Proposal to abolish 59 posts of Patwari Fatehabad, March 25 Though there is no signal from the head office on these recommendations as yet, but the move has sent shivers down the spines of patwaris working in the district. The patwaris fear that once the recommendations were accepted, many of them might have to face transfers, besides increase in their workload. According to informed sources, at present there are 220 patwari circles in six tehsils in this district. Out of these, 31 posts of patwari are lying vacant. Once the recommendations regarding dismantling of these 59 patwari circles were implemented, the number will reduce to 161. That would mean that 28 posts would become surplus in this district. In Fatehabad tehsil, 21 out of 71 circles are to be dismantled, in Tohana tehsil, 10 out of 39, in Rattia tehsil 11 out of 43, in Bhattu Kalan four out of 25, in Bhuna, six out of 29 and in Jakhal tehsil three out of 13 patwari circles are to be dismantled. The move is a part of austerity measures to cut down expenditure. The move has not been received well by patwaris. Mr. Satish Kumar, president of the District Kanoongo and Patwaris Association, said the move was ill-conceived and if implemented, would add to the burden of already overburdened patwaris. He said as per the older norms each patwari was expected to look after 2500 acres of land. If the posts of 59 patwari were abolished, each patwari will have to look after 4000 acres of land. He said the government had recently given the job of distributing old age pension and widow pension to the patwaris. Under these circumstances, if burden of additional acres were put on the patwaris, it would be too much for them. He said in case some patwaris were transferred to other district, their seniority would also be disturbed. He said the patwaris, of the state, who assembled at Panipat on March 17, had decided to launch an agitation if the government moved forward with its plan to abolish the posts. |
Panipat refinery exempted from
LADT Chandigarh, March 25 The Indian Oil Corporation (IOC), promoters of the Panipat refinery, had refused to undertake these two projects after the state government had decided to impose LADT two years ago on all goods imported by anyone from outside the state. Several industrialists had gone to the Punjab and Haryana High Court against the imposition of LADT, but the court had upheld the imposition of the tax. However, the state government relented before the IOC, which threatened to take the projects to some other state. Justifying the exemption granted to the IOC, an official spokesman said here today that the expansion of the refinery and the setting up of the PX-PTA complex, the PET project and a power project would bring new investment of Rs 11,000 crore to the state. In addition, he said, there was tremendous scope for the development of down-stream industries with an investment of Rs 15,000 crore. These projects would provide employment to a large number of persons. The power project would be of immense benefit to Haryana as power was of paramount importance to the state. He said the matter was examined by a high-powered committee constituted under the chairmanship of the Chief Minister, Mr Om Prakash Chautala. The committee favoured the exemption to the IOC from LADT. The Cabinet today approved the recommendations of the committee and decided to grant exemption to the two projects from the payment of LADT on crude oil feedstock, naptha feedstock and other consumables like catalysts or chemicals and spare parts. The Cabinet also decided to reduce the consent fee to operate rice shellers under the Water (Prevention and Control of Water Pollution) Act. Now the consent fee for the first year to operate rice shellers having a capital investment not exceeding Rs 25 lakh would be Rs 10,000 instead of Rs 30,000. Similarly, the fee would be Rs 12,500 instead of Rs 45,000 for the units having capital investment exceeding Rs 35 lakh but not exceeding Rs 50 lakh. The consent fee would be Rs 15,000 instead of Rs 75,000 for the units having capital investment of more than Rs 50 lakh. The annual consent fee for subsequent years would be Rs 10,000, Rs 12,500 and Rs 15,000 for the three categories of the units instead of Rs 25,000, Rs 30,000 and Rs 50,000, respectively. The proposal of the Excise and Taxation Department to dispose of the unallotted groups of retail liquor vends through open auction was also approved by the Cabinet. The spokesman said 51 groups had received offers of Rs 893.06 lakh which was 3.01 per cent more than the reserve price of these groups. The auction of unallotted groups would be held on March 27 for all districts at Kurukshetra. The Cabinet also approved the proposal of the Animal Husbandry Department regarding the transfer of land belonging to the Government Livestock Farm, Hisar, to Guru Jambheshwar University, Hisar. The land, measuring one acre four kanals and 13 marlas, would be transferred to the university free of cost for the construction of an outlet channel for the disposal of sewage. |
Govt lobbying for higher MSP: CM Jind, March 25 He said farmers would get a higher rate for their produce this season as compared to last year and added that the Union Government was being pressurised to raise the support price of wheat. Addressing a meeting of party workers here yesterday, Mr Chautala said the state government would also provide storage facilities for wheat. He said the state had contributed 68 lakh tonnes of wheat to the Central pool last year and would contribute more this year as a bumper crop was expected. He urged farmers to diversify the crop pattern and change the wheat-paddy rotation as it would be difficult for the government to purchase wheat and paddy during the next two or three years. He asked them to grow vegetables, pulses, fruits, oil seeds and sugarcane instead and said that two more sugar mills would be set up in the state and crushing capacity of the Palwal sugar mill increased. Referring to the shortage of power in the state, Mr Chautala said the government was taking effective steps to increase the production of power in the state. While at present 3,211 mw of power was being produced, it would be increased to 3500 mw during the next two years. Two power plants of 250 mw capacity each would be set up at Panipat, he said. Criticising the Opposition, he said the opposition parties in the state were proving ineffective and claimed that his government was working for the welfare of all sections of society. |

launches rural library scheme Chandigarh,
March 25 The Chief Minister laid stress on the promotion of the Hindi language and added that its vocabulary should be simple and easily understandable by the common man. He directed the Chief Secretary, Mr L.M. Goyal, who was present at the function, to print the telephone directory of the state government in Hindi. Earlier, the Chairman of the Commission for Scientific and Technical Terminology of the Union Ministry of Human Resource Development, Dr Harish Kumar, said that the commission had been enriching the Hindi language by improving its vocabulary. At present, there were seven lakh technical words available for use as a result of the efforts made by the commission. The Director of the academy, Dr Chander Trikha, said that as compared to six “Granths” brought out by the academy during the last decade, a scheme had been introduced to publish 40 “Granths”. The Chief Minister released a comprehensive glossary of “Pan-Indian Terms” brought out by the academy. Its Chief Editor is Dr Harish Kumar. He also released a book on sports journalism written in Hindi by Harbans Singh and brought out by the academy. He also released the recent issue of Hari Gandha, the journal of the academy dedicated to the great poet Nirala on his birth anniversary. |

withdrawal of house tax Shahabad, March 25 The local HUDA Housing Welfare Association, has urged the state government to direct the local municipal committee not to impose house tax on the owners had no right to charge house Estate. It said the committee had no right to charge house tax from them because it had not even taken over the work of the management of the area from the HUDA authorities so far. The president of the association, Mr Naresh Kamra, told media persons here yesterday that all civic amenities like streetlights, sewerage and maintenance of the roads and parks in the Sector were being provided by HUDA’s Estate Office and not the committee which, he added, was not spending anything in this area. Mr Kamra stated that the municipal councils of Ambala City, which had issued house tax notices to the residents of the Urban Estate there, had withdrawn the notices last month and decided not to levy tax in view of the court orders. The association has also submitted a memorandum to the Chief Minister in this connection. |
HVP workers oppose LPG price hike Hisar, March 25 Terming the NDA Government to be anti-farmer, he pointed out that the government had taken many decisions against the farmers during the past three years. He alleged that the Vajpayee government was imposing pro-capitalist policies. He said the people of Haryana were fed up with the working of the Chautala Government. During the past one year anarchy has prevailed in the state. Mr Kanwal Singh further said crime had registered a rise as the Chautala government had failed to maintain law and order in the state. He alleged that development activities in the state had come to a standstill ever since Mr Chautala came to power. |
VC against cancelling exam duty Ambala, March 25 Some of the principals objected that the university did not send the list of examiners appointed for conducting practicals in their college and this had caused difficulties to the college administration. Mr Chaudhary assured the principals that in future the university would inform the principals confidentially in this regard. Few other principals pointed out that the railway authorities do not accept the bundles of answer books after 5 pm even as the examination finishes at 5 pm. The Vice-Chancellor assured that he would send a letter to the Divisional Railway Manager, Ambala, in this regard so that he directs the staff to receive the bundles up to 7 pm. The VC asked the principals to keep the question papers in safe custody to avoid any complaints. |
Teachers seek probe into paper leakage Yamunanagar, March 25 Mr Rajender Singh, District Education Officer, today said it had been instructed to postpone the paper in all 84 centres in the district today. He said eight cases of copying had been detected which included four of plus two, three of matric and one of middle class. Mr Pardeep Sarin and Mr Ramesh Kamboj, district unit president and secretary, respectively, of the Haryana Rajkiya Aadhyapak Sangh in a press note here today demanded punishment for the culprits. They said stationery worth lakhs of rupees would have to be destroyed. |
