Response deadline further extended
Jalandhar, July 2 While it was originally going to open on July 1, it shall now open on August 1 across the state
given the limited response by students. Even from the district and its periphery, the number of applications received are a potential indication of the
cause for the extension of its deadline. Across the district, it has garnered only half the response it was meant to receive. In Jalandhar, the project has received applications from only 118 students (of the district) so far. Notably, 250 students in the district have received merit positions in this year’s 10th standard exams. As per district sources, most of these students are sceptical about joining the meritorious school and are happy to study in their respective schools from where they are already getting good marks. While the deadline for the submission of applications was earlier June 21, it was later extended to June 30 and now it
has further been extended till July 15. DEO (Secondary) Kuldeep Sharma said, “We have received 118 applications so far from the district and hope to receive more in the coming times. Even students from some of the schools which have many students grabbing more than 80 per cent marks have so far not expressed their interest in securing admission to the meritorious schools, as they are happy in their respective schools. Many also have inhibitions about getting admitted to a hostel in their own district. We have spread word among schools and teachers about the benefits of the scheme. With the deadline extended, we hope more students might volunteer for the project.” |
NHAI acquisition matter partly resolved
Jalandhar, July 2 As the NHAI authorities had been contending that the award announced passed by then SDM-1-cum-Land Acquisition Collector Iqbal Singh Sandhu had not come in the shape of proper orders as required under Section 3G of the National Highway Act, Commissioner R. Venkat Ratnam asked Land Acquisition Collector to do the needful in two weeks. Sandhu had then issued a letter for the acquisition of land from PAP to near Haveli covering Paragpur, Mahal Subedar, Todarpur, Dakoha and Dhanowali villages under Jalandhar-1 for an amount of Rs 152 crore to be compensated by the NHAI. A notification for the acquisition of the land has already been issued under Section 3D of the National Highway Act since December 10, 2010, by way of which NHAI already is the owner of the 10-12 feet strip along the highway of which the physical possession is still pending. A similar acquisition is to be done along Lidran and Bidhipur villages falling in Jalandhar-2. The decision regarding compensation had been earlier taken by a committee comprising NHAI representatives, including BS Chauhan. Even as incumbent SDM-1 Neeraj Kumar Gupta till yesterday had been claiming that he did not have any powers of Land Acquisition Collector, it has now been clarified under Section 3-A of the Act that SDM-1 is the ex-officio LAC not by name but by designation. Also while there had been doubts that the pending process of acquisition might have to be taken under the new Right to Fair Compensation, Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013, it has now been resolved that the provisions of the new Act would not apply to the NHAI acquisitions till December 31, 2014, as stated in Section 105 of the new Act. |
Congress slams mayor for ‘shielding’ streetlight contractors
Jalandhar, July 2 Leader of the Opposition Jagdish Raj Raja, backed by other party councillors, today said that while even engineers of the O&M department had concluded that an amount of Rs 6.6 lakh had to be paid by the streetlight contractors for faulty points, there was no point in taking the matter to a monitoring committee and keeping it pending all over again. Raja said a meeting of the monitoring committee comprising only the SAD-BJP councillors had been convened on June 26 just to put off the penalty issue. He objected to have not been called by the mayor, especially when the matter had been taken up on his complaint. The Congress councillors put up a list of eight roads which included Khalsa College T-point to the bus stand road with 58 non-functional points putting penalty to Rs 92,800. A second round was taken along the same road on separate days with penalty calculated for 27 faulty points as Rs 16,200. For Nakodar road to Buta Mandi with 149 faulty points the penaalty is Rs 2.08 lakh, for Nakodar Chowk to Khalsa College with 70 faulty points the penalty is Rs 1.12 lakh, for Sant Brass to Chogitti Chowk with 28 points the penalty is Rs 44,800. The penalty for Bidhipur Chowk to Verka Milk Plant with 18 points is Rs 28,800, for Chugitti to PAP Chowk with 46 points, it is Rs 1 lakh and for Lamma Pind Chowk to Hardyal Nagar with 26 points the penalty is Rs 57,200. |
Relief for students: DC orders school to stay put
Jalandhar, July 2 The decision has come after widespread uproar ever since the staff and students got the news that the school was to be closed. The parents (all extremely poor labourers or workers from BPL families) of students had expressed her inability in affording transportation to shift their children to other schools. The Tribune had first highlighted the issue on July 1 after a protest by the students and parents of the school outside the office of the DEO and CEO. Following no change in the stance of the officials of the Education Department and a threat of closure hanging on the school, the students of the school also submitted a memorandum to the Deputy Commissioner this afternoon, demanding that the school should not be closed. Backed by the Purvanchal Jankalyan Mahasabha, the parents, in their memorandum, alleged that the report prepared by the CEO about the school was false and following its closure, the students, studying in the 35 to 40 year-old school, will be forced to pursue labour. Despite 74 students being on the rolls, the staff of the school had received an order for the closure of the school about a week ago. This despite the government’s own guidelines that a school with more than 20 students on rolls can’t be closed. The school’s attendance had also been increasing after it reopened following the vacations – 46 students attended on Tuesday and 51 today. CEO Hukam Chand (who had prepared the faulty report, saying the school has only 13 students) and the District Education Officer (Elementary) Anil Awasthi had cited orders from the top (former DGSE’s office) as an excuse for the move. DGSE GK Singh had told The Tribune that he could only comment on the issue only after confirming this from the DEO. However, Deputy Commissioner, Jalandhar, KK Yadav, said, “The students approached me today. I have talked to the Principal Secretary, Education, and keeping the students’ welfare in mind, it has been decided that the school isn’t to be closed, nor students shifted
elsewhere for the coming one month.” “While there are apprehensions about the location of the school – it has a tube-well running by it - we are also concerned about the students’ safety. So we shall look into other aspects and see whether the students can be shifted to a safer and more spacious school in the same area soon. But for the coming one month at least, the school stays put. Our prime concern is that students’ studies shouldn’t suffer,” he added. |
Waterlogging adds to commuters’ woes
Jalandhar, July 2 The monsoon is around the corner, but the authorities concerned seem be least bothered about getting the repair work done. The yard, where buses stop before going to platforms in the bus stand, is inundated with rain water. The situation is almost the same in rest of the area under bus stand. After the first pre-monsoon showers in the region, the local bus stand is under knee-deep water. The roads around the bus stand are filled with potholes that remain full of mud and water. It gives an impression as these roads were never constructed. The passengers are reluctant to enter the bus stand. And those, who arrive at the bus stand from other places, find it hard to come out. Many of them said waterlogging problem was there ever since the new building of the bus stand came up. VK Sharma, manager of Welspun Company, which maintains the bus stand, said while designing the bus stand, harvesting wells were constructed, which help to maintain water table as the rain water sinks into these wells. He said, “Water takes sometimes to drain into these wells. The level of the road constructed by the Jalandhar Municipal Corporation (JMC) around the bus stand is higher, which leads rain water on roads into the bus stand.” He added, “I have written several letters to the JMC Commissioner MS Chattwal to fix the problem, but nothing has been done so far. I have also brought the matter of dilapidated roads to his notice.” |

Petrol prices differ in city
Jalandhar, July 2 While Indian Oil Corporation Limited (IOCL) is offering petrol at the rate of 81.25 paise, Bharat Petroleum is charging Rs 81.19 paise at their outlets. There is also a difference in rates between the petrol pumps located in rural areas and urban areas of the same company. “Unlike diesel, petrol is an uncontrolled commodity for which the company decides the rates according to the logistic cost incurred to get it to a specific sale point. That is why, the rates vary at different petrol pumps,” said Kaustik Bhalla, owner of Mohal Oil Point, Nakodar road. He also said that sometimes customers do argue with his staff due to this difference in the petrol prices. “They think that we have increased the rate on our own. Actually, it is the company that fixes the rate that differs from place to place,” said Bhalla. According to sources, fuel pricing in India is an extremely complicated process among various entities involved. While the common man is burdened with the increasing fuel prices, oil companies see little profit. The government, on its part, has to borrow to help the under-recovery of oil marketing companies. Any fluctuation on the dollar further adds to the woes by destabilising the rupee and increasing crude oil import prices. |
Youth injured in road mishap
Jalandhar, July 2 SHO of Police Division Number 3 Rachhpal Singh said the injured youth had been sent home after the treatment of his minor injuries. Later there was some confusion over the jurisdiction of the accident case. Cops of Division Number 4 said a compromise was being arrived at between the tractor driver and the victim. |
DAV students win international space design contest
Jalandhar, July 2 The objective of the project ‘Aresom’ was to design a settlement for 22,000 people, which could act as a first step in human exploration and presence on Mars. The team was invited to participate in International Space Development Conference, which was held in Los Angeles in May this year. Students gave a presentation to space scientists. Their display was appreciated by all. The DAV team comprised Sukhraj, Nancy, Armani, Anirudh Aggarwal, Javneet, Nikhil, Manav, all students from Class VIII to XI and their mentors Navdeep Sharma and Karam Inder Singh. Farmers produce green manure in 12,000 acres
Jalandhar, July 2 Discussing the benefits of the green manure, KK Yadav, Deputy Commissioner of Jalandhar, said this experiment has proved that the land would require 25 per cent less nitrogen during the next cultivating season as the manure would absorb it directly from the air. He said 1,000 quintal of seeds of various leguminous plants were provided to farmers at a subsidy of 50 per cent. Approximately, 20 kg seeds are required to cultivate one acre. Green-manure basically involves ploughing into soil live plant material for improving the physical structure as well as fertility of the soil. This practise is feasible in the
rice-wheat cropping system, because a green manure crop requires large quantities of water for decomposition. In agriculture, organic matter is considered the backbone of cultivated soil. In the early 1970s, the organic matter in the soil was around 0.7 per cent, which has now declined to 0.2 to 0.3 per cent, particularly in the crop intensive cultivation region like northern

PSPCL initiates power supply augmentation
Jalandhar, July 2 Chief Engineer (CE), North Zone, Rakesh Kumar Shahi, said in order to improve the power supply in the north zone, 33 KB substation at Samrai, Bilga, Tallan and Kala Sanghian had been augmented to 66 KB. He said overloaded 11 KB feeders had been de-loaded and overloaded transformers improved. Apart from this, seven new 66 KB grid would be installed soon at Industrial Area, Industrial Estate, Leather Complex, Gadaipur, Babrik Chowk, Paragpur and Naragshahpur in Phagwara. The land for two grids at the Leather Complex and Gadaipur had already been allotted. Whereas case for other two places, including Babrik Chowk and Paragpur had been put forward, said the chief engineer. He said Rs 192 crore would be spent on expansion work under the Accredited Power Development Reform Programme (APDRP). The load on transformers would be kept under 80 per cent to prevent them from failing, added the chief engineer. He said dangling cables in the congested areas of the city would soon be repaired and work to fix meters outside houses was going on at war footing. It would help in making the power supply better in domestic sector.
