Food supplements promising rapid body growth fail

Sangrur, June 12 However, all the six samples failed to meet norms of the Food Safety and Standards Act (FSSA) during a laboratory test, conducted by Food Analyst, Punjab. The laboratory has labelled these products as misleading (packaging of the product contains misleading statements) or substandard or both. The health authorities maintain that the results of these six samples fall in the category of "failed" samples as per the FSSA. They will now launch proceedings in the court of Additional Deputy Commissioner-cum-Adjudicating Officer, Sangrur, especially designated under the FSSA. The sellers may be fined up to Rs 10 lakh, if it is proved that the product information is misleading and Rs 5 lakh, if the product is found substandard. Dr Surinder Singla, District Health Officer, Food Safety, said the quantity of the total stock of body growth products being sold in the district could not be ascertained. He said it was also possible that the products whose samples were collected were fake. Dr Singla said it had come to their notice that so-called fitness experts and gym trainers had been prescribing such products to youths for rapid body growth. Dr HS Bali, state nodal officer, Food Safety, said a majority of the samples of body growth food supplements were collected from Sangrur district. He said instructions were being issued to all the district health officers to collect a maximum number of samples of such products from their respective areas. Meanwhile, Sangrur Civil Surgeon Dr Subodh Gupta said during past five months, a total of 139 food samples had been collected in the district, of which 23 samples had failed the test while the results of 15 others were awaited.

Chandigarh, June 12 For the purpose, “suitable amendment” is being carried out to the Punjab Affiliated Colleges (Security of Service) Amendment Act, 2007. Taking note of the developments, the Punjab and Haryana High Court has asked the state of Punjab and its functionaries to issue necessary instruction in this regard by June 30. The directions came on a petition filed by Sonam Matharoo against the state of Punjab and other respondents. In the petition placed before the Division Bench of Justice Surya Kant and Justice RP Nagrath, the petitioner had contended that the employees of the unaided/affiliated colleges had not been provided remedy of appeal before the Educational Tribunal constituted under the Punjab Affiliated Colleges (Security of Service) Amendment Act, 2007. As the case came up for resumed hearing, the state counsel told the High Court that a decision in principle had been taken to carry out a suitable amendment to the statute. After the needful was done, the teachers/employees working against unaided posts would have an appellate avenue before the Educational Tribunal. He submitted that a formal notification was likely to be issued within a month. Taking up the matter, the Bench asserted: “We dispose of this writ petition with a direction to the state of Punjab to issue a formal notification by June 30. Needless to say that no sooner the remedy to appeal becomes available, the petitioner shall be
entitled to submit her appeal before the Educational Tribunal, which shall then be decided in accordance with law”. After repeated directions and rap on the knuckles by the High Court, the Punjab Government had set up the Tribunal. The Supreme Court has already made it clear that an Educational Tribunal is required so that the employees working in private unaided as well as aided educational institutions do not have to rush
to ordinary civil courts and may get the redressal of their grievances expeditiously. The government had set up the tribunal in 2008. But while constituting the body, the Punjab Government also notified an amendment whereby all college teachers working against unaided posts were taken out of the jurisdiction of the tribunal. On the other hand, no provision was made in the notification of February 7, 2008, to bring in the teachers working on unaided posts in the recognised schools for adjudication of their disputes pertaining to termination from service or those related to disciplinary action taken by managements.

SGPC jatha observes martyrdom day in Pakistan
Amritsar, June 12 Talking to The Tribune on phone from Pakistan, SGPC jatha head Rampal Singh Behniwal said though the event was to be observed at Gurdwara Dehra Sahib, the ETPB scheduled the jatha’s visit to Gurdwara Panja Sahib. Consequently, a majority of jatha members left for Gurdwara Panja Sahib while a small group managed to reach Gurdwara Dehra Sahib. He alleged that all this was done under a pre-planned plot to keep the jatha away from the event.
SGPC president Avtar Singh Makkar slammed the ETPB and the PSGPC and termed the incident as "shameful". There were also reports that the members of SGPC jatha were not given accommodation at Gurdwara Dehra Sahib. Makkar said they would take up the matter with the Pakistan Prime Minister and Pakistan Punjab Chief Minister. It is pertinent to mention here that the SGPC and the PSGPC are at loggerheads over observing the event as the SGPC observed it today as per the amended Nanakshahi Calendar while the PSGPC will observe it on June 16 as per the original Nanakshahi Calendar.
Behniwal said they had invited ETPB and PSGPC officials for talks over the issue. He said he already had a word with ETPB secretary Khalid Ali and former PSGPC chief Mastan Singh. "I have explained to them the difference between the original and the amended calendar, besides highlighting the need for making amendments to it," he said, adding a formal invitation for talks would be extended to the ETPB and the PSGPC after June 30. ‘Bungling’ in purchase of books, science kits
Chandigarh, June 12 The team, comprising Ranjana Arora, Associate Professor, Secondary School Department, NCERT, Arun Kumar, Under Secretary, Finance, Ministry of Human Resource Development , Gopalan, chief consultant, procurement TSG- SSA, and Subir Shukla, an expert on children's literature, examined the records of the Education Department. The committee members held a meeting with the Principal Secretary, Schools, Anjali Bhawra. Talking to The Tribune, a committee member said they would complete the inquiry in three days. They would examine if procurement procedures, as laid down in the SSA/ RMSA financial manuals, had been followed while purchasing library books and science kits. The inquiry would also take into account the expenditure incurred on these items (books and science kits) and whether the payment procedure was in order. The committee would ascertain whether the quality of science kits was good and whether the library books purchased or shortlisted under the SSA had content fit for children in elementary classes. The committee will reportedly be examining records at the office of the Director General Secondary Education. Congress spokesperson Sukhpal Singh Khaira also had a meeting with the committee members. He had sought time to submit data and supporting evidence against Education Minister Sikander Singh Maluka to prove his involvement in the “bungling.” The committee has agreed to meet a delegation of Congress MLAs tomorrow. Pradesh Congress president Partap Singh Bajwa today thanked the HRD Minister, MM Pallam Raju, for accepting the Punjab Pradesh Congress Committee’s plea to probe "irregularities" in the use of SSA and RMSA funds.

But after the latter retired from politics, the SAD leadership struck a rapport with senior BJP leader Arun Jaitley, now identified with the Modi camp. The SAD, which claims to represent the Sikh minority community in the country, is the only such political party backing the BJP. The SAD leadership was the first to hail Modi's elevation, terming it as a “master stroke by the BJP leadership,” little knowing then that the appointment would create fissures
within the BJP. Now that the crisis in the BJP is over, SAD leaders are relieved. Party spokesman Daljeet Singh Cheema said: “It was BJP’s internal matter and, hence, there was no reason for the SAD to issue a statement in this regard. Pharmacists seeking regular jobs to go on fast from today
Patiala, June 12 Principal Secretary to Chief Minister SK Sandhu, principal secretary, Rural Development, Mandeep Singh Sandhu, and the Director, Rural Development, Dr S Karuna Raju, attended the meeting. The employees have not been working since June 1 and it has affected the functioning of 1,186 health and 582 veterinary dispensaries throughout the state. These pharmacists and class IV employees have been working on contractual basis since 2007. However, the government has not formed a concrete policy for their regularisation despite repeated assurances. In 2007, these pharmacists were directly appointed under rural medical officers and were later brought under zila parishad. They also started getting salary of Rs 7,000. However, even after several years of service, the government, instead of regularising them, has been extending their contracts every six months. Moreover, these employees are demanding a pay scale at par with their counterparts working in the health department. Giving a 10-day ultimatum to the government, committee members Kamaldeep Singh (Amritsar) and Kuldeep Singh Brar (Moga) said, “We will start a chain hunger strike from tomorrow and if the government does not accept our demands, we will be compelled to
hit the road.” “The government has been exploiting us for many years on the pretext of making our services regular. It has not been considering the fact that we do 90 per cent of the work at these dispensaries. We will not accept the extension of contracts now,” said Davinderpal Singh, a committee member.

Weak eyesight fails to blunt her sporting spirit
Moga, June 12 Her mother Jaswinder Kaur, who also suffers from the same disease, is working as a class IV employee in the panchayat department at Kot-ise-Khan town in Moga district. She has always supported her daughter who has just cleared her Class XII from the Vocational Rehabilitation Training Centre, Ludhiana, in first division. But apart from this, Sandeep has an aptitude for sports. With less than 20 per cent visibility, she has won many gold, silver and bronze medals in the national and state-level sports meet for the blind. At the National Sports Meet for Blind held at New Delhi in December 2012, she got a gold medal in the shot-put event besides a silver medal in discus throw and a bronze medal in long jump. In the 2010 national games, she got a bronze medal in discus throw. In 2011, in Punjab State Sports Meet for Blind, she got three gold medals in shotput, discus throw and long jump. She has also got many medals at various other national and sports events for the blind in the last five years. Determination and perseverance are the key factors for her success. "People think that physical disability limits you from doing certain things but I think success comes to those who believe in their strengths," she told The Tribune while sitting at her maternal uncle's house in Moga city. Recalling some of the challenges, she said, "My father, Jagroop Singh, is a truck driver at Kila Raipur in Ludhiana district. All these years, he never looked at us. In the early days of separation, my maternal grandfather supported us. After his death, my maternal uncle brought us to Moga and since then, we have been living here". She said aiming high and making tough decisions, particularly living in a hostel and moving out alone for taking part in sports events, was never easy for her. But she did not lose hope at any stage of her life. Now, she plans to continue her studies aiming to join the civil services and serve society.

Rajpura, June 12 The former Principal of Patel Memorial National College, Rajpura, Dr Sanjeev Kalia, and his accomplice Gaurav Trivedi have under UGC's scanner after the college applied for a grant despite being unauthorised to do so. It also spent Rs 45 lakh of Rs 99 lakh it received of which no details are available. Perturbed, the UGC has warned the college of strict action. “Dr Kalia has misused a grant of Rs 1.05 crore that our college received from the UGC and despite our complaints, nothing has been done even after five months of filing an FIR,” alleged incumbent acting Principal MM Gupta. “I have written to the UGC to take strict action against the accused, so that such
things do not happen again,” said Gupta. As per the preliminary police investigations, Dr Kalia had first sought a grant of Rs 45 lakh in November 2010 and another grant of Rs 54 lakh in January 2012. However, the college could not have applied for both the grants, as it did not have the mandatory status of Colleges with Potential for Excellence. Sources said ever since the fraud came to light, the UGC has delayed the pending grants of the college. Patiala SSP Hardyal Singh Mann said teams had raided many places but both the accused could not be arrested. He said the police was trying to get them declared Proclaimed Offenders through the court. “Once they are arrested, we will be able to comment on the fraud through which 1.05 crore have been usurped,” he stated.

EcoSikh’s green mission for holy city on foundation day

12 "We are confident that our initiative will reinforce the love and care for the holy city," said EcoSikh president Rajwant Singh. He said: "Time has come that we commit ourselves to this important task of preserving Amritsar's glory. The city had a tremendous impact on the country's history in many positive ways and we are sure this will be another great way to inspire and lead the
nation". EcoSikh had launched an Eco-Amritsar campaign in July last year by bringing major stakeholders of the city together to discuss ways and means to improve the city's environment. These included the
SGPC, Khalsa College, Durgiana Mandir, Chief Khalsa Diwan, the Amritsar administration and various educational institutions and major business outlets. A committee of Eco-Amritsar has been formed to implement the five-year Eco-Amritsar 2017 plan. EcoSikh will also hire a full-time official to coordinate this campaign. The plan launched last year focuses on creating awareness to preserve natural resources, engaging the government and NGOs to reduce air pollution, improving city's garbage disposal system and increasing green patches in the city. EcoSikh had also facilitated Amritsar become a founding member of the Green Pilgrimage Network launched at Assisi, Italy, in November 2011.

280 tube wells for kandi region approved
Chandigarh, June 12 He said after a comprehensive study on the irrigation requirements of the area, 280 sites that needed deep tube wells immediately had been identified. Announcing that no delays would be brooked, Sukhbir said it had been decided that 140 deep tube wells would be handed over to kandi area farmers by September 30 and the remaining 140 tube wells would become operational by March 31, 2014. Approving relining of all minors in the state, Sukhbir said the 65-year-old minor irrigation network needed to be strengthened to ensure water to farmers at the tail-end. He said since the past 65 years, the Union Government had not sanctioned money for the maintenance of the canal network. Owing to lack of maintenance, the system had become silted and choked with weeds, reducing capacity to less than 50 per cent. He said the Chief Minister had been pleading with the Union Government to sanction a special package for the 100-year-old canal system of the state which was vital to ensuring food security in the country. But the Centre had not paid any heed to the
pleas. Sukhbir said the Irrigation Department, while tendering projects, should make the construction agency accountable for maintaining the system for the next 15 years. He asked the Secretary, Irrigation, to re-draft the tender documents incorporating this clause. Muktsar, June 12 Official sources said 50,000 hectares of land had been brought under direct sowing across the state and Muktsar topped in it with Patiala and Faridkot districts in the second and third position, respectively. Beant Singh, Chief Agriculture Officer, said: “Farmers in the district have brought 4,000 hectares under direct sowing of paddy and almost 6,000 hectares are expected to be brought under direct sowing of basmati." Applauding the farmers for adopting this environment-friendly technique, Beant Singh said: “There has been a five-time increase in the area brought under direct sowing in the district from last year.” The state government had approved 10 clusters of 100 hectares each to motivate other farmers.
“The state government will give Rs 7,500 per hectare to farmers to bring more area under direct sowing of paddy in these clusters,” Beant Singh said. He claimed that the farmers could save Rs 3,000 per hectare by adopting the technique that also helped save water. “A multi-national beverage company has provided 12 machines free of cost for direct sowing in the district,” said Beant Singh. Amritsar, June 12 “We have discovered that smugglers are now operating from the Rajasthan border. We have received tip-offs that they are also planning on operating on the Jammu border,” said Aditya
Mishra, Inspector-General, BSF, Punjab frontier. “Of the 240 kg seized by all agencies combined, the BSF has seized 148 kg of heroin this year. In 2012, the BSF had recovered around 250 kg of heroin on the Punjab border,” he said. In the last five years, we seized the maximum amount of drugs from Amritsar and the riverine belt of Ferozpur border, Mishra said. The BSF has also noticed that more and more new people are taking to smuggling for various reasons, including unemployment and poverty. “One such case was that of a man who had begun smuggling because he needed Rs 12 lakh for the treatment of his children,” added the

Ferozepur, June 12 Deputy Commissioner (DC) Manjit Singh Narang said the sand contractors who were hitherto charging between Rs 500 to Rs 1,000 from the transporters will henceforth be entitled to collect Rs 100 as miscellaneous charges only on account of enhanced labour costs and the cost of setting up of weighing bridges. In addition to that, sale centres have been established which include 11 sale points in rural pockets. Besides, eight centres have been created in urban areas other than which sand shall not be sold at any other place.

Three of them had to traverse 371 km without any seat. This caused mental agony as well as physical discomfort.

CM: Make optimum use of SSA funds
Chandigarh, June 12 Presiding over a high-level review meeting of the Education Department here, the Chief Minister said efforts should be made to further upgrade school infrastructure, especially in rural areas. He said the SSA funds should be used “judiciously”. The state government has already ordered an inquiry into the use of SSA funds following allegations that committees formed by Education Minister Sikander Singh Maluka manipulated the purchase of books from a chosen firm. The Chief Minister called upon the School Education Department to evolve a mechanism of making principals and the teaching faculty accountable for the execution of developmental works related to upgrade of infrastructure. Director General School Education Kahan Singh Pannu said besides upgrading infrastructure, these funds would be utilised for opening 15 new primary and 23 middle schools.

Moga pension scam: High Court seeks reply from state by July 5
Moga, June 12 While admitting that notices had been issued to recover the money, the DSSO told The Tribune that a three-member committee was constituted by the District Magistrate after the petition was filed in the High Court. The committee found that the beneficiaries forged the documents to get the benefits. The panel found that officials of the Social Security Department had not verified the documents properly and not followed departmental procedures. In 2012, a multi-crore rupee pension scam was detected in Moga district. Over 8,800 bogus pension accounts were detected. In 1,646 accounts, pension was drawn on a dead person’s name. At least, 6,351 persons were found underage, thus ineligible to draw old age pension while 752 persons were found missing from the addresses mentioned on the receipt of pensions. A similar scam had rocked the district in 2010 too when 2,579 bogus pension accounts were detected in rural areas and 44 cases in urban areas. Vijay Sathi, a former MLA and senior Congress leader, has demanded legal action against the officials of the district administration and the Social Security Department for approving bogus accounts.

Patiala, June 12 The gang was responsible for the attack at Mothanwal village in Sultanpur Lodhi in which 18 members of two families were seriously injured. The gang members confessed to have raped or murdered some of their victims. But there is no mention of any rape having been committed by them in police records. A gang member told The Tribune: “We did not spare anyone found inside the targeted house and often sexually assaulted women to create fear in the victims.” A senior official, however, said the police had not received a single complaint of rape. He said the gang, that usually struck between 1am to 3.30 am, was merciless. “The gang members, many of them hailing from Meerut in Uttar Pradesh, usually targeted deras and houses on village outskirts. They did not use weapons. They hit the victims on the head with wooden sticks,” claimed Patiala Inspector-General

Girl kidnapped, sexually abused
Moga, June 12 The police on Monday evening registered a criminal case of kidnapping and rape against the accused. His father Kewal Singh, mother Baljit Kaur and another woman relative, a resident of Jagraon in Ludhiana district, have also been booked by the police for conniving in the crime. Inspector Gopal Chand, SHO, Dharamkot police station, who is investigating the case, said the youth kept the girl at Shimla for a couple of weeks and then brought her to Jagraon in Ludhiana district. At Jagraon, she was again raped. The accused also took signatures of the girl, the official said. On Monday, Kapil left the victim at Lohgarh village. She narrated the incident to her parents who complained to the local police.
