Over 900 govt houses declared ‘dangerous’

Eight-year-old girl raped by neighbour
New Delhi, September 1
An eight-year-old girl was allegedly raped by a 21-year-old youth who lived in her neighbourhood in South East Delhi, said a police official. The child was playing outside her house yesterday when her neighbour, Mohsid, lured her to his rented accommodation in the Jaitpur area.

Over 900 govt houses declared ‘dangerous’
As many as 4,480 houses in disrepair, according to CPWD

More than 900 central government houses in Delhi have been declared 'dangerous' by the Central Public Works Department (CPWD) while another 4,480 houses are in a dilapidated state.

As many as 328 houses or flats in the Capital which have been declared dangerous by the CPWD are in Mohammedpur, while another 304 are on Kali Bari Marg, considered to be placed in the heart of the city.

Ninety houses that have been declared dangerous are in the adjacent areas of Arambagh and Chitra Gupt Road, while another 70 are on Probyn or Lancer Road. There are 67 dangerous houses in the Minto Road complex and 20 in Kasturba Nagar. Lodhi Colony, Lodhi Road complex, East Kidwai Nagar, Lakshmi Bai Nagar, Sarojini Nagar and Andrews Ganj happen to be other colonies where government residences have been declared dangerous.

The CPWD also told the panel that most of the bungalows in the Lutyens' Zone, where ministers, MPs and who's who of the country reside, have been found unsafe with respect to the latest codes for earthquake-resistant structures in a survey.

It said that the Urban Development ministry is aware of the matter and it is proposed to take up redevelopment of these bungalows in a phased manner.

As per the details, nearly 2,28,050 square metres of CPWD land has been illegally occupied in Delhi while it's around 24,390 sq m in Mumbai. In Kolkata, the number of encroachments is two, occupying 53,917 sq m.

Two encroachments in Sikkim have held an area of 2,100 sq m.

Mumbai comes the second with 704 dilapidated houses according to the details provided by the Central Public Works Department (CPWD) to a parliamentary panel.

The central agency has also revealed that the number of dilapidated houses in Kolkata is 40 and there are eight such houses in Nagpur.

In Himachal Pradesh, nine encroachments have held CPWD land measuring around 2,274 sq m.

CM distributes grain under Food Security Scheme

Delhi has become the first state today to implement the Food Security Scheme when Chief Minister Sheila Dikshit started the distribution of the highly subsidized foodgrain to eligible female heads of the identified families.

She distributed the foodgrain to the females at Lakshmi Bai Nagar, South Kidwai Nagar, Krishnamenon Marg and Sangli Apartment at Copernicus Marg in New Delhi district.

The city government had initially identified 32 lakh people from the BPL, AAY, JJC and RCRC card holders. The process of reaching out to the remaining 41 lakh people is on and they are being issued the new food security cards.

Dikshit stated that her government is committed to covering all 73 lakh people under the Food Security Programme by January next year as the parameters for identification of the beneficiaries have been meticulously finalized.

She described the programme as the largest one in the world. The programme would go a long way in overcoming hunger and alleviation of poverty across the country, apart from enhancing the status of women. The 67 per cent population of the country is to be covered to provide them the legal right to food.

Under the distribution wheat at Rs 2 per kg and rice at the rate of Rs 3 per kg and coarse grain at the rate of Re 1 per kg are being provided.

Like in the last assembly elections, Chief Minister Sheila Dikshit is pulling out all the stops to win again as she along with her cabinet colleagues has started addressing the rallies and public meetings all over, reminding the electorate of the development work done by her government during the last 15 years.

The Chief Minister is concentrating in the rural and slum areas keeping in mind that the extended lal dora area and the policies framed for slum dwellers will attract the electorate towards the Congress in the election.

During the last one month, the Chief Minister has addressed four rallies at Kanjhawla, Wazirpur, Burari and Sangam Vihar and in each rally, she gave an account of the achievements of the Congress government in Delhi.

In this election to be held in November, the Chief Minister is concentrating in rural and slum areas from the very beginning, keeping in view that the Aam Admi Party (AAP) may make dent in the Congress vote bank, said a senior Congress leader in Delhi.

The Chief Minister in her address to the people has made a special mention of the amendment to Section 81 of the Delhi Land Reforms Act 1954 that had facilitated the extension of lal dora in villages. She also explained how the Food Security Scheme will benefit the poor people living in slums and jhuggi clusters.

She assures every citizen of piped water if the Congress is voted to power again.

In Kanjhawala, Wazirpur and Burari, the Chief Minister talked of the low-cost housing in the industrial areas developed in Bawana and Najafgarh and the low-cost houses being constructed for labourers.

To attract woman voters and giving a message on women's safety, the Chief Minister mentions the action taken against the culprits of December gangrape case.

During the last 15 years of the Congress government rule, as many as 143 bills have been cleared by the Legislative Assembly, she said.

Comparing the power situation during the BJP government from 1993 to 1998 and the Congress government from 1998 to 2013, she said, "Now we have 24 hours of power supply at the cheapest rate."

While addressing the people in unauthorised colonies, the Chief Minister does not forget to mention the government's announcement on regularising 885 unauthorised colonies and construction of roads, drains and sewer lines.

Listing the number of achievements in public rallies, she mentions red and green low-floor buses, construction of roads, flyovers, stadiums during the Commonwealth Games. She also explains the third phase of Metro network.

Sources said that in the coming days, the Chief Minister plans to address public meetings in the Muslim-dominated areas where the fee reimbursement schemes of the Delhi government will have a special mention as thousands of students of the minority community have benefited from these schemes.

DUSU poll activities to be recorded

With a view to ensuring free and fair Delhi University Students Union (DUSU) polls, the university administration has decided to install CCTV cameras, besides hiring commercial videographers to record election activities.

A slew of measures for the upcoming DUSU polls was decided during a meeting of the appointed election and returning officers which was chaired by Vice-Chancellor Dinesh Singh.

The Election Officers shall videograph all the activities related to the polls. "CCC TV cameras will also be installed at the gates of the colleges and outside and inside the room where voting is taking place," said Ashok Vohra, Chief Election Officer, DUSU Elections.

The DU Chief Election Officer also said that he has written to political leaders such as Sonia Gandhi, Rahul Gandhi, Rajnath Singh, Prakash Karat and Brinda Karat to ensure that the student groups follow the code of conduct of the Lyngdoh Committee Report.

Vohra said entry to a college on the day of elections will be limited to only bona-fide students of that college and on production of their identity cards. Candidates will also have to take prior permission of the principals for campaigning in colleges.

A candidate campaigning in a college can be accompanied by two others who are approved by the Election Officer of that college, Vohra said. Issuing strict guidelines on pasting of campaign posters, Vohra said that hand-made posters should be put up at designated places only.

"Photographs of the posters pasted at unauthorised places may be taken and the matter will be reported to the police. Cases will be registered under the Delhi Prevention of Defacement of Property Act, 2007," he said.

Joint Commissioner of Police, DCPs, ACPs, SHOs were also present in the meeting. DUSU elections will take place on September 13.

Metro viaduct to cross over railway line, Modi Mill flyover

The elevated viaduct of the under-construction Janakpuri West-Botanical Garden corridor of the Delhi Metro will pass over the Delhi-Mumbai railway tracks as well as the Modi Mill flyover between the Okhla Phase III and Ishwar Nagar Metro stations.

Between these two Metro stations, which will be located at a distance of about one kilometre from each other, the Delhi Metro engineers are going to encounter two major construction-related challenges, which are crossing the ever busy Delhi-Mumbai railway corridor as well as the two important loops of the Modi Mill flyover, said a DMRC spokesperson.

For crossing the railway corridor, which consists of five tracks, the DMRC is planning to install a steel bridge, as the installation of such a bridge will cause minimal disruption to the railway operations below. This bridge will cross the tracks at a height of about 17 metres. However, the requisite permission for starting construction work over the railway lines is expected soon.

After crossing the railway tracks, the viaduct will also pass over two loops of the Modi Mill flyover which lead to the two sides of the Mathura Road (towards Ashram and towards Badarpur). The construction work over both these crucial loops will be carried out without causing any disruption to the flow of traffic below, said the official.

The construction work of this portion of the viaduct has already been started. While work on the construction of the piers near the flyover are almost over, the launching girder to be used for the launching of the segments has also started work about a fortnight back. The construction of the viaduct over these two loops of the Modi Mill flyover is expected to be completed by the end of October.

"As the alignment of the corridor is passing along the Modi Mill flyover, the area available to the engineers for constructing the viaduct is also very narrow. Despite such space constraint, the Modi Mill flyover has been made available for traffic," the official said.

The Janakpuri West-Botanical Garden corridor of Delhi Metro's Phase III is 36.5 km long with 24 stations. The construction work of the entire corridor is currently in progress and the work is expected to be finished by the end of 2016.

Eight-year-old girl raped by neighbour

New Delhi, September 1
An eight-year-old girl was allegedly raped by a 21-year-old youth who lived in her neighbourhood in South East Delhi, said a police official. The child was playing outside her house yesterday when her neighbour, Mohsid, lured her to his rented accommodation in the Jaitpur area.

He sexually assaulted her, the official said today.

When the girl cried for help, her mother and other locals rushed to Mohsid's room and found the girl crying. She was taken to a nearby hospital from where she was discharged after treatment, the official added.

After the medical examination of the girl confirmed rape, a case was registered.

The police arrested Mohsid, who works as a labourer in the area. — PTI
