Mystery shrouds woman's death KARNAL, Sept 18 Mystery shrouds the death of Rajni Devi, a middle-aged woman, whose body was found under mysterious circumstances on the night of September 8. The police disposed of the body, declaring it to be unclaimed. Mr Ravinder Kumar, the husband of the woman, in a petition to the Haryana Chief Minister, Mr Bansi Lal, has alleged that the police did not care to get the body identified before declaring it unclaimed. Besides the police did not make any effort to find any clues about the "murder". So far nobody had been arrested. According to the facts narrated in the petition by Ravinder Kumar, he had gone to Kurukshetra with his wife on September 8 to meet his uncle Chander Prakash. Later, the petitioner sent his wife back to Karnal where his children were present. But she did not reach Karnal. The following day when Ravinder Kumar reached Karnal, he found that Rajni Devi had not reached home the previous night. He lodged a report at the police station in Kurukshetra on September 10. It was only on September 14 that he came to know through a newspaper that an unclaimed and unidentified body of a woman had been found near a dhaba on the GT Road at Karnal. He went to the police station and identified the photograph of his wife. By then, the body had been consigned to flames. Mr Ravinder Kumar has alleged that the police did not care to find the whereabouts of Rajni Devi. Besides, he said some persons had seen Rajni Devi alive at around 7.30 p.m. on September 8 near the dhaba. He further alleged that despite his indication to the police about the suspect, the police had failed to nab him. A deputation of local citizens, led by former Excise and Taxation Minister, Mr Jai Prakash Gupta met the district police chief and asked him to nab the culprit. |

Provide security to businessman: HC CHANDIGARH, Sept 18 (PTI) In a last-ditch effort to reopen the case of prosecuting former Director-General of Haryana Police Ramesh Sehgal, the Bansi Lal Government again used the complainant to seek the Punjab and Haryana High Court's direction to the Centre for review of the Union government's denial of sanction to prosecute Mr Sehgal in an alleged bribery case. A Division bench comprising Mr Justice V.K. Bali and Mr Justice P. Rai dismissed the petition by the complainant, Surinder Singh, who sought high court's direction to the central and state governments to proceed further in the FIR registered against Mr Sehgal. The court dismissed the petition as well as the state government's request to reopen the case in view of the Centre's decision to decline sanction to prosecute Mr Sehgal twice. Interestingly the ex-DGP was not made a party to the petition though he was the affected individual. However, the court said the complainant was free to challenge the central government order declining sanction to prosecute Sehgal and asked the state government to provide security to Surinder Singh for three weeks. Surinder Singh, who claims to be a businessman of Gurgaon and a friend of Gurpreet Singh. A murder convict, had earlier lodged a complaint of demand of gratification by Mr Sehgal for releasing him on parole when the latter was DGP (Prisons) in December 1996. The central government had got the case fully examined by the Ministry of Law and the Central Vigilance Commission and came to the considered opinion that since the state's case suffered from legal and procedural lacunae sanction would cause embarrassment to the state and the central governments alike. |
