Fresh snow, rain bring life to halt
Jammu, January 8 The 300-km Jammu-Srinagar national highway, the only road connecting the Kashmir valley with rest of the country, was closed for traffic this evening as a heavy snowfall was witnessed at the Jawahar Tunnel and Banihal areas in Ramban district and Patnitop area in Udhampur. Similarly, the 84-Mughal Road, connecting twin border districts viz Poonch and Rajouri, with Shopian in the Kashmir valley, also remained closed for the fourth consecutive day due to the accumulation of snow at Peer-Ki-Gali, the highest point on the road, and other places en route. The inclement weather also disrupted air traffic at Technical Airport, Jammu. Two flights between Jammu and Srinagar were cancelled. “Two flights, one each of Indigo and Go Air, could not take off for Srinagar. They left for Mumbai directly, following bad weather conditions. Other flights were moving behind the schedule because of poor visibility,” Ashok Sharma, Superintendent of Police, Jammu Airport (anti-hijacking) said. The Indian Meteorological Department (IMD) predicted that the chilling weather conditions would intensify and hilly regions of the state might receive a moderate to heavy snowfall in the next 24 hours. Talking to The Tribune, Dr Sonam Lotus, Director IMD, J&K, said Srinagar, the capital city, had been experiencing a high snowfall, while the remaining parts of Kashmir witnessed light to moderate rainfall and snowfall. “Weather activities are likely to intensify in the next 24 hours and the weather will start improving from January 10. The day temperature will further dip, while the minimum temperature (during night hours) will rise, which will intensify cold wave across the region,” the director said. According to IMD officials, the maximum temperature of Jammu dipped five degrees below normal and it stood at 14.5° C, while the minimum temperature was 8.4°C. “The maximum and minimum temperatures would be around 13°C and 6°C, respectively,” they said. Meanwhile, the Kashmir valley, including state’s summer capital Srinagar city, today received a fresh snowfall. It came in time with the state weather department’s forecast which has warned of a heavy spell of snow to hit the Kashmir region. The Kashmir region is likely to be hit by a heavy snowfall spanning over three days, according to the weather department. A forecast bulletin, today issued by the Met department, said “moderate to rather heavy” rain and snowfall would occur in the next 24 hours at various places. Reports from border district Poonch said the hilly belts, including Bhimber Gali, Surankote, Mandi, Sabzian and Loran, received a heavy snowfall this morning. The Poonch town witnessed a continuous rainfall, bringing intense cold back. People were forced to stay indoors, while the government offices recorded a thin attendance. The hilly areas of Kishtwar and Doda districts also experienced a fresh snowfall while several remote villages of Dachhan, Marwah and Wadwan belts in Kishtwar district remained cut off from district headquarters following the snowfall. |

No let-up in crackdown on traffic violators
Jammu, January 8 Officials say on an average 600 persons are being challaned everyday, mainly related to offences like overloading, over-speeding, rash driving, driving two-wheelers without wearing crash helmet, overcharging by auto-rickshaws, jumping of red lights and wrong parking. A fine of Rs 18 lakh has also been imposed on the defaulters. Special target of the police are students, women two-wheeler riders who roam in the city without safety helmets, thus endangering their lives. Special teams of the traffic police personnel have been deployed to ensure that traffic rule violators are not allowed go scot-free. Despite the traffic police installing "no entry" signboards on many roads to avoid traffic jams, people continue to defy the rule, with measures taken so far proving inadequate to streamline mess in twin capital cities of Jammu and Srinagar. When contacted SSP (Traffic) Pawan Parihar said action was taken against the drivers who did not follow the rules on daily basis. “I have directed all the police officials and personnel that whoever violates the law, must be dealt with sternly. The police have installed a number of 'no entry' signboards, particularly in interior areas, to deter people from defying the rules,” Parihar said. “There is need to take action against the mini-buses also. Commuters risk their lives daily by travelling in the road monsters not knowing whether they will safely reach their destinations. Gang of burglars busted, three held
Srinagar, January 8 The trio was active in Hazaratbal and adjoining areas of the city for the past two years and involved in at least 15 cases of burglaries, said Srinagar SSP Amit Kumar while addressing a press conference here today. In December 2013, the police had constituted a seven-member Special Investigation Team, headed by Hazratbal Sub-Divisional Police Officer (SDPO) Firoz Yehya, which cracked the burglaries and arrested the three accused. The police identified the arrested burglars as Mushtaq Ahmad Dar and Ghulam Ahmad Dar, both residents of Ganderbal district, and Ghulam Hassan of the city’s Eidgah locality. “On questioning, the thieves confessed to have committed burglaries in Soura, Nigeen, Lal Bazaar and other areas and on their information, gold ornaments and goods worth Rs 25 lakh have been recovered so far,” Kumar said. The SSP said the burglars would “carefully” do a reconnaissance of the target house during the day and observe the movement of inmates for two to three days before committing the crime. “Based on the inputs gathered, the time of theft and whether to strike during day or night was decided,” he added. The gang used to rent an accommodation close to the targeted house a month before committing the crime. The police said further recoveries and arrests of accomplices, abettors and receivers of stolen property were expected in the coming days. January 8 The Army said Waseem was killed after a brief encounter, which
began after militants fired at their patrol party in the Beighpora area
of Awantipora, 35 km from Srinagar, yesterday. “Based on specific
input an operation was launched by the Army in the Beighpora area, which
led to the killing of a militant and recovery of one AK-56 rifle,”
Defence spokesperson in Srinagar Lt-Col NN Joshi said. A senior police
official in south Kashmir identified the slain militant as Waseem Dar,
alias Muzamil, 18, a resident of Dogripora, who was killed near the
railway track after he had opened fire on the troops of the 55 RR, who
were on a patrol. “The militant was active since the last two years
and belonged to the Hizbul Mujahideen,” the police official said.
“The slain militant had gone underground almost two years ago when he
was studying in Class XII,” he added. After the encounter ended, the
security men had suspected that they had killed top Lashkar-e-Toiba (LeT)
commander Irshad Ahmed Ganai, who had carried out many People in the village
said the encounter lasted only a few minutes and only three to five gun
shots were heard. “We heard a few gun shots and rushed towards our
houses and did not know till morning what happened as fear and chaos
prevailed in our village,” said a resident of Beighpora. The slain
militant was laid to rest at his native village amid “pro-freedom”
slogans. Hardline Hurriyat leader Syed Ali Shah Geelani also addressed
the funeral procession over phone. The Hizbul militant’s killing in
south Kashmir came hours after an Assistant Sub-Inspector of the Special
Operations Group of the J&K police was shot dead and three others

J&K Police, who was killed in the Chankhan area of Sopore in an
operation against militants on Tuesday, was laid to rest at his native
village of Tangdhar frontier Kupwara district. A police spokesman said
people from different walks of life from Tangdhar and the adjoining
areas received his mortal remains amid tears. Ahmed is survived by his

Moderate Hurriyat lacks policy, transparency: Shah
Srinagar, January 8 He accused the moderate Hurriyat faction of lacking policy and transparency and violating the Hurriyat constitution repeatedly. Shabir, who is also the Democratic Freedom Party leader, in an interview with The Tribune said he had no personal differences with anybody in the Hurriyat Conference. “There was a meeting at the London office and the Pakistan chapter of the Hurriyat Conference, where we also put forward our point of view. We don’t have any personal differences with anyone. Our differences with them (moderate Hurriyat leaders) are only on the basis of principles, constitution and freedom movement,” Shah said. Citing the January 5 statement of senior Hurriyat leader and close aide of Mirwaiz Prof Abdul Gani Bhat, Shah said “it is clear that the Hurriyat now wants to make Kashmir an internal issue by criticising the UN and its resolutions on the Kashmir dispute,” which he said formed the “basis” of Kashmir as an “international dispute”. He, however, termed Mirwaiz’s latest letter to Hurriyat’s Pakistan-occupied Kashmir (PoK) chapter a “minor” issue. “There are bigger issues involved. Hurriyat has been lacking transparency in its policies. Sometimes from this platform there are calls for bilateral talks, trilateral or triangular dialogue and on occasions there are calls for a secret dialogue. The point is that at least on these issues, Hurriyat needs to have a transparent policy,” Shah said, adding that the “preamble or the constitution” of Hurriyat has been “violated repeatedly”. On being asked if there were “some elements” within the Hurriyat who wanted to participate in the elections and if he was opposed to it, Shabir Shah said, “This is an open secret.” “As far as I know, nobody said this to me directly, but the statements appearing in the press indicate this. However, I have always boycotted the elections and will consider him a traitor whoever contests the elections under the Indian Constitution,” he said, while refusing to name any leader. “The Hurriyat cannot even think of contesting the elections,” he said. When told that an impression was being conveyed from within the Hurriyat that the trio --- Shabir Shah, Nayeem Khan and Azam Inquilabi --- “are no longer part of the Hurriyat and that they have been thrown out”, Shah said: “Who are they to throw us out. We are the real Hurriyat. They cannot throw us out. We are not wearing bangles.” |

People’s League warns against another Indira-Abdullah accord
Srinagar, January 8 “An environment is being created to reach upon an agreement with New Delhi as was done between Sheikh Abdullah and Indira Gandhi in 1975,” the League leaders claimed while addressing a press conference here in the city. Without naming any particular separatist leader, they said, “Efforts are underway to bury the plebiscite struggle.” “We have to be vigilant, but we will not allow this to happen,” the leaders said in the press conference during which they also announced that Bashir Ahmad Tota will be the new chairman of the People’s League. On being asked to name the leaders, who want to enact another Indira-Abdullah accord, the leaders said: “We know

PDP kicks off drive to reach out to youth
Srinagar, January 8 A PDP spokesman said the party received an overwhelming response from the youth and many of them joined the party on the occasion. Speaking during an interactive session, in-charge of PDP’s youth wing Waheed-ur-Rehman Parra said, “The youth is the main target of the present regime and time has now come to change the present system which can ensure a level-playing field for all, particularly the youth.” He said during the past five years, the government had been on a mission to demoralise the human resource by way of suppression and corruption in the system, due to which the youth was pushed to the wall and were not able to seek better lives for themselves.
Waheed said, “The PDP is the only party in the state that has a youth policy, which, besides other things, calls to end exploitation of youth and guarantees respectable opportunities for them where they can realise their creative potential and play their role in making the structure accountable, transparent and people friendly.” He said the campaign would be taken to other constituencies to make people, particularly the youth, aware about the government’s “anti-people” policies and expose their hidden agenda, which is against the youth. Jammu, January 8 The ill-fated Matador (JK 02 AX-7024), carrying passengers from Nagrota to Jammu, when reached near Peer Baba Morh at about 3.30 pm, the driver lost his control over the vehicle, due to which it rolled down into a deep gorge resulting in injuries to 16 passengers. Out of the injured, one person, Gurjit Singh (21), son of Joginder Singh of Baramulla, succumbed to his injuries at Government Medical College (GMC), Jammu. (CSC) on the creation of new administrative units headed by Deputy Chief Minister Tara Chand visited Udhampur today and interacted with the representatives of various political parties, sarpanches and civil society members to get their suggestions for the creation of new administrative units. Addressing the gathering, the Deputy Chief Minister said the government had created CSC to examine cases for the implementation of the delimitation commission report. “The committee will examine and consider the demands and proposals of people for the establishment of new administrative units in the state,” he said. He invited suggestions from political representatives, sarpanches and civil society members so that the delimitation as per the aspirations of the people was made. Various political party representatives, including Congress, National Conference, Peoples Democratic Party,
BJP, Panthers Party and BSP, besides sarpanches, members of civil society and the Bar association, interacted with the
CSC. Despite the extreme weather condition, a large number of

Technical snag snaps power supply to city areas
Jammu, January 8 Even as the residents battled cold weather conditions following heavy snowfall in upper reaches and drizzle in plains, officials in the Power Develpment Department (PDD) said residents might have to face extended power cuts due to fall in generation capacity of hydel projects and warning by the Northern Grid not to overdraw power. Several residential localities, including Gandhi Nagar, Shastri Nagar, Channi, Parade, Kachi Chawni, Janipur, Roop Nagar and Bari-Brahman, were affected by the power failure. “For the last 24 hours, there have been frequent cuts in our area. It has become very difficult to spend time without electricity during the chilly conditions. It has become a routine now during the summer and winter months,” Suresh Sharma from Gandhi nagar area. “We are facing cuts mainly in the morning and evening hours, but there is no schedule for such cuts. Students are facing problems, particularly school-going children”, said Sheerin, a housewife. An Executive Engineer of the PDD said the electricity supply was being reviewed on daily basis and in order to provide regular power to people, efforts were being made to get additional mega watts from the Northern Grid. “Special teams have been constituted to conduct raids to regularise illegal connections so that distribution system is streamlined in the city. Srinagar, January 8 The spokesman for the Experimental Moving Images and Theater Association (XMITA), which is organising the event, said, “The festival is expected to be the biggest event of XMITA so far with participation of films and filmmakers from all over the world.” While the exact dates will be announced later, the spokesman said they had already invited entries for pre-selection stage, following which the panelists at the films division of XMITA will shortlist the films for screening at the festival. “The entry is free. Filmmakers of J&K can send more than one entry, but for outside the state filmmakers, the number of films per director/producer at the pre-selection stage is strictly one. Retrospective section of the film festival of Kashmir this year, however, is open for the filmmakers of J&K only. It will be a competitive film festival and with many changes in the screening pattern of the films this year,” the spokesman added.

Govt doing precious little to get sapphire mining going
Jammu, January 8 Despite the fact that last year in April after approaching 33 foreign embassies in New Delhi, the J&K Government had got at least six responses to its global tenders aimed at exploration and extraction of the world-famous Kashmir sapphire, the actual work of extraction is nowhere in sight. The Kashmir sapphire bears the striking blue shade of the peacock’s neck. “The vast deposits of sapphire if mined commercially and professionally with latest technical know-how can change the fortune of the cash-starved state but the lethargic attitude of the government continues to take a toll on the fiscal health of J&K,” said a top source of Industries and Commerce Ministry here. Though on January 1 Minister of State for Industries and Commerce Sajjad Ahmed Kichloo had said the extraction of sapphire from Padder mines would begin soon, the file of responses to the tenders is still lying with the civil secretariat, said the official. “If the call on the responses is not taken in time then we may have to send a team of Jammu and Kashmir Minerals Limited (JKML) again to the Padder mines between June and August this year for the conventional and outdated mining activity,” he added. JKML has the mining lease for the sapphire at Padder. JKML Managing Director Abid Suhail Hussain said, “We got six responses to our global tenders, including some from abroad, but none of them have been finalised as yet. Short-listing is yet to be done but we are hopeful of commercial and professional extraction of the sapphire corundum this year.” Last year on May 17, a 19.88 carat cushion-shaped sapphire from Padder, ‘Star of Kashmir’, had smashed all records after it sold for $ 3,483,017 (nearly Rs 20 crore) at an auction in Geneva. |

Jammu, January 8 Agarwal apprised the Governor of the ongoing selection process for sending cultural troupes to the 18th National Youth Festival scheduled to be held in Punjab. He briefed him about the preparations for the Republic Day celebrations in the state. He briefed the Governor about the steps being taken for the development of sports infrastructure at the panchayat level, under the Panchayat Yuva Krida Aur Khel Abhiyan scheme, in the state. He informed the Governor about the annual sports competitions, including adventure sports, which were being organised by the department to encourage sports activities in the state. Docs at Bishnah hospital to face inquiry for dereliction of duty
Jammu, January 8 During a surprise visit to the hospital, the Minister of State for Health imposed fine of Rs 1,000 each on three medical officers and Rs 500 each on four paramedics for dereliction of duty. He also directed the Director, Health Services, Jammu, to seek an explanation from the Block Medical Officer for mismanagement and indiscipline at the hospital. The minister, while checking the attendance register, found that 23 staff members had not marked their attendance and took a serious note of the issue. Khan also directed the authorities to take immediate steps for ensuring proper management in the hospital to avoid inconvenience to the patients. The health minister, during the inspection, took stock of the functioning of the hospital. He went round each section and inquired about the welfare of the patients and received feedback from them about the healthcare facilities being extended to them. He directed the authorities concerned to ensure all facilities to the patients, pregnant women and neonates. He underscored the need for maintaining sanitation in and around the hospital, besides adherence to the dress code by the staff. Srinagar, January 8 “This Aqua Node has all requisites for water sport adventure activities such as boats and kayaks,” a defence spokesman said. He said with the Uri-II NHPC project nearing completion, a beautiful lake had been formed in the catchment area of
the dam. The "Aqua Node" project was inaugurated by Maj-Gen Anil Chauhan, General Officer Commanding (GOC), Dagger Division, on Monday in a ceremony attended by a large number of government officials, which included GA Khwaja, Deputy Commissioner of Baramulla, JP Singh, DIG, north Kashmir, General Manager of the NHPC project and a host of prominent citizens of the area. Speaking on the occasion Maj-Gen Chauhan applauded the effort of Kalapahar Brigade. “I hope that this will just be a harbinger and will inspire the various government officials and 'awaam' to put Uri on the tourist map of J&K,” Maj-Gen Chauhan said. State yet to start construction of 10 schools: Central report
Jammu, January 8 The evaluation team led by Vimala Ramachandran, professor, NUEPA, covered 24 states, including J&K, drafted the national report and submitted it to the state authorities. Other members of the team are Deepa Das, education specialist, UNICEF, Urvashi Sahni from Lucknow and Shushmita Dutt, an independent researcher from Raipur. The evaluation team, which had visited the existing KGBVs in the state, claimed that there had been no regional or national workshops to review implementation. Equally, the Sarva Shiksha Abhiyan (SSA) Joint Review Mission (JRM) process has not paid attention to the implementation of KGBVs. Most monitoring reports dwell on civil works and numbers of teachers, students and even this limited information had not been analysed or reviewed for the KGBVs, a report said. Sources said the evaluation team found that in many of the KGBVs visited, nutrition and sanitation received little attention. The teams came across students, mostly from socially and economically disadvantaged sections of society, who had complained of persistent hunger and inadequacy of food. Several KGBVs do not adhere to the norms and standards of the Right to Education (RTE) and, therefore, compliance to the RTE needs to be taken as a priority. This covers a range of RTE-related norms on pupil-teacher ratio, required space for teaching-learning, qualification of teachers, availability of essential learning materials, the report claimed.

Chairman of the J&K State Cooperative Bank MS Dar and Senior Vice-President, Axis Bank, Shrikant Gupta were present on the occasion when the agreement was signed. “The agreement was signed on Tuesday at a ceremony held in the city. The agreements to this effect were signed and exchanged by General Manager, State Cooperative Bank, Farooq Ahmad Khan and Cluster Head, J&K, of Axis Bank Shabir Khan in the presence of a vast gathering of officers of both banks,” an Axis Bank official said. |
