Hizbul not to enter poll fray Srinagar, March 17 “We believe in democracy, but at the same time we want to make it clear that no commander or mujahid will participate in the elections held under the Indian Constitution,” a Hizbul spokesman said in a statement to local newspapers. He said after making sacrifices during the past 11 years, people of the state and mujahideens would not think of participating in the Assembly or any other election which would be held only for administrative purpose. He denied press reports that former commander Abdul Majid Dar and Asad Yazdani would participate in the coming state Assembly elections. The spokesman said the outfit believed in democracy and, therefore it had expressed its readiness to enter into any meaningful dialogue to resolve the 54-year-old Kashmir issue peacefully. He, however, said the dialogue, whenever held, should be meaningful and all the three parties — India, Pakistan and people of Kashmir — should sit across the table to find a lasting solution to the issue. Hizbul Mujahideen was the second militant outfit, after the Jammu and Kashmir Liberation Front to announce unilateral ceasefire in August 2000. However, the outfit withdrew the ceasefire after the Centre refused to include Pakistan in the talks at a later stage.

4 mercenaries shot Srinagar, March 17 The police here said four militants of the Harkat-e-Jahad-e-Islami were killed in an encounter with the security forces at Krimora in Rajwar jungles in Kupwara district yesterday. Four AK rifles and four magazines were seized from the site of the encounter. The killed ultras have been identified as Hamza Baba of Karachi, Sher Khan of Peshawar, Umar Farooq of Hassanabad and Salim, a resident of Muzaffarabad, a defence spokesman said. The police and the security forces averted a tragedy with the recovery of 15 kg of RDX concealed in an LPG cylinder at Chopran in the Bandipore area of Baramula district yesterday. The recovery was made during a search operation in the area, the police said adding that 20 feet cardix wire and two anti-tank rifle grenades were also seized from the house of Shah Zaman. One militant of the Hizb-ul-Mujahideen was killed in an encounter with the security forces at Watrigam in Anantnag district today. One AK rifle, one magazine and some rounds were seized. A suspected militant was killed in an encounter with the security forces at Kanihama road in Srinagar district last night. The police said that the encounter ensued when the hiding militant fired at a search party. The body of Riyaz Ahmad Rather was recovered from Budgam district yesterday. JAMMU: Indian and Pakistani troops exchanged heavy mortar and machine gun fire along the international border in which one Indian soldier was injured in the Samba subsector on Sunday, a defence official told TNS. The lull on border was broken after three weeks during which two sides exchange routine small arms fire along the International Border. According to the official, Pak troops fired from H-1 and H-2 mortars near Galad village for two hours between 7 a.m. to 9 a.m. The damage and casualties on the other side was not known, he added. “The firing was so intense that it caused commotion in the civil population who fled for safety in the adjoining villages,” a police official said. |

Two infiltrators quizzed, shot Jammu, March 17 According to official reports, the police picked up two youths near a police naka in the overcrowded Hari Market and were taken to the police station for interrogation. Initially, they tried to mislead the police by saying they belonged to a place area in Jammu. Further interrogation revealed that they belonged to Pakistan and were carrying out a survey in the city where they could strike at an appropriate time. The two were forced to reveal the places where they had dumped arms and explosives. The police party recovered two bags of weapons and explosives. When the two tried to escape, they were killed on the spot near Nikki Tawi area. |

Don’t get provoked, CM tells Gujjars Jammu, March 17 Addressing a group of Gujjars and Bakerwals here today, the Chief Minister said militancy had created havoc and disrupted the social fabric of the state. The enemy was trying to draw a wedge between various sections, he said, hoping that provocation would not sway people. Nurturing suspicion about fellow beings was uncalled for, he said, emphasising the need to cement the bond of brotherhood. Assuring the Gujjar and the Bakerwals that their problems would be solved within the available resources, the Chief Minister said the issue regarding the rehabilitation of nomads and the poor sections of these communities had to be addressed earnestly. He urged these communities to benefit from various schemes meant for their uplift. Dr Abdullah laid stress on education, saying that unless the children prepared themselves for the competition ahead, reservation would be meaningless. This aspect had to be addressed to immediately. He said even after 54 years of independence, these communities had not progressed. “You too have to take an initiative to fight ignorance, illiteracy and diseases”, he added. |

Centre not doing enough for migrants: minister Jammu, March 17 “The state government has taken up the matter with the Central Government several times and will again take up this issue with Government of India to provide respite to the displaced population,” Revenue Minister Abdul Qayoom said replying to the discussion on grants of his ministry in state Assembly here yesterday. He asked Kashmiri Pandits to return to the state, saying that the majority community in the valley wanted their brethren to return to the valley. He referred to the initiative of the government for the safe return of Kashmiri Pandits. The minister said there was factionalism in the community and if they did not realise and availed themselves of the benefits of the return package, it would be very difficult for them to return to their native places. He also referred to Koul Committee report for the return of the migrants. He said Rs 43 crore had been placed at the disposal of Divisional Commissioner, Kashmir, for the return of about 2,000 Kashmiri Pandits in the first phase.

Processions banned in Jammu Jammu, March 17 Official sources said the orders issued by the District Magistrate on March 14 also prohibited any group of people from proceeding outside the district. These restrictions have been imposed keeping in view the tense situation prevailing in some parts of the country. The state VHP had planned to send 2000 ‘kar sevaks’ from Jammu to Ayodhya on March 16 but had later postponed it to tomorrow. The order issued under Section 144, CrPC is, however, not applicable to marriage and funeral processions.
