After the state government has reinstated Sajjad Ahmed Kichloo as a minister in the Omar Abdullah's council of ministers, demand of making Justice (retd) RC Gandhi's inquiry report public is gaining momentum.

A one-man commission of inquiry, headed by Justice Gandhi, which was constituted to probe the infamous Kishtwar riots of August 9, 2013, had submitted its interim report on December 20, 2013, and exonerated Kichloo from all charges.

On the basis of this report, which is yet to be made public, the government in a haste reinstated Kichloo as a minister and gave him back all the portfolios which he was holding before resigning on August 12, 2013.

"Kichloo has been reinstated as a minister in haste but where is the report?" asked Jugal Kishore Sharma, state president of the BJP. He said, "How we can say, without going through the report, that the commission of inquiry has given a clean chit to Kichloo?" He demanded that the report be made public to clear the misconceptions.

"If we believe the version of the government that the interim report has given a clean chit to Kichloo then what about those officers who have been held responsible for the negligence of duty during the riots," Sharma said.

The BJP has a reason to raise this question because, as per the leaked report, a clean chit has been given to Kichloo but the commission of inquiry has held the then Deputy Commissioner and Magistrate of Kishtwar responsible for negligence of the duty during the riots.

The Panthers Party while outrightly rejecting the inquiry report, demanded that its findings should be made public. "The government was in a hurry to reinstate Sajjad Kichloo, but nothing has been done so far to help the shopkeepers and businessmen who had lost their everything during the riots," said Balwant Singh Mankotia, president of the Panthers Party, who is an MLA from Udhampur.

Smelling a foul play in appointing a one-man commission of inquiry, convenor of the Jammu State Morcha (JSM) Varinder Gupta said the findings of the report should be made public. "I am of the opinion that the government had appointment a one-man inquiry commission only to hide its mistake, otherwise there should be at least a three-member commission," he argued.

State president of the BSP Tulsi Dass Langeh has already trashed the inquiry committee report and termed it as biased.

No info on role of police during riots
The one-man commission of inquiry is yet to submit its report on the role of the police during the riots as the commission is still in process of collecting information about the role of the officers who were at the helm of the affairs during the riots. The Commission has reportedly also cautioned the government against disbanding the Village Defence Committees (VDCs) and rather appreciated the role of VDCs in erstwhile Doda district. Highly placed sources said the Justice Gandhi Commission in its interim report had only submitted findings on the role of the civil administration.

Jammu-Srinagar highway disrupted as road caves in
100m stretch at Chenani affected, scores of vehicles stranded

Traffic along the Jammu-Srinagar national highway was disrupted for hours after nearly 100m road near Chenani in Udhampur district caved in last night.

Poor road conditions at Chenani forced the authorities not to allow any vehicle to ply towards Patnitop, Srinagar, Doda, Ramban and Kishtwar from Jammu.

“Nearly 100-metre road suddenly caved in at 10 pm last night. We had to stop the traffic on the entire highway,” Gian Chand Sharma, Sub-divisional Police Officer, Chenani, who is monitoring the restoration work, said.

A senior traffic official said the restoration work continued till the afternoon today.

“The restoration work, which started late last night, continued till 3pm in the afternoon today,” a senior traffic official said.

Vehicles along the 20-Km stretch between Chenani and Batote remained stuck, as vehicles plying from Srinagar to Jammu were stopped by the authorities.

More than 1,100 light motor vehicles and about 800 heavy vehicles were allowed to move towards Jammu from Srinagar today.

“After waiting for four days in Srinagar, we were allowed to move towards Jammu on Friday afternoon. But now we are stranded at Patnitop. In this extreme cold weather we were forced to remain within the confines of our car and could not even arrange anything to eat,” said Surinder Gupta from Jalandhar.

Meanwhile, after carrying out the restoration work for the entire night, the authorities were able to construct a one-way alternative road adjacent to the affected stretch. A diversion has been created to clear the stranded vehicles, a senior traffic official said.

“We have some 200 Srinagar-bound vehicles still stranded along the national highway and they are being cleared on priority,” he said.

“We will have to clear the stranded vehicles first,” the official insisted.

He, however, said it might take a couple of days to completely restore the traffic along the national highway.

The official further said if the conditions remain feasible light motor vehicles will be allowed to move from Jammu to Srinagar tomorrow. “We are monitoring the entire situation, in case the road does not sink further light vehicles will be allowed to move from Jammu on Sunday morning,” he said.

The closure of national highway has created acute shortage of essential commodities across the Valley.

Austria’s Red Bull to ski down Gulmarg slopes from Jan 10

After getting the nod from the Ministry of Defence (MoD) early this year, the Pir Panjal slopes in Gulmarg will again see daring adventures of heli skiers from January 10.

World famous team from Austria, the Red Bull, will participate in high-altitude skiing. The team is known for its daring stunts and skiing in some of the dangerous mountains across the world.

Officials said that more than 500 foreign skiers have so far registered for the event.

Last year, the killing of two Indian soldiers on the Line of Control (LoC) in January and politics over Afzal Guru’s hanging marred the tourist season and the high-end European and American skiers were forced to return back from New Delhi.

Officials said this year skiers from Europe, United States, Australia and other countries will be ferried by two Russian helicopters, taken on lease for the next two months, to challenge some of the beautiful mountain ranges in Asia.

“Last year a number of skiers had booked themselves for high-altitude skiing, but the schedule was cancelled. This year, we have got clearance on time. It will be a special year, as Red Bull will take part,” said Billa Majeed Bakshi, an adventure skier from Kashmir, who is organising events with the help of tourism department for past three years.

Officials said they were expecting more foreigners, as Gulmarg was recognised as one of the finest ski resort by the international body.

Gulmarg Development Authority CEO Tariq Ganai said most of the events are organised by private agencies and tourism department assists them with logistics.

“We’ll have the biggest show this year. The government is keen on promoting such events. The entire schedule is charted out by private operators,” Ganai said.

Rajouri skier to participate in Winter Oly in Russia

Nadeem Iqbal, a serving Army man from Rajouri district of J&K has become the first athlete from the state to have qualified for this year’s Winter Olympics.

The games are being held at Sochi in Russia from February 7 to 23 and Nadeem, 29, would contest in the Nordic skiing category as an independent athlete from India.

He is undergoing extensive training at ski slopes of Gulmarg.

Earlier, he underwent specialised training in Europe.

“Nadeem has made the country proud after qualifying for the games,” said Col Joe S Dhillon, executive member of Winter Games Federation of India, who is also the principal of Indian Institute of Skiing and Mountaineering, Gulmarg, where Nadeem is being trained.

The other three skiers who qualified are Himanshu Thakur, Hira Lal and Shiva Keshavan, all from HP. Nadeem and the other three skiers qualified for the games by scoring the requisite Federation de International of Skiing points in international races in the past three years.

“Youngsters here have a lot of potential. But we do not get any assistance from the government,” he said.

Focus on delivering promises rather than fluff: Omar to AAP

Chief Minister Omar Abdullah today advised his Delhi counterpart to remain focused on the job and deliver on promises made to the people.

Omar, while referring to the allotment of two five-bedroom duplex flats to the newly elected Chief Minister of Delhi Arvind Kejriwal, tweeted, “No one will grudge Kejriwal a five bedroom home, what they will grudge is poor delivery of election promises. So just let him move in and govern.”

The Aam Aadmi Party (AAP) leader, who is focused on ending the VIP culture, faced criticism for being allotted two five-bedroom duplex flats. Kejriwal, however, today decided not to move into the new accommodation and instead asked for a smaller place.

“I don’t think anyone voted against Sheila Dikshit because of her residence so (it is) best to focus on what really matters rather than the fluff,” Omar wrote on the micro-blogging site.

This is for the first time since Kejriwal took over the reins of Delhi that the J&K Chief Minister, who shares few similarities with the AAP leader, had some advice for him.

Both Omar and Kejriwal have got the distinction of being the youngest Chief Minister of their respective states.

Panel to interact with Valley people next week

To seek public views on creation of new administrative units in the state, members of a Cabinet Sub-committee (CSC) will visit different parts of the Valley between January 7 and 9.

The committee members will visit various districts of Kashmir to interact with the general public and to seek their suggestions with regard to the creation of new administrative units, an official statement said.

The Sub-Committee members will visit Anantnag, Kulgam, Pulwama and Shopian districts on January 7, while the representatives are scheduled to travel to Baramulla the next day.

“In the morning session, they will be available at Anantnag Dak Bungalow to meet the people of Anantnag and Kulgam, whereas in the afternoon the committee members will interact with the people of Pulwama and Shopian district at Dak Bungalow, Pulwama,” the statement said.

It said on January 8, the panel will visit Baramulla and interact with the public of Baramulla, Bandipora and Kupwara at Dak Bungalow, Baramulla.

On January 9, the members will interact with the people of Srinagar, Ganderabal and Budgam at Banquet Hall, Srinagar, it added.

Meanwhile, the schedule of the Cabinet Sub-Committee’s visit to the Jammu division shall be notified separately, the statement said.

4-year-old crushed to death at Jagti

Jammu, January 4
A 4-year-old boy was today crushed to death when a tractor trolley allegedly hit him at the Jagti tenement area in the outskirts of Jammu.

Vivek Khera was standing on the road when an over speeding tractor trolley carrying stones crushed him to death, an eyewitness said.

The driver, however, managed to flee from the spot.

“We immediately informed the police, but the tractor driver fled away from the spot,” Shadi Lal Pandita, a resident of Jagti tenement, said.

The incident sparked a massive outrage with the locals setting the tractor ablaze.

They blocked the road for hours together and demanded immediate arrest of the driver. The residents also told the administration to stop movement of tractors within the tenement area.

Meanwhile, the police said the situation was under control and added the accused will be apprehended soon.

“The driver fled away from the spot, but we will catch him soon. The tractor has been set ablaze by the mob. However, the situation is under control now,” Station House Officer (SHO), Nagrota, Parvez Sajjad said.

He added that the body of the deceased has been handed over to his parents and a case has been registered under section 302 of the RPC in this regard.

Man held for killing Class-IX boy

Srinagar, January 4
With the arrest of the accused, the police today claimed to have solved the murder of a 15-year-old Class-IX boy in Sopore.

The police said the accused, Riyaz Ahmad Shiekh of Tragpora village in north Kashmir, killed the boy on January 2 after suspecting that he had illicit relations with his step-daughter. The mutilated body of Dawood Nabi Wagay was found near an orchard in Chinkipora village in Sopore on Friday. The boy hailed from Mahrajpora locality in Sopore. After being murdered, the boy was left in the orchard, where dogs mauled his body, police said.

“It was found that that the boy was stabbed with some sharp-edged weapon on his chest and abdomen. It was later mauled by street dogs,” Abdul Qayoom, SP Sopore, told The Tribune.

A case was registered. The weapon was also recovered, Qayoom said. — TNS
