Bathinda, February 27
The distribution transformer (DT) meters installed to curb power theft are going waste in the absence of proper maintenance and lack of maintaining data generated from it.

Around four years ago, the Punjab State Power Corporation Limited (PSPCL) had launched a project to check power theft as well as the line losses.

Bathinda is among the 47 identified towns of the state where these meters were installed at every transformer. Losses due to power theft and line losses are 16 per cent.

Under the Central Government’s sponsored scheme, Restructured Accelerated Power Development and Reform Programme (RAPDRP), the PSPCL had received Rs 300 crore for installing IT equipment to check power theft.

The basic idea was to install meters at incoming and outgoing feeders to get data of exact power released from it to distribution transformers. At the distribution transformers, meters installed record data of power units supplied to a particular locality.

By calculating difference in power units recorded in meter installed at transformer and meter reading at dwelling units, the PSPCL was supposed to detect theft-prone areas and take action against the violators.

However, Bathinda is yet to see any such action. These meters are yet to be uplinked using IT at the main server at the PSPCL headquarters in Patiala so that every record could be maintained an analyzed. In Bathinda, though the meters were involved, the work on uplinking those to centralized data system have not been done.

The meters installed in Bathinda city are in shambles without seal. "Open meters pose danger not only to the people living by but are also an invitation for tampering the units," said retired Deputy Chief Engineer H S Khurmi.

Khurmi and retired SDO Baldev Singh Kamal have raised issue at the public hearing of Punjab State Electricity Regulatory Commission (PSERC) held at Bathinda on February 13 for fixing tariff for year 2014-15.

The members of the PSERC had asserted that linking would be done soon.

Meanwhile, officials from the IT wing of distribution in Jalandhar, who are entrusted the work of uplinking meters with Patiala-server said that while some meters in Bathinda have been uplinked, the work on uplinking others is going on.

Park name to boost family ties

Bathinda, February 27
At a time when the number of nuclear families are increasing, the Bathinda Development Authority (BDA) has come up with the project of naming Model Town phase III park, near community centre, as Dadi-Poti (grandma-granddaughter) park.

Member of Parliament Harsimrat Badal will inaugurate work at the park tomorrow. Built at a cost of Rs 1.16 crore, the existing park is being given facelift with additions being made to it in terms of infrastructure and facilities. BDA Chief Administrator Varinder Kumar Sharma said the basic idea was to develop a park that could provide recreation to people from all age-groups.

"Being located in the heart of a huge habitation, people from many localities visit it for morning and evening walks. We decided to give it the theme of Dadi-Poti so that the elderly as well as children could feel comfortable here," said Sharma.

Tenders for the project have already been floated. Overcoming the problem of narrow walk paths, the BDA has decided to widen it by 2 feet. The BDA had got representations from people who had demanded to widen the walking path.

The area would have public conveniences, library, shelters, benches and better landscaping. For developing the library, the BDA plans to take up the issue with the Deputy Commissioner's office so that an NGO or some good Samaritan can fund the library. People will have the facility to walk in and read. It aims at inculcating reading habits for which ample newspapers and magazines would be provided.

Sharma said the BDA would not be able to maintain structures in the park for which the park management committee would be roped in and asked to play a pro-active role. Already the park has been given a facelift with its damaged boundary wall restored and painted anew.
