An 11-year-old daughter of a migrant couple was reportedly raped by a neighbour in the Mill gate locality of the town last night. The police have registered a case against the accused, who is also a migrant labourer, and started efforts to nab him.

Gurdeep Bhola, a local lecturer accused of murdering his wife, was produced in a local court today which sent him in police remand for a day. Gurdeep was arrested by the civil lines police here yesterday.

Burglars take away ATM

Burglars took away an ATM of IDBI Bank from near Ambala City on the Ambala-Naraingarh highway when they failed to take out cash. This was the first such incident in the district. The ATM, weighing around two-and-a-half quintals, had Rs 8.5 lakh in it.

Rs 21.50 lakh looted from ATM
Kaithal, January 10
Miscreants looted Rs 21.50 lakh after breaking open an ATM machine of State Bank of Patiala, Kalayat Town branch, in the district last night. The masked criminals committed the robbery by cutting the wires of the CCTV cameras installed in the ATM cabin on the busy Railway Road. The ATM was without a security guard.

Acquisition of 5 acres in Gurgaon quashed

In a major embarrassment for the Haryana Goavernment, the Punjab and Haryana High Court today quashed the acquisition proceedings for nearly five acres in Gurgaon, holding that the process was initiated in 2009 with the intention to help private builders and other affluent individuals.

The judgment by the Bench of Justice Surya Kant and Justice Surinder Gupta on a petition filed by farmers of the area is significant as the matter involved release of land in Ulhawas village. The government has already been accused of illegally leasing out panchayat land to the Rajiv Gandhi Charitable Trust.

Taking up the matter, the High Court held that the acquisition was done for "extraneous" considerations.

The trust was formed in 2002 and its trustees include UPA chairperson Sonia Gandhi, AICC Vice-President Rahul Gandhi and Priyanka Gandhi Vadra. The government had initiated the acquisition process in 2009 for “development and utilisation of Sectors 58 to 63 in Gurgaon for residential and commercial purposes”.

In 2009, the Haryana government had issued a notification for acquisition of more than 1,400 acres in eight villages around Gurgaon, including Ulhawas. But just a year later, the state released over 95 per cent of the acquired land. The final acquisition was for a little over 85 acres.

"It is quite shocking that despite usurping hundreds of acres of land through dubious sale transactions entered into with the tacit support of the state appratus, private builders are not willing to part with even an inch of their land for the purpose of public utilities", the Bench observed.

The court added "there can be no other inference but to hold that powers under the Act have been misused to help private builders and other affluent individuals who meanwhile purchased land from original owners. Suffice to observe that nothing prevents the private builders from purchasing land from the market and passing on the burden to their prospective buyers".

11-yr-old raped by neighbour

Hisar, January 10
An 11-year-old daughter of a migrant couple was reportedly raped by a neighbour in the Mill gate locality of the town last night. The police have registered a case against the accused, who is also a migrant labourer, and started efforts to nab him.

Sources said the victim, a student of class IV, was alone at home as her parents had gone to a factory in the neighbouring Mayyar village and returned late from work.

The accused, who lives with his family, was also alone and called the girl in his room and raped her.

The girl however revealed the incident to her parents after they returned late at night.

The girl was taken to the civil hospital for medical examination today morning and a case was registered against the accused under various sections of the POSCO Act. The police said the accused would be nabbed soon.

Youth arrested on rape charge

Rewari: The Bawal police have arrested a Dalit youth Sonu (22) for allegedly sexually assaulting a Dalit widow (28) at Subasedi village, about 26 km from here, on the night of January 5.

He was today produced in a local court which remanded him in 14-day judicial custody.

The police got the victim medically examined and registered a case of rape and criminal intimidation against the accused on a complaint filed by yesterday.

She alleged that Sonu, who is distantly related to the victim, forcibly raped her at her residence and threatened her with dire consequences if she opened her mouth in this regard.

NSG commando booked on sodomy charge

Gurgaon: NSG commando Sahib Singh was yesterday booked at Manesar on the charge of sodomising his colleague's 10-year-old son.

The victim's father reported to the police that havildar Sahib Singh of Jind district had been sodomising and threatening his son for the last two months. The victim had been having behavioural problems for the last two months. The boy remained aloof and silent. When his father asked him strictly, he admitted to sexual harassment by Sahib Singh. A police official said the victim's father reported that his son had told him that the accused sodomised him twice or thrice in October and November.

He said the accused had lured the boy to a secluded spot, harassed him and threatened to kill him if he spoke to anybody about it. The accused had assaulted the boy a few times, said the police official.

Following a medical examination, an FIR was lodged against havildar Sahib Singh under Sections 377 and 506 of the IPC.

The police informed the Director of the NSG about the incident. They were verifying facts before proceeding to arrest the accused.

Man accused of murdering wife held

Kaithal, January 10
Gurdeep Bhola, a local lecturer accused of murdering his wife, was produced in a local court today which sent him in police remand for a day. Gurdeep was arrested by the civil lines police here yesterday.

Surender Pal, a local resident, had produced him in the local police station, following which he was arrested. A police spokesperson today said Gurdeep was booked for murder on a complaint lodged by Ram Saran, a resident of Shahbad and brother of deceased Sarla. He had stated that his sister was married to Gurdeep, a resident of Nehru Garden in 2001.

On January 4, he received a message and on reaching the residence of Gurdeep he found the dead body of his sister Sarla (40) lying on bed.

His daughter, who had come along with her bhua (aunt) from Shahabad on January 3 told Ram Saran that her uncle Gurdeep had killed Sarla with a knife. —OC

6-member committee to solve caste row in Bhagana

The district administration has formed a six-member committee to resolve the caste row in Bhagana village of the district, following the National Human Rights Commission’s (NHRC) directives in this regard.

The committee, comprising two members each from the affected Dalits, upper caste villagers and the district administration, held discussions for finding out an amicable solution.

The complainant Dalits and the villagers inched towards the solution as the former insisted on action against the upper castes on the charges of social boycott and other issues and demanded allotment of resedential plots under the Mahatma Gandhi Gramin Basti Yojna, at a place of their choice instead of a place designated by the village panchayat.

Virendra Singh, the Dalit complainant, said the land earmarked by the village panchayat was at the far end of the village but they wanted plots adjoining the village. “We have asked them to provide accommodation near Satrod village or the shamlat land on which the panchayat had adopted the resolution which was later changed. If the villagers and the administration accept our demand, then we would also drop some of our demands”.

DSP Vinod Kumar, one of the members of the committee, said the DC had also appealed to the Dalits sitting on dharna at the mini secretariat to return to their villages and assured them safety.

Bhiwani bandh against power tariff ‘loot’

Inspired by the drastic reduction in power tariff declared by the newly elected Aam Aadmi government in Delhi, citizens of Kejriwal’s home district here observed a complete bandh today to pressurise the Haryana Government to take similar measures. They want the power tariff rolled back and electricity companies subjected to audit.

The bandh call was given by a mahapanchayat comprised of representatives from various social, trade and student bodies. The mahapanchayat has become active following the victory of AAP in Delhi.

Responding to the bandh call, all markets, bazaars, commercial establishments, vegetable markets, schools, colleges, and petrol pumps remained shut while lawyers and private doctors in hospitals and nursing homes abstained from work. Rehriwalas, autos and rickshaws went off the road.

Among the agitating bodies were the chairperson and councillors of the Bhiwani Municipal Council, the local Bar Association, the HUDA Welfare Association, the local branch of the Indian Medical Association, the Nagar Vyapar Mandal, Jan Adhikar Samiti, Sarvjatia Akta Manch, Yuva Shanti Sena, Bhiwani industrial bodies, and associations representing private schools, chemists, farmers and students.

The protesters allege that consumers are being fleeced by DHBVN and UHBVN (the state’s power distribution companies). On top of the inflated power tariff, the state has imposed various taxes that drive the bills even higher.

Retired IAS officer ,RP Singh, who has been in the forefront of the stir, suspects a big scam in discoms which had resulted in huge losses to the companies. “The charges like fuel surcharge, sundry allowances, municipal tax, development tax are being levied in the power bills. The power companies have been imposing unreasonable charges putting heavy financial burden on the common man. There is a need to rein in the companies from resorting to this open loot of the public,” he stated.

Sampurna Singh of Yuva Shanti Sena who was convener of the mahapanchayat alleged that a big scam had taken place in the purchase of electricity meters as the discoms had purchased six different types of meters in the past ten years. He said that the agitation would continue until the state government slashes power tariff and removes unreasonable taxes from electricity bills.

Joining the Bhiwani residents, inhabitants of Dadri and Tosham also observed complete bandh on the issue.

CPM protests hike in power tariff

Fatehabad: The CPM organised a dharna against the power tariff hike in front of the office of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) here today. Ram Kumar Bahbalpuria, district secretary of the CPM, alleged that power distribution corporations had hiked tariff as well as fuel surcharge adjustment, making it difficult for the poor to use electricity. He alleged that new meters installed by the DHBVN ran faster and the bills people received were prohibitive even though electricity supply was for only for a few hours a day. CPM leader Rajesh Mahiya alleged that it was said when the Haryana State Electricity Board was privatised in 1998 that the move would improve the health of power utilities. He pointed out that power theft had gone up from Rs 600 crore to Rs 3,000 crore and electricity bill arrears from Rs 1,200 crore to Rs 6,300 crore since then.

Animal activists begin fast, INLD extends support

Even as the authorities prepare for Prime Minister Manmohan Singh’s visit to Gorakhpur in Fatehabad for laying the foundation stone of a 2800-MW nuclear power project, voices against the Rs 23,502 crore project are becoming shriller.

While the animal rights activists, who have been demanding declaration of the township site of Nuclear Corporation of India Limited (NPCIL) at Badopal as a conservation reserve for wildlife started their dharna and hunger fast today, the Indian National Lok Dal also extended its support to the Parmanu Virodhi Morcha, a coalition of organisations opposed to the project.

The activists of the Akhil Bharatiya Jeev Raksha Bishnoi Sabha sat on a dharna in Ambedkar Park near Laal Batti Chowk at Fatehabad today and said their protest would continue till January 13, when the Prime Minister would lay the foundation stone of the nuclear power project.

The Parmanu Virodhi Morcha has already announced protests on that occasion and is in touch with former Army Chief VK Singh, social activist Medha Patekar of the Narmada Bachao Andolan, Aruna Roy of the Mazdoor Kisan Shakti Santhan, noted environmentalist Vandana Shiva, journalist and peace activist Praful Bidwai, Magsaysay award recipient Sandeep Pandey and some other big names in the field of social activism for staging a protest here on January 13. Fatehabad district INLD president Nishan Singh today announced the party’s support to the morcha.

“Our party is against setting up of the Gorakhpur Haryana Anu Vidyut Pariyojna (GHAVP), as it will be disastrous for the people living in the area,” Nishan Singh told mediapersons.

Animal rights activists, on the other hand, said they would hold peaceful protest and observe a fast till January 13 against the government’s efforts to launch the project, overlooking the blackbucks and bluebulls living in the area.

The NPCIL had acquired 1,313 acres at Gorakhpur for the nuclear power projects and 187 acre more at Badopal village for its township.

Deepender assures Jassaur Kheri residents of job quota

Residents of Jassaur Kheri village, where the much-hyped Global Centre for Nuclear Energy Partnership project is to be set up, will get jobs of class III and IV category in the Centre as the Union Government has asked the Centre director to ensure job quota for the villagers.

MP Deepender Hooda stated this after laying the foundation stone of water works in Luksar village here today.

“The villagers need not worry about employment at the Centre as Prime Minister Manmohan Singh has already asked the centre director to make adequate number of jobs available for the village youths,” he said. Thousands of jobs would also be provided to people of the region in the National Cancer Institute (NCI), to be established in Badhsa village here, he added.

Notably, a news report carried in these columns some days ago had revealed that the residents of Jassuar Kheri village were not pleased with the global project as neither the PM nor Chief Minister Bhupinder Singh Hooda had made any announcement about employment package for the villagers.— TNS

Burglars take away ATM

Burglars took away an ATM of IDBI Bank from near Ambala City on the Ambala-Naraingarh highway when they failed to take out cash. This was the first such incident in the district. The ATM, weighing around two-and-a-half quintals, had Rs 8.5 lakh in it.

The man who ran a shop next to the ATM booth was surprised this morning when he noticed that the ATM was missing. The police were informed and forensic experts were summoned.

The police could not get CCTV footage as the DBR, recording the activities of visitors, was taken away by the burglars. They destroyed the CCTV camera before leaving the premises.— OC

The masked criminals committed the robbery by cutting the wires of the CCTV cameras installed in the ATM cabin on the busy Railway Road. The ATM was without a security guard.

The incident came to light this morning following which senior bank officials visited the site. A team of fingerprint experts also examined the ATM.

DSP Ravinder Tomar also inspected the site and assured that those involved in the present and earlier similar incidents will be in the police net soon. This was the second such incident in the district as in November armed miscreants had looted Rs 44 lakh bank cash when it was being taken to SBOP branch in new Anaj mandi in Kaithal. Earlier too an attempt was made to break an ATM in Kalayat. The police are yet to find a clue to that looting.— OC

Gorakhpur farmers lead lavish lives
Spending land compensation on luxury cars, palatial houses

Gorakhpur (Fatehabad), January 10
Over 200 new houses, many of them with state-of-the-art construction material, are coming up in Gorakhpur, once a non-descript village, after nearly Rs 500 crore has come as compensation to the farmers for their lands acquired for the upcoming nuclear project. Prime Minister Manmohan Singh will be laying the foundation stone of the project here on January 13.

Villagers said at least four of these palatial houses had the provision of elevators. The money has brought prosperity in the village, which is discernible in new SUVs, sedans and costly tractors.

These very farmers had staged a dharna against the acquisition of their lands for two years, from July 2010 to July 2012, during which four farmers had lost their lives.

“Farmers who gave their lands for the project have been the gainers, as they have purchased an equal number of acres or more in Sirsa, Jind, Bhiwani or Fatehabad districts of Haryana or in the neighbouring state of Rajasthan, at cheaper rates and have still been able to save enough money to spend on lifestyle items,”€¯ said a villager on the condition of anonymity.

The nuclear project will have four Heavy Water Pressurised Reactors (HWPR) of 700 MW generation capacity each, which have been indigenously prepared by Indian scientists from Canadian designs.

Since 1984, when the Government of India first decided to set up a nuclear power plant in Fatehabad till now, when the project is finally being launched, the Rs 23,502 crore Gorakhpur Haryana Anu Vidyut Pariyojna (GHAVP) has witnessed a plethora of roadblocks.

When the project was first mooted in the 1980s, it was named Kumharia Nuclear Power Project, as the land was to be acquired in the neighbouring Kumharia village, but when the site selection committee visited the area in 2009, it selected another land falling in Gorakhpur and the project was renamed as GHAVP.

Among the prominent activists who visited the farmers during their agitation were present Delhi Chief Minister Arvind Kejriwal, AAP leader Prashant Bhushan, former Army Chief Gen VK Singh, former bureaucrat MG Devasahayam, yog guru Baba Ramdev, Kumar Sundaram of the Coalition for Nuclear Disarmament and Peace (CNDP), Dr Surender Gadekar, a physicist, Banwaril Lal Sharma of Azadi Bachao Andolan and others.

Farmers have received nearly Rs 34.73 lakh per acre as compensation for the land, annuity of Rs 21,000 per acre with a hike of Rs 500 per year besides generous compensation for their tubewells, dhanis, trees and other fixtures and are happy with the project now.

Animal rights activists, who had moved to the National Green Tribunal and also represented their case before the Ministry of Environment and Forests, are demanding declaration of the township land as “conservation reserve”.

The anti-nuclear power forces themselves admit that they made a mistake of starting the agitation against the nuclear power plant by opposing the acquisition of land, are now making fresh efforts to mobilise people against the project.

Acting on a petition alleging encroachments by jhuggi dwellers and others on land opposite Central Market in Gurgaon’s Sector 12-A, the Punjab and Haryana High Court has set a one-month deadline for Haryana and HUDA to take the necessary remedial measures with the assistance of the police.

The deadline was fixed by the Division Bench of Chief Justice Sanjay Kishan Kaul and Justice Arun Palli on a petition filed in public interest by the Central Market Welfare Association and another petitioner against Haryana and other respondents.

Describing themselves as the lawful occupants of “Central Market of Sector 12-A (Commercial)” situated on the old Delhi road in Gurgaon, the petitioners had contended that the vacant area opposite the market was permitted to be occupied by encroachers and jhuggi dwellers, creating a mess in the process.

The land, the petitioners contended, was owned by HUDA. In an attempt to substantiate their contentions regarding large-scale encroachments on the land, the petitioners also annexed with the petition photographs of the area.

Dubbing the state of affairs as “sorry”, the Bench asserted: “In view of what has been averred in the petition, we call upon the authorities concerned, including Haryana and HUDA to take the necessary remedial measures in accordance with law within a maximum period of one month”.

The Bench disposed of the petition with a direction to hand over the case documents to the Haryana Additional Advocate-General, who was present in the court. The Bench also fixed February 28 as the next date for informing the court about the compliance of the orders. Before parting with the case, the Bench directed the filing of a status
report at least three days before the date.

Phone facility for jail inmates

The state government has decided to provide twice a week the telephone calling facility to prisoners lodged in various jails.

Yash Pal Singal, Director-General (Prisons), said this facility was being provided to help prisoners remain in touch with their family members. The prisoners would be allowed to call for a maximum of five minutes each time twice a week.

He said the facility was based on a biometric identification system. Whenever a prisoner would approach a phone booth and identify himself by putting his fingerprint on the biometric scanner, it would display the name of the prisoner along with pre-specified numbers as provided by him on his entry into the jail.

This facility would also help reduce the number of visitors in jails for meeting inmates. This facility would start functioning by the end of this financial year.

After receiving a complaint from Virender that a clerk was demanding Rs 18,000 in the name of registering a plot, a vigilance team from Rohtak was deputed to conduct the raid. Two get life imprisonment for murder

Sirsa, January 10
A local court today sentenced two persons to life for murdering a man at Bappa village in 2011. The victim was killed when he was trying to mediate a quarrel between two parties in the village.

Two villagers, Kuldeep and Suraj Bhan, had a dispute over an issue and Sonu had gone to resolve the issue on the fateful day.

During the course of altercation, Suraj Bhan tried to hit Kuldeep with an iron rod, but it hit Sonu instead.

He was critically injured and died on the spot.

The police had arrested five persons in this connection.

Additional District and Sessions Judge RP Goyal today held Suraj Bhan and Pramod guilty of the offence and sentenced them to life imprisonment and a fine of Rs 1.5 lakh each.

The fine amount will go to the family of the victim.

The court acquitted three others, Des Raj, Bhajan Lal and Raj Kumar, in the absence of sufficient evidences against them.

Man gets life term for killing wife

Kurukshetra, January 10
A court today awarded life imprisonment to a man for setting his wife on fire, which led to her death.

A fine of Rs 50,000 was also imposed on him. Police officials said Sushila Devi had registered a complaint at the Kurukshetra University police station on June 29, 2013, alleging that her husband Ranjeet Singh had poured kerosene on her and tried to set her ablaze. While undergoing treatment, she succumbed to the burns. —TNS
