Liquor smuggler fires at police party, escapes
Amritsar, September 25
A notorious liquor smuggler, identified as Lalit Kumar, managed to escape after firing at a chasing police party in the Chheharta area here today. However, he left his car behind before fleeing from the spot. The car was later impounded by the police. A case has been registered in this connection at Chheharta police station.

9 students expelled from GNDU college

A day after the shoot-out incident on the Guru Nanak Dev University college campus at Verka, the GNDU authorities have expelled nine students involved in the clash. Among those expelled include Jobanjit Singh, Pritpal Singh, Simranjit Singh, Yadwinder Singh, Gagandeep Singh, Kamaldeep Singh, Bhagwant Singh, Partap Singh and Lovepreet.

Girl raped after kidnapping

The Amritsar rural police today booked three youths for allegedly kidnapping and raping a girl of Jethunangal village falling under Majitha police station. Among those booked were identified as Ranjit Singh and Sukhraj Singh, both residents of Burj Nau Abad village, and Harpal Singh of Jethunangal village. No arrests have been made so far.

Woman commits suicide by setting herself ablaze

A woman committed suicide by setting herself ablaze in Chhajalwadi village under Khilchian police station falling under Amritsar rural area. A resident of the village, Jagtar Singh, in his complaint to the police alleged that his daughter, Suman (26), was perturbed over the harassment at the hands of her in-laws, who were torturing her for bringing more dowry.

Sexual Assault Case
ASI suspended for negligence

Taking a serious note of the instance in which a sexual assault accused managed to secure bail as the police failed to produce challan in the court on time, the city Police Commissioner, Jatinder Singh Aulakh, today placed Assistant Sub-Inspector (ASI), investigating officer in the case, under suspension on the charge of dereliction of duty.

The investigating officer identified as Assistant Sub-Inspector Prempal had failed to produce the challan in the court in the stipulated period of 90 days. Aulakh while confirming this said that the ASI had been suspended with immediate effect. He said it was found that Lovepreet Singh, one of the four accused, managed to get bail as the ASI failed to produce the challan in the court within the stipulated time frame. He, however, added that the challan had now been presented in the court.

“Such a negligent act will not be tolerated, especially in such sensitive cases. The ASI’s suspension will be a warning to other cops also,” said Aulakh.

Perturbed over the bail granted to one of the rape-bid accused, the family members of the victim had approached the Police Commissioner, seeking his immediate attention. A day before bail was granted to Lovepreet, the court of the Additional Sessions Judge had rejected the bail plea of the four accused while stating that there was sufficient evidence against them.

While seeking action against the police official, the family members of the victim had alleged that he deliberately did not produce the challan in the court, though around two months had elapsed since recording the statements of the eyewitnesses in the case. The 19-year-old victim was rendered handicapped when she jumped from the roof of her house in order to save her honour from four youths, who allegedly tried to sexually assault and rape her.

Later, the Sadar police registered a case against four persons, Baba and Rinka, both residents of Ganda Singh Wala, Majitha Road, and their two unidentified accomplices on the charges of attempt to rape, criminal trespass, sexual assault and threatening the girl.

ASI, spouse killed in road mishap, three hurt

An ASI and his wife were crushed to death while three others were injured in a head-on collision between their car and a private bus. The driver and conductor of the bus fled from the scene.

The deceased were identified as Kulwinder Singh, a resident of Bathinda, and his wife, Rajwinder Kaur, while the injured include Kulwinder Singh’s daughter, Sukhpreet Kaur, her husband, Kuljit Singh, and brother Amandeep Singh.

While Rajwinder Kaur died on the spot, Kulwinder Singh succumbed to his injuries at Sri Guru Ram Dass Institute of Medical Science and Research, Vallah. The condition of the remaining three victims is stated to be stable.

Assistant Commissioner of Police Gaurav Garg said a preliminary probe revealed that the car was going on the wrong side, which led to the accident. The car (DL-6-C-3647) was crushed under the bus. The residents of the area, who gathered at the spot, removed the bus manually in order to rescue the family.

According to information, the deceased couple belonged to Bathinda while their daughter was married in Amritsar. The family was going to Makhanwindi village on the Amritsar-Batala road to meet their relatives.

Garg said a case had been registered against the driver of the bus while further investigations were under progress.

After facing criticism for causing inconvenience to commuters and city residents due to the ongoing construction work for the state government’s ambitious Bus Rapid Transport System (BRTS) project, the authorities have directed the construction agency to put a six-feet high enclosure around the site.

Municipal Corporation officials stated that the agencies engaged in carrying out the construction work have been directed to take full precautions and minimise inconvenience to the public. Besides, the enclosure also prevents commuters from accidentally crossing over to the construction site.

Commuters have been complaining about the land-filling material for the BRTS project being unloaded on the roads. Heaps of gravel, mixed with soil, can be seen on these roads, which have narrowed the path for the movement of vehicles.

The administration had earlier banned the sale of sand and other construction material from the roadsides, citing the reason that it narrowed down the path for the traffic.

However, it is another matter that shopkeepers do not care about the instructions of the administration. The unloading of material for a government project has irked many a commuter.

The construction work under the BRTS project is in progress on the GT road near Guru Nanak Dev University, the Railway link road, the Batala road. On the GT road, the work has moved near Cantonment police station where the MC recently removed over 50 shacks.

A local citizen, Harish Mehra, said, enclosures were put up at many places, but at some places these were either missing or too short to control escaping of soil and dust. He said the MC utterly failed to remove encroachments on the roads where the work for the BRTS was under progress. He added that the traffic progressed at slowly on these roads.

A notorious liquor smuggler, identified as Lalit Kumar, managed to escape after firing at a chasing police party in the Chheharta area here today. Harish Behal, SHO, Chheharta police station, while giving details said the police had a specific input about his activity in the area, following which a naka was laid in the Chheharta chowk area.

When the accused, who was driving an i-20 car (without number), was signalled to spot, he tried to speed away. The police party headed by ASI Balwinder Singh gave him a chase. During the chase, he entered Jandpeer Street where the police party surrounded him. In order to escape, he opened fire at the police party, which narrowly escaped in the incident. Lalit Kumar managed to dodge the police party and fled, leaving his car behind. The police seized three boxes of wine from the car. The SHO said a case had been registered while investigations were under progress to find out the ownership of the car.

9 students expelled from GNDU college

Harish Sharma, Principal of the college, confirmed the development and said no indiscipline would be tolerated on the collage premises. He said no one would be allowed to vitiate the peaceful atmosphere of the college.

Meanwhile, the police have not made any breakthrough in the case while the accused are still at large. The police have booked Jobanpreet Singh of Bal Kalan village, Jaggu of Bhagwanpura, Kamaldeep Singh of Verka, Manu of Pandori Waraich, Gargunj Gill of Bhaini Gill, Lovedeep Singh of Pandori, Gurlal Singh and four unidentified persons under Sections 307, 323, 324, 506, 148 and 149, IPC, and Sections 25, 27, 54 and 59 of the Arms Act.

Panic has gripped the college campus after two groups of students and outsiders clashed for the control of the students’ body at the college. Several rounds were fired while two youths, Gurinder Singh of Chatiwind Lehal village and Simranpreet Singh of Verka, sustained injuries inflicted by sharp-edged weapons.

It is learnt that while the Jobanjit Singh group was supported by SAD leaders, Simranpreet’s group had the support of BJP leaders. The incident has raised a question mark on the security of the students in the college. Earlier, too, there were instances of firing and clashes near the college campus. The college authorities have urged police officials to make adequate security arrangements on the college campus in view of the recent clashes.

Mayor, MC chief lead ‘Swachh Bharat’ campaign

Responding to a call for a ‘Swachh Bharat’ given by Prime Minister Narendra Modi, officials and staff of the Municipal Corporation today stepped out of their offices to participate in a cleanliness drive.

Mayor Bakshi Ram Arora, MC Commissioner Pardeep Sabharwal and other senior officials of the civic department came along to lend support to the campaign.

Raising the slogan, ‘Bharat ko sundar banana hai, safai saptah manana hai’, the campaign was started at the Hall Gate at around 7 am. Besides civic officials, several residents, too, joined the campaign. The Fire Department staff cleaned up roads within the walled city today.

In a message to the residents of the holy city, Arora said the Prime Minister had desired that a nationwide campaign be conducted with the participation of all sections of society to bring about mass awareness about cleanliness. “This move will lead to a lasting behavioural change among the residents and will sensitise them about keeping their surroundings neat the tidy. I, therefore, urge all residents to participate wholeheartedly in this campaign by word of mouth and also by participating actively to spread the message for a ‘Swachh Bharat’.

While the campaign for a ‘Swachh Bharat’ began today, a ‘Swachhta Shapath’ or ‘pledge to maintain cleanliness’ will be administered on October 2, 2014, to all. “Even as the PM had declared October 2 as ‘Sankalp Diwas’ wherein he himself will begin the campaign by cleaning the streets, we look upon it as our moral duty to start the campaign earlier. Moreover, Amritsar is considered to be ‘Sifti da Ghar’. I appeal to all residents of this holy city to maintain cleanliness around their surroundings,” Sabharwal said. The MC staff also installed dustbins at various places. The MC Commissioner said wherever necessary, more infrastructure to manage garbage would be set up.

MC to collect property tax

The Secretary, Local Bodies Department, has sent a notice to the Municipal Corporation Commissioner asking him to sensitise the residents about depositing their property tax dues before the deadline of September 30.

The notice says that beyond the stipulated date, penalty or interest charged under the Municipal Corporation Act should be imposed on the defaulters. This indicates that the government has no plan to push the deadline further. Earlier, the Local Bodies Ministry announced extending of the closing date on several occasions.

Since September last year, when the process of collecting property tax actually started, a grace period of around 100 days was given to the residents. This deadline was extended with 10 per cent rebate to December 15, December 31 last year and March 31 this year. Thereafter, this deadline again slipped from July 31 to August 31 and finally to September 30.

This was one of the major reason for the lukewarm response from the residents’, said some officials.

It is an irony that the authorities concerned have failed to collect the targeted amount of the last year’s property tax dues i.e. for the period 2013-14, whereas the current year’s dues for 2014-15, notification of which was released a couple of days ago in the new format, is going to start soon.

According to official information, the Municipal Corporation has identified around 2.6 lakh units, which have to pay property tax. Around 50 per cent of the residents are yet to pay their dues. The MC had set a target to collect between Rs 40 to 50 crore till March this year.

Superintendent Pushpinder Singh said as per the self-assessment formulae, Rs 21.50 crore was collected as property tax from 1.4 lakh units till March 31 this year. From April onwards, only Rs 1.70 crore could be realised as property tax.

Municipal Corporation Commissioner Pardeep Sabharwal said, “I appeal to the residents to pay their dues without any penalty or interest on or before September 30. Otherwise, there have been clear-cut indications through the recent notice from the ministry that 50 per cent penalty along with 18 per cent rate of interest from April 1 will be charged from the defaulters”.

“We have been trying our level best to make the residents realise that the property tax will ultimately be spent for their benefit only. Still, the response is lukewarm. May be, the residents are waiting for the new format of property tax to come up. Now that everything is out, we hope that they will clear their dues,” added the Commissioner.

In the past, the Municipal Corporation has been adopting various steps to prepare the residents pay their property tax through self-declaration, by holding awareness-cum-collection programmes in various localities and even introduced the facility of depositing the tax online, besides erecting hoardings and billboards in streets to apprise the residents about the procedure and benefits of paying taxes.

World Kabaddi League matches to begin from today

Former ace Indian hockey player Pargat Singh, also Commissioner, Wave World Kabaddi League (WWKL), announced here today that the WWKL would host its ties for three days starting from tomorrow at the hockey ground of Guru Nanak Dev University (GNDU).

The Kabaddi League caravan, which has already travelled through three different cities in Punjab, will have its next stop at Amritsar for a triple header. Khalsa Warriors lead the Kabaddi League with 17 points from nine games, while Lahore Lions have 10 from seven matches and are placed second. United Singhs and Yo Yo Tigers have eight points each from eight games, while Punjab Thunder has seven points from eight games.

“The holy city, often called the spiritual centre of Sikh religion, is famous for its authentic cuisine and culture. Amritsar is a key sports hub of Punjab offering world class sports infrastructure and facilities,” said Pargat Singh. Answering a query he said playing kabaddi over astro turf would not harm the latter at any cost.

Two locals Balkar Singh, a stopper and Satnam Singh Sattu are playing for California Eagles and Khalsa Warriors, respectively.

12,000 kids attend Langoor Mela celebrations on Day I

Langoor Mela celebrations, which draws a large number of devotees from different parts of the country, commenced at Durgiana Temple here today. Office bearers of the Shri Durgiana Committee, managing the affairs of the shrine, while addressing mediapersons here today, alleged that the police had neglected the mela.

Ramesh Sharma and Harish Taneja, general secretary and secretary of the committee, said despite prior intimation adequate police force was not deployed around the temple.

They said on the first day of the Navratras, as many as 12,000 children dressed up as langoors and their family members paid obeisance at Bara Hanuman Temple, situated in Durgiana Temple.

They said a letter was dispatched to the Police Commissioner one month ago informing him about holding the mela. However, they claimed, that no senior police official even bothered to hold meeting with Durgiana committee officials.

They said an ear ring, a gold chain, a purse were snatched from woman devotees and a wallet pick pocketed on the temple premises today.

Khalsa College of Education, Ranjit Avenue, lifted the overall championship trophy of the Zonal Youth Festival of educational colleges affiliated to Guru Nanak Dev University, which ended here today.

The youth festival concluded amidst the beats of giddha at Dashmesh Auditorium on the university campus.

More than 400 students-artistes from affiliated educational colleges participated in the event.

MGN College of Education, Jalandhar, remained the runners-up and Ramgarhia College of Education, Phagwara, stood third in the Zonal Youth Festival.

BSF DIG MF Farooqui presided over the valedictory function and Dr Sukhdev Singh, head of the Physical Education Department, was the guest of honour. Farooqui, Dr Sukhdev and Dr Jagjit Kaur, director, Youth Welfare Department, awarded trophies to the winners.

While addressing student-artistes, Farooqui said cultural activities were the need of the hour to recall our rich cultural heritage. “Through these festivals, students learn the habit of being in discipline. I appreciate the role of the Youth Welfare Department to uplift the talent of students,” he said.

Earlier, Dr Jagjit Kaur welcomed the chief guest and others. She also honoured Farooqui and Dr Sukhdev with mementos.

Girl raped after kidnapping

The Amritsar rural police today booked three youths for allegedly kidnapping and raping a girl of Jethunangal village falling under Majitha police station. Among those booked were identified as Ranjit Singh and Sukhraj Singh, both residents of Burj Nau Abad village, and Harpal Singh of Jethunangal village. No arrests have been made so far.

The victim in her complaint to the police alleged that last night when she woke up to answer the call of nature, she heard knocking at the door. She alleged that when she opened the door, the accused covered her mouth and kidnapped her at pistol point. She said the accused took her to a secluded place and raped her one by one. She alleged that the accused threatened to kill her and her family if she informed anyone. She said when the culprits came to drop her at her home, they were surrounded by villagers. They thrashed the accused, who later managed to escape from the spot. The residents also torched their motorcycles. The family members of the victim told the police that when they found the girl missing, they immediately started searching for her. However, due to darkness they could not find her. Later, they saw the three coming on motorcycles with the victim sitting pillion with one of the accused.

Harsimarat Singh, DSP, Majitha, said a case under Sections 376, 363 and 34 of the IPC, besides relevant sections of the SC/ST Act had been registered on the complaint of the victim. He said medical examination of the girl had been conducted and raids were on to arrest the culprits.

Woman commits suicide by setting herself ablaze

Amritsar, September 25
A woman committed suicide by setting herself ablaze in Chhajalwadi village under Khilchian police station falling under Amritsar rural area. A resident of the village, Jagtar Singh, in his complaint to the police alleged that his daughter, Suman (26), was perturbed over the harassment at the hands of her in-laws, who were torturing her for bringing more dowry.

Following the complaint the police have booked Suman’s husband, Tejinder Singh and mother-in-law Surinder Kaur, of the same village and registered a case under Section 306 of the IPC (abetment to suicide). No arrests have been made so far.

The complainant stated to police that he had adopted Suman from a relative. He said she had eloped with Tejinder and had solemnised marriage against their wishes. However, the accused started harassing and pressurising her to bring dowry from her parents. He said disturbed over this, she decided to end her life by setting herself ablaze on September 21. She suffered critical burn injuries and died last evening.

Amolak Singh, SHO Khilchian police station, said the accused were absconding since the incident and raids were being conducted to arrest them. — TNS
