The controversy over the land of Mata Rajeshwari Temple at Lajpat Nagar took a new turn last night when some armed intruders uprooted tents erected by the temple management. The miscreants, who came in a tractor-trailer, also levelled the surface with a cultivator. The police has booked three persons in this regard.

Fund to strengthen urban infrastructure

The Haryana Government has constituted a fund set up by Urban Infrastructure Development Board to augment and strengthen the urban infrastructure in the state besides making urban development self-financing.

Rs 5.5 cr funds given to Addl. DCs

The Haryana Government has released funds amounting to Rs 5.50 crore to all Additional Deputy Commissioners in the state under the Decentralised Planning Scheme for the current financial year.

The annual convocation and prize distribution function of Government College, Ambala Cantt, was held today. At least 196 students were awarded degree certificates. Besides this, nine students were honoured with college colours for their outstanding performance in academics, sports, cultural and other co-curricular activities.

Temple tents uprooted, 3 booked

The controversy over the land of Mata Rajeshwari Temple at Lajpat Nagar took a new turn last night when some armed intruders uprooted tents erected by the temple management. The miscreants, who came in a tractor-trailer, also levelled the surface with a cultivator. The police has booked three persons in this regard.

Mr Shrotanand Swami, who looks after the temple, told mediapersons today that some armed persons came to the site where tents had been set up for discourses by saints. The suspects even tried to attack him.

The land has become a bone of contention between the temple management, a local businessman and a senior INLD leader. While the temple authorities have been maintaining that they are the owners of the land, the businessman, however, claims that he is the owner of the plot. An INLD leader who resides near the temple has also been staking his claim to the land. The temple belongs to the Manav Dharam sect floated by former Union Minister Satpal Maharaj.

Dr Sushil Indora, INLD MP from Sirsa, had raised the issue of kirtan by the temple authorities in Parliament. It had led to heated exchange of words between him and BJP MPs Vinay Katiyar and Adityanath.

Fund to strengthen urban infrastructure

Chandigarh, March 23
The Haryana Government has constituted a fund set up by Urban Infrastructure Development Board to augment and strengthen the urban infrastructure in the state besides making urban development self-financing.

Stating this, the Minister of State for Urban Development, Mr Subhash Goyal, said here today that the Board would be headed by the Urban Development Minister as its Chairman. The Commissioner and Secretary, Urban Development, would be its Vice-Chairman. The Director, Urban Development, would act as the Chief Administrator and the Additional Director Urban Development, would be the Secretary of the Board.

He said the receipts on account of licence fee, security fee, service charges and composition fee realised under the provisions of the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963, and the Haryana Development and Regulation of Urban Areas Act, 1975, would be credited to the fund. Also grants, loans and financial assistance from the Central or state governments or any other source would be credited to the fund.

Rs 5.5 cr funds given to Addl. DCs

The Haryana Government has released funds amounting to Rs 5.50 crore to all Additional Deputy Commissioners in the state under the Decentralised Planning Scheme for the current financial year.

While stating this here today, a spokesman of the Planning Department said out of the total funds, Rs 26 lakh had been released to Ambala, Rs 40.50 lakh to Bhiwani, Rs 36.50 lakh to Faridabad, Rs 27.50 lakh to Fatehabad, Rs 34.50 lakh to Gurgaon, Rs 37 lakh to Hisar, Rs 32 lakh to Jind, Rs 26 lakh to Jhajjar, Rs 29.50 lakh to Karnal, Rs 34 lakh to Kaithal, Rs 26.50 lakh to Kurukshetra, Rs 27.50 lakh to Mahendergarh, Rs 21 lakh to Panipat, Rs 15 lakh to Panchkula, Rs 24.50 lakh to Rohtak, Rs 32.50 lakh to Sirsa, Rs 30 lakh to Sonepat, Rs 23 lakh to Rewari, and Rs 26.50 lakh to Yamunanagar.

Woman kills 2 infants, self

Four persons died unnatural deaths and six were injured in three separate incidents in different parts of the district yesterday. Three of them allegedly committed suicide while one person was killed in a road accident.

According to reports received here, Pinki (24), a housewife of Kilazafargarh village, along with her two daughters Sonia (4) and Asha (2), allegedly committed suicide by jumping before a running train on the Jind-Delhi railway station near Kilazafargarh village. A family dispute is said to be the cause behind the incident.

According to another report, Anup Singh of Nidana village was killed after he was hit by a car on the Jind-Gohana road near the village.

Advocate convicted in accident case

Ambala, March 23
The Judicial Magistrate, Ist class, Ambala Cantt, Mr Sundeep Singh, has convicted an advocate in an accident case and also directed him to pay a compensation to the victim for damaging his one eye.

On March 5, 1998 when the complainant Mangat Singh was going on his cycle to village Barara, the accused Vinod Kumar, who is an advocate, hit his motor cycle against the cycle of the complainant, which caused grievous injuries to the left eye of complainant. he was admitted to the military hospital, Ambala Cantt, which declared his one eye totally damaged. The advocate persuaded the complainant for a compromise, but he did not accede to it. On the basis of the statement of the accused a case was registered against the advocate by the Mulana police under Sections 279, 237 and 338, IPC, (rash and negligent driving).

The counsel of the accused prayed that the accused ought to be released on probation as he took the victim to hospital while the Public Prosecutor, Mr Subhash Aarya, stated that the accused had taken the victim to hospital out of compulsion and not on human grounds. The defense counsel said that the delay of 9 days in lodging the FIR was fatal to the case of the prosecution and the accused deserves to be acquitted on this count alone.

Mr Singh while rejecting the delay plea stated, “It is widely known that the advocates are experts in dealing with court cases and whenever a general public got involved in a dispute with an advocate, the first impression which comes to the mind of such person is that the advocate, being a highly learned person having full knowledge about the process of law and ins and outs of the investigations, is more likely to wriggle out of the complexities and technicalities of a criminal case with his experience and as such it was not unnatural for the complainant to be apprehensive in instantly lodging the FIR against the accused. Otherwise mere delay in filing of FIR is not fatal to the prosecution, as it cannot be termed to be a starting point that sets in motion the machinery of a criminal investigation.”

The Magistrate imposed upon the accused the sentence of one year under Section 338 and six months under Section 279 of the IPC which shall run concurrently and further ordered for a compensation of Rs 25,000 for the complainant.

Justifying the compensation, the Magistrate, while quoting an order of the Supreme Court, observed in his judgement, “Sub section (3) of Section 357 is an important provision but courts have seldom invoked it, perhaps due to ignorance of the object of it. It empowers the court to award compensation to a victim while passing judgement of conviction. The court may order the accused to pay some amount by way of compensation to the victim who has suffered by the action of the accused. It is a measure of responding appropriately to crime as well as of reconciling the victim with the offender. It is indeed a step forward in our criminal justice system.”

Bail granted to three

In his order the judge said, “Petitioners accused Krishan Gopal was alleged to have been showing Hindi feature film ‘Balwan’ on TV network to his subscribers. It was claimed that the copyright for the film was with Vedio Master as distributor and the complainant, Mayank Bansal, acting on behalf of the distributor, had found the petitioners-accused violating the copyright of the distributor”.

The stand of petitioners on the other hand was that the case was false and fabricated. It was also claimed that Vijay Kumar and Arvind had been implicated without any evidence.

The judge observed, “Admittedly Vijay Kumar and Arvind have still not found to be having any connection with the case. The stand of the petitioners was that the film was released and had already been in screening for more than five years of its release. That is why the copyright cannot be claimed,” the judge said. The petitioner could not be kept in custody as a matter of punishment.

Mistakes in house tax bills, says councillor

The Municipal Councillor, Ambala Sadar, Mr Bimal Prakash, today said that mistakes have been noticed in the house tax bills sent by the Municipal Council.

Mr Bimal Prakash said that in several instances, bills are higher than the house tax notices. He said that affected persons have made endless visits to the Municipal Council to get the mistakes corrected. “Earlier there were mistakes in the house tax notices and now there are mistakes in the bills”, he said.

He said that the municipal authorities and MC president should make adequate arrangements to ensure that the mistakes are immediately corrected.

Govt College convocation

Ambala, March 23
The annual convocation and prize distribution function of Government College, Ambala Cantt, was held today.

At least 196 students were awarded degree certificates. Besides this, nine students were honoured with college colours for their outstanding performance in academics, sports, cultural and other co-curricular activities. Four students, including Varinder and Sukhjinder who had stood first and second, respectively, in the university in the final examination of MA Punjabi (Final), were given roll of honour for their excellent performance.

Out of the 196 degree holders, 106 students were from arts, 46 from commerce and 42 from post graduation department.

The chief guest, Mr K.C. Bangar, Chairman Haryana Public Service Commission, advised the students to work hard and stressed upon the importance of discipline in the life of a student. He said it was the duty of a student to have a scientific and practical approach towards life.

Earlier, college Principal, Mr A.K. Kaushik, read out the annual report of the college and highlighted the achievements in different fields.
