Police wants tourism dept to issue safety rules for visitors

With security of tourists visiting the state becoming a major issue of concern after the rape of an American woman in Manali, the police has asked the Home Department to make mandatory the registration of all migrant labourers. It also told the Tourism Department to issue a safety advisory for visitors to be adhered to by hoteliers and others associated with the hospitality industry.

With migrant labour from Nepal, Bihar and Rajasthan having penetrated into the state, it is being felt that their registration should be made compulsory so that in case of their involvement in any crime, they can be traced and arrested.

“I have requested the Home Department to issue directions to various department to ensure the registration of migrant labour with the police before employing them,” said Director-General of Police (DGP) B Kamal Kumar.

He said there had been several instances where Nepalese had been involved in heinous crime, but were untraceable as their whereabouts were not known. The three accused nabbed by the police for the rape of an American woman in Manali were also from Nepal.

To prevent the recurrence of crime against tourists, especially women, he asked the Home Department to ask the Tourism Directorate to lay down strict guidelines keeping in mind the safety of tourists. The DGP said he had suggested that hoteliers must guide their guests with regard to movement, transport and other aspects so that the tourists did not risk their life in any way.

“The unfortunate incident involving an American woman could have been averted had she been cautioned by the hotel owner not to venture out alone at night and worse take a lift in a truck,” he said.

Another issue which the police has brought to the notice of the Home Department is the running of adventure sports like river rafting by unlicensed and untrained people. Two women tourists lost their lives while doing river rafting in Manali this season and such mishaps have become an annual feature.

“We do not want people to die in such mishaps as several unlicensed people are undertaking such adventure sports for tourists despite the high risk factor,” he said.

The police wants that certain stretches of the river where are placid are identified and rafting confined only to those areas.

Early pre-monsoon showers raise hopes of good crop

With the state receiving heavy pre-monsoon showers a week in advance, hopes of monsoon breaking over the region early have been raised, bringing cheer to both the farmers and apple growers.

Normally monsoon arrives around June 25, but with most parts of the state receiving pre-monsoon showers in the past 24 hours, monsoon will not be far away. The local met office has forecast that pre-monsoon showers will continue till June 18 and monsoon is expected to hit the region around that time.

The state is already experiencing an unusually wet June with 50 per cent excess rain till date. Kangra district has received 110.6 mm rain exceeding the normal precipitation of 27.56 mm by 265 per cent, while Mandi district has recorded 136.8 mm against 39.1 mm.

Frequent spells of rain in the past fortnight have created an ideal condition for kharif sowing, and with monsoon round the corner, farmers could go ahead with it. With only 22 per cent area under assured irrigation, farmers are entirely dependent on rain for a good crop. Deficient rain during June had been delaying sowing in the past two years. Fruit growers, particularly apple orchardists, are also pleased as the timely arrival of monsoon will not only stop premature dropping of fruit, but also help improve its size, which in turn will boost production.

During the past 24 hours, Jogindernagar received a maximum 113 mm of rain, followed by Dalhousie (86 mm), Baijnath (78 mm), Arki (70 mm), Gaggal airport (62 mm), Palampur (50 mm), Dehragopipur (38 mm), Kandaghat (36 mm), Solan and Kheri (29 mm each), Una (27 mm),Tissa (25 mm), Manali and Dharamsala (24 mm) each and Chamba (20 mm).

The weather became pleasant in plains like Una, the hottest in the state, with minimum temperature dropping sharply from 30.2°C to 22.4°C and the maximum from 40.4°C to 36.6°C. Keylong was the coolest with a minimum of 13.6°C, followed by Dalhousie and Manali (15°C each), Kalpa (15.2°C) and Shimla (16.8°C).

Landslide blocks Chamba to Nayagran highway

Transportation services have been disrupted due to the blockade of the Chamba-Nayagran highway following a landslide caused by the heavy downpour at Gharao village in Bharmour sub-division of Chamba district yesterday. This was stated by reports reaching here today.

The reports said passengers had to face difficulties in reaching their destinations in time.

The restoration work on the highway and removal of the debris of the landslide by PWD workers had been undertaken. There was a fear of triggering further landslide if the unstable ground was disturbed by the rainy conditions, the reports said.

The officials were certain that the highway would be restored and the transportation services be resumed as early as possible.

HRTC pensioners rue over delay in monthly pensions

A large number of pensioners and family pensioners of the HRTC in this area are peeved over the delay in the disbursement of their monthly pensions. They have not received their pensions for this month till today. They have been visiting the local branch of the Kangra Central Cooperative Bank to know the fate of their pension accounts in which the HRTC management used to credit their monthly pensions.

Nirmala Devi, Reshma Devi, Buta Ram and Ajit Kumar, pensioners of the HRTC, lamented that the HRTC had been delaying their pensions for the past five months. “Besides, the pensioners have yet to get their arrears due since 2006 which the state government had released to other employees,” they rued.

SL Gupta, president of the local unit of the Government Pensioners Association, appealed to the government to ensure the timely disbursement of the monthly pensions to HRTC pensioners.

Local ex-MLA Rakesh Pathania alleged that the state government had funds to purchase expensive and luxurious vehicles for ministers, but these poor families were facing the financial crisis.

The managements of private institutions and universities in the state are demanding a one-time relaxation for admitting students to various engineering courses through a common entrance test as few students appear for the Joint Engineering Entrance Examination (JEEE) conducted on an all-India basis.

They fear that most of the seats will remain vacant if the state government does not relax the norm of admitting students only through the JEEE. This norm has been introduced for the first time this year and earlier admissions were made on the plus II score.

With the JEEE result yet to be declared and private universities and institutions from the neighbouring Punjab and Haryana having started admitting students from Himachal, these managements feel that the state government is being unfair to them.

There are around 12,000 students in the state who have appeared for non-medical plus II examinations of various boards. Against this number there are more than 18,000 seats available in various institutions offering engineering courses.

The Vice-Chancellor of a private university said since no such norm existed in neighbouring states like Punjab and Haryana, those failing to get admission in the state would conveniently seek admission in some other state.

He said since several private universities from Punjab and Haryana had opened admission offices in various districts of their states and they were already alluring students by offering lower fee, later on these students would have to pay heavily on their boarding and lodging.

The managements also pointed out that since none of the other states had any Regulatory Commission to regulate private institutions, students would fail to get quality education there. In Himachal, on the other hand, these institutions had to seek several approvals and there was a thorough check on crucial issues like faculty, infrastructure, etc. This has led to an improvement in the overall standards of these institutions, they pointed out.

Since the JEEE results would be based on 40 per cent plus II score and 60 per cent entrance examination result, another screening test for engineering courses conducted by the private universities could help maintain quality, they said.

Controller suspends manufacture, sale, distribution of drugs

In a move which will curb addiction of sedative drugs, the State Drugs Controller today suspended the manufacture, sale and distribution of dextropropoxyphene and formulations containing dextropropoxyphene for human use following the issuance of a notification from the Ministry of Health and Family Welfare.

State Drug Controller Navneet Marwaha said all product approvals granted to the manufacturers and loan licencees to manufacture these drugs and its formulations would also be suspended after the issuance of this notification.

All drug manufacturers have now been directed to withdraw these drugs from the market with immediate effect or else they would attract action under Section 18 (c) of the Drugs and Cosmetics Act.

The move is considered an important step to curb the misuse of sedative drugs as these formulations are an integral constituency of various sedative drugs like proxyvon and spasmo proxyvon which are often consumed by addicts.

The Baddi-based Wockhardt Pharma is a major manufacturer of proxyvon and spasmo proxyvon in Himachal. The suspension of this drug is slated to have a major impact on its manufacturing operations in Himachal as it manufactures large quantities of these drugs, confided an official.

Proxyvon and spasmo proxyvon have earned the ignominy of being used by addicts and the problem has acquired alarming proportions in Punjab and bordering districts of Himachal like Baddi, Nalagarh, Paonta Sahib, Bilaspur, Una etc where several persons have been nabbed for selling these drugs on the sly.

Though spasmo proxyvon pain killer is used for muscle spasm, nerve pain etc, it is often sold on the sly to youth who are addicted to it. Despite being a schedule H drug which is supposed to be sold only on the prescription of a medical practitioner, it is sold for higher profitability to addicts.

Curbing the illegal sale of these drugs has become a major headache for the authorities as the sellers are devising unique ways to hoodwink the authorities.

The menace of drug addiction is also becoming a social issue and representations are being sent to the Ministry of Health and Family Welfare to ban these formulations.

Expressing his condolences on the death of Congress leader and former Information and Broadcasting Minister Vidya Charan Shukla, he said Shukla was a respected and senior politician who fell to the Maoists’ bullets. All parties must rise above political considerations and join hands to fight such elements.

He, along with state BJP chief Satpal Singh Satti, said Shukla was a very mature and experienced leader who made significant contributions while holding important positions in his long political career.

A meeting of the executive committee presided over by president Ram Singh here yesterday adopted a resolution, urging the government to release all benefits on the Punjab pattern and also provide 8 per cent dearness allowance to them.

The meeting also pointed out the fact that the Centre and several state governments had increased the retirement age of its employees to 60, 62 or even 65 years, but it was strange that the Himachal government was continuing with the retirement age of 58 years.

The state federation pleaded with the Chief Minister that since it was already divided into four organisations, no faction should be invited for talks, but only five leaders of all factions be summoned.

Husband booked for abetting suicide

The Mandi police yesterday registered a case of abetment to suicide against Tara Chand, husband of Hema Devi, who allegedly died after consuming poisonous substance.

The police said the victim’s brother Rattan Chand from Narla village had alleged that Tara Chand used to torture his sister. She consumed poison and died later, he said.

The police has registered a case under Sections 306 and 498-A, IPC.

This was said by senior Congress leader Ram Lal Thakur while addressing a large number of persons at Ghodhi village on the border in Bilaspur district last evening.

Thakur said that nation had not yet forgotten the communal violence resulting in deaths of hundreds of innocent people when Modi was the Chief Minster of that state few years ago.

Ram Lal Thakur said all “abandoned works” had been restarted while several new projects had been launched.

He said misdeeds of BJP leaders were sufficient to give a thumping majority to Congress candidate Pratibha Singh while there was a long list of pro-people policies and programmes which Virbhadra Singh had launched and implemented.

Several top Congress leaders, including former MLA Dr Babu Ram Gauttam, Bilaspur Mahila Congress president Anjana Dhiman, Seva Dal senior leader Pratap Singh Kaundal, Rattni Pundir, Amar Singh,and Ashwini Kumar, were also present.

Chief Minister Virbhadra Singh today termed the previous BJP government the “fattamaster sarkar of corrupt people”, which played with people’s sentiments and the ecology of the Sutlej valley by allowing the construction of the 34-km twin tunnels for the Luhri project.

But the present government would construct this project in two phases, keeping in mind the river flow and people's interests, he asserted.

Addressing public meetings at Nithar and Dalash in the Anni constituency in outer Seraj today, he said the previous BJP government had allowed the construction of 34-km tunnels for the Luhri project on the Sutlej that would have made the entire river disappear from its natural course. The BJP had ignored the environmental concerns and its impact on local horticulture and sources of drinking water and irrigation, he added.

But the Congress government would protect the environment and construct this project in two phases so that the river's natural flow would not be affected, Virbhadra Singh said.

He addressed this contentious issue as dozens of panchayats in Mandi, Kullu and Shimla districts and NGOs had been opposing the project on the ground that the twin tunnels would hit the ecology.

Further, Virbhadra claimed that all development activities, including roads, schools, hospitals and drinking water schemes, in the outer Seraj were done by the Congress.

Terming the BJP government the “fatamaster sarkar”, the Chief Minister claimed that the BJP leaders laid foundation stones of the schemes started by the Congress and inaugurated these in the region. Certain BJP MLAs made money and built palatial houses worth crores of rupees, he charged.

Congress Anni MLA Khub Ram and rebel leader Ishwardas shared the platform and attacked the BJP.

Leader of the Opposition PK Dhumal today took credit for the development of the Balh constituency by starting ESIC Medical College at Ner Chowk, sewerage scheme and a degree college at Rewalsar, which was later denotified by Chief Minister Virbhadra Singh.

Addressing a series of meetings in Balh today, Dhumal claimed that the BJP had started ESIC Medical College, a college and a sewerage project at Rewalsar and a left bank irrigation scheme in Balh, but the Congress had denotified the government college, he said.

Dhumal accused ministers of the Virbhadra government of misleading the public by giving wrong figures on loans. The BJP government gave relief to government servants and farmers, but the Congress did nothing during its 2003-07 stint and the same was the case with the Virbhadra government now, he charged.

Dhumal alleged that Virbhadra remembered Mandi during election time only, whereas development works were carried out during the BJP regime. The present byelection would set the stage as to which party would rule at the Centre, he alleged.

He accused Virbhadra and Congress candidate Pratibha Singh of indulging in a vilification campaign against him by terming him an “outsider”. They knew that he was born in Sarkaghat, he added.

Dhumal was accompanied by MLA Virender Kanwar, Mahender Singh Thakur, Randhir Sharma, Sukh Ram Chaudhary, Inder Gandhi, Ajay Rana and others.

BJP candidate Jai Ram Thakur, accompanied by former minister Gulab Singh Thakur, also campaigned in Jogindernagar and attacked Congress candidate Pratibha Singh and the present Virbhadra regime.

Dhumal was accompanied by two BJP rebels Roop Singh Thakur from Sundernagar, Mahant Ram Chaudhary from Balh.

The Election Commission (EC) has imposed restriction on the conduct of any exit poll, publication and dissemination of results of exit poll and its publicising by means of print or electronic media from 8 am to 5 pm on June 23 when voting for the Mandi parliamentary constituency byelection takes place.

A spokesman of the Chief Electoral Office said here today that the Election Commission had issued a notification as per the provisions of Section 126-A, Representation of People Act,1951.

He said under this Act, displaying any election material, including results of any opinion poll or survey, in any medium would be prohibited during 48 hours before the election process was over.

Congress candidate Pratibha Singh and Heath Minister Kaul Singh Thakur today said BJP candidate Jai Ram Thakur was forced to contest the Mandi byelection and was misleading the public to hide his anger.

Addressing a series of public meetings in Drang today, Kaul Singh claimed that the BJP had no moral right to talk of development at Drang in Mandi district. The IIT Mandi at Kamand and ESIC Medical College at Ner Chowk, MGNREGA and the RTI Act were the contribution of the UPA government which had paved the way for transparency in public life. The BJP was a party of propagandists and corrupt people, he claimed.

He said the Dhumal regime always discriminated against Mandi district. All development works were done during the Congress regime in Drang and the BJP had made no contribution, he claimed.

Pratibha Singh claimed that she, as an MP, and Chief Minister Virbhadra Singh, when he was an MP from 2009-2012, distributed the MPLAD fund in all 17 constituencies for which Virbhadra Singh was declared the best MP using the fund. They would ensure equal development as the Congress ruled the state and the BJP spread false propaganda and divide people to get votes, she claimed.

Apart from Kaul Singh, she was accompanied by district president Puran Chand Thakur and other leaders and addressed several meetings in Drang.

Cong ridicules BJP claims on awards

Power Minister Sujan Singh Pathania and Excise and Taxation Minister Prakash Chaudhary have lambasted BJP leaders for falsely propagating about the awards received while their party was in power.

In a joint statement here today, they said if there had been any reality in the awards received by the previous BJP government, the party would not have been defeated in the Vidhan Sabha elections. It was obvious that the awards were managed through collusion with big media houses and it had no link with the ground reality as being claimed by them.

The claims were being made of getting more than 25 awards in tourism sector, but all were aware of the position of this sector over the past five years with the heli-skiing project falling flat, condition of roads worsening and religious and adventure tourism facing neglect.

Former Chief Minister PK Dhumal had tried to project himself as the benefactor of people by producing the list of hollow awards, but the aware citizens of the state had shown the mirror to him and ousted him from power.

They said BJP leaders should know that the biggest award in democratic setup was the mandate given by people and they had exercised it in the favour of the Congress. They said the people of Mandi were ready to hand out the BJP a massive defeat. They would vote for the Congress which was a synonym with development.

The site selection committee, constituted by the Union Human Resources Development Ministry, today visited the sites identified at Dehra by the state government for the Central University campus.

The committee comprises Furqan Qumar, Vice-Chancellor of state Central University, the VC of Central University, Kashmir, officials from the HRD Ministry, representatives of the UGC and the secretary, Education, Himachal.

The VC, Central University, Himachal Pradesh, said the committee had to monitor sites at Dehra and Dharamsala. However, due to heavy rain in Dharamsala today, the team could visit only the sites at Dehra.

Since the state government has offered an additional 120-hectare land for the Central University campus at Dharamsala, the site selection committee will either have to reduce its campus at Dehra or consolidate the campus at Dharamsala. The previous BJP government had decided to set up about 70 per cent of its campus at Dehra.

However, in case the site selection committee decides to have a consolidated campus at Dharamsala, the BJP is likely to launch an agitation. Anurag Thakur, BJP MP from Hamirpur and national president of the Bharatiya Janata Yuva Morcha, and Ravinder Ravi, BJP MLA from Dehra, have announced that they will launch an agitation in case the entire campus of Central University was shifted to Dharamsala.

Sources here said the committee would submit its report to the HRD Ministry.

Earlier, the ministry had accepted the proposal of the previous government to set up two campuses of the Central University at Dehra and Dharamsala.

However, with the Congress in the state and a friendly government at the Centre, it is likely to get the proposal of having a consolidated campus at Dharamsala through. The sources also said the Central University authorities were also in favour of having their campus at Dharamsala.

Pensioners seek benefits on Punjab pattern

The Sadar Bilaspur unit of the HP State Pensioners' Welfare Association has urged the Chief Minister to fulfil the promise made in the Congress manifesto that all pensioners would be given financial benefits on the Punjab pattern.

Unit general secretary Upendra Gauttam and spokesman Hukam Singh Thakur said a resolution was adopted in the largely attended annual general house. The house was presided over by unit president Daulat Ram Chauhan on its foundation day here on Monday.

Other resolutions were an increase in pension, pilgrim allowance after every two years, Rs 500 as monthly medical allowance and regular quarterly payment of all pending medical reimbursement bills apart from immediate clearance of all such bills which have been lying pending for the past two to three years.

Chief guest former principal Nanak Ram Bhardwaj honoured pensioners Krishan Dass Khajuria, Bali Ram Sharma, Roshan Lal Chandel, Thakur Dass Bhardwaj, Rikhi Ram Chauhan, Shiv Prashad Aroda, Bal Mukand Sharma, Sohan Singh Patial, Durga Dass Sharma, Roshan Lal Sharma, Chuni Lal Gupta, Jeet Ram Katwal, Achhar Prakash, Kuldip Singh Thakur, Vijay Ram Chandel, Tulsi Ram Bhardwaj, Ramanand Gauttam, GL Sharma, Satya Sharma and Manbhari Thakur.

The chief guest also honoured 95-year-old freedom fighter and retired teacher Kirpa Ram Thakur.

Congress president must declare his assets: BJP

The BJP has demanded that state Congress president Sukhwinder Singh Sukhu should make a public disclosure of his moveable and immovable assets so that people could know about his sources of income.

In a statement here yesterday, BJP state vice-president Rajiv Sejal and spokesperson Chandermohan Thakur said it was a well-known fact that the Congress chief had made his way into politics after starting off as a contractor. They said Sukhu had some years back sought details of the assets and properties of all the ministers and MLAs and it was time that he should make a disclosure of his total assets.

“Sukhu must clarify to people of the state whether he has shares in two construction companies or not,” they said. They also demanded that the Congress must make public its leader's name in whose name a registry of 700 canals of land in Hamirpur had been done on March 30, 2012.

“The Congress has been crying hoarse about Himachal being out on sale and several land deals made, but now it is time that the Congress must come out clean on its own doing,” they said.

They said the Congress had always promoted and shielded the contractor culture in their party and today also such people with real estate interest were being given importance in the party organisation.

Hotel institute reverts to original name

PK Gupta, Principal, IHM, said the decision was taken recently at a meeting of the Board of Governors, since this institute was among the 32 hotel management institutes being run by the Central Tourism Department at different places.

Youth shot dead in ‘accidental fire’ by friend

A youth Kartar Singh was killed when his friend Yashpal accidentally fired at him when they had gone for hunting in the Paneva forest area near Parwanoo last evening.

Parwanoo DSP Nishchint Negi, who was leading a team of policemen to nab Yashpal, said Kartar was killed due to excessive bleeding in his left leg after being shot at. The weapon which was used in the incident was yet to be seized and Yashpal was on the run, he said. The matter was reported by Rattan Singh, the deceased youth’s brother, who had gone to the forest after hearing a gunshot last evening.

The police was also ascertaining if it was a case of accidental firing. A case under Section 304, IPC, and the Arms Act had been registered.

Food supplements promising rapid body growth fail test
Health authorities to launch legal action against Sangrur shopkeepers

Sangrur, June 12
A large number of powdered food supplements, promising rapid body growth, are being sold in every part of the state. The district health authorities recently collected six samples of such products procured from shops situated at Sunam, Dhuri and Dirba in the district.

However, all the six samples failed to meet norms of the Food Safety and Standards Act (FSSA) during a laboratory test, conducted by Food Analyst, Punjab.

The laboratory has labelled these products as misleading (packaging of the product contains misleading statements) or substandard or both.

The health authorities maintain that the results of these six samples fall in the category of "failed" samples as per the FSSA.

They will now launch proceedings in the court of Additional Deputy Commissioner-cum-Adjudicating Officer, Sangrur, especially designated under the FSSA. The sellers may be fined up to Rs 10 lakh, if it is proved that the product information is misleading and Rs 5 lakh, if the product is found substandard.

Dr Surinder Singla, District Health Officer, Food Safety, said the quantity of the total stock of body growth products being sold in the district could not be ascertained. He said it was also possible that the products whose samples were collected were fake.

Dr Singla said it had come to their notice that so-called fitness experts and gym trainers had been prescribing such products to youths for rapid body growth.

Dr HS Bali, state nodal officer, Food Safety, said a majority of the samples of body growth food supplements were collected from Sangrur district. He said instructions were being issued to all the district health officers to collect a maximum number of samples of such products from their respective areas.

Meanwhile, Sangrur Civil Surgeon Dr Subodh Gupta said during past five months, a total of 139 food samples had been collected in the district, of which 23 samples had failed the test while the results of 15 others were awaited.

Canal breach inundates fields in Fazilka dist

A 20-feet-wide breach in Mauzam canal near Theh Kalandar village on the Ferozepur road this morning inundated agriculture fields and a portion of state highway near toll plaza. Commuters had to face inconvenience for about two hours.

Sources said wild growth surrounding the decades old railway bridge near Theh Kalandar railway station chocked the flow of water which resulted in a breach in the canal.

Canal water inundated 12 acres of agriculture land. Besides, water also entered in the focal point (purchase centre) of the village and spread on the highway.

"The flow of water has been stopped from upstream areas. Work on plugging the breach has started," said Junior Engineer Jagtar Singh.

SGPC jatha observes martyrdom day in Pakistan

The martyrdom day of Guru Arjan Dev was today observed at Gurdwara Dehra Sahib in Lahore as per the amended Nanakshahi Calendar. Members of the SGPC jatha, pilgrims from Lahore, Peshawar and Nankana Sahib participated in the event. This is the first time in the last three years that an SGPC jatha visited Pakistan to observe the martyrdom day.

Talking to The Tribune over the phone from Pakistan, SGPC jatha head Rampal Singh Behniwal said they had invited the Evacuee Trust Property Board (ETPB), which looks after gurdwara affairs in Pakistan, and PSGPC officials for talks over the row over Nanakshahi Calendar.

He said he already had a word with ETPB secretary Khalid Ali and former PSGPC chief Mastan Singh. "I have explained to them the difference between the original and the amended calendar, besides highlighting the need for making amendments to it," he said, adding a formal invitation for talks would be extended to the ETPB and the PSGPC after June 30 so that the issue could be resolved amicably.

He claimed that the former chiefs of the PSGPC had also supported the amended version of the calendar. But, the PSGPC, under its president Sham Singh, has already clarified that it will stick to the original calendar and observe the martyrdom day on June 16.

Meanwhile, Behniwal lodged his protest with the ETPB for allegedly not making arrangements to help Indian Sikh pilgrims reach Gurdwara Dehra Sahib in Lahore to observe the occasion. He alleged it was done under a pre-planned plot to keep the members of the jatha away from the event.

Earlier, the 'bhog" ceremony of the akhand path organised to mark the event was held. Former PSGPC chief Mastan Singh and some ETPB officials also participated. Langar and chhabeel were also organised to mark the occasion. Some of the members of the SGPC jatha will return to India tomorrow while the remaining will stay back to observe the gurpurab on June 16 as per the original calendar.

Pension scam: HC seeks reply from state by July 5

The High Court has sought a reply from the state government over a Moga district pension scam by July 5, the next hearing in the case. Meanwhile, District Social Security Officer (DSSO) Ajaib Singh has issued notices to 93 pensioners, directing them to return the money they received in the past two years.

A local resident Harpreet Singh had filed a petition in the Punjab and Haryana High Court over irregularities in the distribution of pensions recently.

While admitting that notices had been issued to recover the money, the DSSO told The Tribune that a three-member committee was constituted by the District Magistrate after the petition was filed in the High Court. The committee found that the beneficiaries forged the documents to get the benefits.

The panel found that officials of the Social Security Department had not verified the documents properly and not followed departmental procedures. In 2012, a multi-crore rupee pension scam was detected in Moga district. Over 8,800 bogus pension accounts were detected.

In 1,646 accounts, pension was drawn on a dead person’s name. At least, 6,351 persons were found underage, thus ineligible to draw old age pension while 752 persons were found missing from the addresses mentioned on the receipt of pensions.

A similar scam had rocked the district in 2010 too when 2,579 bogus pension accounts were detected in rural areas and 44 cases in urban areas.

Vijay Sathi, a former MLA and senior Congress leader, has demanded legal action against the officials of the district administration and the Social Security Department for approving bogus accounts.

EcoSikh’s green mission for holy city on foundation day

EcoSikh, a Washington-based organisation, will launch an initiative to celebrate the foundation day of Amritsar on July 6 by engaging major organisations and grass-roots level bodies to care for the city and its natural resources and preserving its habitat.

"We are confident that our initiative will reinforce the love and care for the holy city," said EcoSikh president Rajwant Singh. He said: "Time has come that we commit ourselves to this important task of preserving Amritsar's glory. The city had a tremendous impact on the country's history in many positive ways and we are sure this will be another great way to inspire and lead the nation".

EcoSikh had launched an Eco-Amritsar campaign in July last year by bringing major stakeholders of the city together to discuss ways and means to improve the city's environment. These included the SGPC, Khalsa College, Durgiana Mandir, Chief Khalsa Diwan, the Amritsar administration and various educational institutions and major business outlets.

A committee of Eco-Amritsar has been formed to implement the five-year Eco-Amritsar 2017 plan. EcoSikh will also hire a full-time official to coordinate this campaign. The plan launched last year focuses on creating awareness to preserve natural resources, engaging the government and NGOs to reduce air pollution, improving city's garbage disposal system and increasing green patches in the city. EcoSikh had also facilitated Amritsar become a founding member of the Green Pilgrimage Network launched at Assisi, Italy, in November 2011.
