37-year-old man falls off train, dies
Ambala, October 14 The victim was rushed to the civil hospital from where he was referred to PGI, Chandigarh. He succumbed to his injuries on the way to the hospital. The deceased has been identified as Vikram Singh (37) hailing from Meerut. The Railway police recovered his identity card from his pocket in which his details were mentioned. Driving license was also recovered from his possession which had been issued from the Shimla transport office. The police then informed the Meerut police and the Army authorities in this regard. The body of the deceased has been sent to the Civil hospital, Ambala. A post-mortem would be conducted, after relatives of the deceased claim the body, said a police official. |

Attentive driver averts train mishap
Ambala, October 14 The driver immediately reported the matter to the Ambala City station master, who further informed the engineering wing of the department. The repairing team rushed to the spot and within an hour the track was repaired. The Amarpali express which was scheduled to cross through the same track, suffered a delay due to the ongoing repair work. |

Severe bed shortage hits Ambala hospital
Ambala, October 14 With a rise in number of patients visiting here every day, the severe shortage of beds has hit the hospital putting the already suffering lot in a more uncomfortable situation. Some of the beds have been placed near toilets, putting the patients in danger of contracting more ailments. Many patients have been allegedly pushed out of the emergency ward and are made to rest on the corridor of the hospital which has only two fans and that too non-functioning. Adding insult to the injury, patients were not even provided with proper mattresses or bed sheets. Sources in the hospital said a detailed plan under which a sum of Rs 75 crore was to be spent on the hospital for its upgrade was prepared by the district administration and sent for the state government’s approval, but nothing much could be materialised for the hospital. Chief medical officer Dr Vinod Gupta said he would immediately take up the matter with the hospital authorities and would ask them to put the house in order. “All required measures will be taken to ensure well-being and safety of our patients. They will be provided with good medical care at the earliest.” |
Four years on, victim gets compensation
Chandigarh, October 14 After a delay of nearly a year-and-a-half, she finally received a compensation of Rs 4.38 lakh from the hospital for medical negligence that ruined her life. Dr Rajiv Vadehra, medical superitendent, GMSH-16, appeared in person before the Chandigarh State Consumer Commission, in pursuance of the order dated September 27 summoning him to explain why “Suman has not been paid the full amount as per the earlier orders and show cause why he should not be sentenced to imprisonment for defying the orders”. Dr Vadehra tendered an amount of Rs 4,38,515 through Bankers Cheque drawn on the Treasury Department, Chandigarh Administration, in favour of Suman. “He explained that the delay in payment occurred due to the late approval by the Finance Department that was received only on October 9,” said her counsel Pankaj Chandgothia. Chandgothia, pointed out that the Consumer Commission had passed orders in March 2012, directing the GMSH-16 and its three doctors to pay Rs 4 lakh as compensation and Rs 50,000 as legal costs. “I lost my baby in the incident. But I am now focusing on a better life for my other children. I am grateful to all those who helped me find justice and provide compensation. All my three children are schoolgoing. My elder son is 11-year-old and has started going for tuitions,” Suman said. Case history In December 2009, in a case of mistaken identity wherein two women by the same name in a similar state of pregnancy at the hospital were admitted, Suman was administered wrong blood units. A unit of B-positive blood that was meant for the other woman was administered to her. Due to this, the foetus died and her kidneys were severely affected and she landed into PGIMER for tertiary care. Her vision has deteriorated gradually after the incident and she faced more difficulty at night. Her overall health has also declined and she remains on medication for her frequent illness. She lost her child but will utilise the money in education of the other three children. |

Probe into ‘wrong’ surgery postponed
Chandigarh, October 14 The family has been summoned to appear next week. The records of the surgery were submitted by the surgeon accused of “medical negligence”. The probe being conducted by Dr KS Bal will now be initiated after the complainant or her father records the statement with the committee. Allegations of medical negligence rocked the institution when father of the woman filed a complaint with the Medical Superintendent of the hospital on October 1, alleging that during the appendectomy (removal of appendix), her fallopian tubes were either damaged or removed. The surgery was performed on June 16. After a few days, her biopsy was conducted which, according to the father, revealed that her fallopian tubes were either damaged or removed during the surgery. The incident had raised several question marks over the system of surgeries being performed at the institution. The woman kept suffering in pain for several days after the surgery. It was only after her biopsy was conducted that the family learnt about the alleged “fault” at the end of the surgeon involved. An official from the hospital, requesting anonymity, said the probe could not be initiated until the inquiry in charge records the complainant’s statement. Keeping in view the possible limitations of the family in reaching the hospital and their mental agony, the committee decided to provide them more time to appear for recording their statements, the official added. |

20 firms booked last fiscal
Chandigarh, October 14 AK Saini, Deputy Director-General (North), BIS, said complaints had been received against them that these companies did not own a license for ISI mark on products or they were using fake mark on their products. He said after conducting raids, cases would be registered against these companies and action be taken as per the directions of the court. The companies which were raided by the BIS are in Punjab, Haryana, Chandigarh, Himachal Pardesh and Uttarakhand. He said this year also, cases have been registered against three companies in the region for violating the BIS norms. A seminar on international standards to ensure positive change was held here today in which AK Saini said the objective of the programme was the requirement for standardisation recognised by the BIS, which had initiated action for developing standards in tune with the world trade. |

Gold jewellery stolen A house break-in incident was reported from Sector 10, Chandigarh, on Sunday. Divya Rangre, a resident of Sector 10, reported to the police that her gold jewellery and watches were stolen from her house on October 13. Divya is pursuing her MBA from Mumbai and told the police that she had come home after about a week from there and found the house ransacked. She said her mother and sister were away to South Africa and the house was locked when the theft occurred. The police has registered a case of theft under Section 380, IPC, in this regard. Four held for gambling Four persons were held for gambling and the police recovered Rs 90,000 from them. The police sources said Narinder Singh of Sector-41, Ram Niwas of Palsora village, Rajiv Kumar of Sector 38 (W) and Kuldeep Singh of Attawa were arrested from near Sector 40-C on October 13. The four were found indulging in gambling. The police reached the spot and nabbed them and recovered Rs 90,000 from the spot. The police has registered a case under Sections 13-3-67 of the Gambling Act in this regard. The accused was arrested and later on bailed out. Two thieves arrested The Chandigarh Police claimed to have solved eight theft cases with the arrest of two thieves. The Sector 34 police station SHO nabbed Suraj Verma (19) of Sector 52 and Monu (20) of Phase 2, Ram Darbar. Suraj was nabbed from Colony No 5 and Monu from Sector 32 on September 12. The police recovered seven motorcycles and mobile phone from them. The duo had mainly struck in areas falling under Sector 19, 31, 34 and 36 police stations. Soccer tourney: PU boys fail to qualify
Chandigarh, October 14 The PU soccer side lost its first qualify knockout match in the ongoing North-Zone Inter-University Football Championship that barded their participation in the All-India edition of the tournament. The top four teams from each region qualify to participate in the All-India Inter-University Football Championship. In their first match of the north zone championship, being played at the Maharshi Dayanand University Rohtak today, the Panjab University team tasted defeat from Kurukshetra University by 1-0. The PU team was in need to win their only knockout match against the Kurukshetra side to qualify for the all-India level tourney. According to sources, after losing the match, the PU team raised objections against two players of Kurukshetra University. But the objection was overruled by the members organizing committee. Notably, the team was performing under a coach, appointed specially by the Sports Authority of India (SAI). Earlier, objections were raised prior to the final selection of the team that participated in the north zone football championship. According to members of the selection committee, the committee was not considered before the final selection of the team and also the directorate of the sports without considering the members appointed a special invite for the selection. “Our opinion is not even considered before the final selection of the team. As per written rules, the selection committee is responsible for selecting the PU team. We were called only to select players for preparation camp. But when it comes to final selection, only one person does this every time. How can the authorities rely on a single person, who even failed to find 18 players for this institution,” said members of selection committee from colleges of Hoshiarpur and Ludhiana (Punjab). The members also raised question over the selection of players, “The coach has selected more players of a team that finished third in the inter-college competition in comparison to the selection of players from the runners-up and the winning side. Now, how this selection can be justified,” asked a coach, seeking anonymity. Earlier, under the guidance of the professional coach, the PU Campus had failed to find 18 memebers from the entire university to participate in the inter-college football championship. Chandigarh, October 14 For Haryana, Pinki collected 12 nets while Gurmail (7 goals), Rimpy (5 goals), Anumet (5 goals), Ritu (3 goals) and Shilpa (1 goal) remain the other main contributors.
