In an effort to streamline the collection of sales tax in Haryana, four Joint Excise and Taxation Commissioners have been appointed. The newly appointed officers will superintend the collection of sales tax and Central sales tax in the district falling within their purview.

Mehra, the then Chief Judicial Magistrate.

2 killed, 3 hurt in factory mishap

Two workers were killed and three others injured seriously, when a steam pipeline burst at a factory near Bahadurgarh, yesterday.

BKU for raise in relief

The Sonepat district unit of the Bharatiya Kisan Union (BKU) has urged the state government to grant compensation at the rate of Rs 15,000 per acre to the farmers whose crops had been destroyed by hailstorm and fire caused by sparking in high-tension wires passing over fields.

A resolution to this effect was adopted by the working committee of the union here yesterday. Mr Hari Singh Khokhar, President of the state unit of the union presided over.

The meeting described the compensation announced by the state government as inadequate and a joke on the farmers and urged Chief Minister, Om Prakash Chautala to review the decision on this issue and order increase in compensation to the affected farmers.

The meeting also demanded stern action against the officials of the Uttar Haryana Bijli Vitran Nigam (UHBVN) found responsible for poor maintenance of the power wires passing over the fields of the farmers.

The meeting also threatened to intensify the agitation if the state government failed to increase the amount of compensation and accept other demands. By another resolution the meeting demanded postponement of all kinds of loan, electricity bills and abiana from the affected farmers.

The meeting also expressed grave concern over the persistent shortage of gunny bags, suspension of wheat procurement and excess weighing of wheat by the official agencies and the arthiyas and resolved to hold demonstration in front of the Deputy Commissioner’s office if the government failed to check malpractices of the officials of the procurement agencies.

The meeting called upon the farmers to express solidarity with the BKU for launching a struggle against the government’s ‘anti-farmer’ policies.

Wheat glut: traders make profits

While there is a glut in the mandis, which are choked with heavy arrivals of wheat in the state, a ‘nexus’ of traders and buyers has reportedly been active cornering a huge profit through buying and selling of rabi crops in the market. The nexus taking advantage of the glut situation, is denying the farmer the minimum support price (MSP) of his produce.

Although the wheat arrival and procurement this season seem to have broken previous records, still a large number of farmers are forced to sell their produce below the MSP. According to sources in various mandis in the region, about 30 per cent to 35 per cent of produce is being bought by private traders and the remaining 70 per cent by government agencies.

An interesting fact that has come to light is that small and mediocre farmers are being offered a rate of Rs 550 to Rs 580 per quintal in their fields by private traders, on the plea that there are numerous problems at mandis. And several farmers, who have only 10 quintals to 50 quintals of surplus wheat prefer to sell their wheat to such traders as they do not want to go through the harassment at mandis and to incur extra expenses on transporting the produce to mandis.

Another point brought to the notice of officials is that farmers producing other rabi crops like sarson, and barley are forced to sell their produce to private hands much below the MSP.

The president of the Haryana unit of the Janata Dal (U), Mr Ved Prakash Vidrohi, said in a statement today that the state government had not started procurement of sarson and barley officially. Claiming that there was large-scale production of such crops in southern Haryana, the farmers were having a tough time regarding sale. He claimed that 65 to 70 per cent of sarson purchased so far had been bought by the private traders, while only 30 to 35 per cent by marketing societies.

While the MSP of sarson had been Rs 1200 per quintal, a majority of produce sold so far by farmers had fetched only Rs 1050 to Rs 1100 per quintal. He said agents and individuals working as traders had been making a profit of Rs 50 to Rs 100 per quintal.

Similarly, farmers having surplus barely were forced to sell at Rs 340 to Rs 375 per quintal instead of the Rs 500 due to no official buying.

Recently the district authorities had arrested some persons (traders) who had been found to be bringing wheat to mandi at Palwal purchased at lower rate from farmers of border villages. It is reported that several hundred tonnes of wheat has come to mandis in this manner.

Meanwhile, about 3,23,252 tones of wheat has arrived in mandis in the district so far. Of these, 3,22,749 tonnes has been purchased by government agencies and 503 tonnes by traders from the mandis. Last year only, 1,31,166 tonnes had arrived. According to district officials, the total procurement this season is likely to cross 4.25 lakh tonnes which will be about 2.50 lakh tonnes more than last year.

Police protection for farmers

The district administration has decided to provide police protection to those farmers who consider it necessary while returning home with cash after selling their produce. A spokesman said the step had been taken in the wake of apprehending reports of looting. He said the farmers selling produce worth over Rs 20,000 would be given police protection on request and police posts had been set up in mandis for the purpose. A mobile police van had also been pressed into service.

The Deputy Commissioner has requested the farmers to sell their produce by 5 pm and return home so that any untoward incident could be prevented. He said so far 826 tonnes of mustard had been procured. As many as 210 tonnes of gram and 1,691 tonnes of barley had also been procured.

He said gram had been bought between Rs 1,660 and Rs 1,725 while barley was procured at the rate of Rs 400 per quintal. He said so far 40, 231 tonnes of wheat had been procured.

He said special procurement centres had been set up at Bhiwani, Dadri, Loharu, Siwani, Tosham, Buwani Kheta and Bond Kalan for easy access to the farmers.

Haryana appoints 4 Jt ETCs

In an effort to streamline the collection of sales tax in Haryana, four Joint Excise and Taxation Commissioners have been appointed.

The newly appointed officers will superintend the collection of sales tax and Central sales tax in the district falling within their purview.

Haryana has been divided into four divisions, each headed by a Joint ETC.

The districts under Ambala division will be Ambala, Panchkula, Yamunanagar, Karnal, Kaithal and Kurukshetra. The districts under Faridabad division will be Faridabad (East) and (West), Sonepat and Panipat. Gurgaon (East) and (West), Jhajjar, Rewari ad Narnaul will come under the Gurgaon division and Hisar division will comprise the districts of Hisar, Sirsa, Jind, Bhiwani, Rohtak and Fatehabad.

The four new Joint Excise and Taxation Commissioners are Mr D.P. Sirohi, Mr L.C. Verma, Mr R.C. Mittal and Mr Charan Singh.

The Joint ETC will have the power to approve withholding of refund upto a sum of Rs 10 lakh, to be exercised within the area of his jurisdiction. The Joint ETC will also be able to approve the retention of impounded documents up to a period of six months from the date of impounding.

The Joint ETC of the division will be authorised to transfer a case from one assessing authorities to another within the division.

Meanwhile, the total revenue collection by the office of the Deputy Excise and Taxation Commissioner, Ambala, during the current year is Rs 400 crore as against Rs 276 crore during the previous year, thus registering an increase of 45 per cent.

The district officers disposed of 14,000 cases during the current year as against the qouta of 10,400. The officers detected 2,984 cases of tax evasion and collected tax and penalty to the tune of Rs 1.40 crore.

Police-public sammelan held

The district police has launched a special drive to involve villagers in checking crime. Under this scheme, a police-public sammelan was organised at Chaudhariwas village near here today.

Addressing villagers, Mr Rajpal Singh, Superintendent of Police, said crime was on the rise and it could be checked only by coordination between the police and public. He said it was unfortunate that the image of the police had not changed since independence.

He asked people to visit police stations and meet higher officials frequently. It would help check crime, he said.

The SP said rural youth were taking to crime like extortion, looting and murder to earn easy money. He asked villagers to keep a close watch on their activities. People should not be afraid of complaining against erring cops, he added.

He said smuggling of liquor, poppy husk and opium in the area was rising day by day and it could not be checked without villagers’ help. He also called upon villagers to boycott those sheltering criminals.

During the drive, a number of taxis, three-wheelers and two-wheelers found parked at wrong places were challaned and were also impounded goods of many shopkeepers, encroaching upon government land.

Despite the scorching heat, SDM Kalka Sandeep Singh and ASP Vikas Arora visited a number of markets and bazars in the town. They were accompanied by SHO Pawan Kumar Rana, Municipal Committee Secretary Devinder Singh and a posse of policemen, as well as Municipal Committee employees. The goods impounded were loaded into trucks and handed over to the PWD Department.

The administration had earlier drawn a yellow line on both side of the roads on the National Highway, so that shopkeepers kept their goods within the line. Public announcements and the SDM’s personal requests to the shopkeepers had been of no avail, hence the action of the Administration.

Earlier too the goods of the shopkeepers encroaching upon government land had been impounded, but had been released after a promise by the offenders and a warning to them.

Hit by lightning, 3 women hurt

Three women were scorched when lightning struck them while they were working in fields at nearby Makrauli Kalan village today. The victims were rushed to the PGIMS, where the condition of one of them is stated to be critical.

According to sources, the incident occurred at nearly 12 noon today when the sky was suddenly covered with black clouds and lightning struck the three women working in a field.

Two women Kitabo and Santosh, sustained burn injuries and were admitted to the PGIMS where the condition of Kitabo is said to be critical. Another woman injured in the incident was discharged after giving first aid.

In a separate incident, an unidentified youth was crushed to death by vehicle at Kharkara village on the national highway No. 10 today.

In yet another incident Prem (22), reportedly exhausted by the prolonged illness of her husband Goga, allegedly committed suicide by hanging herself at Sarola village in Jhajjar district today.

Rs 2,000 crore for power infrastructure

A massive investment of Rs 2,000 crore is being made by the Haryana Power Utilities for strengthening the power infrastructure in the state.

An official statement, quoting a spokesman of the Power Utilities, said that the money was being used for setting up new generation projects and new substations, laying of transmission lines, augmentation of the existing substations, rehabilitation and expansion of the distribution system, installation of transformers and setting up of meter banks in various places. Works costing Rs 1,000 crore, out of the Rs 2,000 crore, had been completed already, the statement said.

Panipat faces power cuts

Residential areas of the town as well as its surrounding villages are facing a power crisis for the past two days. The power supply is marred by frequent unscheduled cuts ranging from one to 10 hours.

Residents woes are aggravated due to mosquito menace and shortage of drinking water, problems related to power cuts. Various business activities are also adversely affected due to the erratic power supply. At present, there are more than 1,05,000 consumers of the HVPN under the city division. On an average, nearly 5001 lakh units of power are being supplied daily to the consumers through 60 feeders under five subdivisions.

In case of any disruption in power supply, the consumers also find it difficult to contact the complaint centres through telephones as the telephones are often found engaged. Inquiries revealed that in order to avoid explanation for power supply disruption, the dealing employees put of the telephone receiver. This practice has been noticed at the BBMB power house at Sewah village. The Executive Engineer City Division, Mr S.K. Chawla, clarified that the daily supply of nearly 500 lakh units was being regulated and distributed only through a 132 kv power substation.

Mr Ram Kumar Bharti of Dainik Bhaskar and Mr Vipin Sharma of The Tribune have been nominated vice-presidents, while Mr Prakashvir Sindhu, Editor of an eveninger, has been nominated general secretary of the union.

Dr Satish Tyagi of Dainik Hari Bhoomi and Mr Vijender Dahiya of Dainik Bhaskar have been given the charge of joint secretary and Mr Mahender Batra of Punjab Kesri has been appointed treasurer.

Mr Somnath Sharma of Dainik Jagran, Mr Jatinder Sharma of The Tribune and Mr Sarv Daman Sangwan of Rashtriya Sahara have been included as special invitees in the 13-member executive committee of the union.

2 killed while connecting sewers

Faridabad, May 3
The fallout of the agitation of the retrenched Municipal Corporation (MC) employees has begun. While cleanliness work and removal of garbage has been affected, some unauthorised persons have taken up the work. Two youths, who were trying to connect a sewer line here yesterday fell into it and died of poisonous gas in Ballabgarh town. According to information, the victims, Pradip and Bunti, had been hired by a resident to connect sewers in the Shyam colony of Ballabgarh town, near here, when the mishap occurred.

The victims were reportedly children of two retrenched employess of the MC.

Meanwhile, two children, aged four and seven years, were killed after they were buried under a wall which caved in at Gahlab village in Hathin subdivision of the district yesterday.

Addressing the rally, Mr R.K. Nagar, President of the state unit of the union, criticised the anti-employee attitude of the state government as well as HUDA authorities and warned that if the demands of the employees were not accepted, the union will launch an agitation on this issue.

Woman dies, husband, 2 others booked

A married woman died last night in mysterious circumstances here at the local Gobind Nagar.

According to the information received here today, Sonia, who hailed from Orissa, got married to Raju of the Gobind Nagar locality about a year and a half ago. Sonia is reported to have been unhappy over the ways of her husband and her-in-laws. Her husband was an alcoholic and quarrels were a regular feature in the family. Sonia had also approached a nearby drug deaddiction centre to help her husband but failed to transform him.

According to sources, Raju was taking liquor with his elder brother when Sonia tried to stop them. It enraged them. They reportedly beat her and took her into the house. After some time the news of Sonia’s death spread stunning the neighbourhood.

This morning some relatives of Sonia lodged a complaint with the police accusing Raju of demanding money since his marriage. They alleged Raju had made a similar demand a few months ago which was fulfilled.

3 convicted in forgery case

Mr R.K. Sondhi, Chief Judicial Magistrate, here has sentenced Surjit Singh, Karnail Singh and Sham Lal to a maximum sentence of five years on the charge of forgeing documents of the Punjab and Haryana High Court to get Surjit Singh released on bail from the court of Mr M.C. Mehra, the then Chief Judicial Magistrate.

According to the judgement of the court made available to The Tribune here today, Surjit Singh was confined in jail under Sections 420/467/471 and 120-B of the IPC, in connection with a case registered against him on April 22, 1999. The accused had moved a forged application in the court of the CJM stating that the Punjab and Haryana High Court had released him on interim bail for two months vide order dated June 2, 1999. On the said application, the CJM gave bail to the accused and his release warrants were issued accordingly. Later on a case was registered against the accused and his accomplices on the directions of the Punjab and Haryana High Court. On investigation it was found that all accused had hatched a criminal conspiracy to fabricate and forge the bail orders of the high court to secure the release of the accused on bail.

The case was tried by the CJM, who held all guilty for the commission of offences punishable under Sections 120-B/420/468/471 of the IPC and convicted them.

2 killed, 3 hurt in factory mishap

Two workers were killed and three others injured seriously, when a steam pipeline burst at a factory near Bahadurgarh, yesterday.

According to sources, the steam pipeline burst when it got choked due to a technical snag at 4 am.

The deceased were identified as Bhajan Lal and Mahadeva, hailing from Uttar Pradesh and Bihar, respectively. Bhajan Lal reportedly died on the spot while Mahadeva succumbed to his injuries on way to hospital. The three injured, were admitted to PGI, Rohtak. The police has registered a case against the factory owners.

Groups clash, 24 hurt

At least 14 persons were injured in a clash between two groups at Tharu Uldepur village 5 km from here yesterday.

According to a report, all injured persons were hospitalised and were stated to be out of danger. The police has registered the case and investigations were in progress. However, no arrest has been made in this connection.

According to another report, similar clash was reported at Dhurana village 40 km from here yesterday. At least 10 persons including three women were injured. All injured persons were hospitalised for treatment. The cause of the clash was yet to be known.

2 teenagers drowned

Two teenagers were drowned in Yamuna near here today. According to information received here, Harinder (15) and Bhura (17) of the district jumped into the river. The bodies have been recovered and sent for a postmortem at the local Civil Hospital.
