The Mohali police have arrested a resident of Dadu Majra, Chandigarh, with a country made pistol (.32 bore) and two live cartridges near Dera Bassi, last night.

The accused Dharam Pal was nabbed at a naka on the Chandigarh-Ambala Highway near Dappar.

Dharm Pal has a criminal background and a case under Section 307 of the IPC was registered against him in 2014 at Lalru police station. — TNS

Chandigarh Municipal Corporation’s Joint Commissioner Rajiv Kumar Gupta is in the contempt loop in the stray dog menace case. Taking up an application for initiating contempt of court proceedings against him on the issue of compensating dog-bite victims, Justice Rajan Gupta of the Punjab and Haryana High Court today reserved orders.

It was alleged in the application that Gupta was present on August 28, when the court directed the parties to assist the Bench on the corporation’s liability to compensate dog -bite victims. But the issue was decided by the House.

Gupta was in “conscious knowledge” that the matter was sub judice and was to be decided before the High Court. But he misled the councillors to pass a resolution. The act amounted to interference in the administration of justice, it was added.

The menace

Gupta had earlier informed the High Court that 8,199 incidents of dog bites were reported at the rabies vaccination clinic in Sector 19, Chandigarh, from January 2013 to April 2014. Out of the total incidents, 18,23 cases pertained to bites by pet dogs, while remaining 6,376 incidents pertained to bites by stray dogs. It was claimed before the court that approximately 40 dog-bite cases were reported daily in the tricity.

The court was told that 15 city residents suffered dog bites on May 7 by a suspected rabid dog. The court was also told that a Sector 18 resident, Navdeep Gupta, was found suffering from rabies and he died thereafter.

It was contended before the court that just one government dispensary, located in Sector 19, was dealing with dog-bite cases; and more such clinics were required.

The case

The matter was brought to the High Court’s notice by Gurmukh Singh. In his petition against the Union Territory of Chandigarh through counsel Kunal Mulwani, he had underscored the menace of street dogs in the city, particularly the Rose Garden.

The petitioner had alleged that he was chased by street dogs while on a morning walk in February this year. He had alleged that several cases of dog bite had been reported in the area. In his petition, he had questioned: “whether there was need to have separate ponds/shelters for dogs, so that they do not prove a menace to the general public; and whether in the eventuality of a dog bite in a public place, the corporation is liable to pay compensation to the victim”.

Troubles for MC

The case has already seen the corporation at the receiving end. Justice Gupta, on a previous date of hearing, had referred to an affidavit dated July 15 filed by Gupta. He had submitted that a team comprising, the Mayor, five councillors, Joint Commissioner and other officials visited Nashik to conduct a study on checking the stray dogs menace; and a report was submitted thereafter.

Taking a note of the assertion, Justice Gupta had asserted: “It is not clear to this court whether any concrete steps have been taken by the corporation for checking the menace of stray dogs. For this purpose, the Joint Commissioner, Municipal Corporation, is directed to remain present in court…. He may also apprise the court what was the expenditure incurred in the trip made to Nashik.

Directions so far

Justice Gupta had earlier asserted: “It has become necessary for this court to direct the corporation to examine whether more clinics can be opened to attend to dog-bite cases in the city.

As many such cases are reported daily, it appears that a mechanism needs to be put in place to secure the life and liberty of the citizens”. Directions for a dog-bite helpline were also issued.The corporation submitted that it would adopt a pilot project in Sector 16, Chandigarh, and maintain cleanliness in and around public places specifically parks, religious places and markets so that dogs were not attracted to the filth.

SP Deshraj case: Inspector cross-examined in CBI court

Inspector Anokh Singh, the SHO of the Sector 26 police station, was cross-examined by the defence counsel in the CBI court today during the resumed hearing of the corruption case involving UT police SP Deshraj Singh as the accused. A voice recording of a pre-trap conversation dated October 5, 2012, was also played in the court today.

During his cross examination, Inspector Anokh Singh admitted that CBI Inspector Balbir Singh was his good friend and he met him on the day of trap.

While the voice recording of the alleged conversation of a supposed deal of Rs 1 lakh between Inspector Anokh Singh and SP Deshraj Singh was played in court, the voice of Anokh Singh was clear while the voice of Desraj Singh was not audible in the recording.

This was also pointed out by the defence counsel Advocate Vishal Garg Nirwana who stated that the voice was not of Deshraj in this particular pre-trap recording dated October 5, 2012. The rest of the recordings on the day of trap and arrest will be played on the next hearing of the case.

Moreover, it was also pointed out by the defence counsel that while the CBI had stated that Inspector Anokh Singh was called by SP Deshraj on October 5 when the latter made the alleged demand for bribe, there was no entry in the official records at the Sector 26 police station that the SHO went to meet the SP on that particular day in his office.The CBI had arrested SP Deshraj Singh on October 18, 2012, while accepting Rs 1 lakh bribe from Inspector Anokh Singh for clearing him in departmental inquiries against him.

2 youths posing as CBI sleuths held

The UT police have arrested two persons on the charges of extorting money from a Mohali resident by posing as officers with the Central Bureau of Investigation (CBI).

The accused have been identified as Birash (28), a resident of Kangra district, and Jai Inder Singh (27), a resident of Patiala.

Complainant Atvari Kumar, who is a roadside fast-food vendor, was on his way back home on his auto, when he was stopped near the road dividing Sector 42/53.

They accused introduced themselves as CBI officers and asked the victim to show documents of the vehicle, which he failed to produce. The accused demanded Rs 200 from the victim to let him go. Kumar expressed his inability to pay Rs 200 and then the accused finally agreed on Rs 150.

Avtari Kumar became suspicious as he was aware about the fact that CBI did not stand on nakas for verifying documents of auto drivers and he rang the local police control room.

As a PCR Gypsy arrived, the two of them introduced themselves as the CBI sleuths, but failed to show any identity card. Accused Birash is residing in a PG accommodation in Sector 10. Inder resides at Kajheri near Sector 61. The police said two were pursuing their studies from a private institute. They were then arrested.The accused made unsuccessful attempt to escape. A case of extortion has been registered against them.Police sources said the accused had parked their motorcycle on the green belt and were collecting cash for the last three hours before Avtari lodged a police complaint.

Auto gang strikes again, 1 held

A gang of robbers riding an auto-rickshaw ran amok last night and conducted as many as four robberies by attacking pedestrians including a police constable and robbed them of cash and valuables. Police managed to arrest one of the accused while the rest are absconding and efforts are on to nab them.

The UT police today arrested 18-year-old Mohit, a resident of Bhasker Colony, Sector 25.

Anoop Kumar, a constable with IRB, Sarangpur village reported to the police that he was coming from Kisan Bhawan Chowk to his home via Dadu Majra/Dhanas Bridge today morning when some boys came in an auto-rickshaw and attacked him. They were armed with sticks and iron rods.

The accused Mohit was arrested on the identification of the complainant. Aadhar Card of the complainant Anoop Kumar was recovered from his possession. During interrogation, the accused Mohit told the police that on the same night, he along with his associates committed robbery at three other places.

He disclosed that they committed a robbery near Gurudwara of Sector 8. They robbed Surjit Singh.

The passport of the complainant Surjit Singh was recovered from the possession of accused Mohit. In another robbery, the accused along with his associates again robbed a bag containing documents from Ram Dhari, a resident of Sector 37 D, Chandigarh, near light points Sector 15/16. In this regard, an FIR was also registered and I/Card of the complainant Ram Dhari was recovered from possession of accused. The raids are being conducted to nab associates of the accused Mohit.

Accomplices of fake CBI SP arrested

The Dera Bassi police have arrested three fake gunmen of a fake superintendent of police (SP) of CBI, from Maya Gardens, a housing society, located on the Zirakpur-Patiala Highway, this evening.

The police have seized a Maruti Dezire car with a beacon, police flag, police uniforms, fake identity cards, name batches, two dummy pistols and two dummy wireless handsets from their possession. The police have also recovered some cash from them.

The kingpin of the gang and ‘fake CBI SP’ Aman Kumar was arrested last week by the Lalru police from a hotel.

Anil Kumar, SP, Dera Bassi, said following the arrest of Aman Kumar, the police had laid a trap to nab his gunmen, who use to extort money from people.

Acting on a tip off a team lead by SI Kewal Singh raided Maya Gardens and nabbed Raman Kumar, a resident of Mohan Nagar, Kurukshetra; Sandeep Kumar, a resident of Jhajjar, and Ramesh Kumar, a resident of Narnaul, from a flat in Block A of the society. Raman Kumar is younger brother of the accused Aman Kumar.

The SP said the trio was staying in a rented flat and the Dezire car (PB-65Z-3020) was hired by them. Aman was lodged in Nabha jail, the trio were collecting extortion money from the people on his directions, the SP revealed.

The police have registered a case under Sections 419, 420, 465, 469, 469, 471, 440 and 120-B of the IPC at Zirakpur police station. The accused will be produced before a local court tomorrow.

Two fake scribes arrested

The Mohali Police today arrested two youths, posing as journalists, for threatening and demanding money from Mohali’s naib tehsildar at his office here.

Their third accomplice managed to flee from the spot. The arrested youths have been identified as Sunil Kumar from Patiala and Rajan Jain from Dhuri.

Giving information, Mohali Superintendent of Police (Headquarters) Harpal Singh Sandhu said the naib tehsildar, Gurpreet Singh Dhillon, along with a trainee naib tehsildar, Arjun Grewal, was working at his office when three youngsters came there and introduced themselves as journalists of a local newspaper.

“The accused demanded money from the government official threatening him that they would publish news against him if their demand was not met,” said the SP.

When Dhillon informed the police, the accused tried to flee from the spot. “Two of them were nabbed by the onlookers while their accomplice managed to flee,” said SP Sandhu.

The police have registered a case of cheating against the accused at the Phase 1 Police Station. The accused would be produced before the court tomorrow. — TNS

Tyres of 2 vehicles stolen in Mohali

Tyres of two vehicles were stolen from Sector 79, here, last night.

Victim Kuljit Singh Garcha said that the matter came to light at around 4 am when his neighbour saw the tyres of his new Innova missing. “When I came out of my room at around 2.30 am, then everything was fine. The theft took place after that”, said Garcha.

The other victim Jatinder Kumar, who lives nearby, said that the thieves had taken away the tyres of his Punto car. The police started the probe after registering a case in this connection.

Shambhavi Tiwari lifts tennis title

Setting a major upset, third seed Shambhavi Tiwari from Lucknow defeated top seed Ashpreet Kaur Bajwa in straight sets to claim the title under the girls’ category during the ongoing St Stephen’s School AITA Tennis Tournament at the CLTA Tennis Courts here today.

Shambhavi played consistent, marked ground strokes and dominated the entire match. She claimed the first set, 6-2. In the second set, she bounced back more strongly and blanked her opponent, 6-0.

Earlier, in the semifinal, she overpowered second seed Harleen Kaur in straight sets, 6-4 and 6-2. In the second semifinal, Ashpreet Kaur Bajwa had defeated fourth seed Kavya Sawhney, 6-2 and 6-4.

In the semifinals of boys’ category, unseeded qualifier Shashikant Rajput proved a hard nut to crack for local favorite top seed Rishabh Sharda. The match that lasted for 2 hours and 50 minutes witnessed a test of patience and stamina for both the players. Rishabh Sharda won the match, 6-3, 2-6 and 6-3.

In the second set, he received a setback, when Shashikant stormed the game with his selection of down the line shots. In the next set, however, Rishab used his experience and booked his berth in the final.

In the second semifinal, second seed Calvin Golmei defeated CHART trainee Bhupender Dahiya. Dahiya, also a qualifier, failed to match up to Calvin’s play. The winner of the match played with solid stance and named the set without losing any game.

In the second set, Bhupender moved well and gave a tough time to his opponent. Calvin, however, won the second set, 6-4.

The final of the boys’ category will be played on Friday.

Football meet: Hosts St Xavier’s to clash with St Kabir in final

Hosts St Xavier’s School, Sector 44, will face St Kabir School, Sector 26, in the final of the boys’ (U-12) category of the ongoing St Xavier’s Six-a-Side Football Tournament.

In the semifinals played today, St Xavier’s Senior Secondary School, Chandigarh, defeated DAV School, Sector 39, 4-1.

Striker Wuttichai scored two goals each in the 22nd and 26th minutes. Earlier, Siddarth opened the team’s account in the ninth minute while, Ansh pushed the score further in the 12th minute. For DAV side, Jashan scored the lone consoling goal in the 20th minute. In the second semifinals, St Kabir Public School, Sector 26, beat Strawberry Fields School, Sector 26, 4-3, in a tie-breaker. In the boys’ (U-15) category, St Xavier’s School, Chandigarh, beat St Xavier’s, Panchkula, 7-2. Mid-fielder Montri contributed three goals to the team’s win. Armaan scored two goals. For Panchkula side, Aviraj (sixth minute) and Aryan Pal (13th minute) scored a goal each. In other match, St Xavier’s, Chandigarh, (B team) beat Chitkara International School, 1-0. Mohd Armaan scored the lone goal in the 25th minute.

In the boys’ (U-17) group, AKSIPS-41, beat St Xavier’s, Panchkula, 6-1. For the losing side, Rohan scored the only goal.

Engineering college strike gold in table tennis tourney

Paddlers of the Chandigarh Engineering College, Landran, bagged gold in the PTU’s Inter-College Table Tennis Tournament held at the Chandigarh Group of Colleges (CGC), Jhanjeri, today.

The mens’ team defeated the Rayat and Bahra Institute of Engineering and Bio-Technology, Rail Majra, 3-2.

In pre-finals stage, the title winners defeated SVIET, Banur, 3-0, Ryat Bahara Institute Engineering and Biotechnology, Sahauran, 3-0, and Guru Nanak Dev Engineering College, Ludhiana, 3-0.

The team consisted of Abhishek, ECE (third), Parvesh Bhardwaj, ME (third), Chander Mohan, ME (third), Rahul Bhandari, CSE (third), and Rajat Sachdeva ME (second). Chairman Satnam Singh Sandhu and Rashpal Singh Dhaliwal, president, CGC, congratulated the winners.

Kho-kho trials today

Chandigarh, September 11
The Chandigarh Kho- Kho Association (regd.) will conduct trials to select probable squad for the Senior North Zone Kho-Kho Championship in both men and women categories.

The trials will be held at SGGS Public School, Sector 35, on September 12 (4pm). The selected team will participate in the Senior National Kho-Kho Championship at Rohtak (Haryana) from September 27 to 29.

The players are advised to attend the trials in proper kit. — TNS
