BJP-JKNPP meeting on pre-poll alliance remains inconclusive
Jammu, July 30 Sources say the JKNPP leaders were demanding 15 seats but the BJP was not ready to part with more than four segments. JKNPP president and Udhampur MLA Balwant Singh Mankotia represented the party at the two-hour closed-door meeting with BJP leaders at Gandhi Nagar here. “The JKNPP representatives at the meeting demanded that along with Udhampur, Ramnagar, Chenani and Samba Assembly segments, at least one seat from all districts of Jammu province should be allotted to the party,” a source said, adding that the JKNPP was demanding Gandhi Nagar, Billawar, Akhnoor, , Khour, Banihal, Gool-Arnas, Ghulabgarh, Bishnah, Surankote, Kalakot and Doda segments. The BJP leaders, who were present at the meeting, rejected the demand outright. They pointed out that the presence of the JKNPP was confined to selective Assembly segments so it was illogical on its part to demand seats in other areas. Sources in the BJP said the party was ready to leave at the most four seats for the JKNPP but, as part of the pressure tactics, it had decided to offer only two seats to the Panthers Party. After the parties failed to reach a consensus on seat sharing, it was decided that the committees constituted by both parties for thrashing out alliance modalities would meet next week for further discussions. At present, the JKNPP has MLAs in Samba, Ramnagar and Udhampur segments. Both parties have reasons to go for an alliance in the coming assembly elections. In the just-concluded Lok Sabha elections, the JKNPP candidates performed badly in the Assembly segments being represented by the party MLAs. In the Udhampur segment, which was considered the JKNPP citadel, its candidate Bhim Singh got only 4,483 votes as compared to 49,623 votes polled for BJP nominee Jatinder Singh. In Samba segment, the JKNPP candidate got only 985 votes in the Lok Sabha elections while the BJP candidate got 36,897 votes. In this segment, JKNPP candidate Yash Pal Kundal had won successive Assembly elections in 2002 and 2008. The BJP wants to have an alliance with the JKNPP as it wants to avoid division of pro-Jammu votes. The BJP fears that the JKNPP could hijack their pro-Jammu agenda, the sources said. Congress to put up united face at Udhampur rally
Jammu, July 30 Leader of Opposition in Rajya Sabha and former Union Health Minister Ghulam Nabi Azad and Jammu and Kashmir Pradesh Congress Committee chief Saifuddin Soz will address a “unity” rally in Udhampur on August 2 so that the message of unity among the cadre percolates to the grassroots. The Congress has deliberately chosen Udhampur as the venue for the joint “unity” rally to be addressed by Azad and Soz because the district unit of the party is divided into separate factions owing allegiance to the two leaders. Udhampur is a JKNPP stronghold and the Congress has decided to start its exercise from the district to push the Panthers Party on the defensive. “By organising a rally of the two senior leaders in Udhampur, the Congress wants to take on the JKNPP on its home turf,” a senior Congress leader said. “Udhampur and Kathua are the two districts in the Jammu region where the Congress is very weak. Our areas of focus in the upcoming elections will be the two districts,” he added.Sources in the Congress said the party had re-devised its strategy for the upcoming Assembly elections after reports of a possible alliance between the JKNPP and the BJP poured in. The Congress leadership had earlier been mulling over leaving some seats for the JKNPP and the Bahujan Samaj Party to form an alliance in the Jammu region. The sources said since the party leadership had realised that the possibility of such an alliance was remote, the Congress had decided to launch an aggressive campaign on its own. The leadership had realised that it was impossible to improve its tally without strengthening its position in Udhampur and Kathua districts. The Congress had won only two of the eight segments in the two districts in the last Assembly elections.The situation was even worse in the recent General Election as the Congress performed very badly in the eight Assembly segments in the two districts. J&K Govt goes slow on developing eco-tourism
Jammu, July 30 Six years ago, the government had identified around 16,000 sq km of land under Protected Area Network (PAN) for the eco-tourism development project that included five national parks, 14 wildlife sanctuaries and 35 conservation reserves across the state. However, the project did not make much progress as the government developed cold feet. Sources said the government was not showing interest in any of the areas identified during a study conducted by a private company which was submitted to the Union Tourism Ministry and only a few sites in the Kashmir valley, Rajouri-Poonch and Ladakh region had been developed for the purpose in last few years. “We are not receiving any help from Forest or Tourism Departments to implement the scheme for the promotion of eco-tourism nor has the government established Eco-Tourism Development Board. Some sites were developed around Mansar Lake and Dera-ki-Gali in Poonch, but no further progress has been made to promote these,” said an official source. In 2007-08, Karnataka-based Jungle Lodges and Resorts had conducted a detailed survey on eco-tourism potential in Jammu and Kashmir, but it was rejected by the Centre, asking J&K to submit site-specific proposals, as per the guidelines of the Union Ministry. The percentage of the forest area to the total geographical area in Kashmir is 50.97, while for Jammu it is 45.89 per cent. In Ladakh, it stands at 0.06 per cent, bringing the total forest area of the state to 19.95 per cent. “Later when the new survey was conducted, experts expressed their reservation against large-scale promotional activities in forests, forcing the government to go slow on the plan and since then the official machinery created for the purpose is lying defunct,” said a senior bureaucrat in the Tourism Department. Chief Conservator of Forest (Eco-Tourism) OP Sharma said only government help could create a strong base for the promotion of this sector in the state. “I have a little information what the government intends to do to promote eco-tourism, but tourists have shown a lot of interest in places where infrastructure has been created,” he added. However, Minister for Tourism GA Mir was not available for comment. Under the plan, huts were to be constructed in the identified areas and nature trails, treks, view points and safari drives were to be organised that could have created employment opportunities for the youth. Areas which were identified include Dachigam, Gulmarg, Thajwas reserve and Aru in Kashmir and Nandni reserve, Ramanagar sanctuary and Jasrotia sanctuary in Jammu region. Shrine Board to tie up with Bangalore firm for hospital project near Katra
Jammu, July 30 At the 54th meeting of the SMVDSB at Raj Bhawan in Srinagar yesterday, which was held under the chairmanship of the Governor NN Vohra, who is also the Chairman of the SMVDSB, the board discussed various issues regarding the operationalisation of the Shri Mata Vaishno Devi Institute of Medical Excellence, which is speedily coming up at Kakriyal near Katra. The Shrine Board had several years ago conceived the establishment of a sizeable hospital for providing multi-speciality medical services in identified fields of health care to the people of Jammu & Kashmir. For recognising the challenges relating to managing the operations of a large hospital, the board had decided to explore the possibility of the SMVDIME entering into a partnership with a well-known health care service provider in the country for rendering quality health care services to the people. The Governor had set up a committee under the chairmanship of Dr SS Bloeria, member of the board, to identify and recommend a suitable partner for operating the SMVDIME on a long-term basis. This committee recommended that the Shrine Board might negotiate a partnership with Narayana Hrudayalaya Private Limited. To take this matter forward, the Governor had set up a sub-committee under the chairmanship of Dr E Sreedharan, member of the Shrine Board and Principal Adviser, Delhi Metro Rail Corporation, and Dr SS Bloeria and Sudha Murthy, members of the Shrine Board, to negotiate an agreement with Narayana Hrudayalaya for operationalising the hospital project. Pricewaterhouse Coopers Private Limited was engaged as a consultant for this purpose. Kathua town remains tense for third day
Jammu/Batote, July 30 Shops and business establishments remained closed in all major areas, including Nagrota, Mahanpur and Poond villages. Residents took out demonstrations at various places, demanding action against the persons involved in a sacrilegious act followed by violence in Poond village on Monday. Sources said unidentified persons damaged a vehicle in Poond village on Tuesday night and an electronics goods shop was reduced to ashes under mysterious circumstances in the Nagrota area. The Army remained on standby in Poond village while additional deployment was made in other major areas of the tehsil as local shopkeepers and traders kept their establishments closed. Residents took out demonstrations in Mahanpur and Basohli areas. Sources said former Member of Parliament Lal Singh, who had recently quit the Congress and was in touch with the BJP high command, was not allowed to visit Basohli and was stopped near Nagrota. Senior officers of the administration and the police, including Kathua Deputy Commissioner Shahid Iqbal Choudhary, Jammu-Kathua range DIG Shakeel Beigh and Kathua SSP Mohan Lal, reached Basohli and held meetings with protesters and representatives of both communities on Wednesday evening. Basohli MLA Jagdish Raj Sapolia and the Basohli SDM were present in the meeting. Choudhary said the meetings yielded positive results and representatives of both communities assured them that they would maintain peace and communal harmony. “The shutdown has been called off and shops opened in the area. The situation is peaceful,” he said. Mohan Lal said they arrested two persons in connection with the sacrilegious act in Poond village on Sunday night. The Batote police arrested two persons on the charge of committing the sacrilegious act in the Patnitop area on Tuesday. They were identified as Farooq Ahmed and Mohd Yousuf. |

JKNPP seeks probe into communal disturbances
Jammu, July 30 “It needs to be probed as why the Kathua-Udhampur-Doda parliamentary segment has been chosen to disturb peace and harmony in the past two days. An attempt is being made to polarise the situation and disturb communal harmony with ulterior motive to raise the vote bank of the vested interest ahead of the Assembly elections,” JKNPP supremo Bhim Singh told mediapersons here. Singh alleged that the situation was being created to divide the people on communal lines to get political benefits during the upcoming Assembly polls. “The state government is fully involved in such incidents and there is a need to hold an independent inquiry to bring out the truth,” he said. He appealed to the intelligentsia, the youth, the students and social and political activists to defeat the “ugly designs” of the evil forces who intended to disturb communal harmony. |

4 killed in Udhampur bus mishap
Udhampur, July 30 The ill-fated bus was on its way from Udhampur to Mongri when it met with the accident around 6:15 pm. Four persons were killed on the spot and 40 others sustained injuries. Reports said the driver of the bus failed to negotiate a sharp curve in the Dubigali area, 55 kilometres from Udhampur, and lost control over the vehicle, which rolled down into the deep gorge. The death toll might go up as some of the passengers were injured critically, reports said.

State told to conduct sports competitions on its own
Jammu, July 30 The Central ministry said competitions under the RGKA was a very important activity and it should continue on a routine basis. Sources said the ministry had earlier invited a proposal from the state government to seek grants-in-aid to conduct the lower-level annual sports competitions, but later it informed the authorities to conduct the event on their own. They added that the ministry had made it clear that admissible grant would be released to the state based on the proposals submitted by it if no unspent balances were lying and no utilisation certificate (UC) in respect of the grants released by the ministry under any scheme was pending. “Simultaneously proposal may be sent to the Union Government furnishing details of unspent balance available, if any, out of the grants released for sports competitions during previous years for considering regularisation/carry forward. Efforts will be made by the ministry to release funds to the state if utility certificates are settled,” a Sports Ministry statement claimed. The Union Ministry of Youth Affairs and Sports maintained that if the state availed tself of the grant in advance, it was imperative to submit the utilisation certificate (UC), competition details, participants detail, etc, immediately after the close of the financial year in which the grant was released. It stated that if the state failed to avail itself of the grant in advance, it must submit the claim for reimbursement of the admissible expenditure incurred along with audited statement of expenditure, competitions details and other documents required. “It is, however, clarified that claims of reimbursement of expenditure will not be considered if the lower-level competitions are conducted after the conclusion of national-level competitions and also due to non-participation of the state in the national-level competitions,” the MYAS statement said. The annual rural sports programme was started in 1970-71 and was being operated through the Sport Authority of India (SAI). It was merged with the Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) scheme during 2008-09. The PYKKA scheme has now been revised and renamed as the Rajiv Gandhi Khel Abhiyan (RGKA). Quackery thrives in city as administration fails to act
Jammu, July 30 A number of quacks are practising in the city and that too on the busy roads, particularly at Gumat Chowk, but no action is taken against them making hundreds of people, particularly from the rural areas, fall prey to these quacks. Though the administration has launched drives to check the growing menace of quackery several times, they die with the passage of time, resulting in the mushrooming of the illegal practice. As per the law, no person without having a valid medical degree or certificate is allowed to give consultation to patients. “This is being violated with impunity. Various organisations have approached the authorities asking them to find a solution to this problem, but the menace is growing as no permanent solution could be found as yet,” said Suresh Sharma, a senior citizen. However, officials of the Health Department say they are doing their duty and the noose would be tightened around the quacks shortly. |

State told to improve student-teacher ratio

Jammu, July 30 This advisory was given to the state in the recently held 3rd meeting of the Project Approval Board of RUSA held under the chairmanship of Ashok Thakur, Secretary, Department of Higher Education, Ministry of Human Resource Development (HRD) in New Delhi. Sources said it was informed in the meeting that the student-teacher ratio of the state was 91:1. Sheikh Mushtaq Ahmed, Principal Secretary, Higher Education, Jammu and Kashmir, and nodal officer Anil Salgotra gave a presentation on the state higher education plan. The Principal Secretary also highlighted the special needs of the state. The state nodal officer presented the state higher education plan based on their priorities which was followed by the appraisal. As per the proposals made by the state government and the appraisal done by the technical support group, the Project Approval Board approved grants for the creation of two more universities. One cluster university will be set up at Jammu with GGM Science College as the lead college and other cluster university at Kashmir with Amar Singh College as the lead college. Sources said the state had been asked to submit a detailed project report in respect of these universities. The total outlay is fixed at Rs 110 crore. The sources claimed that regarding upgrade of the existing degree colleges to model degree colleges, it was stated that this component was meant for non-educationally backward districts. The state had submitted four proposals, but only three were from non-educationally backward districts. Shopian district has been carved out from Pulwama district, Samba district has been carved out from Jammu district. Ganderbal district has been carved out from Srinagar district. |

Residents protest shortage of doctors at Kalakot hospital
Rajouri, July 30 Sources said Rozy, a resident of Sialsui, had allegedly consumed some poisonous substance over some domestic issue and was brought to the Kalakot CHC for treatment last evening. After preliminary treatment she was referred to the Sunderbani hospital, but she died on the way. People alleged that had the doctors provided best treatment at the Kalakot hospital, she would have been alive today. Dr Suresh Gupta, BMO, Kalakot, said the present hospital at Kalakot was a Public Health Centre (PHC) and recently converted to Community Health Centre (CHC). “To run a CHC smoothly, a minimum of 18 doctors are required and at present only two doctors are available, including myself. Besides, the infrastructure and other required necessary facilities have not been provided till today at this CHC,” said the BMO. He added that for the past several days he had been urging the Chief Medical Office to provided necessary staff. “The attendants of the girl were satisfied with the treatment provided to the girl by me and by Dr Rehman and with their consent the girl was shifted as her condition was deteriorating and she could be provided better treatment at sub-district hospital at Sunderbani. People didn’t protest against the doctors, but staged a demonstration for providing more doctors at the CHC,” he added. When contacted, Dr Rajiv Sharma, CMO, said the Rajouri Health Department had been facing shortage of doctors and the matter had been taken up with the Director, Health Services, many a time, including today. “When we contacted the Director, Health Services, today, he assured that some doctors would be sent to Rajouri within the next few days,” said the CMO. |

Drive to end diarrhoea among kids urged
Doda, July 30 The minister was speaking at a workshop organised by the District Rural Health Society, Kishtwar, to observe an intensified diarrhoea control fortnight under the NRHM. The theme of the programme is “Zero childhood diarrhoea deaths”. Kichloo said there was a lack of medical facilities in the remote areas and thus such programmes should also be organised in these far-flung areas so that the common man get benefited. Earlier, the CMO, Kishtwar, gave a presentation on the diarrhoea control programme launched in the district. He said out of 30,000 children below five years of age, almost 11 per cent died every year due to diarrhoea. Dr Pervez, Superintendent, District Hospital, Kishtwar, highlighted the importance of personnel hygiene, sanitation and oral hydration for an effective check of this disease. Dr Javed Iqbal and Dr Sanjay Parihar talked about the causes and prevention of the diseases, while Dr Wajid Ali conducted the proceedings. He disclosed that the forum would soon start its expansion programme and have its unit functional in every nook and corner of the Jammu province. Jammu, July 30 The arrested persons have been identified as Naresh Gurang of Satwari, Kuldeep Singh of Dhok Paloura, Sumit Kumar Gupta of Lower Roop Nagar, Manik Mahajan of Sarwal, Sanjay Singh of Nai Basti, Satwari, Rajesh Singh of Udheywala, Sandeep Manhas of Dhok Paloura, Ramneek Singh of Camp Gole Gujral, Ranjeet Pur Domana, Kamal Jeet of Nitco Lane Talab Tillo, Jagdev Raj of Kot Bhalwal and Jai Raj of Dhok Paloura. The raid was conducted under the supervision of Superintendent of Police, City, North, Jammu, Yougal Manhas, and Sub-Divisional Police Officer (SDPO), City, West, Jammu, Shriram Ambarkar. Kashmira Vahini to hold meet on rehabilitation of Hindus
Jammu, July 30 The organisation took a serious note of the emerging situation in the Valley where forces inimical to the permanent return and rehabilitation of displaced Hindus were permitted to proliferate. The organisation condemned statements issued recently by all separatist leaders, besides Grand Mufti Bashiruddin, who even issued a religious “fatwa” against the return and rehabilitation of the community. “It’s an irony that these very forces hounded Pandits on the basis of faith by perpetrating religious cleansing by way of intimidations, killings, fear psychosis, threatening, arson and loot,” said Kriti Kalla, a prominent women activist. The organisation also condemned the violation of status quo granted by the Supreme Court over the Martand Sun Temple with the “active connivance of the Anantnag district administration”. The organization reiterated its demand for the creation of a Centrally administered separate homeland in north and east of the Jhelum in Kashmir for the displaced Hindus. |

‘Chhari Sthapana’ performed amid Vedic hymns
Srinagar, July 30 The Chhari Sthapana was performed by custodian of the Chhari Mubarak Mahant Deependri Giri at the Shri Amareshwar Temple here. The Chhari Mubarak (Holy Mace), depicting Lord Shiva and Goddess Parvati, shall be kept in the Shri Amareshwar Temple for darshan till August 6. The traditional Chhari Pujan shall be performed on the occasion of Nag Panchami on August 1. More than 3.45 lakh pilgrims have paid obeisance at the 3880-metre-high cave shrine, housing the naturally formed ice lingam, since the pilgrimage began on June 28. Deficient monsoon may reduce paddy produce by 40%
Jammu, July 30 According to the Meteorological Department of the state, the monsoon was weak this year but it picked up last week; it was deficient by 83 per cent on July 12. “The good progress of the monsoon has been noticed and we hope it will pick up during the next few days,” said Met Department officials. The paddy farmers of border villages of R S Pura welcomed the rains last week but they are not satisfied with the scanty spell. The RS Pura sector, known as rice bowl of the state, produces the world-famous basmati, known for its rich aroma and sheen. “The rains last week brought moisture in the soil, but paddy needs continuous rain, which is missing this year,” said Dev Raj, president of the Basmati Rice Grower Association, R S Pura. “The deficient monsoon may reduce the production of paddy by more than 40 per cent this year,” he added. |

Protests in Anantnag, motorcycle set ablaze
Srinagar, July 30 Residents of Kokernag town took to the streets alleging that firecrackers burst by the youth during the Eid festivities yielded papers with holy verses inscribed on them, a police spokesman said. The locals demanded action against manufacturers of these products, he said. The police chased away the protesters who blocked roads and set afire a motorcycle, the spokesman said. He said the police were investigating the allegations.

Youth found dead; kin allege murder
Srinagar, July 30 As the news reached his village in Kulgam, Ganaie’s relatives and neighbours took to the streets in protest. The protesters alleged that the boy was killed by kin of the girl with whom he had an affair, a police spokesman said. Later, the protesters marched towards the girl’s house and set a cowshed afire. The spokesman said the police swung into action and brought the situation under control. “The body has been sent for a post-mortem and a probe has been started,” he added.
