DM’s probe finds 886 sq mt of DMC land encroached upon
Dehradun, November 28 It may be recalled that after the controversy regarding Pacific Hills Apartments erupted 10 days ago, the DMC had alleged that builders had encroached upon 986 sq mt of land belonging to it. It constructed a demarcation wall around its property a day after. However, under pressure from the civic body, a committee headed by District Magistrate Chandresh Kumar conducted a fresh survey of the disputed land and found that 886 sq mt had been encroached upon. However, the report submitted by the inquiry committee gave the clean chit to builders for the remaining 100 sq mt on which they had constructed around seven flats. Further, the report also pointed to roads constructed on the encroached upon land. Though the District Magistrate could not be contacted, Mukhya Nagar Adhikari Harak Singh Rawat confirmed the details of the report and said the District Magistrate had been asked to conduct an inquiry into the matter. “Last year, an SDM had taken the measurement of the land on the Nainital High Court order in some cases against builders. Despite our repeated requests, the authorities concerned did not give the details of the measurements taken at that time. However, the fresh report has found builders guilty of encroaching upon 886 sq mt of land belonging to the DMC,” he added. Meanwhile, Mayor Vinod Chamoli is said to be unhappy with the District Magistrate for giving the clean chit to builders for 100 sq mt of the DMC land. He is contemplating to express his protest against the finding. “The state government is supporting builders who have built flats on 100 sq mt of land belonging to the DMC. To ensure that builders do not suffer losses, the state government is working in their favour. We will lodge a protest in case the government does not check the authenticity of the report. In fact, we will also demand an inquiry against the Mussoorie Dehradun Development Authority (MDDA), which had approved the building plans of the apartments,” said the Mayor. |

The reports says while the government approached the market for loan with the intention of creating capital assets and improving the lot of the poor, the records show “it used 24 per cent of the fresh borrowings between 2008-09 and 2012-2013 for repaying loans. The
payment of market loans from fresh loans is against the provisions of the Fiscal Responsibility and Budget Management (FRBM) Act, besides defeating the very objective of these loans. Section 4 (d) of the FRBM Act 2005 stipulates that borrowings are to be used for self-sustained development activities and creation or augmentation of capital assets and are not to be applied in financing current expenditure. The government, in each tranche of loan, notified the object that the proceeds of loans will be used for financing development schemes, particularly those relating to power, agriculture, irrigation, transportation and industries for the benefit of weaker sections and backward areas of the state. Between 2008-2009 and 2012-2013, the records of the Department of Finance show that the government raised market loans with this objective but used 24 per cent of
the fresh borrowing for repayment of market loans that had increased over the years Further, the report says that there has been an increasing trend of market borrowing from 2009-2010 onwards, indicating continued dependency of the state government on borrowed funds. “The Uttarakhand government borrowed and repaid
Rs 5,752.21 crore and Rs 1,558.67 crore, respectively, during 2008-09 to 2012-2013. The interest paid on those loans increased from Rs 414 crore in 2008-09 to Rs 743 crore in 2012-2013. The slow pace of repayment of loans will increase the need of rollovers in the coming years,” it says. |

CM’s motorcade stoned, journalists cane-charged
Pithoragarh, November 28 The police lathi-charged the BJYM activists to disperse them. Five mediapersons, namely Vinod Kumar, Ganesh Joshi, Kanchan Verma, Nishant Khani and Pankah Vashney, were badly injured. “Journalist Pankaj Vashney is in a serious condition and has been admitted to hospital,” said Jahangir Raju, a senior journalist based in Haldwani. “The police have arrested 12 persons for stoning the Chief Minister’s motorcade. The Chief Minister escaped unhurt,” said a police officer from Haldwani. Harish Rawat reached the house of the family members of the deceased girl to convey his condolences to them. Child Protection Committee chairperson manhandled Ajay Setia, chairperson of the Uttarakhand Child Protection Commission, was manhandled by some local leaders while he was chairing a meeting on child rights at Government Girls’ Inter College (GGIC) in Pithoragarh today. A group of local leaders reached the meeting venue and created a ruckus over the rape and murder of a seven-year-old girl at Haldwani. Setia was interacting with GGIC students on the topic of child safety when some local leaders came there and misbehaved with him and asked him what he had done to prevent recurrence of crimes against children in the state. The Pithoragarh District Magistrate took him to his office where he addressed district-level officials on child rights and advocated constitution of fast-track courts in the state. Setia said the anger of people was justified and he himself was shocked at the brutal rape and murder of the young girl. |

‘Industries must also focus on environment conservation’
Haridwar, November 28 They were speaking at a one-day conclave organised jointly by the CII and the British High Commission at SIDCUL here today. Lelliott said climate change and related aspects need to be considered by MSMEs, as it was their social, corporate and industrial responsibility to contribute in this regard. He said Britain is closely working with India on climate change and today’s event is one such step in this regard. He referred to Prince Charles’ visit to Uttarakhand last year, wherein he held close talks with legislators of Uttarakhand Assembly and launched ‘Connecting with Dots’ - an environment conservation-related initiative. “The choice between economic development and tackling climate change is a false one. Both are imperative, as only business profit should not be our sole motive. I hope today’s event will help initiate a debate in Uttarakhand, paving way for tangible initiatives in both the private and the government sectors,” said Lelliott. Elaborating on sustainability of water resources at the conclave, RD Singh, Director, National Institute of Hydrology, Roorkee, said change of land use from agriculture to urban or industry creates an impact on the environment that has a direct bearing on economic activities. It leads to enhanced pressure on natural resources, including water. Mitigating this impact should be part of the planning process, he emphasised. Anand Sharma, Director, Meteorological Centre, Indian Meteorological Department, Dehradun, said the starting point of planning for reducing environmental footprint is to first asses the current impact position and then work towards achieving the set reduction targets. He stressed on the multiple aspects of footprint mitigation including water and air pollution and waste management. “Focus needs to be on greenhouse gas emissions too and the importance of planning should not be just for the long term but also for the immediate and short-term future. Manu Kochhar, Chairman, CII Uttarakhand State Council, stated that MSMEs often interpreted environmental sustainability to legal compliances with environmental regulation. This creates a mindset wherein taking measures to protect the environment becomes a matter of “added burden”, which should not be the approach. “This mindset needs to be changed by helping MSMEs make environmental sustainability a part of their practice. Sustainability, like profitability, will have to be part of business systems and processes. This will in turn ensure that the initial costs/investments are more than offset by greater long-term profitability, lower risks and greater acceptance by customers,” said Kochhar. Prashant Mahadik, vice chairman, CII Uttarakhand state council, mentioned that the conclave aims to strengthen understanding about mitigating environment footprint and creating awareness with specific reference to MSMEs. He added that given the fact that Uttarakhand’s industrial landscape is dotted with MSMEs and the state is ecologically fragile, adoption of measures related to mitigation of environmental footprint by the industry gain have even greater significance. |

India should adopt Gandhiji’s Nai Talim education system: Ex-Tibet PM in exile
Mussoorie, November 28 Prof Samdhong Rinpoche, chancellor of Sanchi Bodh Bharatiya Adhyann Vidhyalaya, was also present. Samdhong Rinpoche said there was a need to educate parents and teachers in the country that earning was equally important as getting good marks in schools. He said because of competition in the education system, the focus had shifted from emphasis on learning to result oriented. “Mahatma Gandhi was not against English language, but was against education in english medium in India,” he said. Rimpoche said the education system devised by Lord Macaulay was nothing but a form of systematic psychological assault. “English speaking is considered as a badge of honour and till this mindset is not changed, the dream of providing basic education to all will remain unfulfilled,” he added. Rinpoche stressed on the need to adopt the Nai Talim system of education which stressed on making education the stepping-stone to knowledge and wisdom. Rimpoche said education institutes like Shanti Niketan and schools run by Aurobindo had also failed to follow the Nai Talim system advocated by Mahatma Gandhi. While speaking on the political issue, Rimpoche said bringing back black money was a herculean task and it could take the government at least 10 years. Samdhong Rinpoche said to have a self-rule for Tibet was a distant dream and would take a long time due to the autocratic nature of the Chinese regime. Speaking on the issue of continuing the institution of the Dalai Lama, he said the decision would be taken only when his holiness reaches 85th year. |

Dehradun, November 28 The Governor while addressing a function organised by the Indo-Arab Friendship Foundation in New Delhi yesterday, said Pandit Nehru supported Arab nations against the nefarious Israeli designs. “It was Nehru who along with President Nasir and President Tito condemned the invasion of Egypt by the British, French and Israeli forces and prepared a world opinion in its favour,” the Governor said. He said India’s helping hand and brotherly support to the Arab world was not new. When India was fighting for freedom, it was Mahatma Gandhi who had declared that “Jews have no right to enter the Palestine territories under the shadow of British guns”. The Governor said Prime Minister Narendra Modi had given a new shape to India’s foreign policy by inviting the heads of the SAARC countries at his swearing-in ceremony and then by his successful tours of Nepal, the USA, Australia, Bhutan, Malaysia and other countries. “His efforts have given a new dimension to India’s foreign policy and economic uplift. I am sure that the Arab world will respond to his revolutionary programmes and cooperate with him,” he said. Doon twins on mission to scale Antarctica peak
Dehradun, November 28 Known as “Everest twins”, they recently featured in the 60th edition of the Guinness Book of World Records for their Everest feat. Earlier, they had also featured in the Limca Book of Records. If they succeed, they
will become the world’s first twins to scale the tallest peaks in all continents, the renowned ‘Seven Summits’. Located at a height of 16,045 ft, Mount Vinson is the highest peak in Antarctica. Located 660 nautical miles from the South Pole, Mt Vinson is the highest peak in Antarctica and is one of the “Seven Summits”. Mount Vinson was
first summitted in 1966 by climbers led by Nicholas Clinch from the American Alpine Club and
the National Science Foundation. It was the last of the seven summits to be conquered. The duo said, “Technically the mountain is not hard to climb. It is extremely cold, very windy and high altitude that hit the climbers. A solid background of snow and ice techniques is required in this ice covered continent and previous snow camping experience.” With a successful climb of Mt Vinson, the twins will enter the ‘hall of fame’ of mountaineers, ‘the seven summit club’. So far, nearly 450 mountaineers from around the world have scaled all the seven
summits. Before Nungshi and Tashi, only an Indian man and a woman had so far completed the Seven Summits. The twins will be the youngest Indians to enter this club.

Hike in circle rates challenged
Pithoragarh, November 28 A double Bench comprising Justice VK Bisht and Justice UC Dhyani directed the state government to file its reply by December 18 on a public interest litigation (PIL) in the matter . The public interest litigation filed by Rao Mankeit Ali Khan, a resident of Roorkee, has stated that the increase the circle rates of land in the state is prima facie illegal as the state government has taken the decision without evaluating the paying capacity of the common man. |

CM made false promises: Chuphal
Dehradun, November 28 The MLA also held a dharna. “It seems that the assurance by the Chief Minister has little value. He had assured me of action in starting the stalled projects in Didihat, but the list circulated by him has none of these projects,” said Chuphal. He said he had submitted a list of 32 roads on which work was stalled, but the Chief Minister submitted a different list of 32 roads to show that the work was in progress. “These roads were sanctioned during the BJP rule and I did not make an issue about them,” he said. He said the CM ignored his demands about release of funds for Didihat lift pump project, appointment of teachers and doctors and construction of a portion of Jaulijibi to Julaghat, Chadandev to Lematoda, Madmanley to Kathpatiya to Dobas and Lima to Jamtad roads. He said doctors and teachers were transferred to plains, leaving schools and health facilities in Pithoragarh without requisite staff. — TNS |

Frozen rivers affect power generation in state
Dehradun, November 28 Uttarakhand Power Corporation Limited (UPCL) has implemented a compulsory power cut of one to two hours in rural areas of the state. UPCL officials said the corporation was continuously procuring electricity from neighbouring states to meet the demand. The latest data compiled by UPCL said against the demand of around 32 million units per day, the state was producing only six million units per day through hydropower projects. Madhusudan, an official spokesman of UPCL, said the department was receiving electricity through energy banking from Haryana, while UPCL was procuring electricity through tenders to bridge the gap between the demand and availability of electricity in the state. He said the power generation in hydropower projects had been badly affected due to freezing of Himalayan rivers and their tributaries. He added a one to two hours of power cut was imposed in some areas of Haridwar and Udham Singh Nagar districts. Jawalapur, Bahdrabad, Rudrapur, Roorkee, Kashipur, and Haldwani faced the power cuts. |

SD Inter College teachers protest
Mussoorie, November 28 The teachers, namely Kavita Negi, Renu Bahuguna, Archna Rani, Neeta Gupta, Neeraj and others, alleged that last evening, the principal, on a flimsy pretext, asked them to stay back in the school and complete the remainder of the task beyond the stipulated hours. The teachers said the principal, Dr Rashim Kulshresht, had been harassing them for the past one year and had devised a new plan to get them to stay back after school hours owing to ill-intentions. The teachers allegedly forced to work beyond the stipulated hours said they were forced to sit on a dharna due to the principal’s autocratic nature. They were being made to do unnecessary work, which was hassling, especially in winters, when it gets dark early, it was stated. School principal Dr Rashim Kulshresta refuted the charges, saying she was working as per instructions of the Education Department that clearly state the teachers have got to complete the task of formulating an education and construction plan of the school not in the regular hours but only in the two hours after school. |

Dehradun, November 28 Addressing mediapersons here today, SSP (Special Task Force), Sadanand Datte said Beena Thakur had lodged a complaint in the Garhi Cantt police station that she was duped of Rs 1. 26 crore as accused assured her to release Rs 9 crore to open an old-age home in Dehradun. The complainant deposited the money in different bank accounts of the accused after acquainted him through a popular social networking site. Datte said on the basis of bank account details and an e-email id, investigating teams were sent to UP and Delhi to nab the accused. The accused has been identified as Cashmeir C Madunatam, a resident of Nigeria. He was brought to Dehradun for investigation and living in India without valid visa and passport. |

Dehradun, November 28 Four matches were played on the second day of the inter-school tournament. KV Birpur beat Carman School (3-1), Army Public School beat DPS (7-0), Mahrishi Vidya Mandir School beat KV FRI (5-3), while KV Upper Camp beat KV ONGC 2-0. In the first match of the day between Kendriya Vidayalaya Birpur and Carmon School, Krishna of KV Birpur scored the first goal in the 16th minute. Anurag of Carman school scored the equalizer in the 23rd minute. Krishna and Prabhat of Kendriya Vidayalaya Birpur struck again in the 40th and 69th minutes, respectively. KV Birpur beat Carman School 3-1. The second match between Army Public School and Delhi Public School was a one-sided show. For Army Public School, Amit scored three goals while Naveen, Lokesh, Amrit and Rishab scored one goal each enabling their team to beat Delhi Public School 7-0. Wynberg Allen swimmers win three bronze medals
Mussoorie: Swimmers of Wynberg Allen School have won three bronze medals in the KRDB 11th National Masters Swimming Championship-2014 held at Sri Atal Bihari Vajpayee Aquatic Complex at theChandrashekar Patil Stadium at Gulbarga in Karnataka recently.
According to the school management, four swimmers took part in various events in the championship. Samandar Singh won three bronze medals in the 100 mt butterfly event with a timing of 01:36:95; 100 mt backstroke with a timing of 01:32:12; and 200 m with a timing of 03:01:13. Principal L.Tindale congratulated the partipants for their excellent performances at the national-level torunament. |
