NC needs to analyse reasons behind LS debacle, says Omar

After the National Conference received a serious drubbing in the recently-concluded parliamentary polls, Chief Minister Omar Abdullah today said the party needs to analyse reasons behind the defeat and make corrective measures to bounce back.

Omar, who is also the working president of the NC, said the party has witnessed many vicissitudes and faced different challenges during its long political journey and exuded confidence that the group would emerge victorious defeating all troubles and difficulties.

“History is witness to the conspiracies hatched against the NC through false propaganda and machinations time and again,” Omar said while addressing office bearers of the National Conference in separate meetings at Khag, Beerwah and Magam today.

“You have witnessed flocking of all anti-NC forces in the past to dislodge its strong political base and popularity in the state, but you have also witnessed the determination and bravery of the workers of this party to steer the ship out of all troubles defeating the disgruntled and vested interests,” he said.

Omar said the loss of alliance partners Congress in Jammu and Kashmir in the parliamentary elections has served food for thought to the National Conference workers, office bearers and leaders.

We should ponder upon the reason behind the defeat and make necessary corrective measures to rebound with force, Omar said.

Provincial presidentof the National Conference Nasir Aslam Wani, on the occasion, highlighted the need for strengthening and upgrading the rapport between office bearers and the grassroots workers.

He said the National Conference would re-emerge as the aspiration of the people of Jammu and Kashmir by defeating the conspirators and making the public aware of the conspiracy being hatched against them by vested interests.

Congress workers mount pressure on leaders to snap ties with NC

After suffering a humiliating defeat in the recent Lok Sabha elections, Congress leaders have started shifting blame on coalition partner National Conference (NC) for the worst ever debacle of the party in the Jammu region.

Blaming the NC for propagating anti-people policies, Congress leaders have been mounting pressure on state leaders to officially announce that the alliance would not be continued in the coming Assembly elections.

A couple of days back former minister and Congress leader Manjit Singh had asked senior party leaders to come out of the government as “the NC was creating hurdles in settling the issues of refugees”. Today, all block presidents of the Jammu District Committee of the Congress launched a blistering attack on the NC for its alleged failure to provide basic amenities to the masses.

During the meeting of block presidents, speakers observed that Congress candidates lost the Lok Sabha elections due to the “misdeeds” of coalition partner NC. They said the Congress was bearing the brunt of the wrong policies being propagated by the NC so it was high time a decision was taken on the alliance.

Although no official statement has been given so far, most of the senior Congress leaders have hinted at snapping ties with the NC for the coming Assembly elections. State leaders of the Congress have started the process of fielding candidates on all 87 seats of the Legislative Assembly.

Sources in the Congress said party leaders had decided not to stop its workers from publicly criticising the NC. After the Lok Sabha elections, Congress leaders have stepped up attack on the NC and party leaders are missing no opportunity to give the impression to the public that the NC was responsible for the “anti-people policies” of the state government.

A couple of days back, Manjit had asked party leaders to withdraw support to the coalition government in the state as the NC was creating hurdles in clearing the file of Pakistan-occupied Jammu and Kashmir (PoJK) refugees/displaced persons.

Coming down heavily on the NC, Manjit had stated that the UPA Government had asked the state government to send a report on the demands of refugees but it was not sent despite repeated requests.

In today’s meeting, block presidents of the Congress took the state government to task for its failure to provide basic amenities to the people. They asked the state government to take immediate steps to improve the power and water supply in Jammu district.

Alliance in trouble?

Mehbooba calls for special Parliament session on K-issue

Peoples Democratic Party (PDP) president and Member of Parliament Mehbooba Mufti today sought a national consensus on resolving issues confronting Jammu and Kashmir. She called for convening a special session of Parliament to discuss the Kashmir issue.

“The recent elections have generated a new atmosphere of hope in J&K and people at large expect their representatives to give a voice to their genuine concerns at the country’s largest democratic forum,” Mehbooba said while speaking on the motion of thanks on President Pranab Mukherjee’s address in the Lok Sabha.

Welcoming the Centre’s resolve to ensure the dignified return of Kashmiri Pandits to the Valley, Mehbooba said Kashmiris had suffered immensely during more than 20 years of turmoil and a solution to their problems must be inclusive and holistic.

“A cosmetic approach to the Kashmir issue has neither worked in the past nor will it be of any consequence in the future,” she said and added that the Centre shall have to take all stakeholders on board, within and outside the state, to work out a lasting solution to the problem.

“I think Parliament is the most appropriate forum to discuss the problems confronting J&K and its people and it can be done only by convening a special session on Kashmir,” the PDP president said and added that if the country’s leadership doesn’t shy away from discussing the issue at international forums, there should be no harm in convening a special session of Parliament on Kashmir.

Minor gang-raped in Kishtwar, 2 held
CRPF, police deployed in Drabshalla as precautionary measure

The alleged gang-rape of a 13-year-old girl triggered widespread protests in the Drabshalla area of Kishtwar district yesterday evening, the police today. The police today arrested both accused and started investigation.

The incident took place last evening in Drabshalla, nearly 30 km from Kishtwar town.

Reports said the victim, a student of Class V, had gone out of her home to dispose of some waste material when both accused overpowered her and gang-raped her.

The accused have been identified as Sudarshan Kumar, a resident of Shandri village in Drabshalla, and Nitin Parihar, a resident of Drabshalla.

The incident came to light when the girl narrated the incident to her caretaker, who brought the matter to the notice of the police. She had been working as a domestic help at the house of Sajjad Mattoo in Drabshalla, who had also been looking after her education and other needs. The victim belonged to Daloti village near Drabshalla.

Soon after the incident, a large number of people assembled at Drabshalla last evening and held a protest.

They blocked the Jammu-Kishtwar national highway for over an hour and demanded immediate arrest of the rapists.

Sensing gravity of the situation, Superintendent of Police (SP), Kishtwar, Sanjay Kotwal, Deputy Superintendent of Police, Headquarters, Nazir Ahmed Ganai and officials of the Kishtwar district administration immediately rushed to the spot and assured the protesters of action against the culprits.

A case under Section 376, 363 and 341 of the RPC has been registered against the two accused, said a police officer.

Investigations have been initiated, he said.

The Kishtwar SP said the medical examination of girl had been conducted and the report was awaited.

The block medical officer of Thathri said the medical examination of the victim was conducted around 11 pm last night by a team comprising Dr Pratibha Dogra and Dr Rohit Kumar who were assisted by staff nurse Rajni at Primary Health Centre, Thathri.

As a preventive measure, police and CRPF personnel were deployed in strength in Drabshalla and Kishtwar today over rumours of shutdown and protest.

Meanwhile, the situation remained peaceful throughout the day as no untoward incident was reported, officials confirmed. There has been a sudden increase in rapes in the state, especially against minors.

On May 22, a girl a three-year-old was raped in Bishnah by a father of two.

In other incident, a 12-year-old girl was raped in Nowshera.

Earlier, a 22-year-old woman was raped by a man (60) after he abducted her and held her captive for four days in the Mendhar area of Poonch.

Some days ago, a school teacher allegedly molested four of his students during a picnic in the Banihal area of Ramban district.

Nowshera rape case: Probe not yet complete

The probe into denial of medical treatment to a 12-year-old rape victim by two government hospitals in Rajouri district has not yet been completed. The girl was raped in Dhanaka village of Nowshera on May 31 and denied treatment by Sub-District Hospital, Nowshera, and District Hospital, Rajouri.

The victim was later referred to Shri Maharaja Gulab Singh (SMGS) Hospital in Jammu.

“As Dr Sharma Govind, Block Medical Officer, Sunderbani, who is a member of the probe team, was busy with two accidents under his jurisdiction recently, the compilation work of the report was delayed for another two or three days. He is expected to reach Nowshera in a day or two and then the report will be compiled and submitted to the deputy commissioner (Rajouri) for his perusal and necessary action,” said Mohammad Nawaz, tehsildar, Nowshera.

Nawaz has been heading the three-member magisterial probe team. Dr Govind Sharma, Block Medical Officer, Sunderbani, and Dr Sunil Raina, gynaecologist at Sunderbani hospital, are the members of the team.

Reliable sources said the team had almost completed the investigation but was awaiting the statements of two policemen, who are on leave and had brought the victim to Sub-District Hospital at Nowshera.

The probe team has also visited District Hospital, Rajouri, and collected information/circumstances that led to referral of the victim to SMGS Hospital by Dr Suresh Kapahi, gynaecologist.

When contacted, the Nowshera tehsildar said the inquiry had almost been completed and only the statements of an assistant sub-inspector of police and a police constable are to be recorded. Doctors at SMGS Hospital later referred the victim to Government Hospital at Sarwal in Jammu where she was admitted on June 2 evening.

Property worth crores was gutted in a fire at Pahalgam, about 40 km from the Anantnag district headquarters in south Kashmir, last evening. A building of the State Road Transport Corporation and at least 20 adjacent shops were damaged in the devastating fire. It took the firefighters more than four hours to douse the flames.

There were, however, no reports of loss of life or injury to anybody in the blaze.

Chief Minister Omar Abdullah visited Pahalgam today to receive a first-hand appraisal of the fire incident. He interacted with the fire victims and expressed his solidarity and sympathy with them. He told them that all possible help would be provided to them for their rehabilitation.

He also talked to officials of the Tourism Department and received a brief about the Tourist Reception Centre that was gutted.

“The Tourist Reception Centre, the State Road Transport Corporation building and 20 shops, some of which belonged to the municipality, were gutted in the fire,” said Assistant Development Commissioner, Anantnag, Muhamad Yousuf Bhat.

The fire reportedly broke out around 7 pm yesterday in one of the restaurants at Pahalgam and spread rapidly to the adjoining buildings. “We are trying to ascertain the cause of the fire. However, preliminary investigation suggests that the blaze was caused by LPG leak at one of the local eateries,” Bhat said.

The fire was doused around 11.30 pm on Monday night with the help of fire tenders from nearby places. The Army was also brought in to assist in the rescue operation.

A defence spokesman in Srinagar said the Army responded immediately and prevented any major loss of life. He said only four individuals suffered minor burn injuries.

The joint and coordinated effort also prevented the fire from spreading to other areas which could otherwise have led to a large-scale loss of property and had the potential of creating serious economic hardships to residents and traders of Pahalgam in this busy tourist season, the spokesman said.

With the combined efforts of the Army, Anantnag Fire Department and the Pahalgam Development Authority, the fire was brought under control.

The Army also assisted the stranded tourist who lost all their belongings in the fire. The tourists were provided first aid, transport and meals, he said.

The Army troops continued to stay at the site throughout the night to prevent any looting or arson by mischievous elements present at the location, the defence spokesperson said.

Various aspects of disaster management preparedness for the Shri Mata Vaishno Devi pilgrimage were reviewed at a high-level meeting held under the chairmanship of Mandeep K Bhandari, Chief Executive Officer (CEO) of the Shri Mata Vaishno Devi Shrine Board, at Katra today.

Shahid Iqbal Choudhary, Deputy Commissioner, Reasi, Vivek Gupta, Superintendent of Police, Reasi, Kulbir Singh, Additional Superintendent of Police, Katra, Sunil Kumar, Commanding Officer of the CRPF, MK Kumar, Additional Chief Executive Officer of the Shri Mata Vaishno Devi Shrine Board, Pankaj Gupta and Anil Sharma, Deputy Chief Executive Officers of the Shrine Board, Ravi Kumar, Executive Officer, Municipal Committee, Katra, and officers of the CRPF, Army and the Fire and Emergency Services participated in the meeting.

The meeting reviewed in detail various components of the disaster management plan and measures being taken to further strengthen it, particularly to ensure quick response from all concerned in the wake of any fire incidents, earthquake, landslides or any other emergency situation.

The CEO of the Shri Mata Vaishno Devi Shrine Board emphasised the need for drills at regular intervals so that disaster management teams of the Shrine Board and other stakeholders remain ready to respond to any disaster situation.

He said the Fire and Emergency Services Department had been approached for conducting a fire audit of the track and the shrine area to further strengthen the fire safety measures. He focused on the need for conducting mock drills and executing standard operating procedures, formulated for disaster preparedness.

The functioning of joint control rooms at Bhawan, Adhkunwari and Katra and various other components of the disaster management plan were reviewed at the meeting.

SHRC issues notices to govt, CRPF over concertina wires on roads

The State Human Rights Commission (SHRC) has issued notices in response to a petition by the moderate Hurriyat Conference, seeking removal of barbed wires from roads in the Valley.

In its orders passed today, the rights commission has asked the state Home Department, J-K Police, CRPF and other respondents to file their objections to the petition by or before July 21.

In the petition filed by the Hurriyat through its legal cell head Manan Bukhari last week, directions had been sought for removal of concertina razor and barbed wires from main roads and link roads in Srinagar city and other towns to clear way for pedestrians and vehicular movement.

The petition was listed before the commission today, wherein notices were issued to the respondents, including Commissioner Secretary, Home, Director General of Police, DGP CRPF, Divisional Commissioner, Kashmir, Commissioner, Srinagar Municipal Corporation, Inspector General of Police (IGP), Kashmir, and IGP, CRPF.

The commission further directed these respondent authorities to file their objections to the petition by or before July 21, the next date of hearing.

The petition had prayed that the SHRC direct the police, CRPF and the Srinagar Municipal Corporation to “remove the dangerously” laid concertina razor wires from the main and link roads to clear the way for pedestrians and vehicles.

Since militancy started in Kashmir in the early 1990s, coils of concertina razor and barbed wires have been laid by the Army, paramilitary forces and the police to secure their bunkers and other security installations.

In the petition before the SHRC, it has been argued that the concertina razor wire has become a health hazard as many pedestrians have been injured after getting entangled in it.

In March this year, the civic authorities in Srinagar had told the paramilitary forces to remove barbed wires from the city while terming it a health hazard.

“The spools of concertina/razor wires may be a source of relief for the government forces but the common man continues to bear the brunt of the harmful wires spread on roads, footpaths and busy marketplaces in every nook and corner of the Kashmir valley,” stated the petition, quoting recent instances and newspaper reports about pedestrians getting injured due to these wires.

Rifle snatched from cop found at Pulwama encounter site

The police today claimed that the assault rifle recovered from the encounter site in Pulwama on Sunday was snatched from one of the slain policemen guarding the noted cardiologist Dr Sheikh Jalal, who was killed by militants on July 18 last year.

The police on Sunday had said one of the slain Lashkar-e-Toiba (LeT) militants in an encounter in south Kashmir was involved in the killing of Dr Jalal and the two policemen guarding him.

Jalal, who was critically injured in the attack, later succumbed to his injuries at a New Delhi hospital. The militants had also snatched two rifles from the slain policemen.

“The AK-47 that was snatched from policeman Tariq Bhat was recovered from the encounter site at Reshipora Kakpora, Pulwama, on Sunday in which two militants of the Lashkar-e-Toiba were killed,” a senior police officer said.

The counter-insurgency unit of the police, 50 Rashtriya Rifles and 183 Battalion of the CRPF launched a search at Reshipora village on Sunday following which two LeT militants including its divisional commander Bilal Ahmad Bhat, alias Bilal Lelhari, and Mudasir Ahmad Sheikh were killed.

“The recovery of the assault rifle snatched from the slain policeman endorses our claim that Bilal was involved in the killing of Dr Jalal,” the officer said.

He said during the investigation of the attack on the cardiologist, they had found two militants, Bilal and one Pakistani Abdullah Haroon, were involved in the killings. Abdullah was killed last year on September 7 in Shopian.

“We also had recorded statement of a Lashkar overground worker few months back in the court wherein he indicted Bilal.”

Sporadic incidences of stone-throwing on Central Reserve Police Force (CRPF) personnel were witnessed in Samboora village in the early hours today when people were on their way to the native village of one of the slain militants, Bilal Ahmad Bhat, to pay condolences to his family.

“Around some 100 youths were moving towards the native villages of the slain militants when some CRPF vehicles passed by. The youths threw stones at the vehicles,” an eyewitness said, adding that the CRPF personnel resorted to aerial firing to disperse the protesters.

Sources said the CRPF men who were attacked by the youths belonged to the 180 Battalion and were to join their companies in Pulwama.

The traffic on the Srinagar-Pulwama-Shopian highway, which passes through the town, remained suspended throughout the day. All business establishments in Kakapora town remained closed and traffic was of the roads.

Pulwama Senior Superintendent of Police Tejinder Singh said the situation in the town remained under control and his department was ready to deal with any untoward situation.

The two militants, Bilal Ahmad Bhat of Lelhar village and Mudasir Ahmad Sheikh of Larve village in the Kakapora area of Pulwama were killed in a gunfight with security forces in Reshipora village of the town.

6 yrs on, bridge over Kuhoo nullah in Handwara still incomplete

With the bridge over the Kuhoo nullah in Handwara tehsil of Kupwara district waiting for completion over the last six years, residents of various villages remain cut off from the rest of the Valley.

The bridge being constructed by the Roads and Buildings, once complete, will connect Vodhpora, Neelipora, Khanpora, Magam, Shahlal and Sodal villages to busy Sopore-Kupwara road.

The villagers said construction work on the vital bridge was suspended many times due to which the link was awaiting completion even after the passage of more than six years.

“In the absence of the bridge, we are forced to either board a small boat to reach the other side or walk about a kilometre to board a vehicle for Sopore and other major towns,” said Abdul Hamid Najar, a resident of Shahlal village.

“At times boat carries more passengers than its capacity, risking the lives of many people,” he said.

A resident from Sodal village said the “inordinate delay” in the completion of the bridge was causing immense problem to the villagers.

“The construction work is going on intermittently for past six years. We appeal the minister concerned to take necessary measures and complete the bridge at the earliest,” said Shabir Ahmad Malik.

The student in the area also rued the delay in the completion of the bridge.

“We often reach our schools late due to the incomplete bridge. We have to board a boat to cross the nullah, which consumes lots of time. The problem is aggravated when there is a downpour and water-level goes up. The oarsman refuses to take us to other side in such scenario,” said Mohammad Aslam, a class XII student.

Only two spans of the bridge have been constructed in the past six years, while the middle span which covers a large area has been left incomplete.

“The delay in the completion of the vital bridge is due to shortage of funds. Only Rs 2.18 crore were released out of the estimated Rs 4.17 crore during the 2013-14 fiscal,” said Executive Engineer, Roads and Buildings, Handwara, Javid Iqbal.

For last several decades, the symmetrical rows of slim and tall poplar trees on either side of the nearly 60-km-long Baramulla-Srinagar highway have adorned the road, adding to its natural splendor.

The long rows of trees not only add to the environmental richness, but also generate revenue. Besides providing wood, it imparts strength to the road.

The swerving road to north Kashmir attracted the Bollywood in 1960’s and 70’s, which utilised the locales in various feature films.

But the scene along the highway, which forms part of the Srinagar-Muzaffarabad road, presents a grim scenario now.

In early 1980’s the state government had planted Australian and Russian poplar trees in place of the decaying trees and these trees are now posing risk to the people travelling on the highway.

According to locals, during high-speed winds various decayed poplar trees fell down putting posing a serious threat to human lives and property.

In a recent instance, a shopping complex and a residential house was reportedly damaged after a decayed tree fell down in the Pattan area of Baramulla.

“For the safety of general masses the administration should remove decayed or decaying trees on the highway. They have become a serious threat for the public,” said Lateef Ahmad from Pattan.

“Last evening I was traveling from Srinagar to Baramulla, following high speed winds I had to stop my car for hours to avoid any untoward incident. I could move only after the wind stopped,” Lateef said.

Around seven poplar trees fell down near Hanjiveera and Zangam villages last week, disrupting vehicular movement for hours together, locals said.

They added that last year a girl was killed after a decayed poplar tree fell upon her while she was walking on the road near Pattan.

According to sources, years ago several decayed poplar trees were felled by the authorities. However, they are yet to initiate fresh survey to mark the decayed trees and draft a plan to remove them.

Deputy Commissioner, Baramulla, Farooq Ahmad Lone told The Tribune that the district administration has already passed directions to the departments concerned to look into the matter on priority basis.

“I’ve taken up this issue with the departments. They will identify dead trees. I have also told the Roads and Buildings Department to look into the issue seriously,” Lone said.

Police to hold inter-battalion sports meet from Thursday

To promote sports and provide a platform to the talented youth in the police department, the Jammu and Kashmir Police will be organizing inter-battalion sports meet from Thursday, Inspector General Police (IGP), Armed, Sunil Kumar said here today.

The sports meet will coincide with the ‘Police Week’ commencing from June 12.

“We are holding two major sports tournaments in coming days. The first, the inter-battalion sports meet will commence from June 12 and it will conclude on June 16. The second, the inter-zone tournament will start from June 18 and it will conclude on June 21,” the officer told the reporters.

Both men and women will participate in the two events that will feature basketball, volleyball, football, handball, tug-of-war, boxing, judo, wrestling, weightlifting, kabaddi, hockey and shooting.

Besides, the championships will also witness athletes from different zones vying from top honours in 100 metre, 200 metre, 400 metre, 800 metre, 1500 metre, 5000 metre, 10,000 metre, 4X100 metre relay, shot put, hammer throw, javelin throw and discus throw events.

Kumar said 28 teams would participate in the inter-battalion event.

“Nearly 1,200 sportspersons drawn from various Armed and Indian Reserve battalions across the state will participate in different sporting events,” he said.

The officer also said 600 sportsmen of the Armed Police would participate in the inter-zone championship.

“The main aim of organising such events is to identify talented sportspersons and promote sports culture in the state,” Kumar said.

The opening and closing ceremonies will be held at the Bakshi Stadium, the officer said, adding that the Director General of Police would be the chief guest on the occasion.

Army to coach 90 IIT aspirants from Chenab valley

The Centre for Social Responsibility and Leadership (CSRL) in association with the Army’s Delta Force has launched Chenab Super 30 programme to provide 11-month free-of-cost residential coaching to aspirants from the Chenab valley comprising Doda, Kishtwar and Ramban districts who want to clear the Indian Institute of Technology (IIT) exam and the Joint Entrance Exam (JEE).

Around 1,173 students appeared in the three-hour entrance exam organised by the Army at 14 centres to select the potential IITians.

The question paper was especially designed by a team from the CSRL to test the in-depth knowledge of the students in physics, chemistry and math.

The results were declared by the CSRL on Sunday in which 90 candidates were shortlisted.

Amad Ahmed, a successful candidate, said: “It is the happiest day for my mother. She always wanted me to do something big in life. I had gone numb when an Army officer informed my parents that I had made it to the interview stage. The feeling cannot be explained.”

Passengers protest non-working of air-conditioners in train

Passengers of the Swaraj Express train today staged a demonstration against the non-functioning of air-conditioners (AC) in their coaches in sweltering heat leading to the delay of more than an hour in the departure of the train.

The demonstration followed the strike of two technicians and six attendants of the train in protest against the non-fulfilment of their demand of granting overtime benefits to them.

The protesters raised slogans against the railway authorities and alleged that they were forced to face tough time inside the coaches in scorching hot conditions when the maximum temperature was hovering around 45°C in the city. There were four AC 3-tier and two AC 2-tier coaches in the train.

Eyewitnesses said some passengers got furious over the non-functioning of the AC in their coaches and pulled the chain to stop the train soon after it started leaving the Jammu railway station for its onward journey.

“The passengers came out of their coaches and started raising slogans against the railway authorities accusing them of cheating the people by charging the fare of AC coaches and denying them the facility,” they said.

Senior officials of the Railway Protection Force (RPF) and the General Railway Police (GRP) rushed to the spot and tried to pacify the protesters, who, in turn, had heated arguments with the former.

“No air-conditioner was working in any of the coaches in the train. We were forced to face harsh and sultry weather conditions inside the coaches despite the fact that we had paid for the AC facility. The railway authorities remained silent and were not ready to inform the passengers as why the air-conditioners are not working in the train,” an angry passenger said.

Official sources said the technicians and the attendants of the train decided to go on a strike and refused to turn on the air-conditioners in protest against the alleged failure of the authorities to concede to their demand of the payment of overtime benefits to them.

Later, the higher officials of the Railways intervened into the matter and sorted out the issue. The train, which was supposed to leave the Jammu railway station at 11.15 am, got delayed and left for its destination at 12.25 pm.

Despite ban, children beg openly

Though begging and scavenging by children is banned by law, but still hundreds of children, as young as five-year-old, could be found hunting for water bottles, polythene bags, tin canes and other leftovers by people in the city.

Arising at dawn, while others prepare for their school, these children start their journey to scavenge the garbage left by city residents. With feet bare and backs aching, they carry heavy gunny bags that contain the things they had picked at the end of day.

Most of the children are either school dropouts, forced to supplement the income of their poor families, or street children, who travel from states like Bihar, Madhya Pradesh and Uttar Pradesh and are pushed into rag-picking.

“Recommendations and suggestions made by academicians during the research are never implemented by the authorities. The politicians never induct social workers in committees while bureaucrats formulate policies sitting in their offices”, said Nadeem Qadri, a social activist.

Beggars in Jammu are mostly from other parts of the country and are brought here under a well-planned strategy not only to fleece, but also to commit petty crimes. The government, however, seems to be sleeping over the issue.

The administration is totally silent on the issue. No efforts are being made to prevent people, particularly children, from indulging in begging. The police are also silent on the issue and no efforts have been made against the syndicate running it as a business in the city.

"In the absence of strong anti-begging law and government-run juvenile homes, begging, the most common urban problem, has taken alarming dimensions in the city, with children as young as six-year-olds, in shabby conditions roaming the market places and seeking alms", said Bushan Parimoo, who runs an NGO.

Mostly children, beggars can be found outside temples and mosques seeking money from the visitors. Other favourite destinations are the bus stand and Raghunath temple, railway station, taxi stand, Jewel chowk and Kachi Chawani areas, which remain abuzz with tourists and pilgrims.

Jammu varsity students demand VC’s removal

Accusing the Jammu University (JU) administration of harassing the students and scholars, the Student Scholar Joint Action Committee (SSJAC) today reiterated its demand for the immediate removal of the incumbent Vice Chancellor (VC) Prof Mohan Paul Singh Ishar.

The committee also urged the Union HRD Ministry and Governor NN Vohra, who is the Chancellor of Jammu University, for appointing a competent and renowned academician of the country as the next VC of the university.

“The university administration has been adopting all undemocratic and unconstitutional means to harass the students and scholars to appease the workers of the ruling political party. Whosoever has tried to raise the voice against nepotism and maladministration on the campus, he or she has become the victim of animosity and revengeful attitude of the varsity administration,” Parduman Singh, a senior scholar and SSJAC leader told mediapersons here.

He said the recent decisions of the university administration, including banning the entry of a genuine scholar on the campus, denying admissions to deserving students and their harassment on one pretext or other, were enough to judge the maladministration and dictatorial policies of the university.

Nishi Slathia, an MPhil scholar of the Department of Regional and Strategic Studies, University of Jammu, accused the authorities of encouraging favouritism and nepotism on the campus and alleged that the deserving scholars and students were being harassed and ignored on the campus.

“The VC is working under the influence of political touts and their bosses so that he may get further extension in his service for the next three years. We appeal to the Union HRD Ministry and the Chancellor of the varsity to remove the incumbent VC and appoint a competent and renowned academician as the new VC of the university to bring it from the morass of maladministration and nepotism,” she said.

Ajay Sharma, another student of the Department of Regional and Strategic Studies, University of Jammu, and SSJAC leader, alleged that the VC was not interested in the academics of the varsity at all and he was only interested to get further extension of three years.

The scholars warned that the SSJAC would launch an indefinite agitation if the incumbent VC was not removed soon.

Son of retd police officer booked for molestation

The son of a senior retired police officer was today booked for allegedly trespassing into the house of a girl and making an attempt to outrage her modesty in the posh Gandhi Nagar (Extension) locality here last night. The accused was yet to be arrested by the police.

Police sources said the girl, who was working with a telecom company, lodged a written complaint with the Gandhi Nagar police station that one person, identified as Harmeet Singh, son of Bhupinder Singh, a retired police officer, allegedly entered her house at around 9.30 pm last night and tried to outrage her modesty.

The accused was also a resident of the Gandhi Nagar locality. The sources said the girl in her complaint also alleged that the accused assaulted her and decamped with some expensive household goods.

On the complaint of the girl, the police has registered a case under Sections 458 (trespass or house-breaking by night after preparation for hurt, assault), 354 (assault or criminal force to woman with intent to outrage her modesty) and 382 (theft after preparation made for causing death, hurt or restraint in order to the committing of the theft) of the Ranbir Penal Code.

Senior police officers, however, remained tight-lipped over the issue. When contacted, Manzoor Hussain Kohli, Station House Officer, Gandhi Nagar police station, refused to share the details of the case saying that he was yet to confirm the incident.

Sikhs demand Anand Karaj Act in state

The J&K Sikh Societies Amalgamate held a meeting to put forward the demand of enacting an Anand Karaj Act in the state. During the meeting, the amalgamate also demanded constitution of a minority financial corporation on the lines of the SC and ST Development Corporation, which is working for the betterment of the SC and ST community.

Other demands were also highlighted during a meeting of executive members of the J&K Sikh Societies Amalgamate, which was held under the chairmanship of its chief patron Gurdeep Singh Sasan.

The meeting also discussed various socio-economic problems being faced by the Sikhs and Pakistan-occupied Jammu Kashmir (PoJK) refugees. Several important resolutions which were passed during the meeting included a special package for one-time settlement of PoJK families by providing Rs 25 lakh to each family, constitution of the J&K Welfare and Development Board for the PoJK refugees by the state government to pave way for permanent settlement of PoJK refugees' problems and enacting of an Anand Karaj Act in J&K.

The meeting urged the state government to immediately regularise PoJK refugee “bastis”, release special funds for the modernisation of these “bastis” and to give sufficient representation to Sikhs in the PSC, SSRB, judiciary and other statutory bodies.

He gave important suggestions to students regarding the subject. He suggested that for appearing in such examinations Western political thoughts and thinkers should be thoroughly understood in both prelims as well mains exams.

“The basic concept and fundamentals of the subject must be clearly understood. While preparing the subject, international relation (IR) must be connected with the current information, especially India’s foreign policy perspectives,” he informed.

He said the writing ability and technique was essential for securing good marks in the mains exams, whereas for prelims, objectives practice was essential.

Mufti: Expedite medical colleges plan

Peoples Democratic Party (PDP) patron Mufti Mohammad Sayeed today said the proposed medical colleges for the state should be made functional at the earliest to ensure that avenues of medical education receive a fillip.

During his tour of the Anantnag constituency today, Mufti said: “Anantnag and Baramulla medical colleges could be fast-tracked as considerable infrastructure is available for setting up full-fledged institutions there.”

“At both the places construction of 300-bedded hospitals is in advanced stage and south and north campuses of the Kashmir University could offer makeshift academic spaces for them,” he said. — TNS
