Haryana teachers oppose promotion policy

The Haryana Government Master Cadre Association is up in arms against the promotion policy of the state government due to which they are facing a bleak future and stagnation in service. State president of the association Laxman Das and Kurukshetra district president Krishan Dutt Bharadwaj in a joint statement here yesterday said in 1991 the Haryana Government had decreased their promotion quota from 75 per cent to 50 per cent for the post of high school Head Master and school lecturer from among masters whose seniority was at the state level.

They said the Head Master high school promotion rule framed in ‘98 was arbitrary. The state government had framed one rule for Class 1 post and another for Class II posts. It had also framed two rules i.e middle school Head Master and master’s promotion rule and school lecturer promotion rule for Class III post.

They pointed out that in the lecturer promotion rule, matric pass classical and vernacular (C&V) teachers were being grouped with BA/BSc/BCom pass masters. But in the middle school, the Head Master’s and master’s promotion rule, BA/B.Ed pass C and V JBT teachers were entitled for the post of masters on the basis of three years’ experience. Due to this policy, classical and vernacular teachers appointed on the basis of Sastri/Parbhakar/Giani and diploma in oriental training (OT) in district cadre in1988 had become Head Masters, but the masters who were appointed on the basis of BA/BSc/BCom and BEd degree in the state cadre from ‘72 to ‘74 had not been considered for promotion as Head Masters, which was great injustice. The future of approximately 24,000 masters had become bleak. The government has also violated the “Roster and Rider” system, they alleged.

The state president said that their association had submitted a representation to the Director of Secondary of Education, and the Secretary Education Haryana, in this regard. It also demanded the regularisation of services of ad hoc teachers and appointment of teachers on contractual basis. Besides this, the association had demanded separate pay scales for the posts of Masters, different from those of classical and vernacular teacher.

Teachers oppose political interference in varsities

Chandigarh, February 6
The Haryana Federation of University and College Teachers Organisations (HFUCTO) has alleged that political, bureaucratic and extra-constitutional interference in the running of universities and colleges in the state is on the increase.

A memorandum, presented by a delegation of the HFUCTO to the Governor, Babu Parmanand, who is also the Chancellor of the universities in Haryana, alleged that even the university Acts were being bypassed. “The participatory and democratic decision-making of university bodies is being further eroded either through not providing representation to elected teachers’ representatives, as in the case of GJU, or brazenly delaying and avoiding such elections as in KU and MDU”, stated the memorandum.

The delegation, which comprised representatives of the AIFUCTO, the MDU Teachers Association, the Haryana Government College Teachers Association and Kurukshetra University Teachers Association, also criticised a recent meeting of the Vice Chancellors of universities in Haryana where the VCs allegedly tried to legitimise arbitrary government interference in academic matters.

“Fatwas” by the government on matters relating to the size of the class, tutorial groups, number of minimum students for optional papers, combination of subjects, duration of classes, teaching methods and workload norms should stop, stated the memorandum.

The memorandum also expressed serious concern at “retrograde” amendments relating to university Acts passed five years ago by the Haryana Assembly. It alleged that these amendments led to the subjugation of universities to the immediate political interest of the state and control by the government through the usurping of rights and powers regarding finances, appointment of key functionaries and other decision making that legitimately fell under the jurisdiction of university bodies. The memorandum also pointed out that the ruling INLD, which was in the Opposition at that time, had walked out of the state assembly in protest against these amendments.

The HFUCTO also drew the Governor’s attention to complications being created regarding the pay fixation of teachers and “gross injustice” being done to teachers under promotion schemes. These problems could be sorted out by simply following the UGC guidelines, the memorandum stated.

A copy of the memorandum was also submitted at the office of the Chief Minister.

Shifting of judicial courts demanded

The Bar Association, Ambala Cantt, had demanded that the judicial courts be shifted back from Sessions Court complex, Ambala city to Ambala Cantt.

The president of the association, Mr Kamal Jassi, in a letter addressed to the Ambala Cantt MLA, Mr Anil Vij, said this issue should be taken up with the Haryana Chief Minister, Mr Om Prakash Chautala. Mr Jassi said the judicial courts of Ambala were temporarily shifted to Sessions Court complex, Ambala City, as the judicial courts records were set ablaze during the anti-reservation agitation. “The people of Ambala Cantt are regularly demanding the shifting back of the courts to Ambala Cantt. The Ambala Cantt subdivision banao samiti, headed by Mr Om Prakash Malik, has been peacefully struggling for bringing back the judicial courts to Ambala Cantt in a suitable building,” he said.

He stated that the then Deputy Commissioner, Ms Navraj Sandhu, the then District and Sessions Judge, Mr Surinder Singh, and representatives of the association had approved a site about 5100 sq yards situated in the vicinity of the Subdivision Education Office and the District Industry Centre, Ambala Cantt. A site plan for housing six courts had been prepared by the PWD authorities, he said.Top

 

Phone on demand in four districts

The BSNL has decided to provide phone on demand in four districts — Panipat, Kaithal, Kurukshetra and Karnal — according to the General Manager Telecom District, Karnal, Mr C.S. Kataria.

Addressing a press conference here yesterday, Mr Kataria said the BSNL proposed to start the mobile service on August 15.

Listing the new facilities for the subscribers, he said an integrated call centre having the facility of changed inquiry number announcement, billing and complaints would be in place by March 2002.

The new telephone directory would also be released this month, he said, adding that the waiting list for Karnal city had been cleared.

Woman raped at pistol-point

Fatehabad, February 6
A married woman was allegedly raped at pistol-point at Lalwas village in this district yesterday. The police has registered a case under Sections 376, 452 and 506 of the Indian Penal Code and started investigations.

According to police sources, a married woman of the village lodged a report with the police alleging that Ram Kishan of the same village came to her residence last evening when her husband was away.

The accused allegedly raped her at gun-point and threatened her with dire consequences in case she tried to raise the alarm. By that time her husband also reached there but the accused escaped by showing pistol to her husband.

He also inspected roadways buses plying on different routes after receiving complaints of irregularities committed by conductors.

Yesterday, General Manager, Haryana Roadways, had caught a fake conductor in a roadways bus on the Sirsa-Sangria route.Top

Many women are reported to have been infected during their medical examination due to the alleged negligence of doctors in a health camp organised at Rania here. According to information, the women who underwent examination, complained of vomting, among other things.

The Civil Surgeon, Sirsa, Dr S.K. Batta, admitted that some complaints had been received but denied they were related to infection. He said some women complained of allergy due to disinfecting medicine used during investigation. He added that a team of doctors had been sent to the complainants and no serious ailment was discovered.

Maxi-cab permits

Congress public meeting on Feb 15

Sub-committees functional

The sub-committees constituted for hearing the objections of house tax bills of the residents of Ambala City Municipal Council area started functioning today. People were not getting immediate relief as the objections made by the residents were being fed to the computer.

According to the chairman of the council, after getting the computer report, residents would be informed about the concessions granted to them. The people were demanding that the sub-committee disclose its decision on the spot about the objections filed by them.Top


14-day remand for clerk

The clerk of the District Transport Office who was arrested by the State Vigilance Bureau on Tuesday was sent to judicial custody for 14 days by a local court today.

The bureau officials, on the complaint of Mr Ravinder Singh, had raided the office and recovered Rs 500 from the possession of the clerk. It had allegedly been paid to him by the complainant for issuing him a duplicate driving licence.Top

 


Clue in fake currency case

The Ambala police has achieved a clue in the fake currency case. It had seized fake currency of Rs 89,000 from a resident of Shahjadpur (Ambala) last week. Kulbir of a nearby village, believed to be the main supplier of the fake currency notes, was absconding since the day of the police raid.Top
