Vehicular traffic restored on Panchkula-Morni road
Morni, August 6 Though senior officials, including the Deputy Commissioner, Panchkula, who visited the site on Tuesday, had claimed that the link could be restored over a week’s time, the work started by the PWD officials - PK Goel, superintending engineer, and Vikas Surjewala, executive engineer - on a war footing could yield results. The PWD employees had set a deadline for themselves and pressed six high-duty earth movers, other machinery and workforce of over 50 persons to finish the job on time. Talking to The Tribune, Surejewala said the operation could be completed successfully only because of the dedication and efforts put in by employees in re-linking either sides of the road. “We have to make a road by cutting a hillock having a hard strata at the site. The new stretch can bear the load of light and medium vehicles. Heavy vehicles crossing from the site have to be extra cautious as rain could cause inconvenience to commuters,” Surjewala said. Over 125 villages in the Morni block were disconnected as nearly 80-ft section of the Panchkula-Morni road had caved in at Thana village on the wee hours of Tuesday. |

Beant Singh case Tribune News Service
Chandigarh, August 6 Responding to the affidavit, counsel for Gurmeet Singh and Shamsher Singh today argued that the same had been submitted by the Joint Secretary, who had no powers. It was argued before the court that the powers were with the President as Chandigarh was a Union Territory. The President could delegate the powers, but the Joint Secretary was not enjoying such powers. The Administration, on the other hand, argued that the powers had been delegated to the Joint Secretary. It would now file an affidavit on the issue before the High Court. The High Court had earlier directed the Central Government and UT Administration to take a decision on the pleas as per the new premature policy. For the purpose, the High Court set six weeks’ deadline. The directions came while disposing of the petition for release from the jail on the ground of being behind bars for more than 18 years. The Division Bench headed by Justice Rajive Bhalla had made it clear that Gurmeet Singh and another convict Shamsher Singh would be at liberty to approach the High Court again, if they were not satisfied with the decision. Lodged in Burail jail, Shamsher Singh and Gurmeet Singh had argued that they should not be discriminated against. Other life convicts were being released from the jail after completion of 14 years, but the government was not considering their requests for release. In Shamsher Singh’s case, Patiala District Magistrate way back in 2008 had not recommended his release on parole. The order said: “The statements of some well known persons in the village have been recorded, who submitted that convict Shamsher Singh was involved in the assassination of Beant Singh, ex-Chief Minister, Punjab. He is one of the partners of dangerous terrorist Jagtar Singh Hawara, Paramjit Singh Bheora and Balwant Singh. Jagtar Singh Hawara and Paramjit Singh Bheora are also involved in the Jail Break case. If he is released on parole he may again join any terrorist group during the parole. |
