After Congress winning the assembly election in Karnatka, the party vice-president has taken up the responsibility of Delhi on his own shoulders, asking the party leaders today at the Delhi Pradesh Congress Committee (DPCC) office to shun differences and work together to strengthen the organization to come to power fourth time in Delhi, said sources in the party.

According to the sources, to chalk out a political strategy to defeat the BJP in the assembly election in Delhi to be held in November this year, Rahul Gandhi today called all the state party leaders, MPs, Delhi ministers, MLAs, councillors and party workers at the DPCC office. He said there was no difference between the city government and the DPCC. He was speaking in the wake of the rumour that Chief Minister Sheila Dikshit and state party president Jai Prakash Agarwal was not at good political terms.

The Chief Minister and the DPCC president were also present at the meeting.

Union Minister of Housing and Urban Poverty Alleviation Ajay Maken, who was also considered of the opposition group of the Chief Minister in the party, today said that he had no disparity with Dikshit. In politics there are neither foes nor friends.

Rahul interacted with the party workers and asked them the problems they faced in the party cadre. He wanted to take them into confidence as they had played a crucial role during the elections. They are the one who spread the party message among the electorates, sources added.

Majority of the party activists advised that there was a need to work on district level and block level to woo the electorates that is being misguided by the opposition parties. There is no coordination between district and block level. Some of the activists also had complaints against senior leaders who did not give weight to the party workers on grass-route level, the sources said.

With the increasing threats of bombs and guns being carried in baggages, the security staff of Parliament, the seat of the Indian government, will soon be trained by the Central Industrial Security Force (CISF) in the X-ray inspection system.

The CISF is presently in the process of designing a five-day training programme for the Parliament security staff.

"They want to upgrade their skills and so they contacted us. The CISF has developed an expertise in X-ray baggage inspection system, after handling the equipment for the past 10 years. We are presently using the state-of-the-art X-ray technology at the Delhi Metro stations and the airports across the country, which we are guarding," said a CISF officer, while adding that the force also trained the staff of the Reserve Bank of India in handling the same equipment in 2005.

The CISF is providing security cover to nuclear installations, space establishments, seaports, power plants and sensitive government buildings.

About two months ago, the CISF had provided a four-hour class on the X-ray baggage inspection system for the Parliament security staff. After receiving a "positive response", they again contacted the CISF for training.

The officer added that during the training, security personnel are taught how to identify items. "In the stimulator, a trainee is showed thousands of images. He is taught how to differentiate between a simple device such as a hair dryer and a pistol. They both have the same reflections in the monitor. But the main threat is a bomb such as the improvised explosive device in a bag," he said, while adding that the man sitting at the monitor of the X-ray machine is always an important man.
