Police wants security branch upgraded

Gurgaon, May 12
The Haryana police yesterday decided to recommend to the state government to upgrade the “security branch” in this and Faridabad district by creating the posts of the Deputy Superintendent of Police (DSP) to head them.

The decision was taken here at a meeting of the local Superintendents of Police covering Gurgaon, Faridabad, Rewari and Mahendergarh districts, convened by the Director General of Police, Haryana, Mr M.S. Malik. Presently an officer of the rank of Sub-Inspector is incharge of the Security Branch in the districts.

The need for upgradation of the sensitive Branch, which had been apparently neglected by the state government, was felt on account of fast changing demographic profile and the geographical expansion of the two districts, especially Gurgaon.

The decision was taken to make the branch more effective and give an expanded role to it. The views expressed in the meeting was for giving more teeth to the Branch for counter-espionage operations, to complete the formalities for clearance of the passports and to keep a tab on the functionings of the Non Governmental Organisations (NGOs).

The move for beefing up this portfolio is understandable. In the recent past a number of cases surfaced showing penetration of the ISI agents in Mewat areas of the two districts. The meeting also decided to recommend to the government to provide more vehicles to the personnel of the branch.

Later talking to newsmen Mr Malik said the progress on the ambitious Rs 1,000-crore project of setting up a Police Training Centre on 320 acres of land in Bhondsi in the district was satisfactory. According to him, a post of the SP has been created for heading the centre. He said Mr Subash Yadav would soon take charge of the post. The proposed centre would also have a recruitment centre and a North Zone Police Women Academy. The academy would be funded by the Central Government. He further said the proposed Rapid Action Force(RAF) for Gurgaon Range would be set by the end of June.

Referring to vehicle thefts in the state, he said the police would recommend to the government to bring about change in the rule regarding registration of vehicles. He said the police had busted a racket in the state in which the owners of vehicles would register false theft cases and claim compensation from insurance companies. Later they would dispose of the vehicles concerned at different places. He said some vehicle dealers were also involved in the racket.

He said Gurgaon was the first district to have computerised the Village Crime Note Book 9(2), vehicle challans, for its speedy disposal of cases and increase in state revenue.

‘He was misunderstood by Press’

For scribes and others it was a trip down the memory lane at the local Press Club yesterday when personalities from various walks of life narrated their experiences with the late Deputy Prime Minister Devi Lal.

The occasion was a symposium organised by the Chandigarh Press Club in memory of the messiah of farmers.

The former Governor of Tripura and veteran Haryana Congress leader Sultan Singh said the multifaceted Devi Lal was misunderstood by the Press, the people and the Congress because he was projected as a leader of the Jats alone. Though Mr Devi Lal was born in a family of jagirdars, he led a simple life. He fought for the cause of the tenants at his father’s land.

Mr Sultan Singh said though Devi Lal was born in a “politically barren land”, this tallest leader gave a new direction to political thinking and created political awakening among the masses of Haryana.

Recalling how Devi Lal had persuaded the late Sant Fateh Singh, who had demanded the creation of Punjabi Suba, in favour of Haryana, Mr Sultan Singh said ignoring the advice of the doctor, Devi Lal accompanied by him, Prof Sher Singh and a few others reached Akal Takht to convince the Sant on the justification for the demand for Haryana. The Sant promised that he would not demand the inclusion of Hindi-speaking areas in the suba.

Devi Lal travelled extensively to obtain resolutions from panchayats, block samitis and municipal committees in favour of Haryana. He received not only moral support from the people, but also financial help in his drive to make Haryana a separate political entity.

It was an irony of fate that Mr Bhagwat Dayal Sharma, who had opposed the creation of Haryana, became the first Chief Minister of the state. But Mr Devi Lal remained demoralised.

Mr Sultan Singh highlighted various welfare schemes started by Devi Lal for the benefit of all communities. He said three persons had played a major role in making Mr Devi Lal the tallest leader of Haryana. They were his elder brother Sahib Ram, Punjab Chief Minister Parkash Singh Badal and his elder son Om Prakash Chautala.

Former Editor of Dainik Tribune Radhey Shyam Sharma described Mr Devi Lal as a great son of the soil who, despite having no academic degrees, had thoroughly studied the social aspects of life which endeared him to the people, especially the poor and the farming communities.

Mr Sharma said during his 22 years of career in journalism in Madhya Pradesh he closely monitored the political activities of Mr Devi Lal. But the opportunity to interact with him came his way only when he joined Dainik Tribune. He found Mr Devi Lal a friend of journalists as he had high regard for their profession. He never objected to healthy criticism by the media.

He said Devi Lal gave Dainik Tribune an identity in Haryana. He was appreciative of a cartoon strip, “Tau bolya”, by Sandeep Joshi published in Dainik Tribune.

The Haryana Chief Minister, Mr Om Prakash Chautala, said Devi Lal always held the Press in high esteem because he had strong faith in democracy. He was the first Chief Minister to raise voice against the infamous Defamation Bill introduced in Parliament by Rajiv Gandhi in 1987. The Bill was withdrawn within 17 days.

He said though Devi Lal was born in a family of landlords, he spent his life struggling for the cause of the poor and the downtrodden. He was influenced by personalities like Mahatma Gandhi, Lala Lajpat Rai, Sardar Bhagat Singh, Sardar Vallabhbhai Patel and Sir Chhotu Ram.

Mr Chautala said his father was against nepotism and had no lust for power. He had preferred to induct Prof Sher Singh as member of the Legislative Council rather than his brother to accord him due recognition for his help in the creation of Haryana.

Devi Lal was firm in his decisions and he neither looked back nor succumbed to pressure. It was an irony that he had to go to jail along with farm tenants even when his own party was in power.

The Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhry, said Mr Devi Lal was so attached to the common man that once he asked him to get a passerby to his aircraft. He then let him fly from Bhiwani to Karnal. Devi Lal was kind and generous. He paid Rs 500 to every person who visited him for his return journey. He was of the view that government officers should not interfere in politics.

The President of the Press Club, Mr Jagtar Singh Sidhu, said Devi Lal was the first to sign the visitors book of the club.

Stir of sacked MC staff continues

While the Sulabh International, a well-known organisation in the field of hygiene, has already started the work of cleanliness in some parts of the town on a contract basis, the retrenched staff of the local Municipal Corporation (MC) are continuing with their agitation.

The Nagarpalika Karamchari Sangh, a wing of the Sarvakaramchari Sangh, Haryana (SKS) which is spearheading the stir staged a dharna and took out a procession in the town.

The dharna and demonstrations have been going on for about a month. But the authorities do not seem to be bothered about the issue.

The Municipal Corporation had recently awarded the contract of cleanliness to Sulabh International, which has started work in the eastern part of the town.

This region constitute mainly the urban sectors of the Haryana Urban Development Authority.

The corporation proposes to give more parts of the town to the private sector for cleanliness and maintenance work instead of carrying out the job on its own.

The MC has already decided to hand over the work of running and maintaining water tubewells of the town to private hands on a monthly or annual contract basis. It is believed that privatisation of civic amenities is being done to improve its overall functioning and cut the expenses in lieu of the salary of staff.

While over 1500 daily wage workers of the MC have been shown the door, some more employees may be retrenched in the near future.

The corporation has a staff of over 4000 at present.

On the other hand, the sacked staff of the MC and the Nagarpalika Karamchari Sangh appear to be adamant on continuing with the agitation till their demand of re-absorption is met.

The affected employees have been staging dharnas and demonstration daily, outside the MC office. A ‘balmiki mahapanchayat’ has been convened here on May 13 to build pressure on the government.

According to Mr Subhash Lamba, district president of the SKS, it is perhaps for the first time that such a large number of safai karamcharis have been removed. The employees also want to meet the Chief Minister, Mr Om Prakash Chautala.

New admission policy for colleges

The Haryana Government today decided to introduce a new policy for admission to colleges from the forthcoming academic session, besides increasing the seats in job -oriented courses in the state.

The Minister of State for Education, Mr Bahadur Singh, said the new policy would be more transparent and admissions would be made in a systematic manner strictly on the basis of merit.

He said the Chief Minister, Mr Chautala, had constituted a committee under the chairmanship of the Chief Secretary, Mr L.M. Goyal, to suggest recommendations on ways and means to make higher education job-oriented. The committee had made a number of recommendations to improve higher education and these were accepted by the State Government.

He said one of these recommendations pertained to the system of admissions in colleges. The committee observed that presently the manner of making admissions to the colleges was not systematic and objective. Particularly among government colleges, a situation had arisen where in some colleges had severe under-utilisation of the infrastructure on account of low student strength, whereas in some other colleges there was overcrowding of students. This resulted in deterioration of academic environment. It also becomes difficult for the teacher to address effectively the need of students resulting in unsatisfactory results.

The minister said a careful exercise would be done by every college well in time this year to fix the number of seats in all faculties at the entry level in colleges. These seats would be so fixed as to ensure optimum utilisation of the faculty and the physical infrastructure. The seats would be advertised in the prospectus. The admission would thereafter be made strictly on the basis of merit, no discrimination in this regard would be exercised.

Education project fails to take off

Due to the alleged apathy of the Delhi Sikh Gurdwara Management Committee (DSGMC), one of its educational projects has failed to take off at Bighar village near here. Although crores of rupees have been spent on the construction of a sprawling building for an international school in the memory of Guru Teg Bahadur, it has failed to attract students as the management has not appointed a regular Principal and teaching staff for the school.

The secretary of the Local Management Committee of the school has written to the DSGMC authorities in this regard expressing his concern at the sorry state of affairs.

The idea of opening a good public school was conceived by some local residents in 1994 and Shri Guru Teg Bahadur Education Society (SGTBES) with Mr Amar Singh as its president and Mr S.S. Malhotra as secretary was set up for the purpose.

The society requested the DSGMC to provide it with some land for the construction of the school. The DSGMC assured the members of the society that it would set up not only the school, but also an engineering college on its own. The then SGPC president laid the foundation stone of the school and an engineering college on July 12, 1996. The construction work of the building was completed earlier this year and it was announced that the school would start functioning from the current session.

The members and office-bearers of the management committee complain that they are not being taken into confidence in the day-to-day matters of the functioning of the school. Mr S.S. Malhotra, secretary of the committee has expressed dismay at the way things are being managed by the DSGMC.

In letters written to Principal Nanak Singh Chadha, convener, Education Council of the DSGMC, and Mr Kulmohan Singh, general secretary of the DSGMC, Mr Malhotra has expressed surprise over the ad hoc approach of the DSGMC after spending crores of rupees on the construction of the building in appointing a Principal and other staff members of the school. He said the DSGMC had appointed the Principal and staff on a daily wages basis, without conducting an interview.

He said that the casual approach of the DSGMC had done much harm to the reputation of the school and it had failed to attract many students during its first session.

He said the DSGMC should take the members of the management committee of the school in to confidence for efficient running of the school.

Judicial complexes to be upgraded: CM

Infrastructure in all judicial complexes, including those at subdivision and districts will be improved. This was announced by the Cheif Minister, Mr Om Prakash Chautala, at the formal inaugural function of the judicial complex here today.

He was responding to a demand by the lawyers for more facilities.

He said besides improving and providing judicial services at the subdivision level, a plan would be formulated to upgrade and provide more facilities to both lawyers and their clients.

The judicial complex here was inaugurated by Mr Justice Jawahar Lal Gupta of the Punjab and Haryana High Court. Interestingly, this complex was called the mini secretariat and was inaugurated by Mr Chautala about 10 years ago. Later, the state government decided to handover the complex to the judiciary.

The offices of the local administration have been shifted to a school building which is not centrally-located, according to residents.

Earlier, Mr Justice J.L. Gupta said good working conditions for judges and lawyers were not only a basic need but also required for the right dispensation of justice.

Later, Mr Chautala inaugurated community centres and also listened to public grievances at the “sarkar apke dwar” programme at Hodal town.

Meanwhile, the Residents Welfare Association of Sector 21-C here has demanded the shifting of the offices of the district administration, including the Deputy Commissioner’s office, from the sector.

Medical teachers reject NPA

Rohtak, May 12
The Haryana State Medical Teachers Association has rejected the package of non-practising allowance (NPA) offered by the government.

A decision to this effect was taken at the annual meeting of the association held here last evening.

Members of the association decided to protest the government’s decision of not providing NPA at the rate of 25 per cent of the basic salary and non-implementation of the revised salary with effect from 1996.

In another resolution, they demanded the immediate appointment of a doctor of the rank of professor to the post of Director of the PGIMS which fell vacant after the removal of Dr S.B. Siwach, recently.

They alleged that handing over the charge to Ms Anita Chaudhary, Commissioner, Rohtak division, was against the Haryana Medical Education Service Rules, 1988.

Meanwhile, Dr Nityanand has been elected president of the association while Dr R.K. Yadav, Dr R.K. Gupta and Dr R.B. Jain have been elected its vice-president, secretary and joint secretary, respectively.

Dr Pradeep Kumar had been nominated as treasurer while Dr S.C. Bhargava, Dr Amita Sharma and Dr Mahabir Singh have been included as members of the executive committee.

Gang of robbers busted, 3 held

Jind, May 12
The Jind police has busted a gang of robbers with the arrest of three of its members.

Stating this here today, Mr O.P. Singh, Superintendent of Police, added the arrested gang members had been identified as Suresh of Lakhu Buana village, Sharwan of Kharak village and Ram Mehar of Barsola village.

He said the police had recovered two country-made pistols, and five cartridges from them and impounded their motor cycle and tractor.

The SP said, on a tip-off, a police party raided a deserted factory near Jai-Jai Wanti village on the Jind-Rohtak road and arrested three members of the gang while two members escaped. He said the police had registered a case under Sections 399 and 402 of the IPC and under the Arms Act against them.

The SP said during interrogation the arrested robbers confessed that they were planning to loot occupants of vehicles on the Jind-Rohtak road.

They also confessed that they had committed crimes in Jind, Panipat and Rohtak districts.

In another incident, Angrejo Devi a resident of Dhamtan village, allegedly committed suicide along with her two minor daughters by jumping before a running train between Bhamtan and Dharodi villages yesterday.

All three died on the spot. The cause of the suicide could not be ascertained.

Water schemes approved

The Haryana Sanitary Board today approved an allocation of Rs 55 crore for rural and urban water supply and sewerage schemes.

The Central assistance worth Rs 104 crore was likely to be provided for various schemes during the current financial year as against Rs 45 crore in the last financial year. These schemes would include accelerated rural water supply programme, basic minimum services, 10th Finance Commissioner, accelerated urban water supply programme, Yamuna Action Plan and 11th Finance Commission.

The Chief Minister asked all the dependents of the martyrs of the state would be provided water connection on a priority basis, as soon as they apply for the same. He also asked the Public Health Department to carry out a detailed survey in order to provide drinking water supply in about 3600 villages and submit a report by June 30 this year. He reiterated that the works which had already been initiated should be completed before starting other new works so that maximum number of people could be benefited.

Open darbar held

The district administration today organised an open darbar in Kharaiti Khera village to redress the grievances of the people.

The Deputy Commissioner, Mr O.P. Indora, presided over the function. The SDM, Mr R.K. Chawhan, the District Panchayat and Development Officer, Mr Jagmohan Bhardwaj, and Executive Engineers of the HVPN, the Irrigation and Public Health Departments were also present.

Villagers complained that the residential plots allotted to homeless Dalits were still in possession of influential landlords.

The Panchayat of Bodiwali village complained of the lack of sewerage and the misery arising there of in the village.

It also complained that the supply of potable water was very poor.

Residents of Sarvarpur village complained of the non-implementation of the announcements made by the Chief Minister in the second phase of his Sarkar Aapke Dwar programme.

Dera sends relief to Rajasthan

The Dera Sacha Sauda chief, Sant Gurmeet Ram Rahim Singh, along with his disciples yesterday left for the drought-hit areas of Rajasthan to oversee relief works there.

Mr Krishan Lal, manager of the Dera Sacha Sauda (Sirsa), told media persons here today that a survey team was sent to the villages of Churu, Udaipur and Badmer districts of Rajasthan.

Mr Krishan Lal said 200 truckloads of relief material and 20 water tankers had been sent to affected areas. In the first phase the team would provide fodder, wheat and water to 250 villages of Taranagar and Rajgarh tehsils in Churu district and approximately same number of villages in Udaipur district. About 500 volunteers of the Green Social Welfare Force are accompanying the dera chief. Another batch of the relief material will be sent on May 17.

Murder case unsolved

Panipat, May 12
Even after 114 days of the murder of a local industrialist, Banarsi Dass Garg, and his wife Shimla Devi, the police has failed to solve the case. Local industrialists yesterday surrounded the Director-General of Police, Haryana, Mr Mahinder Singh Malik, and the IG, Rohtak range, Mr Resham Singh, at the Skylark tourist complex here and protested against the way the police was investigating the case.

The DGP assured the sons of the murdered couple that the case would be handed over to the Crime Branch and the culprits would be arrested soon.
