Now toll for Delhi-Amritsar highway

The National Highway Authority of India has decided to levy toll tax on vehicles plying between Delhi and Amritsar on the G.T. Road. The toll tax will be levied as per the following rates: car van — Rs 50, canter — Rs 90, bus/truck — Rs 175 and heavy-load vehicles — Rs 375.

Ambala had become a battleground of gang wars recently. On May 23, 1999 Heera property dealer was killed on January 11, 2002 Ramesh Duggal was shot dead in broad daylight at point-blank range and on March 17, 2002 Rajendra, alias Bindu was shot dead in Mahesh Nagar.

Miss Ambala contestant alleges irregularities

One of the contestants for Miss Ambala title Avedna Sharma, today alleged irregularities in results. The organisers, however, stress that her allegations are baseless. Talking to mediapersons here, Avedna Sharma claimed that she was not adjudged Paramount Miss Ambala despite her having done well in contest. “Even from the reaction of the people, it was evident that I was the favourite. However, the name of someone else was announced,” she said.

Taking up a petition filed against the state of Haryana and other respondents by a Charkhi Dadri-based construction society seeking the quashing of works allotted in pursuance of tenders opened on May 24, Mr Justice Swatanter Kumar and Mr Justice Jasbir Singh of the Punjab and Haryana High Court on Monday ruled that prima facie the state had not been fair in awarding contracts and directed that no work under any of the awarded contracts would continue till further orders.

M.Sc (IT) test on June 23
Hisar, June 17
The University Grants Commission has allowed those holding the MIT/M.Sc (IT) degrees of Guru Jambeshwar University to appear for the NET examination in computer science and applications. The examination is scheduled to be held on June 23.

Cong ‘shanti padyatra’ reaches Sampla

Chandigarh, June 17
The “shanti pad yatra”, started by the Haryana Congress in protest against the police firing on the agitating BKU activists, reached Sampla in Rohtak district on its seventh day today.

The participants, including Mr Bhupinder Singh Hooda, party President; Mr Shadi Lal Batra, Dr Raghbir Singh Kadian, Mr Jai Prakash Barwala, Mr Jitender Malik, all MLAs; Dr Ram Prakash, Ms Kartar Devi, Mr Anand Singh Dangi and Mr Anand Kaushik, all general secretaries; and Prof Virender, president of the Rohtak DCC (rural), addressed roadside meetings at Asthal Bohar, Garhi, Kheri Sadh, Kalawar and Ismaila, in which they criticised the Chautala government.

The general body of the Haryana Congress Committee met last evening at Rohtak to review the response of the people to the dharna at Jind and the “padyatra”.

It endorsed the steps taken by Mr Hooda in support of the agitating farmers.

The “padyatra” will culminate in a “Chautala hatao, Haryana bachao” rally at Ramlila Ground in Delhi on June 21. The Deputy Leader of the Haryana Congress Legislature Party, Capt Ajay Singh Yadav, and the President of the Haryana Mahila Congress, Ms Anita Yadav, told the general body of the party that a large number of people from southern Haryana would participate in the rally.

The meeting was also attended by two former PCC Presidents, Mr Birender Singh and Mr Harpal Singh. Interestingly, none of the MLAs belonging to the Bhajan Lal camp was present at the meeting.

Haryana BSP to be reshuffled

There will be a change in the organisational setup of the Bahujan Samaj Party in Haryana. Mr Narender Kashyap, observer for Haryana, while talking to newspersons here today, however, said the incumbent president, Mr Ashok Sherwal, would not be changed.

He said the number of state executive members would now be increased to 25 from 13. He said now members from other communities would be included in the new executive on the pattern of Uttar Pradesh.

Mr Kashyap, who is a senior party leader in Uttar Pradesh, said the UP ministry would be expanded this month. He said due representation would be given to the BJP, the BSP and Mr Ajit Singh’s party.

Mr Kashyap ruled out an alliance with the BJP in Haryana.

He demanded a compensation of Rs 10 lakh each to the next of kin of farmers who died in Jind district recently in police firing. He said cases should be registered against those involved in the firing.

Mr Ashok Sherwal was also present on the occasion.

Mr Pawan Dhiman, who contested the Assembly elections from the Yamunanagar constituency twice on the Nationalist Congress Party ticket announced that he had joined the BSP.

Hooda backs Amarinder

The Haryana Congress President, Mr Bhupinder Singh Hooda, has supported the Punjab Chief Minister, Capt Amarinder Singh, on the issue of the NDA’s decision to send a team to look into the allegations of victimisation levelled by the Shiromani Akali Dal President, Mr Parkash Singh Badal.

In a statement issued here this evening, Mr Hooda said if the NDA had to send a team, it should be sent to Haryana, where the Chautala administration had been victimising Congress leaders and workers.

Now toll for Delhi-Amritsar highway

The National Highway Authority of India has decided to levy toll tax on vehicles plying between Delhi and Amritsar on the G.T. Road. The toll tax will be levied as per the following rates: car van — Rs 50, canter — Rs 90, bus/truck — Rs 175 and heavy-load vehicles — Rs 375.

A company named SMS Limited, which has been given the contract for collecting the proposed toll tax, has erected four barriers between Delhi and Amritsar. The barriers have been erected at Kundli, Karna lake, near Karnal (both in Haryana), Shambu and at a place near Ludhiana (in Punjab). Collection centres have also been built at all four places. The company has also opened controlling offices at Karnal and Ludhiana.

Mr Parkash Swaroop, Deputy General Manager of the Karnal-based company, said the company was acting only as a collecting agent for the National Highway Authority of India. The toll tax collected would be used mainly for improving the quality of roads and checking unauthorised cuts. He stated that the agency would do patrolling of the G.T. Road and provide help to accident victims.

Mr Swaroop said the agency would have fully equipped vans with gas cutters for extricating accident victims from the vehicles. Security cover would also be provided to them while transporting them to hospitals, he added.

He said the toll tax rates had been fixed by the Union Finance Ministry and the Ministry of Surface Transport

Police claims neutralising armed gangs

Ambala had become a battleground of gang wars recently. On May 23, 1999 Heera property dealer was killed on January 11, 2002 Ramesh Duggal was shot dead in broad daylight at point-blank range and on March 17, 2002 Rajendra, alias Bindu was shot dead in Mahesh Nagar.

These incidents were the result of the gang wars which had brought in the frequent use of arms in operations carried out by these gangs. It was not only a matter of concern for the local residents, it was also a major challenge for the police in Ambala district.

The police has managed to put an end to this dangerous trend with a couple of gang members of atleast two armed gangs being caught and put behind the bars.

Sanjiv Rai alias Changa, who was wanted by the police in several cases in Ambala, was killed in an encounter with the police in Karnal on June 14. Out of the five gangsters arrested by the Karnal police while they were planning to strike at a petrol station, at least two of them, Kulwinder, alias Kaka and Nishan Singh were from Ambala. Six pistols were seized from them.

Changa belonged to a gang whose leader was Dr Bobby, along with his accomplices, was aalleged to be responsible behind an attempt to unleash a reign of terror in Ambala. Their effort, however, came to a nought with the district police nabbing Dr Bobby and his accomplice Navin from Yamunanagar.

It was not just the gang led by Dr Bobby which has been neutralised by the police, another gang, which was responsible for kidnapping for ransom of Ambala City resident and an advocate, has also been neutralised. Both the victims were later left off by the newly formed gang.

On the night of April 2, Darshan Singh, a resident of Rampur Sarseri village and Kuldeep, alias Kala, a resident of Shahpur Machaonda, were nabbed during nakabandi in the Mahesh Nagar area. Two weapons, a .315 bore rifle and a 12 bore gun besides 50 cartridges and a hunting knife were seized from them.

The other members of Darshan Singh’s gang were Kulwinder Singh, Gurdarshan Singh, a discharged Home Guard, Nishan Singh and Preet Mohinder Singh. Darshan Singh (40) was involved in the murder of a property dealer in 1999, Preet Mohinder Singh had jumped parole and Kuldeep Singh had been declared a proclaimed offender.

The Superintendent of Police, Ambala, Mr Manoj Yadava, said that the police had suceeded in nipping a dangerous new trend of use of firearms by gangs here. “It is perhaps for the first time that fire- arms were being used by the gangs. This dangerous trend has certainly been put to an end.” he said.

3 Sirsa canal breaches plugged

Kurukshetra, June 17
The release of more water from Indri head caused breaches at three places in the Sirsa branch canal, resulting in the flooding of about a hundred acres of land near Kirmach and Bodsham villages, 18 km from here, yesterday.

Stating this here today, the Deputy Commissioner, Mr Abhilaksh Likhi, said the breaches had been plugged and the water drained out with the help of two heavy duty electrical pumps and another five water-lifting pumps.

He said he had deputed Mr C.S. Dalal, Block and Panchayat Officer, Thanesar, and Mr Sukarampal Singh, patwari, Revenue Department, to check the leakage.

He said keeping in view the dereliction of duty in handling the situation, he had recommended the suspension of the SDO, Mr B.B. Mittal, Junior Engineer, Raghubir Singh and some other employees.

Meanwhile, Mr Likhi accompanied by the SDM, Mr Narharisingh Bangar, Naib Tehsildar Ramesh Singla, DSP Pehowa, Charanjit Singh, and other officers visited the site and supervised the dewatering operation.

The inquiries conducted by Mr Likhi revealed that the Kirmach head gates remained closed in spite of the fact that the information regarding the release of more water was conveyed to the Kirmach head office well in time.

The crops were saved by plugging the breaches and draining out the water.

Miss Ambala contestant alleges irregularities

One of the contestants for Miss Ambala title Avedna Sharma, today alleged irregularities in results. The organisers, however, stress that her allegations are baseless.

Talking to mediapersons here, Avedna Sharma claimed that she was not adjudged Paramount Miss Ambala despite her having done well in contest. “Even from the reaction of the people, it was evident that I was the favourite. However, the name of someone else was announced,” she said.

She stated that she was chosen as Miss Personality while she deserved to be Miss Ambala. “I have participated in fashion show before and have taken part in music albums,” she said.

Her father, Mr Ashok Sharma, claimed that the judges were also unhappy with the announcement of the name of other contestants other than his daughter. “I was told by a judge that the result is not fair. I demand that an inquiry should be held into the whole incident,” he said.

However, Mr B.S. Madan, member of the Motherland Educational and Charitable Trust, which had organised the contest, stressed that there were no irregularities. “We organised this show so that our Trust could become popular. The names were announced on the basis of the decision taken by the judges,” he said.

He said that the actual responsibility of carrying out the contest was with a local choreographer.

Matka phod’ demonstration by Youth Congress

The Block Youth Congress, Ambala city, today held a “matka phod” demonstration near the Deputy Commissioner’s office to highlight scarcity of water.

Youth Congress activists raised slogans demanding that the government should take immediate steps to improve the shortage of potable water in Ambala city. They said that currently the major problem of water scarcity was being faced by the Ambala city residents.

In a memorandum addressed to the Governor of Haryana, the activists stated that while on one hand some parts did not have drinking water, there were other areas where pets and cars were washed and water was being misused in construction work.

Also, Ambala city is facing a problem of not having suitable outlets for excess water during rain. There is a need to solve the drinking water and excess water outlet problems. Among others, Kabir Nagar, Prem Nagar, Ward 29, Ravidas Basti, Novelty Road, Laharsa and Ratangarh are facing water scarcity, the memorandum stated.

Taking up a petition filed against the state of Haryana and other respondents by a Charkhi Dadri-based construction society seeking the quashing of works allotted in pursuance of tenders opened on May 24, Mr Justice Swatanter Kumar and Mr Justice Jasbir Singh of the Punjab and Haryana High Court on Monday ruled that prima facie the state had not been fair in awarding contracts and directed that no work under any of the awarded contracts would continue till further orders.

Issuing the directions, the Judges further ruled that the manner in which the contracts were awarded within 24 hours of the issuance of a corrigendum did not meet the principle of fairness. The Judges also directed the Managing Director of a cooperative bank, Rishi Ram, should to be present in the Court on the next date of hearing.

In their detailed order, the Judges, for ascertaining the bona fides of the petitioner — for ensuring that they had not approached the court for stopping the work — also directed them to deposit a costs of Rs 1 lakh within two days. If the costs are not deposited, the writ petition would be dismissed, the Judges concluded. The case will now come up for further hearing on June 19.

In their petition, the construction society had earlier sought the quashing of work allotted in pursuance of the tenders, besides directions for issuing tender forms to them. Alleging mala fide, they had claimed that the government was being made to suffer losses due to the violation of norms regarding the allotment of works through tenders.

M.Sc (IT) test on June 23

The University Grants Commission (UGC) has allowed those holding the MIT/M.Sc (IT) degrees of Guru Jambeshwar University (GJU) to appear for the NET examination in computer science and applications. The examination is scheduled to be held on June 23.

The Vice-Chancellor, Dr R.K. Chauhan, today said that the M.Sc (IT) course was started in 1996. Thereafter the degree was designated as MIT. However, the UGC asked the universities last year to rename the courses as M.Sc (IT). In the prevailing confusion, some centres coordinating the NET examination disallowed GJU students holding the MIT degree from taking the examination.
