Aditya Singh today became the first relative of an “uncle judge” to resign from the Haryana Advocate-General’s office. Son-in-law of Justice RK Garg of the Punjab and Haryana High Court and son of Justice Alok Singh of the Uttarakhand High Court Aditya Singh quit the post of the Additional Advocate-General and submitted his resignation to the Haryana Legal Remembrancer-cum-Law Secretary this morning.

Defaulters owe Rs 4,527 cr to power utilities in state

Power defaulters rule the roost under the Hooda regime with the total arrears mounting to Rs 4,527.75 crore, taking a toll on the financial health of the power distribution companies. However, the lion’s share of the total arrears is accounted for by the domestic consumers -- Rs 3,339.94 crore -- implying that normal power consumers were virtually enjoying the expensive power free of cost.

Lawyers call for ‘no-work’ on Monday

The Fatehabad District Bar Association has given a call to all Bar associations across the state to observe “no-work day” on Monday to demand the arrest of all accused in Advocate Suresh Bansal’s murder case. Villagers want teachers booked for student’s death
Fatehabad, September 7
Villagers have demanded registration of a criminal case against teachers after a Class VIII student of Government High School at Bharolanwali village in the district died of a fall from a tree when he was pruning it on the directions of his teachers.

Former Haryana minister and Gau Sewa Commission former chairman KL Sharma has been appointed as state vice-president of the Indian National Lok Dal (INLD). INLD state president Ashok Arora said the INLD supremo Om Prakash Chautala had assigned this responsibility to Sharma after discussing with all INLD leaders.

Ex-CMO jailed for taking bribe

A court here today sentenced a former Chief Medical Officer (CMO) of the local Badshah Khan Civil Hospital to two-year imprisonment for taking bribe. Faridabad Additional District and Sessions Judge RN Bharti also slapped a fine of Rs 10,000 on the officer Dr Pankaj Vats.

Liquor vend worker beaten to death
Hisar, September 7
A liquor vend worker was beaten to death and another was injured seriously by a group of liquor smugglers near Kinala village in the district last night. The deceased has been identified as Bhartari Singh (22)of Nachar Kheri, while another employee Pawan Kumar was admitted to hospital in a critical condition.

4 held for loot in Dharuhera
Rewari, September 7
The Dharuhera police arrested four persons, Sanjay, Ashok, both of the Dharuhera area, Khem Chand and Nasib, both of Mahendergarh district, in a case of loot which occurred at Dharuhera on August 30.

Guard gets 10-year RI for raping minor
Gurgaon, September 7
A local court has held Shivshankar, a security guard, guilty of raping 8-year-old daughter of his colleague and sentenced him to 10 years' rigorous imprisonment. The court of Additional District and Sessions Judge Vikram Agarwal also imposed a fine of Rs 50,000 on the guard.

Youth held for rape bid
Rewari, September 7
The police has arrested Sumit Yadav (19) of Naya Gaon Jhalera village, who made a bid to rape an old woman (72) in a field at Garhi village, about 45 km from here, this morning. The woman raised an alarm following which another woman, Ram Rati, who was working in a field, came to her rescue.

Relative of ‘uncle judge’ quits as AAG

Aditya Singh today became the first relative of an “uncle judge” to resign from the Haryana Advocate-General’s office. Son-in-law of Justice RK Garg of the Punjab and Haryana High Court and son of Justice Alok Singh of the Uttarakhand High Court Aditya Singh quit the post of the Additional Advocate-General and submitted his resignation to the Haryana Legal Remembrancer-cum-Law Secretary this morning. He was representing the state as its law officer before the Supreme Court.

In his one-page resignation letter, with the copies to Advocate-General Hawa Singh Hooda and others, Aditya Singh wrote: “In order to maintain the majesty of the institution of judiciary and also for personal reasons, I hereby tender my resignation from the post with immediate effect. It was an honour serving the state”.

The development is significant as the Punjab and Haryana High Court has at least nine Judges with kith and kin appointed as law officers in Punjab and Haryana. Besides this, Haryana Lok Pal and retired Judges too have their relatives in the offices of Punjab and Haryana Advocates-General.

Their appointment is significant as Chief Justice of India, Justice P Sathasivam, has reportedly made it clear that he is not in favour of sons and daughters of Judges practising in the same court. Justice Sathasivam has reportedly asserted that the Judges must ensure that their sons or daughters do not practice in the same court.

The Judges with relatives in the AG offices include Justice Ritu Bahri, Justice MS Sullar, Justice NK Sanghi, Justice RS Malik, Justice RK Garg, Justice Hemant Gupta, Justice RP Nagrath, Justice TPS Mann and Justice RC Gupta.

The retired Judges with relatives in the AG office include former Chief Justice of India Justice AS Anand, Justice Pritam Pal, Justice HS Brar, Justice AN Jindal, Justice RS Madan, Justice SD Anand, Justice AS Chaudhary, Justice AS Nehra, and Justice S Sarup. Some of the Judges who are out of Chandigarh but with relatives in the AG office are Justice Alok Singh, Justice Ashutosh Mohunta and Justice Vinod K Sharma.

The association of law officers with the Judges can hardly be considered a disqualification, and the competence of some of them has never been questioned. Yet, their appointments have come under scanner with a section of Punjab and Haryana High Court advocates protesting.

The issue of “uncle judges” in the Punjab and Haryana High Court was first raised by the then Chief Justice BK Roy. He had issued an administrative order barring a group of 10-12 judges from hearing any case argued by their relatives.

The list earlier forwarded by the high court to the Union Ministry of Law and Justice also mentioned the names of Justice Adarsh Kumar Goel, Justice M.M. Kumar, Justice K.C Puri, Justice K.S. Ahluwalia, Justice Sabina, Justice Jora Singh, Justice Gurdev Singh and Justice Harbans Lal. Most of these Judges have either retired, transferred or have been elevated.

Defaulters owe Rs 4,527 cr to power utilities in state

Power defaulters rule the roost under the Hooda regime with the total arrears mounting to Rs 4,527.75 crore, taking a toll on the financial health of the power distribution companies.

However, the lion’s share of the total arrears is accounted for by the domestic consumers -- Rs 3,339.94 crore -- implying that normal power consumers were virtually enjoying the expensive power free of cost.

Data showed that the ordinary power consumers were not the only ones defaulting on the payment of electricity bills. The government departments, including boards and corporations, also owed the state exchequer an amount of Rs 394.87 crore.

The maximum arrears were in the jurisdiction of the Uttar Haryana Bijli Vitran Nigam (UHBVN) which stood at Rs 2,346.31 crore followed by Dakshin Haryana Bijli Vitran Nigam (DHBVN) at Rs 2,181.44 crore.

Among the other major defaulters are non-domestic (Rs 340.03 crore), agriculture (Rs 190.84 crore), industry (Rs 262.07 crore), irrigation (Rs 178.52 crore), MCs (Rs 62.79 crore), panchayats (Rs 11.84 crore) and public heath (Rs 103.63 crore).

On the steps taken by the Discoms to recover the defaulting amount, Power Minister Ajay Yadav told the Vidhan Sabha yesterday that one-time settlement scheme for the rural domestic consumers had been launched this year. Similarly, month-wise targets have been fixed for each officer from the level of Chief Engineer to the assistant linemen in their jurisdiction.

“Targets have also been given to each SDO to recover 50 top connected and disconnected defaulters in each month,” he claimed.

Huge arrears offshoot of waiver scheme

Chief Minister Bhupinder Singh Hooda had announced a power waiver scheme for the agriculture and rural domestic sector amounting to about Rs 1,600 crore about eight years ago. Electricity bills amounting to nearly Rs 1,000 crore were reportedly waived under the scheme. After that certain power consumers seem to have discontinued the payment of power bills apparently in anticipation of another bill waiver scheme by the Hooda Government.

Discoms' assets and liabilities

The total assets of the Discoms are reported to be Rs 58,893 crore while the liabilities are also the same (Rs 58,893 crore). The total liabilities included loans of Rs 35,008 crore and other liabilities of Rs 23,885 crore. The accumulated losses of the Discoms are to the tune of Rs 23,379 crore.

9 file papers for MC bypoll in ward 8

All factions of the Congress barring the one led by former minister Lachhman Dass Arora’s daughter Sunita Setia and her husband Rahul Setia have joined hands for the September 17 bypoll to ward 8 of the Municipal Council, Sirsa, and have fielded a common candidate Sachet Kaur Brar.

With the last date for filing of nominations over today, nine candidates have filed their nominations for the bypoll, including the INLD-supported Jinda Bai, mother-in-law of the former Municipal Councillor Namita Kamboj, whose resignation has necessitated the bypoll, Sangita Sachdeva supported by Sunita Setia and Rajbir Kaur Brar supported by the BJP and the Haryana Janhit Congress combine.

The seat has fallen vacant after Namita Kamboj, an INLD-supported Municipal Councillor, resigned from her post after her selection as a lecturer in political science in Aarohi School of the Haryana School Education Department.

Ward 8 of the Sirsa Municipal Council extends to the Khairpur area of Sirsa.

The Congress candidate today filed her nominations before the Returning Officer and Sirsa SDM Sant Lal Pachar.

Hoshiari Lal Sharma, a state delegate of the HPCC, Shilpa Verma, district president of the Mahila Congress, Bhupesh Mehta, president of the Sirsa (Urban) unit of the party, Naveen Kedia, Anand Biyani and several other Congress leaders were present.

With all political parties fielding their candidates, an interesting contest is on the card for the municipal ward.

Lawyers call for ‘no-work’ on Monday

The Fatehabad District Bar Association has given a call to all Bar associations across the state to observe “no-work day” on Monday to demand the arrest of all accused in Advocate Suresh Bansal’s murder case. A decision to this effect was taken in a meeting of the District Bar Association held here today.

Before the meeting, Fatehabad SDM Baljit Singh and DSP (Headquarters) Shamsher Singh Dahiya met the agitating lawyers sitting on a dharna for the past six days and told them that the police had already arrested main accused Vijay Solanki in the case. “We hope to arrest the other accused very soon,” Dahiya said. However, the lawyers said they were not satisfied with the action so far taken by the police.

“We are in the process of contacting office-bearers of Bar associations of all districts in the state requesting them to observe “no-work day” on Monday,” said Viney Sharma, general secretary of the District Bar Association.

Suresh Bansal, a local lawyer, was hacked to death when he was participating in the auction of a piece of land on a court’s order when Solanki and others, who were affected by the auction, attacked him with sharp-edged weapons, killing him on the spot.

Kanda meets people in Sirsa, avoids media

Former minister Gopal Kanda, who is on interim bail for a month in the Geetika Sharma suicide case, met people of the Sirsa Assembly constituency after a gap of over one year.

Kanda, who is the prime accused in his former staffer Geetika Sharma's suicide case, had been in judicial remand in Tihar Jail since August 18 last year before his release on interim bail on Thursday.

Kanda met his supporters in Municipal Corporation, sarpanches, panchayat members and people from Sirsa town and villages falling under the Sirsa constituency represented by him in the state Assembly.

The former minister listened to their grievances and assured them that he would take up their problems at the appropriate level.

Kanda, however, kept a distance from mediapersons and evaded their questions.

Earlier, when after his release from the jail, Kanda reached Sirsa in the wee hours on Friday, he was seen keeping a low profile and shied away from mediapersons.

Villagers want teachers booked for student’s death

Villagers have demanded registration of a criminal case against teachers after a Class VIII student of Government High School at Bharolanwali village in the district died of a fall from a tree when he was pruning it on the directions of his teachers.

The victim Gurpreet Singh’s parents alleged their son died due to the negligence of the teachers, who asked him to climb on the tree.

Sources said Gurpeet had climbed on a Safeda tree for trimming of its branches when he fell on the ground with his head downward and fractured his neck. The child died on the spot.

A shockwave gripped the village as the news of Gurpreet’s death spread and villagers started assembling in the school.

Villagers informed the police and demanded action against the teachers responsible for asking the child to climb on the tree.

Mukesh Kumar, SHO of Sadar Police Station, said the victim’s body had been brought to the General Hospital for postmortem.

He said further action would be taken after receiving the report of the postmortem.

Farmers to gherao Assembly on September 10

The Haryana unit of the Bharatiya Kisan Union (BKU) has threatened to "gherao" the state Assembly on September 10 to press the Hooda government to accept their demands.

Addressing a press conference here, Gurnam Singh, state unit president, said the farmers would assemble at the Nada Sahib Gurdwara in Panchkula on September 10. Thereafter, they would organise a march to the state Assembly to demand the implementation of the recommendations of the Swaminathan Committee for the welfare of the farmers.

If the farmers demands were not met, the BKU would organise a parallel rally to that of Chief Minister Bhupinder Singh Hooda's at Radaur in Yamunanagar on September 15.

Former Haryana minister and Gau Sewa Commission former chairman KL Sharma has been appointed as state vice-president of the Indian National Lok Dal (INLD). INLD state president Ashok Arora said the INLD supremo Om Prakash Chautala had assigned this responsibility to Sharma after discussing with all INLD leaders.

Sharma had remained an MLA in 1991 and 2005 from Shahbad subdivision in this district. Former Haryana Chief Minister Bhajan Lal had inducted him in his Cabinet as state minister. He had resigned from the Congress and joined the INLD last month.

Ex-CMO jailed for taking bribe

A court here today sentenced a former Chief Medical Officer (CMO) of the local Badshah Khan Civil Hospital to two-year imprisonment for taking bribe. Faridabad Additional District and Sessions Judge RN Bharti also slapped a fine of Rs 10,000 on the officer Dr Pankaj Vats.

The officer was caught red-handed accepting Rs 15,000 from a data entry operator employed at the Civil Hospital, Hodal (Palwal), on contract.

He was alleged to be pestering the employee for bribe to extend the contract period.

The deceased has been identified as Bhartari Singh (22)of Nachar Kheri, while another employee Pawan Kumar was admitted to hospital in a critical condition.

The police had registered a case of murder and attempt to murder against 15 persons hailing from Faridpur, Kinala and Surewala on the complaint of injured Pawan.

Sources said the accused had an argument recently with the employees of the liquor contractor who ran a vend near Kinala village over illegal sale and smuggling of liquor. The accused were nursing a grudge against the employees who had been trying to stop the illegal sale of liquor. — TNS

4 held for loot in Dharuhera

Rewari, September 7
The Dharuhera police arrested four persons, Sanjay, Ashok, both of the Dharuhera area, Khem Chand and Nasib, both of Mahendergarh district, in a case of loot which occurred at Dharuhera on August 30.

The police also recovered from them 10 tyres which they had allegedly looted from a truck which got stuck in a traffic jam during large-scale arson and loot in Dharuhera on August 30.

They were yesterday produced in a local court which remanded them in judicial custody.

A senior police officer said while over 700 villagers of Dharuhera had been booked for attempt to murder, dacoity, causing damage by fire, rioting, obstruction and assault, more arrests would follow.

Guard gets 10-year RI for raping minor

A local court has held Shivshankar, a security guard, guilty of raping 8-year-old daughter of his colleague and sentenced him to 10 years' rigorous imprisonment. The court of Additional District and Sessions Judge Vikram Agarwal also imposed a fine of Rs 50,000 on the guard.

The court decision has come within seven months of the commitment of crime.

The minor victim is the daughter of a migrant labour and stayed at Kadipur village in the district. In February, Shivshankar, a colleague of the girl's father, took her to a room on some pretext and allegedly raped her.

The victim's case was contested by advocate Dr Anju Rawat Negi free of cost on behalf of the Farishte group, a local NGO.

Youth held for rape bid

The accused snatched Ram Rati’s sickle and struck it on her hand, injuring her finger seriously, after which the accused fled the spot.

The Kosli police has registered a case of attempt to rape and causing grievous hurt against the accused.
