These people hailing from Fatehabad, Rattia, Tohana and Bhuna town of this district, had shifted to Kutch area of Gujarat and purchased agricultural land there.

CM lays stone of 20 kv sub-station
FATEHABAD, Jan 30 — Haryana Chief Minister Om Prakash Chautala today said the state had come on the track of development with one project being founded or inaugurated daily. He was speaking on the occasion of laying the foundation stone of the 20 kv power sub-station here today.

Cleanliness drive launched
PANIPAT, Jan 30 — A fortnight cleanliness drive in the city area here started today with great fanfare. Inaugurated by the Social Welfare Minister, Mr Risal Singh, in the local Jagjivan Ram Colony, the drive would last up to February 15 under the supervision and guidance of the SDM, Mr Kulwant Karsan, city magistrate, Mr Mahaveer Kaushik, District Revenue Officer, Mr K.K. Amrohi, and District Development and Panchayat Officer, Mr V.P. Sharma.

Fate of Haryanvis in Gujarat unknown

FATEHABAD, Jan 30 — Hundreds of people from the district are reportedly stranded in different towns of Gujarat which was rocked by devastating earthquake on the Republic Day. These people hailing from Fatehabad, Rattia, Tohana and Bhuna town of this district, had shifted to Kutch area of Gujarat and purchased agricultural land there. Till date there is no information about their fate here and their relatives have been spending sleepless nights in concern. Many of their relatives have left for Gujarat in the past two days.

According to information collected by this correspondent, hundreds of affluent people from this district had purchased big land holdings in the Kutch region including Bhuj and its surrounding villages in the past few years. As the agriculture land was comparatively cheaper in that part of India, many progressive farmers were attracted in this venture.

These people have sent hundreds of farm labourers from this area to Kutch region for tilling the land. The affluent persons who had purchased large land holding in the Kutch area include the family of INLD MLA Leela Krishan and a former Municipal Council Chief M. Bhim Sen. A large number of farm labourers from this district had shifted to villages Mathada, Bachara, Mandvi, Kalal, Garwara, Basa and Downpatvia of the Kutch are to look after the lands of their landlords here. Besides these, two sons of Mr Jassu Rajput of Kulan village have their workshop at Kalol village in the Kutch area. Another couple from village Dharsul lives in village Babal in the Kutch area. As many as 10 persons from village Akanwali near Tohana working in village Downpatvia and Mandvi villages there. Two brothers from an Aggarwal family from Bhuna near here run a grocery shop in the earthquake hit area. There is no news of them.

But the relatives of a physician hailing from village Chimo in this district are among the lucky few. The physician runs a clinic in village Bara near Bhuj and resides there with his family. His relatives have received the information about the well being of the family. So others whose relatives have received information about their well being include an engineer from village Haroni in this district who worked in a mill at Ahmedabad and come from village Khumber and Tamaspura who had been tilling their crops at village, Kothara near Bhuj.

Many of the relatives, who have received information about their dear one’s have left for Gujarat, while others remain glued to their TV sets hoping to get some information about them. The relatives of the labourers sit in the PCO’s for hour in an effort to contact them at their contact numbers but their efforts prove futile as the telephone lines are not in order.

Haryana sends blankets for quake-hit

CHANDIGARH, Jan 30 — The Haryana Government today despatched 10,000 more blankets for the quake-hit victims in Gujarat.

The Haryana Chief Minister, Mr Om Prakash Chautala, again appealed to the people of the state to make liberal donations for the victims.

The Chief Minister appreciated the gesture of social and voluntary organisations in helping the affected people in Gujarat. The well-known Dera Sacha Sauda of Haryana has already sent its team for arranging langar in the affected areas. It will be sending 150 truckloads of relief material and 50 buses to Gujarat.

A two-day blood donation programme, which was launched early in the day in Haryana for the benefit of those injured in the earthquake, got an encouraging response.

The Surajkund Crafts Mela authorities have decided to contribute not less than Rs 5 lakh out of the proceeds of the mela, scheduled to be held from February 1 to 14, for the quake victims.

The president of the Sirsa unit of the Indian Medical Association, Dr J.P. Chaudhary, presented a cheque for Rs 1,01,000 to the Chief Minister’s Relief Fund. The local truck union also presented a cheque for Rs 1 lakh. A sum of Rs 21,000 was donated by the Rotary Club to the relief fund.

All IPS officers and other ranks of the Haryana police decided to donate one-day’s salary for the quake victims.

A representative of the Haryana police will present a cheque for Rs 76 lakh to Chief Minister Chautala. Employees of the Haryana State Industrial Development Corporation donated one day’s salary, amounting Rs 1.25 lakh, for the victims of the earthquake.

DC takes lead in donating blood

ROHTAK, Jan 30 — Shocked over the severity of the earthquake that shook Gujarat on Friday last, various voluntary organisations here have come together to mobilise help for the quake victims.

Long queues of youngsters, mostly university and college students, were witnessed at the blood donation camp organised by the District Red Cross Society here yesterday to collect blood for those injured in the quake. Mr Rajesh Khullar (37) Deputy Commissioner, led the youngsters in donating blood.

Various organisations in the mofusail towns of the district, like the Jan Sewa Samiti, Meham, have also requested the Red Cross authorities to organise such camps in their areas also.

Residents of Shivaji Nagar Colony here have collected nearly 25 quintals of flour, 15 quintals of rice and an equal number of potatoes besides woollens, blankets, shoes and unbreakable crockery items for the earthquake victims. Men and women in the locality were collecting eatables and clothes, claimed Mr Raminderjit Singh, president of the Tikona Park Sangathan.

Mr Raminderjit Singh told The Tribune at least 20 residents of Shivaji Nagar Colony would leave tomorrow with flour, rise and potatoes for distribution among the survivers of Friday’s earthquake in the worst affected areas of Bhuj. They propose to collect more flour and rice before leaving. “We will cook the meals and serve them to the victims”, he said.

At last eight bardana dealers of the anaj mandi led by Mr Yoginder Jain will also leave for the worst affected Bhuj areas with at least 1000 blankets, medicines and readymade garments. The bardana dealers, Mr Jain told The Tribune, would continue collecting articles that would be required for the quake victims.

The Diploma Engineers Association yesterday presented a cheque for Rs 2 lakh to the Chief Minister, Mr Om Prakash Chautala, towards contribution in the Gujarat Chief Minister’s Relief Fund. The association, according to general secretary Yash Pal Dhull, has asked its members to donate one day’s salary for the earthquake victims.

The BJP has asked its legislators to donate one month’s salary for the Gujarat Chief Minister’s Relief Fund. The party has also asked its district units to mobilise resources for helping the victims of the earthquake victims.

The Deputy Commissioner has appealed to people to donate generously for helping the earthquake victims.

Procedure to allot plots ‘transparent’

CHANDIGARH, Jan 29 — The Haryana Industries Development Corporation has denied that it had not adopted a creditable and accepted mode of advertising with regard to the ongoing interviews for the allotment of industrial plots as alleged in a news report.

In a statement issued here today the Managing Director of the corporation, Dr Harbaksh Singh, said a major advertising campaign was launched for inviting Delhi industrialists to avail themselves of the opportunity of instant allotment of plots at a camp held in Delhi for four days starting from December 21 last. The camp received extensive coverage in the print and electronic media.

The criteria adopted for the allotment was displayed prominently at various places within the office of the corporation where the camp was held. Over 1,200 plots were allotted at the camp without any complaint whatsoever from any quarters. He said applicants were all praise for the transparent procedure adopted by the HSIDC.

Describing the report as “subjective and malicious,” Dr Harbaksh Singh said it termed the price of the application form as “exorbitant”. In fact, the form was priced at Rs 1,000 before the declaration of the new infrastructure policy by the state government two years ago. It had now been reduced to Rs 100.

Referring to the suggestion in the report that the government should not have abandoned the policy of auctioning industrial plots, the Managing Director said earlier the auction policy was termed as “draconian” by industry. The price war triggered by the policy of auction left the genuine entrepreneurs high and dry as most of these plots in Gurgaon and other areas were grabbed by property dealers and real estate agents.

Dr Harbaksh Singh said it was a conscious decision of the state government to provide quality infrastructure to bonafide investors at an affordable price. As a result, 90 per cent of the entreprenuers who were allotted plots after the declaration of the new policy in November, 1999, had either implemented their projects or were at an advanced stage of implementation. On the other hand, most of the entrepreneurs who purchased plots in the auction had either not started their projects or had gone in litigation.

He said industrial plots were not being auctioned anywhere in the country. Neighbouring states like Uttar Pradesh and Rajasthan were offering similar plots at a rate much below their actual cost, whereas the HSIDC was allotting the plots at the prevailing market price or even more. He said it was also wrong to say that HUDA was allotting industrial plots by draw of lots and auction. The new infrastructure policy was applicable to all agencies of the state and HUDA was no exception.

As regards the allotment of industrial plots at Udyog Vihar, Gurgaon, Dr Harbaksh Singh said applications were invited till January 15 last through an advertisement published prominently in an economic daily. All 173 applicants were called for interview before the allotment committee.

He said the corporation had a clean track record in the allotment of industrial plots and had an established credibility recognised by international companies of repute.

CM lays stone of 20 kv sub-station

FATEHABAD, Jan 30 — Haryana Chief Minister Om Prakash Chautala today said the state had come on the track of development with one project being founded or inaugurated daily. He was speaking on the occasion of laying the foundation stone of the 20 kv power sub-station here today. The sub-station will be built by the Haryana Vidyut Prasaran Nigam (HVPN) at a cost of Rs 24.12 crore. The sub-station is part of Rs 42.26 crore power transmission project for Fatehabad district under which a 132 kv sub-station would also be set up at Aharwar.

The 220 kv sub-station, Fatehabad will be joined to 400 kv sub-station, Mayyar (Hisar), through a 63-km-long 220 kv line to get power generated at Chamera Hydel Project. Arrangements will also be made to feed the 220 kv sub-station, Fatehabad, the power generated at the Bhakra Hydel Project and the Panipat Thermal Power Station through 220 kv sub-station Narwana by tapping off the Narwana-Sirsa 220 kv transmission line. This district Fatehabad will get power from three sources.

Earlier, Mr Chautala launched cleanliness drive on the occasion of the Martyrdom Day of the Father of the Nation, Mahatama Gandhi.

He paid tributes to Mahatama Gandhi.

The Mahila Sahaytarth Samiti took the lead by donating in the CM’s Relief Fund today. Mr Chautala distributed tricycles among handicapped persons and inaugurated a blood donation camp on the occasion.

SIRSA: Mr Chautala appealed to people to donate for quake fund.

The Chief Minister was speaking after inaugurating a blood donation camp organised by the District Red Cross Society at Bansal Nursing Home situated on Valmiki Chowk here.

Cleanliness was considered godly by Mahatma Gandhi who himself used to go in the slum areas to clean these”, said Mr Chautala. He was speaking at a function at local Balmiki Chowk organised for the inauguration of cleanliness drive in the state on the death anniversary of the Father of the Nation.

Earlier, he garlanded the statue of Maharshi Balmiki and flagged off a Chetna Rally led by the Deputy Commissioner to create awareness for cleanliness among the people.

As a contrast to the moves of the government and the administration is a street in the local Bhadra Bazaar sewage here has been over-flowing for the past five days.

DHBVN move on tampered meters

HISAR, Jan 30 — The Dakshin Haryana Bijli Vitran Nigam (DHBVN) today decided to introduce voluntary discolsure scheme for disclosure of meter tampering and extension of load for domestic and non-domestic of consumers in Fatehabad town. The scheme will be in force from February 2 to Feburary 10 on the same pattern on which it was launched in Hisar recently.

Disclosing this, an official spokesman said here today that by declaring tampering of meters of faulty meters installed at their premises voluntarily, the consumers would be charged 33 per cent of the normal penalty. The payment of the penalty would be made by the consumer, alongwith the application of voluntary disclosure.

On disclosure of tampering, the meter installed at the premises would be removed and a new electronic meter installed within seven days of the disclosure. The new single phase meters would be supplied by the nigam at consmers’ cost while three-phase meters would be supplied by the consumers themselves.

After expiry of the deadline, the nigam would conduct extensive raids to check power theft and charge penalties at the normal rates. Besides, defaulting consumers would face legal action, he added.

Check misuse of electricity: govt

CHANDIGARH, Jan 30 — The Haryana Government has directed all head of the departments to control misuse of electricity as it is expensive. It has advised all government employees to treat expenditure on this item as if it was their personnel expenditure.

The spokesman said the electricity meters in public offices were either not working properly or the bills were raised on average consumption basis. The controlling officers had been instructed to get their defective or dead stop meters replaced with accurate meters.

The officers were also told to ensure that the payment of bills were made within time to avoid surcharge between 2 per cent and 5 per cent. Any payment made towards surcharge for delayed payments would be recovered from the officers concerned. However, this would not be applicable in cases where the payment got delayed on account of lack of budgetary allocations.

The head of the departments have been asked to submit compliance report by the end of current financial year about these instructions. They have also been asked to ensure that the demand estimates for the financial year 2001-2002 are realistic on this account since the Budget proposals for the next financial year are under process.

Cleanliness drive launched

PANIPAT, Jan 30 — A fortnight cleanliness drive in the city area here started today with great fanfare. Inaugurated by the Social Welfare Minister, Mr Risal Singh, in the local Jagjivan Ram Colony, the drive would last up to February 15 under the supervision and guidance of the SDM, Mr Kulwant Karsan, city magistrate, Mr Mahaveer Kaushik, District Revenue Officer, Mr K.K. Amrohi, and District Development and Panchayat Officer, Mr V.P. Sharma.

The secretary, Mr Suresh Bhardwaj, Executive Officer, Mr Shiv Kumar Vats and staff of the nagar parishad would coordinate the drive with sanitary inspectors to clean the city which had been divided into four zones consisting of about 15 to 17 colonies each.

Speaking on the occasion, the Social Welfare Minister said cleanliness was the need of hour and citizens of Panipat should cooperate in making the town clean and green and reduce pollution. He also said senior officers of the district should actively take part to make the campaign a success.

The Executive Officer of the Nagar Parishad, Mr Shiv Kumar Vats, told mediapersons that the city was divided into 17 day programme covering four to five colonies daily to lift garbage.

The Executive Officer told this correspondent that he was not happy with the present scenario of sanitation, cleanliness and after reviewing the situation, it had been planned to clean the whole city in a phased manner.

He further said due to abolition of the toll tax (chungi) in Haryana, nagar parishads and nagarpalikas were experiencing financial stringency and hence developmental works were being delayed.

Mr Shiv Kumar Vats said it was being planned that the garbage be lifted during night so that every morning the city appeared cleaner. He further said the help of traders association was being sought for the purpose.

ROHTAK, Jan 30 — The Students Federation of India (SFI) feels that under the umbrella of liberalisation, privatisation and globalisation, a major section of the student community is being denied the right to education.

Presiding over the concluding function of the SFI, Haryana unit, its national president, Mr Krishan Prasad, said education was being commercialised. He emphasised on launching a strong student movement against it and regretted that the employment generating public sector undertakings, too, were being privatised and thus ruined.

Mr Krishan Prasad called upon the students to unitedly fight to force the Centre to spend at least 10 per cent of the Budget allocations on education and change its “anti-people” policies.

The two-day conference of the state SFI highlighted the key issues relating to education, employment opportunities and women. Interestingly, 50 girl students formed part of the 150 delegates who participated in the conference.

The delegates felt that basic amenities were not available to the student community in Haryana and a ban had been imposed on the democratic rights of students and teachers in schools and colleges.

The conference, through a resolution, strongly disapproved the hike in tuition fee, donations in admissions, and ban on new posts.

Through another resolution, it criticised harassment of women and eve-teasing in colleges and universities.

Plea to re-employ 1600 cops

ROHTAK, Jan 30 — The Haryana Sanyukt Karamchari Manch has urged the government to re-employ the 1600 constables whose appointment has been declared illegal by the Supreme Court.

The district president of the manch, Mr Ram Narayan, in a statement here today, asked the government to adjust the retrenched employees of Confed in some other departments. Confed had retrenched 311 employees after declaring that it was running in losses.

The manch has urged that the municipal employees in the state should be paid their salary on time and the recommendations of the Fifth Pay Commission should be applied to the MITC employees. Drivers and conductors of Haryana Roadways should be paid night allowance when they spend the night at places other than their respective headquarters.

Strongly opposing the policies of privatisation and economic liberalisation, the manch has demanded scrapping the system of employing contractual labourers and retrenchment of regular-employees. It said the period of services as a work-charge employee should be added with the period of regular service and the employee should be given the benefit of the combined service put in by him.

The manch pleaded for formulating a transfer policy for teachers. The services of part-time sweepers, ad hoc employees and dailywage earners should be regularised and made permanent, it demanded.

Roadways sub-depot upgraded

JHAJJAR, Jan 30 — The district roadways sub-depot has been upgraded and Rs 30 lakh will be spent on the beautification of the local bus stand.

The sanction for setting up of a fire brigade centre and a central cooperative bank in the district has also been given.

This was stated by the Chief Minister, Mr Om Prakash Chautala, in ‘Sarkar Aapke Dwar’ programme organised here on Sunday evening. Mr Chautala said the construction of the Mini secretariat would be completed by the end of this year. A water works and a Shahidi Park would be constructed in the local Dilli Gate area.

Mr Chautala instructed the Deputy Commissioner to provide land for the proposed Press Club building. He also announced plan to develop industrial estates in the Jhajjar and Badli areas. The Housing and Urban Development Authority (HUDA) residential sectors would be developed in the district soon, he said.

The Chief Minister also sanctioned the construction and furnishing of ‘Dalit Chaupals’ in about 40 villages along with the construction of old age homes in 30 villages. Veterinary hospitals and sheds for cremation ground would be constructed in more than 40 villages.

Talking to mediapersons at Bahadurgarh, later, he said relief material would be sent for earthquake victims in Gujarat and called upon the people of the state to extend help. He also appealed to the MLAs to donate one month’s salary to the Chief Minister’s Relief Fund.

Governor unveils leprosy seals

CHANDIGARH, Jan 30 — The Haryana Governor, Babu Parmanand, today inaugurated leprosy seals to mark the “Anti-Leprosy Day” at Haryana Raj Bhavan here.

The Governor said this day also coincided with the martyrdom day of Mahatma Gandhi who took keen interest in the eradication of leprosy. He said the observance of this day helped in creating awareness about leprosy and educating people about the misconception of this disease.

The Governor, who is also President of the Hind Kusht Nivaran Sangh, Haryana branch, appealed to the people to make liberal contribution by purchasing these seals so as to help the victims of this disease.

The Governor, the staff of Haryana Raj Bhavan, the Hind Kusht Niwaran Sangh, and the Society for Deaf and Dumb observed two-minute silence in the memory of martyrs who laid down their lives to attain freedom for the country.

In-laws booked for harassing woman

PANIPAT, Jan 30 — On directions from the court, a case of harassement for dowry has been registered with the local Model Town police station against the in-laws of Neera Sharma.

According to information, Neera Sharma, a resident of the local Model Town, was married on January 18, 1999, to Ashok of Ram Rai village of Jind district. Soon after the marriage, her in-laws started harassing her for bringing inadequate dowry and even threatened to burn her alive. Neera, thereafter, returned to her parents' house.

She reportedly made a complaint against her in-laws in the Model Town police station but no action was taken. Thereafter, Neera filed a case in the judicial court. The Judicial Magistrate, Rajender Goel directed the police to register a case and arrest the alleged accused.

A case has been registered against her husband Ashok, mother-in-law Raj Rani, brother-in-law Subash, sisters-in-law and others. However, no arrests have been made so far.

Spurious masala seized

FARIDABAD, Jan 30 — With the arrest of two persons, the police is reported to have busted a racket of preparing and packing sub-standard masalas in the name of branded products in Ballabgarh town of the district.

Wrappers of the brand and several bags of masala have been seized by the police following a raid at Chawla Colony at Ballabgarh town.

Ahmed Sharif and Sharif have been arrested.

A case under Section 420 of the IPC and 7, 10, 55 of the Essential Commodities Act has been registered. It is learnt there are several persons who are engaged in making and packaging of sub-standard products and selling them as well-known brands.

Students set bus on fire

JHAJJAR, Jan 30 — Irate students of the local government college set afire a Charkhi-Dadri bound Haryana Roadways bus following a scuffle between students and the Roadways employees today.

According to reports, the scuffle began after a student hit the bus with a stone as the driver of the bus tried to drive the bus-off without halting it near the college. The driver and conductor of the bus clashed with the students and later thrashed a student.

Later, the students forced another bus coming from Delhi to halt and set it on fire after disembarking all the passengers.

A case has been registered in this connection and the police is investigating the matter.

Gang of thieves busted

SONEPAT, Jan 30 — With the arrest of three persons, the Civil Lines police today claimed to have busted an inter-state gang of thieves operating in Haryana and neighbouring state for the past few years.

Mr Paramjit Singh Ahlawat, Superintendent of Police, told mediapersons here today that Ravinder, alias Rinku, of Juan village, Sandeep Kumar of Chulkana village and Sanjiv Kumar, alias Sanju, of Rohat village had been arrested. The police, he said, also recovered five motorcycle from their possession.

Those arrested confessed to have stolen the motorcycles from Model Town, Sector 15 and Housing Board Colony in the city. The culprits, he said, also confessed to have stolen car stereos from the Dev Nagar and Sector 15 localities.

According to preliminary reports, the injured Naresh and Joginder were hospitalised and stated to be out of danger. The killed had been identified as Dharminder of Chhatehra village, Surinder Punia of Bichpari village and Vikas of Mahmoodpur village.

The canter driver, however, escaped. The police has registered a case against him and launched a hunt to apprehend him.
