NC top brass meets to discuss Assembly election strategy
Srinagar, June 18 Sources said the party’s top brass discussed the “reasons and causes” for defeat in the parliamentary elections recently, in which the ruling party and its alliance partner, Congress, suffered a rout in the state. “We discussed what went wrong before the parliamentary elections. We discussed the reasons and causes for our defeat and the strategy for the Legislative Assembly elections,” a highly-placed source said. The Central Working Committee has told the party’s district presidents to submit the names of three potential candidates for each
Legislative Assembly constituency within seven days. “The candidate for each constituency will be selected from that list and it will be decided according to the ability and contact with the masses,”
the source said. The Central Working Committee, which is the top policy-making body of the party, also passed five resolutions which included supporting the
Indo-Pak talks and an appeal to the state government to grant “general amnesty” to the
stone-throwers. The National Conference leaders have been introspecting since the Lok Sabha election results on May 16. The party has changed several of its policies which it considered were “unpopular”. The National Conference is, however, fighting against time to turn the tide of voters in its favour. Sources said Omar had directed the formation of a special committee to
overlook preparations for the upcoming Assembly elections. Omar, according to a party statement, said the National Conference “will never compromise on its political ideology and agenda” and termed the party’s stand on the political resolution of the Kashmir issue as “clear and unambiguous”. |

GGM Science College starts online admission
Jammu, June 18 The admission site was inaugurated by the DIG, Police, Jammu – Samba – Kathua Range, Shakeel A Beigh, in the presence of college Principal Dr Nutan K Resutra. Beig described the process of online admission as most innovative that would go a long way in reducing the inconvenience to students while seeking admission. He appreciated the efforts of the college administration in using technology for streamlining the admission process. Dr Resutra detailed the advantages of the online process of admission. The college administration has created a facilitation centre, manned by the college committee, for the students seeking admission to the first semester of the BSc/BCA three-year degree programme that commences from June 17. Convener of the Committee for Online Admission Dr P Bambroo said the entire admission process would be completed in two phases. “During phase–I, that is also referred to as the pre-admission phase, the students are required to visit the college website www.ggmsciencecollege.in and fill in the required unique 12-digit student specific admission code, printed in the college admission brochure. This will enable the students to apply for admission online,” Dr Bambroo said. “The phase– II requires the students to look for the selection status from June 27 after filling in their admission code, date of birth and board roll number of Class XII in the designated fields on the college site. This will also facilitate him/her to apply for online admission, once selected. The students are required to submit the hard copy of admission form along with all the documents, including affidavits and admission code slip, in the college for verification to be followed by deposition of the admission fee, before the last date,” he added. Geelani holds olive branch, backs Vajpayee formula for K-issue
Srinagar, June 18 This marked an unprecedented change in his terminology, that had remained fixated on the United Nations’ resolution. Geelani was speaking at a blood donation camp organised by his party, Tehreek-e-Hurriyat. He quoted and praised Vajpayee for proposing a resolution of the Kashmir issue within the “ambit of humanity”. “We heard from the Prime Minister for the first time that the Kashmir issue should be resolved on the basis of humanity. These remained mere words and no action was taken,” Geelani said. In 2000, then Prime Minister Vajpayee had proposed to resolve the Kashmir issue within the “ambit of humanity”, which was a bold departure from the stated position of resolving the Kashmir issue within the framework of the Constitution. The mellowing of Geelani’s position and rhetoric is a possible olive branch to Narendra Modi, the second Prime Minister of a BJP-led NDA government after Vajpayee. On April 18, Geelani claimed that two emissaries from Modi, then prime ministerial candidate, had met him in New Delhi and tried to establish contact for talks on the Kashmir issue. It was for the first time in recent years that Geelani, considered to be toeing a hawkish and hard line on Kashmir, had signalled distancing himself from his long-held position of implementing the United Nations’ resolution and plebiscite as the only resolution of the Kashmir issue. Geelani spoke a rare phraseology that revolved around a humanistic approach to issues, repeatedly using the word “humanity” and quoting a religious phrase that “all humans of the world are family members”. “Issues should be resolved on the basis on humanity, but no effort is being made to resolve the issues being faced on the basis on humanity,” he said. Geelani’s advocacy of Vajpayee’s formula as a resolution of the Kashmir issue was the first sign of his softening stance. Geelani’s radical politics and refusal to accept a “compromise” on the Kashmir issue had strengthened his influence in the region, but kept him on the margins of diplomatic efforts to arrive at a resolution of the Kashmir issue. The separatist leader has so far publicly distanced himself from any diplomatic efforts by India and Pakistan to find a resolution of the Kashmir issue even though his moderate counterparts had held several rounds of talks and backed the four-point

CCI polls: 2,138 voters to elect new office-bearers on June 21
Jammu, June 18 There would be a triangular contest for the post of secretary general. There are as many as 2,138 members from various market associations who would cast their votes to elect the new body of the CCI Jammu. Prithvi Raj Gupta, election president, CCI, Jammu, said they had made elaborate arrangements for the conduct of free, fair and transparent elections. “We have appointed observers, a polling officer and some members of election committee for the smooth conduct of the elections. There will also be some special invitees for the elections to bring transparency and fairness in the whole process,” Gupta said. He said the voting would start after the annual general body meeting of the chamber and it would continue till 5 pm. The counting would be done soon after voting was over, he said. According to the Election Committee, only two candidates, Parveen Kumar Gupta and Rakesh Gupta are in fray for the post of president. Parveen Kumar Gupta had earlier served as senior vice-president, junior vice-president and treasure in the CCI, Jammu, while Rakesh Gupta had to face defeat twice by incumbent president YV Sharma during the last two elections. Similarly, there would be a straight contest for the posts of senior vice-president and junior vice-president. Two candidates, Sham Lal Langer and Surinder Mahajan, are trying their luck for the post of senior vice-president, while Bharat Bhushan Gupta and Deepak Aggarwal are contesting for the post of junior vice-president. There would be a triangular contest for the post of secretary general. Three candidates, namely Anil Gupta, Arun Gupta and Manish Gupta, would be contesting for this prestigious post. There were three candidates, Ashu Gupta, Narinder Gupta and Rakesh Jandial for the post of Treasurer. Yesterday, one of the candidates Narinder Gupta withdrew his nomination in favour of another candidate Ashu Gupta. However, the last day of withdrawing nomination from the contest was June 10. Two candidates, Rahul Mahajan and Rajesh Gupta are contesting for the post of secretary. The election president has requested the candidates contesting for the various posts of office-bearers of the CCI, Jammu, to strictly adhere to clause 16 Section (XVI) of the constitution, regarding elections, which reads, “The canvassing be done in a way so as to avoid bickering amongst members and through correspondence only. Hosting of parties by the candidates themselves or through their relatives and friends is strictly prohibited under the constitution of the Chamber of Commerce and Industry Jammu”. Row stirs up as state laws not part of KU law syllabi
Srinagar, June 18 Dean, Faculty of Law, Kashmir University, Muhammad Ayub Dar has admitted that Article 370, which grants “special status” to J&K, is not taught in detail. The RPC (which has separate provisions of law for local courts) is also not taught to the postgraduate law students of the university, he said. “There is a passing reference to Article 370 as a part of the Indian Constitution, which is taught as one of the topics of the postgraduation course. The RPC is similar to the Indian Penal Code. We teach the Indian Penal Code, but not the
RPC,” the Dean said. The controversy has led a Srinagar-based social activist, Khalid
Tufail, to file an RTI application with the Department of Law, Justice and Parliamentary Affairs, Jammu and Kashmir Government, as well as the University of Kashmir on June 17. The RTI plea says: “How and when the subjects of the RPC and J&K Constitution were deleted from the syllabus of postgraduate students of Kashmir University. Who were the members of the said committee? What were their names, designations? What were the minutes of the meeting and the person/authority who had convened the said meeting?” The RTI request also wanted to know the reasons on the basis of which these two important subjects were no longer taught to the university students. Sources say the state laws under the RPC were taught in Kashmir University till the early 1990s. The University of Kashmir, meanwhile, said it was in the process of revising its syllabus after consultations with the Bar Council of India. “There is definitely a need to teach these important laws to the local students. A delegation from the BCI recently visited us and we sought their inputs in the matter. They have agreed to our demand for including the RPC as well as the J&K Constitution as separate topics for LLB and LLM students at the University of Kashmir,” said Dar. J&K’s special status

Spiralling vegetable prices hit common man’s budget
Jammu, June 18 Tomato is being sold at Rs 20 per kg, cauliflower and Rs 50 per kg. Such is the price rise that the customers are hardly finding any vegetable which costs less than Rs 50 per kg in the entire Jammu city markets. “Not only the prices of the commodities that one purchases on daily basis for household use, but also the prices of things like tea and coffee have also witnessed a sudden surge. A normal cup of tea which was earlier used to be sold at Rs 2 to 3 is now costing Rs 5 to 7,” said Kishore, a local resident. Meanwhile, vegetable vendors attribute this unprecedented rise in the prices of vegetables to poor production and poor rains. Ramesh Yadav, a vegetable vendor of the Nanak Nagar area, said, “We cannot do anything. Due to increase in the prices of vegetables, our profit margin has decreased. The rise in the price of diesel and rainy season is responsible for this”. “The prices of vegetables like tomato, onion and coriander have increased a lot. Let us hope that in the coming days people get relief from the rise in prices of vegetable and other eatables, but right now any reduction in rates of essential commodities seems almost impossible,” he added. |

Jammu, June 18 Addressing the protesters, Dev Anand Gill, state president, ABSMS, said the anti-employees policy of the MC claimed the lives of two dedicated workers, due to extreme workload in unbearable weather conditions. Gill claimed that usually the sanitation drive of the MC was conducted in months of March-April and October-November, but for the first time the MC had conducted the drive in May-June. Gill demanded immediate ban on the sanitation drive in May-June and administrative inquiry into the deaths of both the employees. The ABSMS also demanded Rs 20-lakh compensation each for the families of the deceased employee and threatened to launch an agitation if the demand of the union was not fulfilled. Pak opens fire on Indian post in Samba, BSF retaliates
Jammu, June 18 “Around 2.15 am, Rangers opened small arms fire on our 6R post in Suchetgarh area of the Samba sector being manned by the 9 Battalion. The BSF personnel retaliated in equal measure. The gunbattle lasted for nearly half an hour,” a BSF officer said. “There were no casualties or injuries to our personnel,” he added. The officer said the Rangers again opened fire from their Dhandar post. It was the 31st truce violation by Pakistan on the frontiers of the Jammu region this year since January 1. Intelligence agencies, meanwhile, have sounded an alert about possible intrusion bids from across the border, particularly from porous gaps in the form of rivulets that run into Pakistan and marshy land where wild growth blocks the visibility of the BSF personnel. “The security forces on the borders need to remain very alert as we anticipate a spurt in intrusion bids from across the Line of Control and the international border in the coming days,” said a Home Department source. Meanwhile, a flag meeting was held between the BSF and the Pakistan Rangers at the Ballar Post in the Ramgarh sub-sector of Samba. The BSF was represented by second in charge RK Tripathi of the 126 Battalion while the Pakistan Rangers were represented by Lt Col Javid of 24 Pachnaar. Non-migrant Pandits hit

Srinagar, June 18 After their bid to gherao the civil secretariat was foiled, they said they would not allow the Centre to implement the proposed package for the return of Kashmiri Pandits in case the non-migrants were cold-shouldered yet again. “Both Omar and Modi are ignoring us. The migrant Pandits were provided quarters and their children were given jobs but our children got step-motherly treatment. The government is taking care of migrant Pandits because of the vote bank. The BJP too has not taken into confidence the non-migrants, who remained steadfast during turmoil,” said A K Rajpuri, president of the Hindu Welfare Society Kashmir (HWSK). HWSK spokesman Chunni Lal warned that non-migrant Pandits would continue to hold protests and disallow implementation of the package for return of migrant Pandits in case measures were not announced for them as well. He also flayed the government for disallowing them to take out a protest from Ramji Mandir to the civil secretariat in Srinagar. The march was attempted just days after Defence Minister Arun Jaitley, during his Kashmir visit, had said the Centre would announce policy measures for the return of Pandits to Kashmir in the next few days. Around 630 non-migrant Pandit families, some internally displaced, living across the Valley for long have been seeking proper rehabilitation and a suitable employment package. They have also been alleging that the government is only bothered about the migrants and has hardly cared about those who stayed back. Srinath Tickoo, HWSK executive member, demanded a review of the proposed package. “The government should constitute a committee and members from different parties should participate in it and review the package. Successive governments have ignored us and we are suffering,” he said. |
Udhampur hospital sans functional ambulances
Jammu, June 18 Situated on the Jammu-Srinagar highway, Udhampur is an accident prone area and on many occasions victims need to be ferried to the hospital for immediate medical attention. The source said a troop carrier, meant for ferrying large number of patients or victims during a contingency, and a dead body carrier were rarely used. “The entire rush of shifting critically ill and other patients to Government Medical College and Hospital for specialized treatment is being tackled by just two ambulances.” “The hospital has sent numerous reminders to the higher authorities to get the repairs done and provide these four ambulances at the earliest, but no one seems to be concerned,” the source said. The 230-bed hospital, on an average, has occupancy of 171 patients throughout the year. It also caters to over 1000 people in its
outpatient department (OPD) everyday. “When every single second matters I had to wait for over an hour for the ambulance to shift the patient to Government Medical College and Hospital at Jammu yesterday. She (the patient) was having serious convulsions and needed immediate treatment. The doctors, however, said the ambulance could be sent only after accommodating few more patients. Eventually, one more patient along with attendants left Udhampur Hospital for Jammu,” said Rajesh Gupta. “How can they be so callous and indifferent? Had something wrong happened, who would have been held responsible?” Gupta asked. He said if the health sector was in such a chaotic state in major towns, one could imagine the plight of rural areas. In stark contrast to the ground realities, Director Health Services, Jammu, Dr BS Pathania said out of four out of order ambulances one was repaired and sent to the hospital. “So five vehicles to ferry patients are sufficient,” he said. In May last year, the state government had said the Centre has sanctioned Rs 14 crore for the purchase of 200 new ambulances for the state under the National Rural Health Mission. |

Srinagar, June 18 Sources said the search committee headed by former Director, Indian Institute of Sciences, Goverdhan Mehta comprises AM Pathan, former Vice Chancellor, Maulana Azad National Urdu University, and another well-known chemical engineering scientist. Sources said some main frontrunners for the coveted post include acting VC AM Shah, Registrar Zaffer Reshi and the senior-most faculty member and former Head of the Department of Mathematics, AM Sofi, Khursheed Andrabi from the Biotechnology Department and former Dean, Academics, AR Yousuf. Sources revealed that the candidates with heavyweight resumes from outside the state would also be considered. The university will see the next Vice Chancellor before the implementation of the Model Code of Conduct for the state Assembly elections. Talat Ahmad, former VC of the university, who recently opted for the post of the VC of Jamia Millia Islamia, is a prominent geologist and is credited with organising various international conferences on geology at KU. However, many in the campus are rooting for a local as the next VC. "We have many capable candidates from the state who can fill in the shoes of the VC. Besides, a local person will be able to address the concerns swiftly in comparison to someone who is not from this place. PDP to contest all 87 seats
Srinagar, June 18 “The party has decided to contest all Assembly seats,” said party general secretary and former minister Mohammad Dilawar Mir. “It is the first time that we will contest
all seats in the state,” he added. In the Assembly elections in 2008, the party had fielded candidates from all 46 seats in the Valley, 31 out of 37 in the Jammu region and two out of four in the Ladakh region. In the Assembly elections in 2002, the PDP had won 16 seats and thereafter formed the government
in coalition with the Congress. At present, the PDP has 21 members in the Assembly, of which 19 are from Kashmir and two from the Jammu region. In the recently concluded General Election, the party had won all three Lok Sabha seats in the Valley and secured a lead in 41 Assembly segments in the state. Sources said the PDP’s focus was on Kashmir and hilly areas of the Jammu region, but it was looking to capitalise its support base in the Ladakh region as well. Srinagar, June 18 RK Gupta, Chief Executive Officer (CEO), Preet Pal Singh, Additional Chief Executive Officer and other senior officials of the Shrine Board attended the meeting. They briefed the chairman about the to-date status of the repair and renovation works in the yatra area. Prior to the meeting, the CEO had spoken to the camp directors located at Baltal, holy cave, Panjtarni, Sheshnag and Chandanwari and also to the Headquarters, Victor Force, to know the latest position of snow accumulation on the tracks and at various camps en route to the shrine. As per reports, there is one foot of snow at Zojibal, four feet at Sheshnag, seven feet at MG Top and Poshpatri, one feet at Panjtarni, four feet at Sangam and six feet at the shrine. In view of the slow melting rate of snow at Chandanwari, apprehensions were expressed about the possibility of the yatra commencing from the Chandanwari route on June 28, the date on which the yatra is scheduled to commence. The Governor told the CEO to prepare a daily report on the status of snow in the yatra area and about arrangements which are underway. The Governor stressed on the CEO to ensure against any slippage in the deadlines fixed for the departments/ agencies concerned to complete the preparatory works assigned to them. Vohra directed the CEO to undertake an on-ground assessment of the entire yatra route and travel on the Baltal-holy cave-Panjtarni-Sheshnag-Chandanwari, commencing his tour on June 21. |

Handwara residents protesting water shortage lathicharged
Handwara, June 18 A few persons received minor injuries in police action. Protesters raised slogans against the Public Health Engineering (PHE) Department, alleging that it had failed to ensure water supply to the town and its adjoining areas for the past one week. “There is not a drop of potable water and the taps are running dry. We visited the office of the executive engineer, PHE division, Handwara, with a plea to restore the supply but to no avail. We were forced to take out a protest against the department today and the police resorted to use of force,” said Jamsheeda Begum, a protester from Handwara. The protesters blocked the Kulangam-Handwara road for about an hour before being dispersed by the police. They said foul smell was emanating from the town as the local municipal committee had failed to dispose of garbage and maintain sanitation. “Human waste from a toilet built by the municipal committee, Handwara, near Maqbool Abad Jamia Masjid, Khanbal, flows into a nearby graveyard, causing inconvenience to residents and passersby. Foul smell emanates from garbage strewn in the town and from drains that have not been maintained,” said Abdul Jabbar Mir, a local. Executive Engineer, PHE division, Handwara, Iftikhar Geelani said, “People use motors for lifting water, which causes shortage of water in the town. A team of officials under the supervision of the assistant executive engineer has been tasked to check use of motors and improve the supply.” |

Srinagar, June 18 Varsity Vice Chancellor Mehraj-ud-Din, Superintendent of Police Shrinder Misra, Registrar M Afzal Zargar, Finance Officer Irshad A Jan, Dean, School of Business Studies, Abdul Gani, Dean, School of Social Sciences, GM Bhat, Head of the Department, Tourism Studies, S Fayyaz, Students Welfare Officer Fayaz A Nikka, JKWA General Secretary Shujat Shah and Vice-President, Madava, NGO, Neelam Gash were among others present on the occasion. The members of the JKWA, including its General Secretary Shujat Shah and a girl player, displayed several taekwondo and martial art techniques, which enthralled the students and the dignitaries. The players performed daredevil stunts, including breaking of burning tiles with hands, and also displayed methods to counter any assault made by any human being. The VC asked the students, particularly girls, to learn the martial arts techniques in order to counter the threats arising from mischievous elements in society. Jammu, June 18 He requested the Civil Aviation Minister to work out the feasibility of night landing at the Jammu airport and early morning outgoing flights from Jammu. Handing over a letter to the Civil Aviation Minister, Jitendra Singh pointed out that over 17 acres had been acquired since 2013 for the expansion and upgrade of the runway and terminal, but work was yet to start. “The hitch of allotment of alternative land to the Army is said to have been overcome following earmarking of land in the Sunjwan area of Jammu,” he said. Drawing attention to the rush of pilgrims to the Vaishno Devi shrine and increasing number of passengers, he said over 15 flights were landing at and taking off from Jammu everyday.

Srinagar, June 18 Chief Electoral Officer Umang Narula said, as per law, the vacant seats have to be filled up within six months, only when the term of the Assembly is more than one year. Thus, in the case of four vacancies, no by-elections
are likely to be held since the term of the Assembly expires after seven months on January 19, 2015. Three Assembly members, Mehbooba Mufti and Muzaffar Hussain Beigh of the PDP and Jugal Kishore Sharma of the BJP got elected to the Lok Sabha from Anantnag, Baramulla and Jammu constituencies, respectively. |
