SOPU-SFI alliance sweeps poll CHANDIGARH, Sept 18 Dayal Pratap Singh Randhawa was elected president as the Students Organisation of Panjab University swept the polls for the PU Campus Students Council here today. Randhawa defeated his nearest rival Rohit Sharma by a margin of 424 votes. He polled 1369 votes. SOPU was in alliance with the Students Federation of India. The alliance of the Panjab University Students Union the National Students Union of India the Haryana Students Association finished a close second for all four posts of the council office-bearers while the Akhil Bharatiya Vidyarthi Parishad was a poor third. The presidential candidate of the ABVP, Ravneet Singh Yuri, could manage only 231 votes. Sarika Malik (Institute of Pharmaceutical Sciences ) was elected vice president. Akhil Goyal (Laws ) and Gurpal Singh (Physics) were elected as secretary and the joint secretary, respectively. Despite violence being the centre of debate at different fora of the student organisations and apprehensions of a low turnout of voters, over 60 per cent students turned up to exercise their franchise today. A total of 2,688 votes were cast. Tight security arrangements were responsible for violence-free elections. Only members of the two main rival student alliances could be seen at the venue where the results were declared by Dr R.S. Grewal, Dean, Student Welfare. Supporters of both groups could be seen embracing each other and sharing sweets. Rohit Sharma went to the extent of saying that Randhawa was a deserving winner. "It is time to sink differences and work collectively to spot the real issues for student welfare". Mood was upbeat in the SOPU camp much in advance before the final results poured in. Reports kept flowing about the organisations lead in most of the departments as soon as the counting began. Randhawa led in a majority of the departments except in chemical engineering and music. The announcement of the results was followed by a victory procession. Supporters danced to beats of "dhol ". Small processions could be seen on the campus a good two hours after the declaration of the results. Sarika Malik, the vice presidential candidate of the SOPU -SFI alliance, secured 1,096 votes. Rabinder Kaur Bajwa of the PUSU -NSUI -HSA alliance secured 920 votes while Anuradha Negi of the ABVP could manage only 404 votes. Akhil Goyal who won the post of secretary secured 1,166 votes. Sanjay Kumar of the PUSU -NSUI -HSA alliance managed 951 votes while Kapil Dev Sharma of the ABVP secured 378 votes. Gurpal Singh who was elected as joint secretary managed 992 votes. Vivek Mahajan of the rival alliance got 896 while Jaskanwar of the ABVP was third with 386 votes. There were total of 45 invalid votes for the post of president; 96 for vice-president ; 75 for secretary; and 78 for joint secretary. There were 26 candidates for the posts of four office-bearers. A peculiar situation arose
in the Department of Mass Communication where two
candidates were tied with 16 votes each. The winner was
elected by a draw of lots, sources said. |
1,50,000 ST assessment cases
pending CHANDIGARH Sept 18 Even as the UT Excise and Taxation authorities cite staff shortage as the reason for burgeoning pendency of sales tax assessment cases the plea is cutting no ice with the Income Tax and Sales Tax Bar Association members who feel it is due to lacklustre approach of the department. According to official sources, nearly 1,50,000 cases of sales tax assessment are pending with the department. In Punjab and Haryana,with much higher number of assessees,the number of pending cases is not even a fraction of this. An addition of 4000 cases every year to the pending list aggravates the situation. The situation is such that the cases filed in 1980 are still waiting to be assessed and some of these cases pertain to companies,corporations and other organisations with a high turnover,who, otherwise are willing to pay tax after proper assessment. Even as the authorities maintain that the pendency of cases is primarily due to shortage of staff, members of the bar attribute the problem to lack of zeal and non-implementation of provisions of the Punjab General Sales Tax Act, 1948, specifying time-bound disposal of cases,despite the fact that the act is applicable to the UT. While talking to The Tribune,the General Secretary of the Bar Association, Mr N.K. Vasudeva, said the Act should be implemented on the pattern of Punjab,where it has been made mandatory to clear an assessment case within three years. He said besides resulting in complications, the absence of assessment could encourage the businessmen to file incorrect returns as they know that their case would not be assessed for years together. Besides,it results in problems to the businessmen,who had to preserve their books till the case is cleared. The association has urged the Finance Secretary to intervene, but no step has been taken so far,he added. Another lawyer, Mr Harish Parmar,complained that it was the "negative" attitude of the authorities which has been hampering the functioning of the department. He alleged there were cases in which the files pertaining to cases of dealers,who had come on their own for the assessment, were found to be missing. He alleged that even the copies of penalties were not being given to the defaulters. On the other hand a senior officer of the department, said the major problem was that the department was facing an acute shortage of staff as no new post has been created after 1968. At present the department has only six posts of the ETO with one of them dealing exclusively with the enforcement of excise cases, reducing the effective strength to five,which was far from adequate to deal with 18000 dealers registered with the department,he said. There were a large number of dealers who fulfil the condition of having an annual sale of Rs 1 lakh but could not be brought into the tax net for want of adequate staff strength. Going by the present strength, every ETO has to deal with atleast 3000 to 4000 cases, a number far more than their counterparts in Punjab, where on an average about 800 to 1000 cases are being looked into by an ETO, informed an officer. There should be atleast 18 ETOs a similar number of Inspectors and clerks.He felt that even if the new posts were created without any delay, it would take atleast another five years to clear the backlog. A team of the Home Ministry had visited the office recently and is learnt to have recommended the enhancing of strength of staff from 49 to 84. When contacted, the

posts has remained almost the same. "Then we had to
deal with only 700 dealers, now the number has swelled to
18000," he said while asserting that the pendency of
cases did not affect the working of the businessmen any
way, as they were paying the tax by filing their returns. |
Punjabi MC's third official
language CHANDIGARH, Sept 18 Representation on the Finance and Contract Committee, an amendment to the official procedure, post of Senior Deputy Mayor and independent office for the Deputy Mayor are the new set of demands made by the local unit of the Shiromani Akali Dal to its alliance partner, the Bharatiya Janata Party, in the Chandigarh Municipal Corporation. Although there are three months to go for the election of the next Mayor, the Akalis are believed to have made their intentions clear that there should be no compromise on the post of Senior Deputy Mayor. "Last time our demand was ignored. Keeping in view the close relationship our party has with the BJP we scaled down to accept the post of Deputy Mayor. Our demand for an independent office for Deputy Mayor is still pending. For the time being, there is no distinction between a Deputy Mayor and councillor, "says Mr Gurpartap Singh Riar, president of Chandigarh Shiromani Akali Dal (Badal). "Whosover is elected Deputy Mayor in the next election, we want that he should have a proper office. Besides, we are demanding that the official procedure should be amended so that each file is routed through the the Deputy Mayor, Senior Deputy Mayor and then to the Mayor. At present, Deputy Mayor figures no where in the official procedure", adds Mr Riar. The Dal also insists that as it is a major partner in the alliance, it must be given representation in major policy-decision making committees of the civic body. For example, the Dal wants that it must be given representation in the Finance and Contract Committee. One of major demands of the Dal, the introduction of Punjabi as one of the official languages of the corporation has already been accepted. The committees headed by SAD councillors now record their minutes in Punjabi. The corporation has already procured Punjabi type machines besides employing Punjabi stenographers. Now Punjabi is the third official language of the civic body. The other two are English and Hindi. Mr Riar has appealed to all Punjabi-speaking residents of the city to correspond with the civic body in their mother-tongue. They will get replies in Punjabi. It is the turn of a councillor belonging to the Scheduled Castes and the Scheduled Tribes to be the next Mayor of the city in December. Mr Kewal Krishan and Mr Rajinder Kumar were elected from wards earmarked for SC/ST candidates while other probable candidate for this coveted post could be Mr Bachan Singh, who though belonging to the SC/ST category, was elected from a general category ward. When Mrs Kamla Sharma was elected Mayor, the SAD nominee, Mr Mohinder Singh, was elected Deputy Mayor. In the election last year, Mr Gian Chand Gupta was elected Mayor, and after a lot of politicking, Mrs Harjinder Kaur of SAD was persuaded to accept the post of Deputy Mayor. She had, in fact, filed
her nominations for the post of Mayor. On both occasions,

Administration 'lacks foresight' CHANDIGARH, Sept 18 The Administration has not paid any attention to the future development of the city and problems of its residents and in the coming years there will neither be adequate water, power, sanitation nor employment avenues in the city. Mr Venod Sharma, former union minister who formally took over as the president of the Chandigarh Territorial Congress Committee said this at a rally of party workers at the Sector 35 Congress Bhavan here this afternoon. Mr Sharma who takes over the post for the second time said that the city administrators had not shown their vision and foresight by either attracting more business or laying down plans for more civic amenities. The indifference of the bureaucracy was there for everyone to see, he added. Coming down heavily on the BJP government he said the government was on the side of the hoarders and the price rise was the result of wrong policies. The government had failed on all accounts and their only aim at the moment was to cling to power, he alleged. The growing dissatisfaction among the people showed that the time was right for the Congress to be voted to power as the party alone could give a good stable government. The party under the leadership of Mrs Sonia Gandhi would emerge more stronger now, he remarked. Commenting on his predecessor, Mr Pawan Bansal, he said Mr Bansal had worked hard for the party and the people of the city and he had the highest regard for his organisational acumen. "We enjoyed a good rapport, he said. Mr Bansal said the alliance between the Akalis and the BJP was opportunistic and shortlived. It had done a lot of damage to the country's social and secular fabric and taken the country on the path of economic ruin. He expressed his full confidence in Mr Sharma and pledged his full support. Others who spoke on the occasion included Mr Sham Lal Gupta, a former president of the party, Mrs Shreshtha Mehta, Mahila Congress chief, Mr Ram Pal Sharma, INTUC chief, Mr Vijaypal Singh Dimpy, youth congress chief and senior leaders Mr Gurbachan Singh and Mr Sunil Parti. College student body election
results CHANDIGARH, Sept 18 Elections for student bodies in various colleges of the city held today showed mixed results for various student organisations. Shalini Dogra was elected president of the Students Council in Dev Samaj College for Women, Sector 45. Sarbjit was elected Vice-President. Nidhi and Manisha were elected Secretary and Joint-Secretary, respectively. Pawan Singh emerged unopposed as President of the student body in GGDSD College, Sector 32. Amandeep Kaur, Anand Pandit and Rahul Khera were elected Vice-President, Secretary and Joint-Secretary, respectively. Nitin Verma, a student of B. Com III emerged as the winner for the post of President in Government College, Sector 46. Other office-bearers include: Vice-President Manpreet Kaur; Secretary Padamdeep Singh; and Joint-Secretary Jaswinder Singh. In Sri Guru Gobind Singh Khalsa College, Sector 26, Ajay Pal Singh, a student of BA I , surprised his senior rival to emerge as President. Harveer Singh, Malkiat Singh and Achhar Singh were elected Vice-President, Secretary and Joint-Secretary, respectively. Simran Puar, a final year student, was declared elected President in MCM DAV College for Women. Sonaina Khera and Akansha Jakhar were elected Vice-President and Secretary, respectively. The newly formed Government College Students Union won all the posts in GCM, Sector 11. Amritpal Brar was elected President. Anuj Chaudhary and Gurdial Singh were chosen Vice-President and General- Secretary, respectively, while Sukhwinder Singh was elected Joint- Secretary. In GCG, Sector 11, Avineet was the victorious candidate for the post of President. Akansha Sood as Vice- President, Shweta Bishnoi as Secretary and Aman Brar as Joint-Secretary were the other winners. In Dev Samaj College of Education, Sector 36, Indu Simrak was unanimously elected President of the council while Arvinder Kaur was elected Secretary. In Guru Gobind Singh College for Women, Kavita Brgata was elected President. Omeka, Ranjeeta Bajwa and Chetna were elected Vice-President, Secretary and Joint-Secretary, respectively. Plea to
recarpet road CHANDIGARH, Sept 18 The Dera Bassi Small Scale Industries Association, has demanded the recarpeting of a stretch of a 1 km road in the industrial focal point area of the township as it has affected their business. Mr Harvinder Singh Kohli, general secretary of the federation said the truck union of the town today refused to provide them vehicles as axles of the trucks broke last night due to the deplorable condition of the road. As a result traffic was held up for most part of the day. He said the decision had affected over 40 factories located on the Haibatpura road. All their pleas to the truck union had been turned down as the truckers had suffered losses in terms of damage to their vehicles and repairs. The association had taken up the matter with Capt Kanwaljit Singh, Finance Minister and legislator of the area, a month ago he had assured them that the recarpeting would be done but nothing had materialised so far, he added. Same was the case of the
Barwala and Gulabgarh roads, which had not been
recarpeted for many years and were in bad shape, he said.

Cases of rectum cancer on rise,
says doctor CHANDIGARH, Sept 18 There has been a significant rise in the incidence of cancer of rectum among the youth in the recent years, said Prof S.M. Bose of the Department of Surgery of the PGI, here today. Talking to The Tribune on the opening day of the three-day annual conference of the Indian Association of Surgical Gastroenterology at the PGI, Professor Bose said an increasing number of patients in the age group of 20 to 30 years was reporting for treatment for the disease. The PGI, he added, was getting nearly 100 such patients in one year. Saying that bleeding was the most important manifestation of the disease, he said due to lack of awareness among the people and general surgeons, the disease was often misunderstood as piles. Patients reported for treatment rather late, with the result that their survival rate was only 25 per cent. A majority of the patients reported for treatment in "inoperable stage". Talking about latest developments in the field, Professor Bose said now the anal sphincter could be preserved and new passage for stool created with the help of surgical procedures. Earlier an opening was made in the abdominal wall for the purpose, he added. Professor Bose, who is also the president of the association, said the conference assumed importance as the gastro-intestinal surgery took care of the system of the body comprising the diseases of, among other organs, liver, spleen, small and large intestines, gall bladder, rectum and pancreas. Earlier, Dr S.K. Mathur from TN Medical College Nair Hospital, Mumbai, said though endoscopy was better for most of the liver disorders, in some cases, particulary in cirrhosis, surgery became essential. The liver transplant technique were still at infancy in the country, he added. According to a rough estimate over two lakh persons required liver transplants in the country. There were enough liver donors in the country, he added. Calling the ischaemia of small intestine a "life-threatening" disease, Dr Ramesh Ardhanari from Meenakshi Mission Hospital and Research Centre, Madurai, said the early diagnosis of the disease speeded up its cure. On account of lack of
awareness patients reported for cure quite late, with the
result that the cure rate was quite less. |
Kadambini to hold contest on
September 20 CHANDIGARH, Sept 18 There is good news for budding short story writers as Kadambini, a literary journal, has decided to organise the "Kadambini Sahitya Mahaotsava" for them at Government College of Education, Sector 20, on September 20. The competition, to be organised in student and non-student categories, will be 12th in series and the first in this part of the country to be organised by the journal. The competition had already been held in different cities of the North India. The Editor of Kadambini, Mr Rajinder Awasthi, told a press conference here today, that objective of the holding the competition was to create literary atmosphere and literary awareness among the people of the region. He claimed that some of the award-winners in the earlier contests had establised themselves in the literary sphere. To popularise Hindi literature, over 300 "Kadambini clubs" had been established in different parts of the country, including South India, he added. Three cash prizes each of the two categories will be awarded. In addition five consolation prizes in each category will also be given. The Local Bodies, Labour

Utilising senior citizens' skills
'vital' CHANDIGARH, Sept 18 It is important to utilise the skill and expertise of senior citizens and the Administration will welcome the ways by which they could be involved in a useful manner. This was stated by Mr Jagdish Sagar, Adviser to the Administrator, while addressing a get-together of the Senior Citizens' Association at Government Museum and Art Gallery in Sector 10 here today. India had the world's largest population of elderly people and the increasing proportions of senior citizens reflected on the progress of mankind. The role of the senior citizens was bound to change in the coming years. Mr Sagar said that a sum of Rs 10 lakh announced by Mr Satya Pal Jain, MP, out of his MP Development Fund would be utilised if a suitable scheme was worked out as per the government policy. |
