Anti-slaughter cop wants strict law to save cows
Gurgaon, September 5 The Gurgaon district administration and police authorities have announced certain measures like having a dedicated police unit to restrain the smuggling of cattle, increasing the number of barriers and providing for more personnel to effectively check the vehicles carrying cattle illegally. On the other hand, several social, religious and voluntary organisations, including several Meo-Muslim torch-bearers and religious leaders, have condemned the incidents and reiterated the need to curb the menace. “Stringent laws against brutal smuggling and slaughter of cows, apart from pro-active support of the people, are must to mitigate the illegal practice,” maintains Gurgaon Joint Commissioner of Police (Traffic) Bharti Arora, who had made prevention of cow slaughter and smuggling a mass movement during her tenure as district police chief at Rewari. She asserts that most of the cattle smugglers arrested during a focused campaign at Rewari were hardened criminals having a police record and gangs of such miscreants operate on an inter-state level. “They (cattle smugglers) transport cattle in a pathetic way. They try to camouflage their vehicles with several props to hide the cattle. They have got sturdy steel bars fitted to their vehicles and try to escape by hitting the police personnel and barricades. Even if they are caught, they usually get away with minor punishments,” she points out. However, refusing to get cowed down by the notorious criminals and the influential persons shielding them, Arora dealt strictly and garnered people’s support for the drive. After getting the cows rescued, the police force faced the uphill task of ensuring their proper care and look-after. For this, the police officer got a cattle-shed set up on a chunk of government land. “By the time I got transferred from Rewari, we had nearly 300 cows at the cattle-shed. As of now, a group of well-meaning residents of that town have formed a cattle-saviour committee and are establishing a full-fledged cattle-shed,” she informed. On being asked about the recent violence over suspected cattle smuggling, Arora observed that it was due to people’s lack of faith in the functioning of the authorities concerned. “We earnestly need to initiate confidence-building measures in order to restore people’s trust in government machinery,” she added.

Karnal, September 5 During hearing on petition Dharampal Vs State of Haryana on August 26, 2013, the Supreme Court said that “though a very limited prayer has been made for direction to the State of Haryana to provide full security to the entire family of the petitioner, but having regard to the larger issues raised therein, we are treating it as a PIL to cover larger issues, including framing of the guidelines for above category of cases for professional and scientific investigation, fast tracking of trial, survivor/witness protection, rehabilitation scheme for survivors and other incidental matters.” The petitioner had sought leave to enable the advocate-on-record for the petitioner to amend the writ petition by incorporating the reliefs including direction to State of Haryana to frame a rehabilitation scheme for the survivor of rape; provide for the education of the survivor girl in a safe and reputed educational institution entirely at State expense and compensation of Rs 10 lakh to the survivor girl. Listing the case for November 29, 2011, the court observed that “of late there is rise in the cases of rape, gang rape and rape and murder in various parts of the country and conviction rate in the rape cases is not satisfactory which speaks volumes about lack of efficacy of criminal justice system and we are, therefore, pained to treat this writ petition as PIL for larger issues”. The Case Fifteen-year-old minor daughter of Dharampal, a resident of Kalsi village, was allegedly raped by two youths of a dominant community in August last year and his wife who raised her voice and cried for justice went missing on September 3, 2012. The police refused to register the report of missing woman and even after her body was retrieved from Sirsa branch (canal) two days later, the police did not incorporate relevant sections of Prevention of Atrocities against SC and ST in the complaint lodged by Dharampal. Dharampal alleged that the cops refused to entertain the complaint as Chowki in charge Ram Prakash also belonged to the same community as the accused and said that both Ram Prakash and Sanjeev Malik became instrumental in the murder of his wife as they did not file the complaint promptly affording time to the accused to kill his wife. The police arrested three accused Aman (18), Kusum (mid twenties) and Krishan (35) and booked Aman and Krishan for gang rape and murder while Kusum who lured the minor in accompanying the culprits was booked for abetting the crime but no action was taken against four persons including the two cops and two other accused Bhola and Kala named by the Pradhan and Dharampal. It was after a team of the National Commission for Scheduled castes visited the family that the Haryana Government provided a relief of Rs 3.75 lakh as compensation for death of Kamlesh and Rs 60,000 to the rape victim. But there was no end to harassment and humiliation for Dharampal’s family and nothing was told to the victim’s family about the progress of investigations. Gurgaon students discover asteroid
Gurgaon, September 5 Balachandra Routhu and Ayush Gupta, both Class X students of Ryan International School, Sohna Road, Gurgaon, made the provisional discovery in July as part of the All-India Asteroids Search Campaign (AIASC) conducted by SPACE Foundation in collaboration with the International Astronomical Search Collaboration (IASC). Having received advanced specialised training, the students analysed the images of the sky taken with the 24", 32" and 30" telescopes located at the Astronomical Research Institute (ARI) observatory at Charleston, Illinois (USA), to make original discoveries of asteroids and near-earth objects (NEO) with the help of a software. At a recent function organised to felicitate Balachandra and Ayush, Ryan International Group of Institutions CEO Ryan Pinto congratulated the boys as well as their teachers and the school authorities for the rare feat. Visibly elated at their achievement, the duo shared their feelings and future plans at the event. While Balachandra wants to become a doctor and keep astronomy as a hobby, Auysh, now wants to become an astronautical engineer.

Rohtak, September 5 The staff of the police station, Sampla, got a warning from the top bosses in connection with the recovery of around 1,000 cartons of liquor recently. "I had to pull up the staff of the station after they failed to arrest the main persons involved in this racket," said the IG while talking to The Tribune yesterday. He said he got suspicious of the thing after the police arrested only the driver and the persons carrying the illicit liquor in a vehicle and showed slackness to get the main culprits, who, he said, could be influential persons or having links with officials of the police and the excise departments. Admitting that smuggling and trade of illicit liquor was not possible without the existence of a network and involvement of certain officials, he said he warned the police personnel of a strict action against them if they were found shielding anyone or involved in slow action against culprits in such cases. "The presence and operation of the network of the liquor mafia has not only resulted in the smooth flow and supply of illicit liquor in every nook and corner of the district, but it has also been a major cause of growing menace of liquor addiction in the district," claimed sources. They added that besides the legal outlets or vends, the mafia ensures door-to-door supply of liquor in almost all villages. Residents of various villages and colonies have taken up the demand of closing down liquor vends operating in their areas. |

Sensor technology solution to future energy problems: Expert
Kurukshetra, September 5 In his inaugural speech, the chief guest, Dr S Pal, elaborated the history of the IETE and the contribution it had made in the area of electronics. He said industries and institutes should work together to do research in this field. Addressing the audience, the special guest, Kurukshetra University Vice-Chancellor Lt Gen (retd) DDS Sandhu, said the sensors were used everywhere in the present scenario and this technology was expanding rapidly day by day. He called upon the young engineers to come forward and do research in this field so that India could become a world power. The IETE Chairman, Dr RK Gupta, shared his views on importance of electronics and its role in the development of society. "More efficient sensor technology is a solution to future energy problems and we should work in this field to secure our future," he added. Prof LK Maheshwari, former Vice-Chancellor, Birla Institute of Technology and Science (BITS), Pilani, delivered the keynote address in which he deliberated on the development in the field of sensor technology. "A lot of research is required on sensors in the field of agriculture and this will help the country to grow economically," he added. KITM Director-Principal Dr PJ George, in his welcome address explained about the seminar and achievements of the college in the field of research and development of sensor technology . The participants from different institutes including Semi-Conductor Laboratory (SCL) Chandigarh, Centre Scientific Instruments Orgination (CSIO) Chandigarh, and the Central Electronics Engineering Research Institute (CSIR-CEERI), Pilani, presented their research work on Sensor Technology and Application On this occasion, the proceedings of the national seminar were released and a project exhibition was organised by the KITM on its premises. CCTV cameras to be installed at strategic points in Kaithal dist
Kaithal, September 5 This was stated by Kuldeep Singh Yadav, SP, Kaithal, at a press conference here recently. He said he had a meeting with Deputy Commissioner NK Solanki in this regard and they jointly would finalise the points where these cameras should be installed. When asked about the presence of any “kale kachhe wala” gang, he said the police had failed to find any evidence about the presence of any such gang in the district. “We used to receive information about the presence of members of such gang in one or the other locality but when the police reaches the spot it finds the information baseless,”
he added. The SP appealed to people to not to spread rumours regarding such gangs as these create panic among the masses. He said the administration had also asked district development panchayat officers and block development officers to call meetings of villagers and aware people about
the same. Yadav said the incident of August 29 in which a woman was murdered and another injured in Bodan Mohalla here could not be called the handiwork of any gang at this point of time as nobody had come forward to give any clue about the miscreants despite constant appeals by the police. He added that Pushpa, who was injured in the incident, was declared out of danger at the PGI, Chandigarh. In three-four days, she would be in a better position to give statement to the police that would certainly help in solving the case expeditiously. However, the police is making all efforts to nab the culprits responsible for the murder. Special investigation teams had already been constituted for the purpose with DSP (headquarters) Surinder Bhoria as overall in charge. On the other hand, the city police was on its toes on the night of September 1 when it got information about the presence of some miscreants in the area where the murder had
taken place. SHO (City) Ashwani Sharma assisted by a large police force reached the spot and launched a search operation in streets and even rooftops with the help of local residents. But they could not find any suspect. Afterwards, residents of Subhash Nagar and Nanak Puri colony on the Khurana road in panic came out on streets armed with lathis when someone raised an alarm about the presence of some miscreants in the area. The residents in groups launched a search but failed to find anyone. Many of them patrolled in their respective areas as a precautionary measure till late night.

Sonepat, September 5 According to the university’s Vice-Chancellor, Mohinder Kumar, the NBA in its present form came into existence as an autonomous body in January 2010, with the objective of the assurance of quality and the relevance of education, especially in the professional and the technical disciplines through the mechanism of accreditation of the programmes offered by the technical institutions. "The NBA has introduced a new process, parameters and criteria for accreditation. These are in-line with the best international practises and oriented to assess the outcomes of the programme," said Kumar. He said with the accreditation of the two courses, the number of accredited postgraduate courses of the university had gone up to eight, within a time span of about six years of university’s inception. The department of other accredited postgraduate courses included electrical engineering, electronics, computer science, chemical engineering, mechanical engineering and architecture. The VC said before giving accreditation, the NBA took an assessment of the departments on the basis of the faculty strength, quality of education given to the students, research capabilities, lab facilities and provision of research equipments in the labs. “Accreditation by the NBA paves the way for receiving the research grants and other financial assistance in the accredited departments,” he said. Such assistance gives boost to the research activities in the departments, he added. |

Farmers ask Majra to raise their issues
Kaithal, September 5 Assembly session beginning September 6 in Chandigarh. Bhura Ram Pabnawa, general secretary, BKU, said the Central and the state governments had taken no step to resolve their outstanding issues and complicated the matter by adopting "anti-farmer policies" which had an adverse effect on their economic condition. The farmers threatened to launch a strong agitation to force the government to take immediate effective steps to solve their outstanding problems. Addressing the farmers, Majra said it was a pity that despite their repeated appeals and representations, the government had failed to implement the Swaminathan Commission report which had highlighted the plight of farmers and asked the government to pay remunerative minimum support price for agricultural produce, keeping in mind the cost of inputs. He assured the farmers to take up their cause in the coming Assembly session.

Food Security Bill vital step forward, says Jindal
Kurukshetra, September 5 He expressed concern that despite adequate agricultural productivity, India has been witnessing starvation deaths and malnutrition. He expressed confidence that such discrepancy will go, once the Food Security Bill becomes a law. "I am happy that after discussing my resolution on March 16, May 4 and August 21, 2007, all the members of the august house supported it. I am thankful to the UPA Chairperson Sonia Gandhi and Prime Minister Dr Manmohan Singh for taking a bold step to provide food security to poor and needy people based on my resolution. By making food security as a reality, the Congress party will fulfil one more promise that they made to the nation prior to the elections," said Jindal. The government had expressed its resolve to everyone on June 4, 2009. The President in his address had clearly stated that the government proposes to bring a Food Security Act. The Food Security Bill was brought to the house on September 22, 2011. The bill was earlier passed in the Lok Sabha on August 26.

Khokhar recalled the achievements of Major Dhyan Chand as member of the Indian Hockey team. Kurukshetra, September 5 Urdu poets drawn from Haryana, Uttar Pradesh, Uttarakhand, Punjab presented urdu shers, poems and couplets and regaled the audience. The Urdu poems and shairee concentrated on crime against women, love and friendship, feeling of youngsters and women, female foeticide and importance of girl child, religious tolerance and communal harmony. In his inaugural address, Dr Dhindsa highlighted the importance of poetry in life in general and in literature in particular. He also appreciated the efforts of the Haryana Urdu Academy in promoting the urdu language in Haryana. YP Wadhwa, president of the college governing body, presided over the function. While, Kesar Das Gambhir, general secretary, was the guest of honour. The college principal, Dr Vinay Malhotra, welcomed the chief guest, dignitaries and the urdu poets. He said no language was slave of any religion and community. In India, one finds Urdu lovers in muslims, hindus and sikhs. The present mushaira was a testimony of this fact as Urdu poets belonging to all religious communities were participating in it. Dr Des Raj Sapra, Director of the Haryana Urdu Academy, highlighted the importance of holding such mushairas for the promotion of urdu language in Haryana. Prominent and famous urdu poets recited their poems namely, MS Tandan and Vishwa Prakash Walia from Ambala Cantonment, Suresh Sharma from Karnal, Kulwant Singh Chawla "Rasik" from Shahabad-Markanda, Maikash Ambalvi from Yamunanagar, Sahil Madhopuri and Naim Akhtar from Roorkee, Kashish Warsi from Bijnor, Zeenat Moradabadi, Ishrath Saharanpuri, Ansar Siddiqui from Kairana and Madam Shakuntla Srivastva from Ludhiana. Shamash Teberezi, Editor of the Haryana Urdu Academy, conducted the mushaira and acted as the stage secretary. Mementos were presented to the chief guest and poets by the office-bearers of the college governing body.

Book on effective e-resources management released
Ambala, September 5 ‘Open access electronic resources’ are also playing an important role in facilitating information access. To address the issues on effective e-resources management, a handy book on ‘Open Access E-Resources in LIS’, authored by Dr Kaushal Chauhan and published by Ess Ess Publication, Delhi, was unveiled at MM University, Mullana, Ambala, by Chancellor of the University Tarsem Garg. Speaking on the occasion, Garg was all praise for the untiring efforts put in by Dr Chauhan in bringing out the first edition of the book. He said the book would provide effective communication between users and online open access e-resources. The aim of the book is to give a detailed evaluation of overall structure of the open access online e-resources and acquaint students, teachers, researchers, scholars, philosophers and all other user community to fulfil their information needs. It took the author three years to complete the first edition of the book. The work on the book was started in 2009 and completed in November 2012. Apart from this book, Dr Chauhan (MA English, BLIS, MLIS, DCA, APGDCA, MPhil and Phd) having working experience of eight years with different academic institutions along with one year training at the Central Library of IIT, Khargpur, has to her credit publication of more than 60 articles in national and international journals. One of her research paper has been published in the Encyclopedia of IGI Publication, USA. She has presented over 20 papers at national and international conferences and attended more than 25 national and international events. She is a life member of various associations like SLA (USA), ILA (India), HLA (Haryana), IASLIC (Kolkata) and LPA (Delhi).

Drive to popularise tourist places
Chandigarh, September 5 He said qualitative improvement will be brought in the services that are provided in the tourist places so as to attract tourists. Fauji addressed senior officials of the Tourism Corporation in a review meeting held recently. He said quality of various facilities like food and rooms being provided at the tourist places would be enhanced. He said with a view to popularise the tourist places of Haryana near Chandigarh, coordination would be maintained with the Chandigarh Industrial and Tourism Development Corporation (CITCO). He also mentioned that to attract tourists to these places, complete information about various tourist places of Haryana including the Pinjore Garden, the Bhima Devi Temple in Kurukshetra and places of tourist interest would be given to them. He said the Pinjore Garden has been developed as an attractive tourist place at the foothill of Shivalik for the tourists visiting Shimla and Himachal Pradesh. Also, special steps have been taken for international recognition of the Pinjore Garden, he added. Fouji said Kurukshetra was a historical and religious place. He said hoardings would be installed at various places in Haryana and Chandigarh to popularise tourist places and various schemes under PPP mode have already been started to provide delicious and affordable meals at the tourist places.

Chandigarh, September 5 Haryana Transport Department Director General Arun Kumar, said the bus stand would be constructed over an area of three acres in Sector-29. It would have all the facilities like ticket counters, waiting hall, retiring rooms, office space, ATM, clock rooms, public convenience especially for the handicapped, eating joints, book store, post office, medical room, railway booking counter and a room for the lost and found.

Traffic jam at Bahadurgarh draws attention of admn
Jhajjar, September 5 The authority has now directed the Jhajjar police and administrative officers not only to get tough against encroachers along the highway but also to raise numbers of policemen there so as to manage vehicular traffic there efficiently. Directions to this effect were issued by Chander Prakash, Commissioner of Rohtak Division, covering Rohtak, Jhajjar, Sonepat and Panipat districts, at a meeting of the district administrative and police officers held at Rohtak recently. Chander Prakash said the issue of traffic jam in Bahadudrgarh town was discussed prominently at the meeting to find out a permanent solution of the problem for ensuring smooth flow of vehicular traffic and movement of other road users over there. “The Jhajjar Police and administrative authorities have been asked to depute ample numbers of police men in Bahadurgarh for easy movement of the traffic besides checking the performance of the traffic cops and conducting a over-all review of the new arrangement at regular interval so as to execute the traffic management system effectively,” said the Commissioner, adding that he himself would also visit Bahadurgarh to take stock of the situation. Likewise Bahadurgarh, problem of traffic jam at various places of Rohtak and Panipat districts were also raised at the meeting and some vital decision for smooth running of the traffic over there, he added. Chander Prakash said the Jhajjar district authorities had also been asked to eradicate the encroachments along the National Highway in Bahadurgarh to provide a full road to the road-goers in order to deal with the traffic congestion there. Notably, encroachment upto 4 feet by the shopkeepers and the vendors on both side of the highway is the main reason behind the persistent traffic congestion in Bahadurgarh. Though the police have several times launched anti-encroachment drive to clear the highway, it fizzles out every time after some days thanks to the non-serious approach of the officials concerned and intervention of politicians in this regard. Significantly, the traffic police had also served notices on over 100 shopkeepers and vendors who had extended their shops over the highway, leaving little space for pedestrians and smooth passage of vehicles, but it also failed to mount pressure on the receivers for a long time. Initially, not only a large number of shopkeepers had cleared the space in front of their shops but also vendors had shifted themselves to nearby spaces clearing the passage. However, they again encroached the road gradually after experiencing that the police officials not taking the anti-encroachment drive
seriously.

Sonepat, September 5 "The women empowerment leads to the nation empowerment and the women empowerment comes from women education. An educated woman is a great asset not only to the family, but also for the society," said Dutt. Paying rich tributes to Bhagar Phool Singh, Dutt recalled that when there was hardly any facility for women education in rural areas, he planted a sapling for girl education by opening a "gurukul" with three girls, way back in 1935 in the forest area of Khanpur Kalan village. The people in the area extended their full support to him. "This "gurukul" has become a university and around 7,000 girls are studying in the university," he added. He praised the state government for opening the first women university of north India. He exhorted the students to devote their energy in their studies to achieve their targets by preserving their moral values. "Your family members, society and teachers desire a lot from you and you have to come up to their expectations," he asked the students. Zanjeer
Directed by: Apoorva Lakhiya "Zanjeer" is directed by Apoorva Lakhiya. The gripping action thriller is a remake of the 1973 film of the same name, that starred Amitabh Bachchan and Jaya Bhaduri in the lead. The film established Big B as the angry young man. For the remake, Telugu superstar Chiranjeevi’s son Ram Charan Teja makes his debut in Bollywood with Priyanka Chopra in the lead. Popular villian Prakash Raj plays Teja, Sanjay Dutt plays Sher Khan which was essayed by Late Pran in 1973 "Zanjeer". Mahie Gill plays Mona Darling role. The remakes have always been a favourite among filmmakers and we expect same from director Apoorva Lakhiya who has come up with a successful script which is sure to hit at the box-office. One will see a rarely showcased realistic scenario in "Zanjeer" where gallons of kerosene are being stolen from an oil tanker and are being sold for a large amount. "Zanjeer" is produced by the Reliance Entertainment, the Flying Turtle Films, Puneet Prakash Mehra and Sumeet Prakash Mehra.
Shudh Desi Romance
Directed by: Maneesh Sharma "Shudh Desi Romance" is produced by the Yash Raj Films and is directed by the "Band Baaja Baraat" and "Ladies vs Ricky Bahl" films fame Maneesh Sharma. The film is set in Jaipur and is partly shot in Jodhpur. Actress Parineeti Chopra has shed her bubbly image to play a responsible character in this film. Vaani Kapoor makes her debut in the Bollywood with this romantic comedy. The film is written by Jaideep Sahni and has melodious score by Sachin-Jigar.
