers of the Uttar Haryana Vidyut Parsaran Nigam (UHVPN) to maintain utmost vigilance to ensure uninterrupted supply of electricity in the rural and urban areas of the district. Mrs Urvashi Gulati, C.E.O-cum-Inspecting Secretary of the District, said here today that the grievances of the consumers should be immediately attended to by the UHVPN authorities and they must also inform the consumers as to why the supply failed.

She also urged the authorities to give one day prior information to consumers before undertaking any major repair work in any locality.

Ms Gulati directed the PWD (B and R) officials to complete the metalling of roads before the onset of monsoon and streamline the works undertaken under various developmental schemes.

Speaking on the occasion, Mr Vijayender Kumar, Deputy Commissioner, said the developmental activities in the district would be given further impetus in the days to come. He directed the officers to visit the site and submit their report to the administration.

The Deputy Commissioner said 13,877 new electronic meters had been installed in the urban areas of the district and 12,000 faulty meters replaced by the new ones.

Highlighting the developmental activities of the district Mr Vijayender Kumar said the construction of Sikh Martial Art Museum at Kapal Mochan was in full swing and the construction of four new roads and a bridge in Sadhaura block was nearing completion.

UHBVN all set to replace power meters

The Uttar Haryana Bijli Vitran Nigam again faces a daunting task as they ball has been set rolling for replacing single phase meters in the township with electronic meters.

Even as the residents have been protesting that these electronic meters give a higher reading as compared to the single phase meters, UHBVN today launched a PR exercise by demonstrating the benefits of electronic meters. The XeN, Panchkula, UHBVN , Mr Murari, organised a demonstration for residents of Sector 17 at the Gauri Shankar Mandir this evening.

More than 50 residents of the area had gathered in the evening to see the demonstrations and get answers to their queries . The officials were able to remove a lot of misconceptions among the people.

It is learnt that UHBVN has decided to replace at least 5,000 meters in all houses where air conditioners have been installed and other high power consuming buildings here, during the first phase. The meters in the remaining dwelling units and business and commercial establishments will be replaced later on.

Senior officials in the department said the installation of electronic meters in the township would help curb power thefts and tampering of meters. It is estimated that line losses will come down by approximately two per cent from the present average losses of about 14 per cent .

The replacing of electronic meters in Ramgarh and Barwala last year had been marked with violent protests. Road blockades on the Panchkula- Naraingarh highway were organised by the villagers in protest against the change of meters, which they complained gave a higher reading. It was then that the UHVBN held a darbar to satisfy the complaints.

The work for installing the new meters had been assigned to a private firm and a number of villagers had not allowed them to install the electronic meters. It was then decided that the employees of the department would accompany the employees of the private company. The same will apply this year as well.

It may also be noted that the UHBVN did not have the stock of electronic meters for the past couple of months. This became a major problem for the department, when people demanded that their meters be replaced. It is now that a stock of 2,000 electronic meters has been received by the department.

Man on parole shoots wife

A convict on parole shot dead his wife at Kharia village, near here, yesterday.

According to the police, Shamsher, who was lodged in the central jail here in connection with a murder case, had come to the village on parole last week. He suspected that his wife, Santosh, had illicit relations with his younger brother, Chhotu Ram. A police spokesman said when the village chowkidar visited their house in the afternoon, they were quarrelling. Shamsher then brought a licenced gun of his brother and shot his wife.

Later, he tried to cremate her in the cremation ground of the village. Late in the evening, a police party reached the village and found the half-burnt body from the ground. The body was brought to the local Civil Hospital for a post-mortem but the local doctors referred it to the Medical College, Rohtak.

The Sadar police has registered a case of murder against him. He has also been booked for illegal possession of arms.

HIGH COURT
Auction

Issuing notice of motion on a petition filed by a Gurgaon district resident against the state of Haryana and other respondents for quashing an auction notice regarding the mining of minor minerals, a Division Bench of the High Court on Thursday ordered that the auction of all the sites, except the one in Dhauj village in Faridabad district, would continue.

In his petition for restraining the respondents from holding the auction of a site in Dhauj village, Mr Ramesh Yadav had earlier contended that the notice was “ambiguous and vague”. Giving details, he had added that as far as the village was concerned, the notice had failed to specify the khasra numbers to be auctioned.

Karnal postal div breaks record

The Karnal postal division has broken its own record in the field of rural postal life insurance. This was achieved at the branch post office at Popran village in Assandh. Business of Rs 1.10 crore was achieved here. The previous record was also set by this division at Ratauli village in Jind

Mr Ram Nath, Sub-division Inspector and Mr Sube Singh branch postmaster, Popran, were instrumental in breaking the record.

Applications for Haj invited

The Haryana State Haj Committee has invited applications from Muslim residents of the state who are desirous of going on the Haj pilgrimage.

While stating this here today, the member-secretary of the committee said the application forms complete in all respects and accompanied by a draft for Rs 10,550 should reach the office of the committee in Chandigarh by July 23.
