Govt notifies Rs 750-crore securities

The Haryana Government today notified the sale of government stock (securities) of 10-year tenure for an aggregate amount of Rs 750 crore (nominal). The Finance Department has issued a notification in this regard. As per the notification, the proceeds of the loan will be used to finance state plan outlay in connection with the development programmes of the government.

Cong leaders meet Sonia, blame Hooda for defeat

Following disastrous performance of the party in Haryana, state Congress leaders today continued their bid to isolate former Chief Minister Bhupinder Singh Hooda blaming party’s rout in Assembly elections on his inability to carry everyone along.

In separate one-on-one meetings with Congress president Sonia Gandhi at her residence yesterday, state party chief Ashok Tanwar, former minister and reelected Tosham legislator Kiran Choudhry and defeated Congress stalwart Capt Ajay Yadav held Hooda principally responsible for the crushing defeat.

All the three leaders are learnt to have questioned the former CM’s individualistic style of functioning and alleged that a lopsided development model Hooda pursued in Haryana brought losses to the party.

The consultations Sonia Gandhi is holding with state leaders are significant as they come ahead of elections to the post of Congress Legislature Party chief in Haryana Assembly.

State leaders are learnt to have called for immediate change of leadership in Haryana with signals emerging that the Congress high command may not want to again give party’s charge in Haryana Assembly to Bhupinder Singh Hooda.

“All eyes are now set on who the CLP leader would be in Haryana. Hooda as CLP leader is highly unlikely now. We need a fresh face to lead the party, someone who can take people along. But the party high command will have to signal that change; hence these consultations,” said a Congress leader in the know of developments in respect of Haryana.

Kiran Choudhry, Tosham legislator, is being seen as a frontrunner for the CLP chief’s post in Haryana with another potential candidate Randeep Surjewala, Kaithal MLA, likely to be retained for a role in AICC when the reshuffle happens. Surjewala is currently Congress’ national spokesperson.

The heat on Hooda, insiders said, is natural to build up in the run up to CLP elections as leaders would want him to “take a break”.

“This is the next big test for Hooda who may not himself want to lead the party in the Haryana Assembly but may certainly want someone loyal to him hold the position. It has to be seen what happens considering 13 of the 15 people who won in Haryana are men Hooda recommended,” a senior Congress functionary said.

The Tribune has learnt that Ashok Tanwar, Kiran Choudhry and Ajay Yadav today brought to Sonia Gandhi’s notice two main points. The first was Congress being wiped out of 14 districts of Haryana. Ten of the 15 Assembly seats it has won are in three districts of Rohtak, Jhajjar and Sonepat, where Hooda focused his attention in terms of developmental works and employment opportunities.

“We have been reduced to a naught in the remaining districts of Haryana,” said a senior Haryana Congress leader adding that the Central leadership knew of the stakes and of the consequences of lopsided development in Haryana much in advance.

These concerns were raised on the eve of LS polls by former MPs Rao Inderjit Singh and later by Birender Singh. Both left the Congress to register their protest against Hooda, whose leadership Sonia endorsed.

Manohar Lal, fourth ‘Lal’ in state politics

Famous for three ‘Lals’, Haryana’s politics has got another ‘Lal’ Manohar Lal Khattar, who has been designated as the next chief minister of the state. He will be sworn-in at Tau Devi Lal Stadium in Panchkula on October 26.

Belonging to Punjabi community, Manohar Lal Khattar is a first-time legislator and first Punjabi CM of the state. He is the first non-Jat CM after Bhajan Lal, who ruled Haryana from 1991-1996.

As per the political analyst, since its inception, Haryana’s politics is known with three ‘Lals’, namely Bansi Lal, Devi Lal and Bhajan Lal. Most of the politics of the state has revolved around them. Bansi Lal remained the CM for three times, while Devi Lal remained the CM for two time. Bhajan Lal was at the helm for three times.

In Haryana, the BJP won a majority for the first time on its own, grabbing 47 of the 90 seats. Manohar Lal Khattar was elected as the leader of the BJP Legislature Party at Chandigarh on Tuesday and he is the first BJP CM of the state.

Born in Nindana village in Rohtak, Khattar has worked as an RSS ‘parcharak.’ He joined the BJP in 1994, contested Assembly elections from Karnal and won the seat with a massive margin of 63,773 votes. He defeated former minister and two time MLA Jai Parkash Gupta. All the candidates, contested against him lost their security deposits.

“All three Lals had their unique style of working and they were famous for it. The people have lots of expectations from Manohar Lal Khattar mainly due to his vision and connection with Prime Minister Narendra Modi,” said a political expert, expecting that the style of this fourth ‘Lal’ would be evident after some time.

The other three Lals

  • Since the formation of Haryana in 1966, the state’s politics has been dominated by three Lals — Bansi Lal, Devi Lal and Bhajan Lal
  • Bansi Lal became the Chief Minister thrice, while Devi Lal held the top post twice. Bhajan Lal was at the helm twice

Oath-taking venue changed

Panchkula: The venue for Haryana Chief Minister-designate Manohar Lal Khattar's oath-taking ceremony has been changed to Shalimar Ground in Sector 5 here. Earlier, the event was scheduled to be held at Tau Devi Lal Stadium in Sector 3. Khattar will take oath as the 10th Chief Minister of the state on October 26. The decision to change the venue was taken following the visit of Chief Secretary Shakuntla Jakhu to Tau Devi Lal Stadium on Wednesday. Panchkula Deputy Commissioner SS Phulia said the stadium could accommodate not more than 15,000 people. “The administration will be pressed for space if If more people turn up,” he said. — Hina Rohtaki

Despite a number of aspirants for the CM’s post, Khattar was chosen over all others for wearing many hats. While the BJP claims he shares an inseparable bond with farmers, his aspiration to become a doctor brought him to New Delhi for higher education. At a young age, however, Khattar started trading by venturing into cloth business.

As a Sangh Pracharak, he is the first CM of Haryana who has travelled to every corner of the state and lived in each and every part of Haryana, the BJP leaders claim.

His first posting as RSS Pracharak was at Faridabad, followed by tenures at Rohtak, Jagadhri, Yamunanagar, Karnal, Kurukshetra, Hissar and Bhiwani, among others.

His long stint as an RSS pracharak, the BJP claims, provided him an insight into problems of the people across virtually all sections of the society. His “unmatched organisational skills”, party leaders said, are well known and brought Khattar to the centre stage. He served as general secretary (organisation) of the Haryana BJP from 1994 to 2004 before being elevated as zonal organising secretary of the BJP for J&K, Punjab, Himachal, Chandigarh and Haryana.

With Manohar Lal Khattar the Chief Minister designate, Karnal has become the ‘political capital’ of the state. Residents here are upbeat and are celebrating his appointment with the hope that this segment would witness record development as had happened with the constituencies of the previous CMs.

Alhough Khattar does not hail from Karnal but he is now synonymous with this constituency from where he has been elected as huge margin of 63,773 votes in his first ever election.

Not only the residents, but newly the elected legislators have expressed their happiness in their own way. Residents burst the crackers and distributed sweets for the second day when their representative was formally nominated as the CM designate.

Amit Bhatia, a resident of the city, said that it was a great moment for the residents of Karnal to have a CM from here. “It is a great honour for the Karnal district that the CM hails from here for the first time in the history of Haryana. This belt has been has been neglected since the inception of the state in 1966,” said Harvinder Kalyan, MLA, Gharaunda.

Thanking the BJP leadership for this appointment, Chander Parkash Kathuria, BJP state general secretary, said that Khattar will develop the state without any discrimination as per PM Narendra Modi’s vision.

These included an independent and two candidates from Indian National Lok Dal (INLD). Impressed with the policies of the Prime Minister, Narender Modi, Rashid Khan had decided to support the new BJP government in Haryana, he said.

Khan said that as a result of policies of Modi, tremendous development was taking place in the country. Therefore, to get development in his area as well, he has offered unconditional support to the new BJP government in Haryana.

SC upholds 10-year RI despite 20-day delay in FIR

The Supreme Court has upheld the 10-year rigorous imprisonment handed out to two convicts for gangraping a 15-year-old girl in Jagan village in Haryana’s Hisar district despite the fact that the victim had reported the incident after a delay of 20 days.

The crime had taken place in May 1995 and the trial court delivered the verdict in December 1996, convicting and sentencing the accused – Kartar Singh and Om Prakash. The Punjab and Haryana High Court had dismissed their appeal in July 2008, prompting them to come in appeal to the SC.

According to the police, the victim was alone at home as her family members had gone for the cremation of her grandmother in a neighbouring village. At that time, Kartar’s wife Chhoti went to the victim’s house and asked the victim to go and fetch some ‘lassi’ from her (Chhoti’s) house, where the accused raped her.

An apex court bench comprising Justices SJ Mukhopadhaya and PC Pant acknowledged that “no doubt there is a delay of some 20 days in lodging the FIR; there is sufficient explanation on record for the same.”

The victim had stated “she could disclose the horrifying incident only after her mother came back from her maternal house after 20 days.” The explanation for the delay was corroborated by the statements of the victim’s mother and another prosecution witness whose lengthy cross-examinations did not create any “reasonable doubt.”

Further, both the radiology test and the school certificate confirmed that the victim was a minor and therefore the question of her consent also did not arise, the SC noted. According to the medical report, “there was no mark of injury over perineum and thighs, while the hymen was of healed ruptured type and admitted one finger easily.”

“On scrutiny of the evidence on record, we agree with the courts below that the evidence adduced by them victim is natural and trustworthy and it does not appear that the victim has falsely implicated the appellants due to enmity,” the SC ruled.

It also dismissed Chhoti’s appeal after rejecting the plea that she could not have been convicted and sentenced to three years for abetting the crime. It also did not accept the plea for leniency and reduction of the sentence to the period already undergone. The three convicts, who had been granted bail by the SC in 2009, should be taken into custody immediately and made to serve out the remaining period of their sentence, it ruled.

Eco-scientist warns against crackers

Environmental scientist have warned people against bursting crackers as do so is harmful to humans. Dr Rani Sahu, an assistant professor in the Energy and Environment Science Department of the Chaudhary Devi Lal University, today advised people to celebrate a green Diwali.

“When we burst crackers, they emit harmful fumes containing a number of perilous matters,” she warned.

Dr Sahu said crackers that make a noise of more than 125 decibels at four meters from the point of bursting are banned by the law. Excessive noise could lead to hearing impairment, high blood pressure, heart attack and sleeping disturbances.

She said sudden exposure to loud noise could cause temporary deafness or permanent relative deafness.

The expert said that with the growing awareness about the impact of Diwali on the environment, several social groups have started to re-interpret the rituals and traditions so that they are nature friendly. Such measures include saying no to crackers, buying local items, gifting handicrafts, community celebrations, re-cycling old greeting cards and gifting old stuff.

Chief Minister-designate Manohar Lal Khattar, who was due to meet stall owners who lost their crackers in an evening blaze at Dussehra ground in NIT on Tuesday, ‘failed’ to turn up.

Union Minister of State for Roads, Surface Transport and Shipping Krishan Pal Gurjar attended the function on his behalf. He announced a compensation of Rs 1 lakh to the affected stall owners.

Around 200 cracker stalls and 60 vehicles, including two wheelers and cars, were reduced to ashes in the massive fire.

Speaking to mediapersons , Gurjar expressed concern over the incident and said a magisterial probe had been ordered. He said whoever was found guilty of negligence would not be spared. He gave away cheques of Rs 50,000 to the victims.

He said compensation will be given to 207 stalls owners who had acquired licence for the sale. Gurjar said the probe would be completed in about a fortnight.

Admitting that the officials concerned should have taken adequate measures, he said it was help and presence of mind of the shopkeepers and locals that saved many lives. He said besides the compensation, the state government would ensure that such lapses or incident were not repeated.

It is reported that while licences were provided to at least eight cracker markets located in various parts of Faridabad and Ballabgarh, the licence to this market (NIT) was given by the Municipal Corporation Faridabad.

While the Dussehra Ground wore a deserted look today, the administration has posted fire tenders at other fire cracker markets in other parts of the city. The authorities had closed down some of such markets last night owing to the fire tragedy and due to lack of proper safety measures.

Meanwhile Chander Bhatia, a former MLA from NIT, demanded a compensation of at least ~5 lakh to the stall owners. The local police have registered a case after rounding up around a dozen persons on charges of indulging in mob violence in the NIT market last night after the fire incident.

Govt notifies Rs 750-crore securities

The Haryana Government today notified the sale of government stock (securities) of 10-year tenure for an aggregate amount of Rs 750 crore (nominal). The Finance Department has issued a notification in this regard. As per the notification, the proceeds of the loan will be used to finance state plan outlay in connection with the development programmes of the government.

The auction of the government stock will be conducted by the RBI at its Mumbai office on October 28. Bids should be submitted in electronic format on the RBI Core Banking Solution (e-Kuber) system on October 28. The competitive bids would be submitted between 10.30 am and noon, and the non-competitive bids between 10.30 am and 11.30 am.

The RBI will upload the results of the auction on its website on the same day. Successful bidders will make payments on October 29. The stock will be of 10-year tenure and commence on October 29, 2014. The loan will be repaid at par on October 29, 2024. — TNS

Residents worried after electing non-BJP MLAs

After electing INLD-SAD MLAs on all five assembly seats, Sirsa will have no representation in the Manohar Lal Khattar-led government when the new Chief Minister takes over the reins of power on October 26.

Local residents are worried that their area could remain neglected under the new regime, as it remained during the regime of the outgoing government.

In the last assembly elections held in 2009, the locals had elected INLD MLAs at Rania, Ellenabad, Dabwali and a SAD MLA at Kalanwali.

Only the Sirsa assembly seat was an exception where Independent MLA Gopal Kanda had won the election and had extended his support to the Bhupinder Singh Hooda government. However, Kanda could not remain among people for long, as he had to spend over 18 months in jail after his name figured in the suicide of his former MDLR staffer Geetika Sharma and he was arrested in August 2012.

This time the people have elected INLD MLAs Naina Singh Chautala from Dabwali, Abhay Singh Chautala from Ellenabad, Ram Chander from Rania, Makhan Lal Singla from Sirsa and SAD MLA Balkaur Singh from Kalanwali.

Last time, besides Kanda, who remained a minister in the Bhupinder Singh Hooda government for nearly three years, the State Congress chief Ashok Tanwar too was at the disposal of the locals for their government-related work. However, this time, even the Sirsa Lok Sabha seat is represented by INLD’s Charanjit Singh Rori.

“We hope and pray that our area does not remain neglected in the matter of development and jobs during Manohar Lal Khattar’s regime, as it remained in the outgoing Congress regime,” said Rajan Lalit, a local entrepreneur.

Lalit welcomed CM designate Manohar Lal Khattar’s statement that the new government would ensure development of the entire state without any regional bias that was evident in the past.

Sirsa neglected once again?

  • The district was previously neglected and residents fear the same after electing four INLD MLAs and one SAD MLA

Getting Karnal in the NCR my priority: MP

Furious over the previous Congress government’s discrimination in not including Karnal in the NCR, Karnal MP Ashwini Chopra said that it will be his top priority to do so.

Interacting with the media persons, he said that the Congress has played with the emotions of the people by promising its inclusion in NCR and building a domestic airport here but both the projects have proved to be an eye wash.

“I will raise these questions in the Parliament’s coming session and would make sure that both these projects are completed soon,” he said.

Replying to a query on CM being from Karnal, he said that now the power and prestige of Karnal has increased. Now development works would be carried out on a priority. Inclusive development of all the regions of the state would be their priority, he added. He said that he has adopted one village under the Sansad Adarsh Gram Yojna. Similarly, 200 toilets would be constructed in various villages with the help of Sulabh International in the various villages of the district. — TNS

KU promises better, bigger ‘Ratnawali’

“This year’s Haryana Day state-level festival Ratnawali will be bigger and better in every aspect”, said Kurukshetra University Vice chancellor Lt Gen Dr DDS Sandhu.

While talking to mediapersons at Senate Hall Kurukshetra University, Sandhu said “About 3,000 participants across Haryana will participate in 28 disciplines. The festival will be inaugurated by Haryana Governor Kaptan Singh Solanki on October 27.”

The four-day festival will be celebrated from October 27 to October 30 on the university campus.

The VC said, “The KU has been organising Haryana Day state-level festival ‘Ratnawali’ since 1985. This year it will complete 29 years of its organisation. Dr Maha Singh Poonia, Director, Youth and Cultural Affairs, KU, said “This year some new events have been added like Haryanvi turban competition and Haryanvi food courts where one will get all the famous dishes like Gohana’s famous jaleb and several kind of churmaas. The food courts are being set up to know more about the food culture of Haryana.”

He said “Since the university auditorium got damaged after a fire broke out, a ‘Dhamal Manch’ is being prepared in the campus for the festival. Almost all the famous folk artists of the state will perform. To promote Haryanvi dress culture, a photo point is also being prepared.”

“An Android application named ‘Ratnawali’ has also been created which would be very helpful to the participants and people for regular updates on the festival. The application will be launched in a couple of days”, said Poonia.

The VC released the logo, brochure and schedule of Ratnawali festival on the occasion.

The Election Commission of India (ECI) stated after the declaration of results with respect to the Haryana Legislative Assembly and the ‘Due Constitution’ notification issued, the model code of conduct has ceased to be in operation with immediate effect.

Stating this on Wednesday, an official spokesman said the model code of conduct was enforced from the date of announcement of election scheduled by the Election Commission and was operational till the process of elections was completed.

Man shot dead in Jhajjar village

Jhajjar, October 22
A 34-year-old man, Vijay Kumar alias Pappu, was shot dead and his nephew Sandeep sustained serious bullet injuries when a group of assailants opened fire on them at Subana village in this district yesterday.

The injured has been admitted to the PGIMS in Rohtak where his condition is stated to be critical.

Old enmity is said to be the reason behind the murder while the police have started investigation after registering a case against nine residents of Subana village. No arrest has been made so far.

The incident occurred when at the village bus stand when Vijay and Sandeep were standing there. The assailants reached there and opened fire on them from a close range. They fled the spot after committing the crime. Hearing the gunshots, several passers-by rushed there and immediately took the uncle-nephew to the hospital where Vijay succumbed to injuries while Sandeep was referred to the PGIMS.

The Salhavaas police rushed to the spot while a team of forensic experts also visited the scene of crime.

Three separate teams are carrying out raids at the possible hideouts of the accused, said a police officer. Preliminary investigations revealed enmity between Sandeep and the accused, the police added. — TNS

Ornaments, cash stolen from Sirsa temple

Sirsa, October 22
Some miscreants stole cash and gold ornaments from a temple at Kirti Nagar in Sirsa last night. The temple’s priest Hemant Sharma said the ornaments weighing nearly 10 tolas of gold, 2.5kg of silver and some cash were stolen.

Chander, who lives near the temple, said he noticed the temple’s door open at about 3am and informed the priest about it. He said the priest came to the temple and assessed the loss. Suresh Pal, SHO of City Police Station, said a case had been registered and investigations were in progress. — TNS
