Two killed, 10 injured in mishaps

Two persons were killed and 10 others injured in separate road accidents across the Kashmir valley since Tuesday evening, the police said. A Santro car driven by Fayaz Ahmad Bhat of Khwajabagh, Maloora, hit a motorcycle at Maloora, Srinagar. This resulted in the death of motorcyclist Ghulam Qadir Malik of Malikpora, Hajin, on the spot. A case was registered at the Parimpora police station.

JKSMA to hold Open Kashmir Rafting Challenge to select team for nationals

The J&K Ski and Mountaineering Association (JKSMA) will hold the Open Kashmir Rafting Challenge to select the state team for the Col. BS Sandhu Memorial Rafting Championship to be held on the Sutlej in Himachal Pradesh from November 2-9.

Minister reviews functioning of hospitals

After inspecting work culture of Nowshara Sub-District Hospital, Minister of State for Health Shabir Ahmad Khan yesterday attached its storekeeper Mehnder Singh with the District Hospital, Rajouri, for his failure to not maintain records of drugs supplied. He also imposed a fine of Rs 500 each on five para-medical staff members of the hospital for indiscipline.

Man falls off walnut tree, dies
Srinagar, September 4
One person was killed after he fell off a walnut tree in Anantnag district of south Kashmir, a police spokesman said here today. Mohammad Ashraf Check fell off a walnut tree at Behram Sahib in Khanabal and died on the spot. The body was handed over to his family after completing legal formalities. In a similar incident, 42-year-old Abdul Ahad Bhat fell off a walnut tree at Khanpora in Anantnag, the spokesman said. He was taken to the District Hospital in Anantnag, where his condition was reported to be stable. — TNS

Valley gets ready for Haj
Preparations in full swing; pilgrims busy shopping, visiting kin

As the first Haj flight is scheduled to depart from the Srinagar international airport on Saturday, preparations among intending pilgrims and their families are on in full swing these days. Intending Haj pilgrims these days are seen shopping for the pilgrimage and visiting their next of kin. At the same time, they and their relatives are busy making preparations for feasts usually thrown a day before the pilgrims leave for Saudi Arabia.

“Pilgrims usually buy ahram (white clothing worn during pilgrimage), sandals and waist bags before embarking on the pilgrimage. Pilgrims also take leave from their relatives and friends prior to the pilgrimage,” said Haji Mir Abdul Hamid of Batamaloo.

Intending pilgrims can usually be seen shopping at Maharaja Bazaar and Solina areas and the shopkeepers there do brisk business ahead of the pilgrimage.

Wazwaan (traditional Kashmiri cuisine) and tea are usually served to guests who come to see off pilgrims at their respective households before they leave for Haj House at Bemina, from where they proceed towards the airport.

Haj is among the five fundamentals of Islam and every believing Muslim aspires to perform the annual pilgrimage at least once in a lifetime.

The departure of intending Hajis in the Valley is a joyous occasion as the next of kin can be seen thronging the residences of the respective pilgrims. Relatives, friends, colleagues and neighbours can be seen pouring in at the house for at least a week once a Haji returns home.

The government has already announced that outward Haj flights from here will start operating from September 7. The last flight is scheduled to leave on September 23 and 8,664 pilgrims of the state are scheduled to perform Haj this year.

An official said there would be two daily flights with a capacity of 275 pilgrims that would operate directly from Srinagar to Madina Munawara.

He said flights from Saudi Arabia carrying Hajis back would operate from October 20 to November 5. Chief Minister Omar Abdullah had recently chaired a meeting to review arrangements for the pilgrimage this year.

Chief Minister Omar Abdullah today laid the foundation stone of the Rs 10 crore two-phase building complex for a residential football academy at Ushkara, Baramulla, 55 kilometres from here. Omar described it an path-breaking event in the development of sports, particularly football, which had remained the most popular sports discipline in the Valley for a long time.

"The talent in sports in Jammu and Kashmir is second to none and the government has taken necessary measures to provide an opportunity to the youth to prove their sports ability at the national and international levels and win laurels for the state," the Chief Minister said.

Omar Abdullah said the establishment of a football academy by the Jammu and Kashmir State Power Development Corporation as its corporate sector social responsibility, would catapult football activity in the state, particularly Baramulla district, where people were fond of football.

The Chief Minister said players would be provided training at a young age to sharpen their playing skills and help them excel in this field. He said the government had given due attention to the development of sports in the state and a network of sports grounds and stadia were being developed in all districts of the state. He said the programme would be given further impetus.

Omar urged the youth to take part in sports activities and bring Jammu and Kashmir on the sports map of the country. He said the state government would provide all possible help to sports organisations and sportspersons to realise their objectives in the field of sports.

Minister for Sports and Youth Welfare Taj Mohi-ud-Din listed the measures the government had taken to give a fillip to sports activities in the state. He said a Rs 18 crore sports facility was under execution in Baramulla district at present.

He thanked the Chief Minister for laying the foundation stone of the football academy and said it would prove to be highly beneficial for the game and football players. Legislator and provincial National Conference president Nasir Aslam Wani was present.

Bar Association goes to the polls today
Lawyers urged not to appear in court

The Bar Association is all set to go to the polls tomorrow. Lawyers will decide the fate of the 11 candidates who are in the fray for five posts of the executive body of the Bar Association. The elections are to be held for electing the president, the vice-president, the general secretary, the joint secretary and the treasurer.

The term of the incumbent Bar executive ended on August 31. After the scrutiny of papers, 782 lawyers have been declared eligible to vote for electing the new Bar office-bearers.

While publishing the list of candidates who are in the fray, the Bar election commission said in a statement that none of the candidates had withdrawn his nomination papers till September 2, which was the last date for withdrawal of nomination papers.

Two candidates are in the fray for the post of president. They are Mian Qayoom, who has previously held the post for more than a dozen occasions, and GN Shaheen, who has previously held the post of Bar general secretary under Qayoom on several occasions.

For the post of vice-president, the candidates who are in the fray are Ajaz Bedar, Bashir A Dar and Mushtaq A Pandit. For the post of general secretary the contest is between incumbent M Ashraf Dar and Abdul Majid Jahangir.

For the post of joint secretary, Ajaz A Dar and Anwar-ul-Islam Shaheen are in fray. For the post of treasurer, the contest is between Bilal Ahmad Wani and Sheikh Haroon Rashid.

The Bar election commission has requested the member lawyers to abstain from appearing in court on September 5 in view of the Bar elections.

"The election commission has decided to request all lawyers to abstain from appearing in court on the date of the elections. The Chief Justice and other High Court Judges should be conveyed the decision of the commission," the commission said in a press note issued here.

Residents protest police inaction
No trace of missing girl for 15 days

People of the Dooru Shahabad area here in Anantnag district today staged protests against the alleged police inaction in tracing a kidnapped minor girl. Protests erupted after news spread that the girl had been found dead in the RS Pora area of Jammu, which later turned out to be a hoax.

According to reports, the girl, a class XII student, went missing from her house at Nodura village of Dooru around 15 days back.

The family alleged that the girl had been kidnapped by Jamshet Raja of RS Pora in Jammu, a street vendor who sold cloth in the Dooru area.

Police reports said a case under Sections 363 and 109 of the RPC had been registered at the Dooru police station against Raju for kidnapping the girl.

People came out in large numbers in the Dooru area and protested against the police for inaction in the case. “It has been almost 15 days since we lodged the missing person report and nothing has been done to trace the girl,” the family of the girl alleged.

The agitated people were pacified after senior police officials of the district visited the spot and assured the people of speedy action in the case.

The police maintained that even though there had been no trace of Raju’s presence in the Dooru area, some facts had been established after analysing telephonic conversations.

“We have deputed a team of police officials to Jammu and the girl's uncle is accompanying the team,” said Anantnag SSP RK Jalla.

“The accused in the case is absconding from his house in Jammu for the last 10 days,” Jalla said. He added that he was in close contact with the police in Jammu. “I hope that we will be able to crack the case soon,” he said.

Declare public authority: PDP to Omar

The opposition People's Democratic Party (PDP) has expressed concern over Chief Minister Omar Abdullah's support for bringing political parties under the ambit of Right to Information Act (RTI), saying that such utterances were meaningless unless facts were known about the wealth amassed by the top leaders of the National Conference.

Naeem Akhtar, chief spokesperson, PDP, said nobody was knowing the factual position about the money being given to the NC top leaders in lieu of MLC seats and Haji Yousuf's death removed the lid off from all such corrupt practices only partially. He said if the NC was really sincere about the transparency and accountability, it should declare itself as a "Public Authority".

He said people wanted to know about the illegal financial dealings taking place within the ruling party. "Will the party provide all such information under the RTI Act to the people of the state? Has the amount collected from various characters involved in the episode been returned to them"? Akhtar questioned. He said the party should come clean on all these issues and the source of wealth of the top leadership.

Akhtar alleged that NC-led government weakened the J&K RTI Act-2009, by amending its rules last year in September. "The government has rendered the State Information Commission toothless by clipping the powers of Chief Information Commissioner (CIC) and also degraded the rank and status of the Secretary, State Information Commission, who under the previous RTI rules could only be appointed, if he was in the grade of a Special Secretary to the J&K government," he said. — TNS

An unidentified woman was injured when an unidentified vehicle hit her near Hyderpora, Srinagar. The injured was shifted to the JVC Hospital, Bemina, Srinagar, where she succumbed to her injuries.

The body was kept at the mortuary room of Pantha Chowk for identification. A case was registered at the Sadar police station.

Five students were injured in a road accident in Ganerbal district on Tuesday evening. The police said a tipper collided with a school bus at Baroosa, Ganderbal.

This resulted in injuries to five students, Itizqa Majid, Zahid Zahoor, Noorian Tariq, Zahida and Kamran Rashid residents of Safapora. The injured were taken to District Hospital, Ganderbal. A case was registered at Kheer Bhawani police station.

A Tata Sumo hit five-year-old girl Bazila Fayaz of Shangus, Anantnag. The injured was taken to a hospital for treatment. Four persons were injured in two separate road accidents at Dialgam in Anatnag and in Handwara.

JKSMA to hold Open Kashmir Rafting Challenge to select team for nationals

Srinagar, September 4
The J&K Ski and Mountaineering Association (JKSMA) will hold the Open Kashmir Rafting Challenge to select the state team for the Col. BS Sandhu Memorial Rafting Championship to be held on the Sutlej in Himachal Pradesh from November 2-9.

At its executive committee meeting held yesterday, the members of the association were informed that the JKSMA had asked the government to transfer the unused assets lying with the Tourism Department to the association. The Tourism Department is considering the proposal.

With a view to promote white water sports, the JKSMA has recently organised a river rafting training camp at the Sindh, Sonamarg, in which 170 students and teachers of Green Valley Educational Institute participated.

The participants were taught paddling, rescue work, life saving, river features, rapid grading and competitive events. The main aim of training the youth was to inculcate a spirit of water sports among them and to raise rafting teams for future local, national and international championships.

The training was imparted under the supervision of Muhammad Yusuf, retired Kashmir University Aquatic Coach and Rauf Tramboo, general secretary of the JKSMA.

Shabir also paid a surprise visit to Sub-District Hospital, Sunderbani, and Primary Health Centre, Seri, to review the functioning of these hospitals. During the inspection, the minister directed the authorities concerned to ensure all facilities to the patients and pregnant mothers and neonates. He underscored the need of proper sanitation in and around the hospitals.

He instructed the authorities concerned to regularly hold RKS meetings in consultation with local MLAs for arranging repairs and purchase of day-to-day essential items for the use in the hospitals.

He called upon the medicos and para-medicos to remain punctual to their duties for convenience of the patients. He cautioned that any complaint received from the people about non-punctuality of the hospital staff should be dealt with by initiating stern action.

Panel set up, to report within week
To examine issue of selection of teachers for Kupwara district and its quashing

The state government today constituted a committee headed by the Advocate General to examine the matter pertaining to the selection of teachers for Kupwara district, its quashing by a single Bench and then a Division Bench of the High Court and the application of non-selected candidates for appointment.

An official spokesman said in a press note that the Secretary, General Administrative Department, the Secretary, Law, Justice and Parliamentary Affairs, and the Chairman, Service Selection Board, would be the members of the committee. He said the committee had been told to submit its report within one week.

In June, the state government had sought a review of a verdict by a High Court Bench which had upheld the quashing of the Kupwara teachers' selection list.

Upholding the ruling of the single Bench which had quashed teachers' selection for Kupwara district in December 2012, a Division Bench of the High Court comprising Justice Hasnain Massodi and Justice Ali Mohammad Magrey directed the Service Selection Board on May 14 to constitute a district- level selection committee to conduct afresh the interviews of the candidates who had responded in pursuance of the advertisement.

Before complying with the said directions, the state government and the board had chosen to file a review petition against the High Court verdict.

Lone warns against vested interests

Minister for Higher Education Mohammad Akbar Lone today said the socio-economic condition of the people would be uplifted through the launch of welfare schemes and development projects in various areas of the state.

The minister was addressing a largely attended public gathering at Sumbal. He urged the people to extend their whole-hearted cooperation to the government and weigh the policies and programmes of the government on the basis of performance.

He warned the people against falling prey to the propaganda of vested interests and communal forces which were hell bent on disturbing the peaceful atmosphere of the state. He urged the people to put in their efforts for the betterment and transformation of society and eradication of social evils.

The minister sought the cooperation of the people for completing the development projects which were under execution. He said peace was a prerequisite for the development and prosperity of the state, adding that the cooperation of the people was vital in this regard.

Inter-zonal tournament for U-19 girls begins

The district-level Inter-Zonal Tournament for U-19 girls (kabaddi and kho-kho) today began at Government High School, Kambal Danga, Reasi. Reasi Block Development Officer Tina Mahajan was the chief guest and Romal Singh, Headmaster Govt High School, Kambal Danga, was the guest of honour.

In her address, Tina Mahajan encouraged the girls to take active part in sports and work hard to overcome the evils of society with their will power.

The tournament was organised under the supervision of Swaran Singh Chib, District Youth Services and Sports Officer, Reasi.The matches were officiated by the Technical Committee constituted by the District Youth Services and Sports Office, Reasi.

Meanwhile, in kabaddi final, the Reasi Zone defeated the Pouni Zone by seven points. The final scores were 38-31.

In kho-kho final, the Arnas Zone beat the Reasi Zone by five points (11-6). — TNS

Bhartiya Gujjar Mahasabha state president Ishfaq-ur-Rehman Poswal yesterday submitted a petition before the Chairman, National Commission of Scheduled Tribes, regarding the adaptation of Maharashtra model in utilising the Tribal Sub Plan (TSP) funds of J&K.

He requested the commission to dispose of the petition, pertaining to the scheduled tribe (Gujjar Bakarwal) of J&K expeditiously. The petition envisaged issues like granting of representation of scheduled tribe (Gujjar Bakarwal) in the Legislative Assembly, Legislative Council, Lok Sabha and Rajya Sabha in accordance with the representation already granted to Scheduled Caste of J&K. He also demanded establishment of full-fledged directorate of tribal affairs and creation of ministry of tribal affairs in the state. — TNS

Badminton meet from September 9

The 28th Jammu District Badminton Championship will be held from September 9 to 12 at the Indoor Sports Complex, MA Stadium. A meeting of the association was held under the chairmanship of Subhash Sharma in this regard.

All shuttlers have been directed to deposit the entry fee to coaches Satpal Sharma, Vikram Jamwal and organising secretary Som Raj Gupta.

The association has also decided that the entries for U-10 and new participants in all the events will be accepted with the date of birth certificate only. The last date to deposit the fee is September 8 till 5 pm. No late entry will be entertained.
