Trouble for Jannat Jahan
SSP asked to register FIR against BSP nominee for poll code violation
Tribune News Service

Jannat Jahan Chandigarh, March 10
The BSP candidate for the Chandigarh Lok Sabha seat, Jannat Jahan, is in trouble again for violating the model code of conduct. The District Magistrate-cum-Returning Officer for the Chandigarh parliamentary constituency, Mohammed Shayin, has written to the SSP, Chandigarh, Sukhchain Singh Gill, asking him to register an FIR against the BSP candidate.

The BSP candidate has been found violating the poll code by pasting posters of the party on the walls of Government High School, Colony No. 4, which is a public property. "It is a clear violation of the model code of conduct," Subdivisional Magistrate Danish Ashrah has stated in his report sent to the District Magistrate. Jannat Jahan claimed that her posters had been pasted by BJP and Congress workers, who were wary of her campaign. "I am aware of the rules and regulations. Other parties have played mischief with me," she said.

It has been further stated that the West Bengal Prevention of Defacement of Property Act, 1976 (West Bengal Act 21 of 1976), extended to Chandigarh, calls for action against the violator. The offence is cognisable under Section 4 of the Act.

Two days ago, the Returning Officer had issued a show-cause notice to the BSP candidate for violating the model code of conduct. She had allegedly visited various mosques in the city during her election campaign. In her reply, Jannat Jahan had stated that she had not entered any mosque and campaigned on roads outside mosques.

Ticket for city Lok Sabha seat
BJP decision hinges on Cong choice
Rajmeet Singh
Tribune News Service

Chandigarh, March 10
The choice of BJP candidate for the Chandigarh Lok Sabha constituency hinges on the fate of sitting MP Pawan Kumar Bansal, the front runner for the Congress ticket. It is learnt that the BJP leadership has zeroed in on two candidates -- Sanjay Tandon, the local BJP president, and Harmohan Dhawan, a veteran leader and former Union Minister.

Son of BJP stalwart from Punjab Balramji Dass Tandon, Sanjay, being the president of the local unit, is the man behind the organisational set-up and has the "new face tag" to his credit.

However, both the Congress and the BJP are caught in a "who blinks first" situation. At a recent meeting with both front runners for the BJP ticket, the party leadership is learnt to have advised them to wait for the Congress to announce its candidate. The Congress is scheduled to announce its candidate for Chandigarh by March 12.

"If Bansal is the Congress choice, the BJP choice could be Harmohan Dhawan. If the Congress fields another candidate, Sanjay Tandon could be the BJP choice. The situation is changing fast," said sources in the BJP.

In the Congress camp, Manish Tewari, who is keen on contesting from Chandigarh, today raised the sensitive issue of tainted leaders, saying they should not be given the party ticket.

In a statement issued in Delhi, the Union Information and Broadcasting Minister said, "The Congress should not get into legalities. It should not give the ticket to even those who are facing allegations of corruption."

Political analysts point out that being a claimant to the ticket for the Chandigarh seat, the timing of Tewari's statement was aimed at hurting Bansal's prospects.

While Congress leader Suresh Kalmadi was jailed after being charged in the Commonwealth Games scam, former Maharashtra Chief Minister Ashok Chavan was indicted in the Adarsh Commission report.

However, Bansal has not been named as an accused in the Railway Board cash-for-job scam. Charges in the case are to be framed by a Delhi CBI court tomorrow.

Anandpur sahib votes 2014
For want of party face, AAP’s Mohali unit slows down campaign
Akash Ghai
Tribune News Service

Mohali, March 10
Awaiting announcement of Aam Aadmi Party's (AAP) candidate for Anandpur Sahib parliamentary constituency, the party's Mohali unit has slowed down its campaigning in the area.

"Like everybody here, we too don't know whom our party will allot the ticket for the Anandpur Sahib Lok Sabha seat," said Ajit Singh Bhambra, president of AAP's Mohali unit.

Bhambra, one of the 25 ticket aspirants, said the delay in announcement of the candidate was affecting their campaign for the upcoming elections. "We could not finalise our election strategy. However, we continue meeting people of the area. We are curiously waiting for the announcement of the candidate," said Bhambra, hoping that the picture would become clear in a day or two.

The AAP leader was, however, confident that the delay would not affect the prospects of the party here.

"One thing is very clear that people would vote for the AAP, whosoever gets the party ticket. People want change as they are fed up with the BJP and the Congress," said Bhambra.

He added that the campaign would get a boost once the AAP high command zeroes in on the candidate for the Anandpur Sahib seat.

Bhambra dismissed that the Shiromani Akali Dal (SAD) or the Congress have an edge over the AAP as they have already announced their candidates.

"No doubt, Prof Prem Singh Chandumajra, the SAD candidate, and Ravneet Bittu, the Congress candidate, have already started their election campaign but we are not worried," asserted Bhambra.

The local unit is said to have registered over 50,000 members so far.

Pb’s first: LED lights to illuminate Mohali roads
Rs 15-cr project to replace about 15,000 sodium lights with LED lights, to halve power consumption
Kulwinder Sangha

Mohali, March 10
Sodium streetlights will soon be a history here. A project is rolling on to make the town shine a bit more with energy-efficient LED lights. Nearly 15,000 sodium streetlights are planned to be replaced with LED lights at a cost of Rs 15 crore, which will make Mohali the first town in Punjab to have such lighting.

Fifty LED fixtures have already been installed in certain areas on a trial basis with the technical results having been stated “satisfactory”.

Sources said the Municipal Corporation (MC) had made a strong recommendation to the higher authorities to ink a memorandum of understanding (MoU) with the Energy Efficiency Services Ltd for the project, which will help slash the civic body’s power bills drastically by nearly 50 per cent. The Energy Efficiency Services Ltd is a joint venture of PSUs of the Union Ministry of Power.

In the proposed budget for 2014-15, the MC had projected an expenditure of Rs 4 crore on electricity bills for streetlights and Rs 2 crore on the maintenance of these points. There could be a saving of Rs 3 crore for the civic body under the proposed project.

Out of the 50 LED light fixtures on trial at present, some are on the main road from Yadvindra Public School to Kumbra Chowk while others are in Phases V and 3B2. Sodium lights of 40 watts, 70 watts, 150 watts, 250 watts and 400 watts have been replaced with LED lights of 18 watt, 35 watt, 70 watt, 120 watt and 220 watt, respectively.

The switchover was done about two months ago with the civic body even installing sub-meters to check the LED power consumption. Even the level of lux (unit to measure amount of light output in a given area) was checked to see how close it was to the international standards.

The LED streetlights will be dimmed from the midnight to 5 am, which will further reduce power consumption.

Reports indicate that as per the MoU, the company will be required to install, operate and maintain the LED streetlights for 10 years.

The work on the project is expected to start in June and will be completed by December.

To begin with, sodium lights on main roads will be replaced with LED lights following which B roads will be taken up. Later, sodium lights on C roads will be replaced.

Parking lot land turns home for rusty trucks
Tribune News Service

Chandigarh, March 10
A vacant land, which was declared as a parking lot in 2006, is being wasted as a home for abandoned vehicles. The land in Phase II, Industrial Area, is dangerously uneven to be used as a parking lot.

The Passport Office of Chandigarh is located opposite to the site. Thousands of visitors visit the office every day. Lack of parking facility leads to traffic congestion on most of the days. Parking space for around 500 cars is needed in the area.

The area measures up to 3.5 acres, but the land has turned into a home for trucks.

“It is very sad that we have to face such situations. It is not a difficult task on the part of the Municipal Corporation. The area is small. Moreover, legally it is a parking lot. We pay so many taxes and get so less in terms of facilities,” said Chandar Verma, chairman, Chandigarh Industrial Converted Plot Owners’ Association.

MC Deputy Mayor Davesh Moudgil, who is also the area councilor, stated that he had written to the UT Administration for developing the parking lot. “The enforcement wing of the MC will also be asked to impound the trucks parked on the land,” said Moudgil.

Mohali civic body all set to introduce paid parking today
Our Correspondent

Mohali, March 10
Paid parking is all set to become a reality in the markets here tomorrow. Reports indicate that shopkeepers in various phases have not objected to the Municipal Corporation's plan to introduce paid parking.

However, a controversy erupted today in the Phase 3B2 market where president of the Market Welfare Association JP Singh said they would not permit the facility to be introduced in the area till proper markings were done for parking of vehicles.

He claimed that the parking contractor had fixed poles at the wrong points, including the rear of the market, adding that the contractor had reduced the width of a road by putting up poles and ropes.

MC Commissioner Uma Shankar Gupta said he had not received any complaint from shopkeepers of the areas where paid parking was to be started. The dispute in Phase 3B2 had already been settled as the shopkeepers would be allowed 25 feet space behind their shops for parking of their personal vehicles.

He said the paid parking facility had been introduced after taking the response of residents. “Car thefts were often reported and people are happy with the new facility. The civic body will look into the matter in case some problem arises in any area,” Gupta added.
