The Land Acquisition Department with the help of the local police today got vacated 1,650 square yards of land at Dashnami Akhara near the Durgiana Temple complex from over 70 tenants who had been living there for years. The deadline of the notice to vacate the land has come an end. In a three-hour-long drive, which started at 6 am, officials of the Punjab State Power Corporation Limited (PSPCL), fire brigade, Amritsar Improvement Trust (AIT) and police department participated.

Officials allegedly added 1,100 votes to the voters' list after last date of filing of nominations

Deputy Commissioner-cum-Presiding Officer of the Election Tribunal has directed the Additional Deputy Commissioner (ADC) to prepare a report on the alleged criminal dereliction of duty by the Returning Officer (RO) and Electorate Registration Officer (ERO) during polls from ward number 49 of the Municipal Corporation.

He has asked the ADC to further report the matter to the State Election Commission and the Punjab government for taking appropriate legal and disciplinary action against them for rendering huge expenditure on elections waste and acting in a malafide manner.

The Deputy Commissioner had earlier set aside the election of BJP Councillor Ram Chawla. Ram Chawla is the son of senior BJP leader and former chairman of the Water Supply and Sewerage Board.

The order reads, “The entire process and expenditure has been rendered useless due to the improper conduct of the Returning Officer (RO) and Electoral Registration Officer (ERO). They are squarely responsible for wastage of resources of the state due to their acts of commission and omission.”

The election was challenged by independent candidate Naresh Kumar Mehta on the grounds that at least 1,100 votes were added to the voters’ list from the constituency after the last date of filing of nominations. He had alleged that the votes were added two days before the elections.

Kanwar Pahul Singh, legal counsel to the petitioner, said, “These 1,100 votes were added on June 7, 2012, while the election was due on June 10. None other than the BJP candidate was in possession of the newly added votes and it was a disadvantage to the rival candidates.”

The counsel to the petitioner further said, "As per the norms, all the candidates are required to be given the copy of electoral rolls of their constituency after the last date of filing of nominations and no new votes could be added after that day."

Deputy Commissioner-cum-Presind Officer Rajat Aggarwal confirmed the development. He said the Returning Officer could not provide a justification about the addition of new votes after the last date of filing of nominations. He said the altered electoral lists were not given to the candidates.

Shopkeepers hold protest against bus operators over blowing pressure horn

The owners of shops near the interstate bus terminus today staged a protest against the bus operators over using pressure horns after a local resident sustained injuries this afternoon.

The mishap occurred when the victim's husband, Joginder Singh, lost control over the two-wheeler after a private bus blowing pressure horn came dangerously close to them. Joginder, a resident of Chowk Baba Bhori Wala, said he got puzzled by the sound of pressure horn and lost control over his vehicle. His wife Nirmal Kaur broke her leg and also sustained injuries on other body parts.

The couple was returning from a hospital after meeting their relative. Enraged over this, shopkeepers raised slogans against the bus operators. They also criticised the police which has turned a blind eye towards it.

The use of pressure horns is strictly prohibited as per the Motor Vehicle Act. But it is hardly followed by bus and truck operators, especially near the bus stand, causing a lot of inconvenience bedsides leading to accidents.

Navjot Singh Sidhu is regularly seen at comedy shows and is also heard giving cricket commentary. But it is rare to see him taking part in the development of the city

1,650 square yards of land vacated at Dashnami Akhara

The Land Acquisition Department with the help of the local police today got vacated 1,650 square yards of land at Dashnami Akhara near the Durgiana Temple complex from over 70 tenants who had been living there for years.

The deadline of the notice to vacate the land has come an end. In a three-hour-long drive, which started at 6 am, officials of the Punjab State Power Corporation Limited (PSPCL), fire brigade, Amritsar Improvement Trust (AIT) and police department participated.

Land Acquisition Collector Pardeep Sabharwal, also the Additional Deputy Commissioner, oversaw the drive to get the land vacated. He said the possession of the acquired land has been handed over to the AIT for beautification project of the Durgiana Temple. The Land Acquisition Department had issued 68 eviction notices to the occupants of Dashnami Akhara some days back.

He said the acquisition of 2,725 square yards of land under the possession of Akhara was today completed. The department had acquired 1,075 square yards about a year ago.

Before the start of the acquisition drive, the PSPCL officials cut off the power line to the locality and the water supply department stopped the release of water to pave way for smooth demolition process.

Officials of the Land Acquisition Department, backed by about 70 police personnel, arrived in the morning. As many as 20 women police personnel, a medical team and fire tenders were present to meet any on the spot situation.

However, the entire acquisition drive concluded peacefully.

Sabharwal thanked the the district administration, police, PSPCL and Health Department in helping a peaceful conduct of the drive.

The land has been acquired under the Durgiana Beautification Project, Phase-II, which is expected to be finished before the end of this year. The AIT plans to build a "joda ghar" and landscape over 2,725 square yards of land.

A multi-storey commercial complex being raised under the phase-I would be completed this month and the shops would be handed over to traders in October.

The third phase of the project, envisaging beautification of the surroundings of the temple, would see demolition of shops, houses and structures on the left side of the Durgiana Temple (at its post office entrance) up to the crematorium. This would widen the approach road to the Durgiana Temple, which would further felicitate smooth operation of battery-operated cars. Besides, an open-air theatre and auditorium would also be constructed there.

Since majority of the tenants did not qualify the norms set by the Land Acquisition Department for being eligible for compensation, the Shri Durgiana Committee came to their rescue after the intervention of Industry Minister Anil Joshi.

Durgiana Committee office-bearers said the compensation was being released as per the award announced in May 2008 and only to those whose names figured in the list prepared by the government department concerned and seven other persons who possessed kiraynama (tenant agreement) but their names did not figure in the list.

The entire compensation amount was calculated at Rs 35 lakh and the first group of 21 tenants had been paid.

Amritsar Improvement Trust (AIT) Chairman Sandeep Rishi, Superintending Engineer Bharat Bhushan Sharma, Executive Officer Jiwan Bansal also took part in the drive.

Teachers without salary for 3 months

Inordinate delay in the release of salary to teachers of government schools and funding to the ambitious mid-day meal scheme have forced them to go under debt.

It is learnt that the teachers have been unpaid for the past three months and they have been footing the mid-day meal expenses from their pocket as well. It is a double blow to them.

This points toward precarious economic health of the SAD-BJP coalition government as teachers of the government-aided schools have been waiting for their salary for the past six months.

However, government school teachers complain that they were more hit as they have to facilitate mid-day meals for schoolchildren.

A teacher on condition of anonymity said they were not only forced to spend on their own but have to seek help from near and dear ones to run the scheme.

In Amritsar district, the government incurs about Rs 1.23 crore a month to provide mid-day meals to nearly 1.60 lakh students. The government has arranged 1,275 LPG connections and engaged 2,500 cooks for the same.

The Central assistance under the mid-day meal scheme to an upper-primary class student was Rs 5 per meal while it was Rs 3.34 per meal to a student of the primary class. This includes cooking of ration and fuel cost.

The Union Government launched the scheme, also known as the National Programme of Nutritional Support to Primary Education, on October 2, 1995.

Social outfits seek arrest of Dabholkar’s killers

Various social outfits today staged a protest seeking arrest of persons behind the killing of rationalist Narendra Dabholkar some days ago in Maharashtra.

Members of the Tarksheel Society, Jamhoori Adhikar Sabha, Jamhoori Kisan Sabha, Punjab Kisan Sabha, Punjab Pharmacist Association, Kendari Punjabi Lekhak Sabha, Kisan Sangarsh Committee, Lok Morcha Punjab, Virsa Vihar Society, Punjab Students Union and Punjabi Sahit Sabha took part in the protest march.

Holding banners and raising slogans, the agitators started the march from Virsa Vihar and ended at the Jallianwala Bagh.

Later, they went to the office of the Deputy Commissioner to hand over a memorandum addressed to the President, Pranab Mukherjee.

They stated that it must be the top priority of the government to unearth the people and group involved in the killing of Dr Dabholkar. They said Dr Dabholkar had been relentlessly waging a struggle against superstitions and ignorance in society.

They demanded that the perpetrators of the crime must be given exemplary punishment by conducting an impartial and high-level probe in the case, existing laws against superstitious activities must be strictly implemented and new required laws must be enacted and self-styled god men claiming occult powers must be brought to book to end exploitation of gullible people, action against media houses displaying advertisements of self-styled god men claiming occult power and magical remedies be banned under the Magical Remedies Act.

Unauthorised colonies: Deposit requisite fees to evade action, developers told

The local municipal corporation has asked residents and developers of unauthorised colonies to get the same regularised by depositing the requisite fees as soon as possible to evade action.

Mayor Bakshi Ram Arora said the residents were required to deposit the fees within 45 days from August 21. A meeting of the officials to organise camps in the city to create awareness about the policy and procedure was held today.

Arora said a concession of 5 per cent would be given to those who would deposit the requisite fee before the due date in one go.

He said failing to abide by the guidelines would result in disconnection of electricity, water and sewerage connections.

The Mayor said illegal constructions might also be demolished after the due date.

He said more information about the fees and procedure could be collected from the office of the Town Planner, Guru Nanak Bhawan.

The Mayor said in future developers of unauthorised colonies could be sentenced to an imprisonment of up to seven years with a fine of Rs 5 lakh.

Earlier in a meeting of MC officials and councillors, the officials rued that elected representative’s did not let them do their routine duties.

The officials claimed that whenever they issue a challan to a defaulter for violation of laws, the local councillors intervene in the matter.

The Mayor added that he had already instructed all councillors to not to interfere in the works of officials. Officials too have a duty to work hard and not to make excuses for their own failures.

Commuters faced hardships due to the protest. Later, traffic police personnel managed to convince the agitators to lift their protest, which normalised the traffic.

GND varsity bags MAKA Trophy for 22nd time

Guru Nanak Dev University organised a special function here today to celebrate the victory of Maulana Abul Kalam Azad (MAKA) Trophy for the 22nd time.

The university has got this trophy for the year 2010-11. The function was organised by the department of sports of the university at the Guru Nanak Bhawan Auditorium.

President Pranab Mukherjee presented the MAKA trophy to Vice-Chancellor AS Brar and Deputy Director (Sports) HS Randhawa for university’s all-round best performance in the field of sports in a ceremony held at the Rashtrapati Bhawan recently.

Dr Randhawa presented a detailed report about the achievements of the university in the field of sports.

Dr Brar, while congratulating the sportspersons, lauded the contribution of Dr Kanwaljit Singh.

The MAKA trophy was instituted in 1956-57 as a running trophy by the Ministry of Education, Government of India.

Guru Nanak Dev University started its participation in inter-university and other tournaments in 1972.

Dr Brar said the credit for this achievement goes to the university as out of the 41 years of its actual participation, it had won this trophy for a record number of 22 times, claimed runners-up position 14 times and attained the third position two times.

SI held on theft, corruption charges

The city police has arrested a Sub-Inspector, Nishan Singh, who was posted as in charge, Civil Lines police station, on charges of theft, wrongful restraint and corruption while it has also shifted the SHO, NRI police station, to the police line for dereliction in duty.

Jatinder Singh Aulukh, Police Commissioner, has confirmed the developments.

The police has registered a case against Nishan following the complaint of Harbhej Singh, a resident of Sur Singh village in Tarn Taran, who was allegedly misbehaved and robbed by the accused twice on the pretext of checking the vehicle.

The victim told the police that he and his father and mother (both NRIs) had been coming from the Sri Guru Ram Dass International Airport on July 26 when they were stopped at a check post falling under the Civil Lines police station.

He alleged that the accused took out a sword, a laptop and a mobile phone from their car. They were allowed to go only after the intervention of ruling party MLA Virsa Singh Valtoha and were being harassed to dole out some money.

He alleged on July 24 when his sister had come from Hong Kong with her brother-in-law and father-in-law, the accused extorted Rs 1,000 from them.

According to police sources, the family had filed a complaint with the then Police Commissioner, who had forwarded the complaint to the NRI police station.

It has been learnt that Amrit Swarup, SHO of the police station, marked the enquiry to an Assistant-Sub Inspector without considering the seriousness of the crime. Moreover, an ASI could not investigate the case filed against his senior officer, therefore the matter continue to linger on before the victims approached the Chief Minister during the Sangat Darshan programme.

Aulukh said investigations revealed that Amrit Swarup made the victims to reach on a compromise. Therefore, he has been transferred to the police line on disciplinary grounds.

A case under Sections 379, 341, IPC, and 7 of the Prevention Of Corruption Act as been registered against Nishan who has been brought on police remand.

Youth booked on rape charge

A girl was allegedly lured into a physical relationship on the pretext of marriage by a local youth who has been booked by the Ram Bagh police on rape charge.

His parents were also booked for allegedly being a part of the crime.

The victim in her statement to the police alleged that the accused came in contact with her as they used to go to the Golden Temple together.

The accused identified as Amrinder Singh belongs to Rasulpur Kalar village and the victim is a resident of Guru Teg Bahadur Nagar in Mohkampura.

She alleged on July 5 the accused took her to his house when he was alone where he made advances to her, adding that he repeated these acts after taking her to different places during their meetings.

On August 23, he took to his home and introduced with his parents who agreed to their marriage, she alleged.

She said she also talked with her family in this connection and the latter also went to the Amrinder's house where their marriage was finalised.

She alleged that the marriage was scheduled for August 26 at Gurdwara Shaheed Baba Deep Singh.

However, the boy’s family did not turn up at the gurdwara. The accused even failed to respond to their phone calls. When the girl’s family enquired about the matter, they found that the accused had fled away from his house.

Gurbaljit Singh, investigating officer, said a case under Sections 376 and 120-B, IPC, has been registered against the accused in this regard while no arrest has been made so far.

Besides Amrinder, the police has also booked his father Balwinder Singh and mother Baljit Kaur in the case. — TNS

The police has arrested all of them and registered a case. They have been sent to one-day police remand.

The Sadar police received a tip-off that a policeman had intercepted a vehicle carrying a horse near Majitha Road bypass. The police caught hold of them.

Preliminary investigations revealed that Sandeep Singh and Jasbir Singh, both residents of Escort Avenue, were posing as ASI and journalist respectively. They were extorting money from Dalbir Singh, Akashdeep Singh and Jit Singh, all residents of Attari.

The 'victims' told the police team that the duo was demanding Rs 50,000 from them. Sadar police station SHO Joga Singh said Dalbir, Akashdeep and Jit Singh had stolen a horse about 10-days ago and were going to sell it in the market.

After a heated exchange over the payment of salary to a watchman, a shopkeeper today opened fire in which two persons were seriously injured at Diyal Bhadang village in Ajnala.

The police has arrested the accused, identified as Harbhajan Singh, a resident of the same village and confiscated the weapon.

A case under Section 307 of the IPC and 25/54/59 of the Arms Act has been registered against him.

Reports said Harbhajan Singh, a resident of Gorenangal village, used to run a shop selling animal feed and fertilisers at the Diyal Bhadang bus stand. He along with several other shopkeepers had kept Bachan Singh, a handicap, as security guard. The police said on Tuesday Bachan went to Harbhajan's shop where he entered in a verbal dual with him over the issue of payment of salary. Harbhajan allegedly abused and physically assaulted Bachan. Bachan along with his nephew Gurdial Singh today went to Harbhajan's shop where the latter opened fire after a heated argument with them. Bachan and a shopkeeper who intervened got injured in the incident. Bachan's condition is stated to be serious.
