GMC got costly examination tables

The local Government Medical College had allegedly purchased 13 patient-examination tables in 2012 at an exorbitant price of Rs 61,42,500 while a local RTI activist’s enquiry from the same company revealed that each table was available for USD 1,950 (approximately Rs 95,000).

MCI to inspect medical college

The Government Medical College is gearing up for the inspection by a team from the Medical Council of India (MCI), which if satisfied with the infrastructure and faculty strength of the institute, may approve the increase in MBBS admission quota by 50 seats.

Seeds distributed at Kisan Mela

The Agriculture Department organised a Kisan Mela at Gehri Mandi village, near Jandiala, to disseminate information and improved seeds among the farmers of the area. District Agriculture Officer, Dr Dilbagh Singh Dhanju, said experts from the department educated farmers about the latest techniques in agriculture. He said farmers were asked not to hurry in sowing paddy as the agricultural research had proven that crop sown at an appropriate time gave a high-quality yield and was less prone to diseases. The water loss due to transpiration was also less if the paddy was sown after June 15, he said adding that farmers must refrain from burning crop residue as it led to deterioration of soil health. Farmers to protest outside DC office

The Kisan Sangarsh Committee has announced a three-day protest outside the Deputy Commissioner’s office from March 24. Association leader Harpreet Singh Sidhwan in a statement today said the Kisan Sangarsh Committee (KSC) would hold a three-day protest against the manhandling of peacefully protesting farmers outside the Power Corporation Office last month. He said the farmers demanded that police officials guilty of the act be punished. He said the KSC would boycott leaders of all political parties in upcoming Lok Sabha polls. — TNS

Hospital escape route for jail inmates

Call it lacunae in the system or negligence on the part of the police, instances of jail inmates escaping from the hospital could not be prevented and the authorities show helplessness in this regard. Guru Nanak Dev Hospital seem to be jail inmates' convenient escape route in the absence of adequate security arrangements.

Their modus operandi is to get themselves admitted to the hospital by hook or by crook.

It has been evident from past instances that they first win the confidence of the policemen who 
escort them only to give them a slip.

Jail officials said it was not only negligence on the part of the guards on duty, there was also a possibility of policemen escorting criminals getting attacked by gang members to help them escape. As the hospital premises remain crowded and is generally located close to ISBTs and railway stations, the threat of prisoners escaping multiplied.

On March 19, a similar incident happened when an undertrial, Sammi, a resident of Bihar, lodged at Kapulthala jail, fled from the hospital after allegedly hitting the police guard, Khajan Singh, on his head, leaving him unconscious. On February 16, Kartar Singh (68), a resident of the Anngarh area, managed to gave a slip to the Tarn Taran-based jail guards who were responsible for keeping an eye on him at the hospital. The incident came to light when the doctor attending on him at the hospital found him as well as the guards missing. Deputy Superintendent, Jail, RK Sharma admitted that the tendency of cops becoming friendly easily could become an advantage for the prisoners in fleeing in a majority of the cases. "It becomes a peculiar situation for us to distinguish the genuine and false cases while allowing prisoners to have treatment ouside the jail premises. Though Kultar Singh was a genuine case of getting treatment at Guru Nanak Dev Hospital because both his kidneys were damaged. It is another matter that he, too, dodged the escort police guards. Otherwise, who could have imagined that the person who was shifted to the hospital for dialysis, had planned to escape. Lack of security in the hospital, too, needs attention," he pointed out.

A jail doctor preferring anonymity said that Guru Nanak Dev Hospital sans proper provision for prisoner patients as was mandatory under the directives of the Health Ministry, that required a separate ward.

It is also in violation of the directives issues by the Ministry of Health and Family Welfare to have separate wards specifically designated for jail inmates admitted to the hospital in case of any ailment. The prisoners, according to the directive, should be treated in the ward and escorted by guards all the time.

Campaign to inspire people to vote

Targeting maximum poll percentage, District Election Officer (DEO) Ravi Bhagat has initiated a multi-dimensional voter awareness campaign in the district. The young DEO, well acquainted with the choices of the youth, has adopted modern day methods like Facebook page for young voters and bhands to attract rural folk to develop synergy with the first time voters in the city.

The campaign has been designed with a vision to roll out specially created methods for each class of voters such as rural, urban, young and old.

Besides, the usual methods of motivational addresses by various officials in the colleges, the DEO utilising the powerful reach of social media, has come up with a Facebook page titled “Amritsar go vote” for targeting the youth. He will soon upload three specially composed motivational audio-video songs on YouTube.

Lyrics of the songs appeal to the young voters to uphold the dignity of the democracy by exercising their hard - earned right to vote. A van, transformed into an Election Express, housing a projector and a motivational video CD displaying poll related songs as well as ECI clippings has been prepared to encourage people to vote.

The clippings are especially designed to showcase women and youth as very important sections among the electorate. It will cover the rural areas, suburbs and urban pockets of the city while focusing on colleges, malls etc.

Ruralities are being attracted by informative performances of artistes in a traditional Bhand style. Hoardings, banners, stickers for autos, cars, posters for buses, hand bills and flyers are but a few other means of dissemination of inspirational messages among the masses. Prominent cinema halls are to run poll related slogans during the internal break of a show and motivational video clips prior to each show. Local buses being plied under the city transport service will play special songs to spread the message of right to vote.

Display boards of various malls/corporations are to carry motivational slogans. Going a step further, a novel concept has been evolved that appreciation letters are to be given to all the 37,286 first time voters after casting their vote. Thirty per cent discount on food and accommodation is being offered to first time voters as well as to their kin in various food joints and hotels.

Food discount is to come into effect from 30th April while discount on accommodation will last up to May 31. Added to this is the signature campaign being run in all colleges under campus ambassadors wherein students vow to vote on huge bill boards declaring “I shall vote!” and thereafter sign.

The Suvidha Centre at the DC Office is putting in its bit too by sending motivational messages and slogans on each of its communiqué be it a receipt or SMS. NIC was in the process of incorporating a flash clip on the Amritsar website for the same purpose. BSNL and other private telecom companies are also being tapped to send motivational slogans with their communiqué to customers. Over and above this, a ‘run for vote marathon’ is being organised on March 30. Motivational audio and video CDs will be distributed among students/ bus drivers/mini bus drivers and caps and T-Shirts among marathon participants as well as rickshaw pullers plying on city roads.

Several methods adopted by the district administration are expected to make a visible impact on the poll percentage. Various prominent NGOs of the district have been roped in to make the campaign a success.

A national seminar on “Changing dimensions of law: Some expanding horizons”, was organised at the Guru Nanak Bhawan Auditorium of Guru Nanak Dev University here today.

The seminar was organised by the Department of Laws and sponsored by the Indian Council of Social Science and Research (ICSSR). As many as 300 subject experts and research fraternity from universities and institutes from all over the country are participated in the seminar. The objective of the seminar was to enable an intellectual and constructive dialogue on key issues of national and international importance.

Justice DK Jain, former Judge of the Supreme Court, presently the president of the Consumer Disputes Redressal Commission, New Delhi, was the chief guest on the occasion. Justice Jasbir Singh, Judge of the Punjab and Haryana High Court, Chandigarh, was the guest of honour.

Vice-Chancellor, Prof AS Brar, presided over the session. Prof S Siva Kumar from Indian Law Institute, New Delhi, delivered the key note address. Prof Rattan Singh, head of the department, welcomed the legal luminaries, teachers, researchers and students. Dr Vinay Kapoor, Associate Professor of the department, presented a vote of thanks.

In his inaugural address, Prof Brar said elementary legal knowledge must be imparted to all citizens to ensure that a healthy functioning of the democratic polity is achieved.

He also brought forth the ground reality of extensive inequalities in dispensation of justice where the economically affluent section had been using the resources to escape criminality.

Justice Jasbir Singh emphasised that issues related to mentally challenged, destitute section and transgender had arisen because society, which once granted them protection, had now failed in performing its duties.

He stressed on the fact that there was a need of preservation of the rich culture and traditional heritage of the country. He emphasised that duties and rights were complementary and fundamental duties must be made legally enforceable.

He dwelled on the indomitable spirit to achieve the objectives and focused on ideas of Dr APJ Abdul Kalam, Swami Vivekanand and Prophet Mohammad. He also inspired the young law students to be active participants and to spread awareness around them to contribute for the development of society.

Earlier, in his keynote address, Prof Kumar focused on pivotal issues that confronted the Indian democratic system. He said technological innovation and progress of media had resulted into new dimensions of law, which had made the welfare state more accountable. He also discussed the issues of reforms in public governance and the duty of the government to ensure social security.

He said the Right to Information Act, 2005, had introduced vibrancy in the democracy.

He emphasised that media must be restrained and not be allowed to indulge in practices that hampered investigation and the smooth functioning of the democracy. While appreciating the role of media in present scenario, he said media should play constructive role for the overall healthy development of the nation and create awareness among masses for their duties and rights.

Prof Rattan Singh said with the changing social structure in India, the theoretical and practical aspect of the law was undergoing a paradigm shift. He said the legislature, executive and judiciary had a Herculean task in dealing with these emerging trends in constitutional, criminal and administrative law domains. He also gave brief information on the theme and objectives of the seminar.

Prof Brar also honoured Justice Jain, Justice Jasbir Singh and Prof S Siva Kumar with memento on behalf of the university.

1 held in robbery case, cops on look out for his brother

In a significant breakthrough, the police has zeroed in on two brothers who allegedly broke open the shutter of a Punjab and Sind Bank branch, located at 4S Chowk here, a couple of days ago and decamped with the bank's arms and ammunition.

Even as the police is tight-lipped about revealing the details, the insiders said that one of the two accused, identified as Gagan of Verka area, had been arrested in the case while his brother, Gurpreet, alias Gopi, is still eluding arrest. The police had also reportedly recovered a rifle from his possession.

Sources said that during interrogation, Gagan had confessed to breaking into the bank on March 19 with the help of with his brother to steal money, but could find the keys of a steel almirah which contained weapons only. They had allegedly stolen one DBBL No. SV 8700329 gun with its 15 cartridges and one .12 bore No. 5112 gun with 10 cartridges.

On the other hand, the officiating in charge of Majitha Road police post ASI Arun Kumar denied having disclosed any details in the case yet.

"We have rounded up several suspects and they are being questioned. If some facts arise, these will be intimated. A case under Sections 457, 380 and 120-B has been registered at the Civil Lines police station," he said.

The other investigating officer, ASI Harjinder Singh of Majitha Road police station, had confirmed that the accused had snapped the wires of the CCTV cameras before committing the crime.

Keemti Lal, assistant manager of Punjab and Sind Bank branch at SSSS School, had lodged a complaint with the police that a day after Holi, the shutter of the bank was found broken, as was told by peon Jagjit Singh.

The policemen are searching for the accused’s brother on suspicion.

The police arrested a person, who was a sarpanch, with intoxicants last evening. The accused has been identified as Baldev Singh from whom the police team has recovered 500 gm of heroin and a Bolero jeep. The accused was a proclaimed offender and was involved in a murder case, too, earlier, but had been absconding.

A case under Sections 21,61 and 85 of the NDPS Act has been registered with the 'C' division police station.

According to Kulwant Singh of the Special Crime Branch, Amritsar, a naka was laid near Gyan Ashram Senior Secondary School link road when a Bolero jeep (PB-02-BC-temp-3090) was intercepted.

As the police stopped the vehicle, the occupant tried to flee while abandoning the vehicle. He was later arrested and identified to be the former sarpanch of Manjh village (Lopoke).

He was the same person who was involved in killing his sister-in-law Ranjit Kaur in February last year and was declared proclaimed offender by the court.

His brother, Parkash Singh, wife Sarbjit Kaur and nephew Lakhbir Singh were also involved in the crime. A case under Section 302 was registered against them with the Lopoke police post rural.

“During interrogation, he confessed to have committed the murder of his sister-in-law and also told of his involvement in drug trafficking for the past four months. We would produce him in the court to seek his remand. We would try to unearth the links he had with drug traders, too. Besides, he was liable to face legal action in the murder case”, told Kulwant Singh.

GMC got costly examination tables

The local Government Medical College had allegedly purchased 13 patient-examination tables in 2012 at an exorbitant price of Rs 61,42,500 while a local RTI activist’s enquiry from the same company revealed that each table was available for USD 1,950 (approximately Rs 95,000).

In a press conference here today, RTI activist Ravinder Sultanwind and a world-renowned eye surgeon, Dr Daljit Singh, said public money was misused during the purchase.

Sultanwind said, “The college had paid Rs 4,50,000 on each table. The difference is huge and it needs to be probed.” Sultanwind had earlier filed an RTI query and in return the college had revealed about 12 sets which were purchased in 2012.

“The purchase of these sets was started in 2009 and till date around 88 of these tables have been purchased,” said Sultanwind. The college had purchased remote-controlled sets. The local made non-remote controlled sets are available in the market for a lower price.

Former Medical Superintendent of Guru Nanak Dev Hospital, Dr RPS Boparai, during whose tenure the sets were purchased said, “I had absolutely no connection with the purchase of these tables. The purchase was made directly by the Principal's office.”

He, however, admitted that there was no need for such costly tables which were of no use to the patients and the doctors. “Even as I was not aware of the price at that time, as I was not in the purchase committee, I was shocked and at a point of time we had considered that we would never get these issued from the Principal's office.” Meanwhile Dr SS Shergill, the GMC Principal at that time, was not available for his comments.

When contacted Principal Dr Santokh Singh said, “The purchase was made before I joined as Principal, so I won’t be able to comment.” He, however, said that at present all purchases for GMC, Amritsar and Patiala, were being made by a centralised committee.

80 scholars attend UGC-sponsored symposium on advances in education

A symposium on ‘Advances in education’ was organised here today by the Department of Education of Guru Nanak Dev University. This seminar was sponsored by University Grants Commission, New Delhi. As many as 80 eminent scholars from various universities and colleges participated in the seminar.

Prof MS Hundal, Dean, Academic Affairs, presided over the symposium. Prof Raja Ram Sharma, Joint Director, Central Institute of Educational Technology, National Council of Educational Research and Training (NCERT), New Delhi, delivered the key note address.

In his presidential remarks, Prof Hundal said the future of the country was in the hands of nation builders i.e. our students. “Train our students to be good citizens, making them aware of their responsibilities and commitment, to make the world a better place to live in. There is need to assess and audit our responsibilities, activities, functions and use Information and Communication Technology (ICT) tools and ensure high quality in all aspects,” he said.

In his address, Prof Raja Ram’s dwelled on the implementation of the national policy of the ICT in school education, particularly the development of National Repository of Open Education Resources and Curriculum.

He emphasised that the use of the ICT for advances in education was a must. For this purpose, initiatives of exploring appropriate applications of the ICT in education, including radio, television, audio and video, web and interactive multimedia applications should to be undertaken, he added.

Dr Aruna Anand said the conference would lead to clarity and better understanding of advancement required in the field of education. “It can help in improving the quality of education in future and may lead to the upliftment of the standards of education and be a great service to society and the nation,” she added.

Prof Shakuntla Nagpal, former Head of the Department of Teacher Education and Extension, NCERT, New Delhi, stressed on the holistic development of students.

Prof Meenakshi, former Dean and Head, Department of Education, Punjabi University, Patiala, emphasised that how quality assurance was must for making advancement in education.

Prof Rita Arora, Dean and Head of the Department of Education,Jaipur University, spoke on the topic ‘Paradigm shift in transactional methodology’, whereas Prof Romesh Chand, Dean, faculty of Education, Himachal Pradesh, Shimla, spoke on the topic 'Advances in secondary teacher education and role of statutory bodies’.

Prof BP Bharadwaj, Prof and Head, Department of Teacher Education and Extension, NCERT, New Delhi, remarked that advancement could be made in teacher education by improving professional competencies and becoming accountable towards themselves and students.

Prof Sushama Sharma, former Dean and Head, Department of Education, Kurukshetra University, Haryana, talked about inclusive education for disabled students.

Prof Renu Nanda, PG Department of Education, University of Jammu, shared her views on the Right to Education (RTE) and learning disability in Jammu and Kashmir (J&K). She said the RTE was never applicable in the state of J&K in its true letter and spirit.

Dr Surinderpal Kaur Dhillon, Principal of Khalsa College of Education, Ranjit Avenue, was the chief guest on the occasion. India catching up with technology: Vyas

Member of the Prime Ministers Economic Council, Dr VS Vyas, said India was fast catching up in education technology with the developed nations. He stated this at the third convocation of Amritsar College of Engineering and Technology (ACET) held today.

Dr Vyas, who is also Padam Bhushan, while delivering his convocation address, said fast pace of growth in all sections of society was underway and the country would achieve the global standards in all spheres, including education.

He said the future lay in agriculture and food processing sectors adding that engineers and professionals in specialised fields were required. Institutes like the ACET could fill the gap by providing specialised courses of global standards, he added.

Dr Vyas said education offered identity to student’s personality and made him a successful person. He suggested that students should work hard to get placement and for a better future.

ACET Principal, Dr VK Banga, welcomed the chief guest and presented the report of the college, which highlighted academic and non-academic achievements of students and faculty. The principal said to achieve excellence, labs were included in departments like robotics and industrial automation, big-data lab, wireless, Android and cloud computing, networking and others in regular courses to make them compatible with industry and keep students updated with latest technologies.

Banga said Prof Vyas was the leading policy economist of India. His vision helped agriculture economy and laid stress on developing rural economy through increased connectivity, spread of formal education and greater role of panchayats.

Degrees were conferred by DR Vyas along with ACET chairman Amit Sharma on the 1,400 pass out students of MCA, MBA, MTech, BTech of 2012-13 session.

Khalsa Diwan mourns Khushwant Singh’s demise

Members of the Chief Khalsa Diwan expressed their condolences over the demise of a noted journalist and writer Khushwant Singh.

Chief Khala Diwan president Charanjit Singh Chadha while paying tribute to the ace writer said he enriched the literature with his writings.

He said his immense devotion to the profession bagged him several prizes. His insightful writing of the Sikh history was a great contribution. Although he passed away, his writings would live on forever, he added.

DAV College to hold 56th convocation

DAV College will hold its 56th convocation on the college campus tomorrow. As many as 950 graduation and postgraduation students will be awarded degrees.

Principal, Dr KN Kaul, said Prof Arun Kumar Grover, Vice-Chancellor of Panjab University, would be the chief guest on the occasion. Dr M. Hundal, Dean Academics Affairs, Guru Nanak Dev University, would be the guest of honour.

A Brainpool Fellow, Dr Hundal, is a visiting professor at Korean Institute of Energy Research, South Korea. He has 91 research publications to his credit out of which 87 publications are in internationally preferred journals and four in nationally acclaimed journals.

Vice-principal, Prof HS Walia, said students of DAV College bagged various merit positions in the university examinations held in November-December last year.

In the recent BCA results declared by the university, Rishab Arora secured first position in the district and third in university.

Sahil Chadda of BCA (semester-I) bagged third position in district and eighth in the university, Shivam Juneja stood fourth in Amritsar and 10th in the university. Shivali Sharma and Deepak Kumar also got merit positions by securing fifth and seventh place respectively in Amritsar.

Tech fest results

Students of Sidana Polytechnic Institute, Khiala Khurd, Ram Tirath Road, Simran Singh and Ritesh Kumar, bagged second position in the national-level tech fest “Inno-Tech-2014”. The programme was collectively organised by the Science City and Punjab Technical University.

The Science City authorities declared the car presented by students of Sidana Polytechnic College second.

The students were awarded a trophy, certificate and cash prize of Rs 10,000.

Baljeet Singh, a teacher at the polytechnic, guided the students.

He said off road speed of the car was 60km/hour and on-road 160km/hour. All facilities for preparing the car were provided by the institute.

Dr SS Gill, Vice-Chancellor, Baba Farid University of Health Science, inaugurated the conference. Dr Tejbir Singh, Director Research and Medical Education, Dr Santokh Singh, Principal of the GMC, Dr HS Sohal, head of the Orthopaedics Department and Dr Avtar Singh, Director of Amandeep Hospital, were also present on the occasion.

The inaugural session started with the recognition surgeons of the country, who made laudable contributions in the field of orthopaedics. Dr Hardass Singh (Amritsar), Dr RL Mittal (Patiala), Dr SS Yadav (Delhi) were facilitated with a lifetime achievement awards by the chief guest.

As many as 300 delegates from Punjab, Jammu and Kashmir, Himachal Pradesh, Uttrakhand, Uttar Pradesh, Haryana, Tamil Nadu participated in the academic session. Forty five papers on the topics related to orthopaedics, including new methodology, accident cases, arthritis, knee and pelvic replacements, revision surgery and paediatric or surgery for defects and problems during childhood or those caused by accidents in adolescence were presented at the seminar.

The experts, who deliberated on medical issues, included Dr R Sen from PGI, Chandigarh, on complicated pelvic fractures and their treatment, Dr Ravi Gupta on fixation of hip-joint related fracture, Dr Harsimaran 
Singh on ways to choose the right implant for the patient and Dr Rajesh Verma on spinal deformity correction.

MCI to inspect medical college

Amritsar, March 22
The Government Medical College is gearing up for the inspection by a team from the Medical Council of India (MCI), which if satisfied with the infrastructure and faculty strength of the institute, may approve the increase in MBBS admission quota by 50 seats.

The MCI team is expected to visit the college before the end of this month.

At present, the college is allowed to admit 150 students in MBBS course. If the MCI team is satisfied with the institution prerequisites, it may allow the college to enrol 200 students in each batch.

The state government had earlier filed an application before the MCI to increase the number of seats at Government Medical College (GMC), Amritsar and Patiala.

The MCI had conducted an inspection at the college during the previous session too, but had expressed its inability to increase the number of seats as it was dissatisfied with the prerequisites. Even as the GMC Amritsar had lost the battle, SGPC run Sri Guru Ram Das Institute of Medical Science and Research had got its quota increased from 100 to 150 seats.

College Principal, Dr Santokh Singh said, “We are all set for the inspection. The infrastructure at institute has been upgraded and faculty shortage has come down to a great extent.” He said the college was committed to provide state of the art education to its students.
