Students of 2 Kupwara schools protest
Kupwara, May 20
Students of Government Middle School, Rangwad Lolab, today protested against the school management for its failure to arrange proper accommodation on the school campus. Meanwhile, students of Boys’ Higher Secondary School, Drugmulla, blocked the Kupwara-Srinagar road for about two hours in support of their demand for appointment of an Information Technology (IT) teacher in the school.

Department of Sociology, University of Kashmir (KU), is organising a 10-day research methodology course for PhD students from tomorrow to May 30. The course is being sponsored by Indian Council of Social Science Research, a University spokesman said today. He said around 40 participants from across the country were expected to take part in the course, besides faculty members, PhD scholars of social science and other allied courses from different universities of the Valley.

Joint annual camp of BPEd, MPEd students concludes at Patnitop

A joint annual camp for BPEd and MPEd students, conducted by the Directorate of Sports and Physical Education, University of Jammu (JU), concluded at Patnitop. A total of 42 students undergoing the course for the session 2013 attended the camp. The students were evaluated on the basis of their performance by their teachers and coaches during the camp and would be awarded marks as per their performance here, which will be counted in their final examination.

The SMC media relations officer said the corporation had launched the campaign so that all voters could obtain their election cards. “A campaign has been launched for all the listed voters to take the advantage of this drive to obtain election cards. The voters of Srinagar are advised to contact their local booth-level officers immediately for the same along with photographs,” the officer added.

6 injured in three road accidents
Srinagar, May 20
Six persons were injured in different road accidents across the Kashmir Valley, a police spokesman said here today. An unidentified car hit a motorcycle at Peer Bagh area in the city resulting in injuries to the motorcyclist and two pillion riders. All the injured were shifted to a hospital for treatment. A case has been registered in this regard.

Two die mysteriously in Rajouri

5 months on, Anantnag teachers await salaries

Anantnag, May 20
Teachers working under the Sarva Shiksha Abhiyan (SSA) in the district have not received their salaries for the past five months. The teachers working under the Centrally sponsored scheme alleged that their salaries were unnecessarily withheld and the authorities were not paying any heed to their problems.

“First, our salaries were stopped in September, 2012. But then released in January after repeated pleas,” said Showket Ahmad Dar, a teacher.

The relief was short-lived, as their salaries were again stopped in January this year.

“The higher authorities have been delaying the release of our salaries with lame excuses,” said Abdul Rasheed Khanday, another teacher, working in Anantnag zone under the SSA.

He said the authorities sought details of spending under the SSA from some of the district-level officials. “We were told that our salaries will be released as soon as the account details are submitted. However, even after more than two months, nothing has been done,” he added.

The teachers said they were facing severe hardships. “My children face expulsion from the school as I have not deposited their fee for the past two months,” said another teacher, requesting anonymity.

The teachers said they along with Rehbar-e-Taleem teachers from the district would hold protest marches if the authorities failed to release their salaries.

Officials of the department said they were not directly involved with salaries of the teachers working under the SSA.

“Their salaries are cleared by the Ministry of Human Resources and Development (MHRD),” said Anantnag Chief Education Officer Ghulam Rasool. “We have written to the authorities concerned and I have been assured that the salaries will be released within a week,” he said.

Students of 2 Kupwara schools protest
Demand proper accommodation on school campus, IT teacher

Students of Government Middle School, Rangwad Lolab, today protested against the school management for its failure to arrange proper accommodation on the school campus. Meanwhile, students of Boys’ Higher Secondary School, Drugmulla, blocked the Kupwara-Srinagar road for about two hours in support of their demand for appointment of an Information Technology (IT) teacher in the school.

The Rangwad students said they were forced to sit on worn-out mats in an old building. Some of them said they were forced to attend their classes in hot weather conditions under the open sky.

“We are forced to wash our uniforms almost daily as we sit on mats on the ground. Due to shortage of space in the school, we attend a few classes in the scorching heat under the open sky,” said Mohammad Asim, a Class VIII student.

Parents also joined the students in protest against the management. They said by ignoring the problems of their wards, the management had put their career at stake. “We requested the school management and higher authorities several times to address the problems of the students but to no avail. Their inaction forced us to take to the streets today. If the management did not address the issues of our wards, we will be forced to lock the school,” said Abdul Ahad, a parent.

Some students said constant exposure to temperature during the ongoing hot summer season has made them vulnerable to headache. “I have become vulnerable to headache due to constant exposure to heat. It will be difficult for us to attend classes in the open in the coming months,” said a Class VII student.

“The school lacks mats in classrooms and students have to sit on the dust causing illness to most of the students,” said another student.

“If the department did not address the problems of our wards at the earliest, we will be forced to withdraw their admissions and admit them to another school,” said Abdul Salam, a parent.

School headmaster said there were about 150 students enrolled in the school and shortage of accommodation was affecting their education. “Two new buildings are undergoing construction under NABARD and SSA but both are incomplete since 2004 and 2008, respectively, said Gh Ahmad, headmaster of the school.

Students of higher secondary school, Drugmulla, raised slogans against the education department. “Since the start of the ongoing academic session in March, we have not been provided with an IT teacher. We may fail in the subject if the teacher is not appointed at the earliest,” said a student.

Additional Deputy Commissioner, Kupwara, Abdul Aziz visited Drugmulla and assured the protesting students that their demands would be addressed shortly.

Chief Education Officer, Kupwara, Ashok Kumar said, “I am unaware of the problems of the students as I was in Srinagar in connection with some official work. I will look into the matter and try to resolve their problems.”

The ruling National Conference (NC) and opposition Peoples Democratic Party (PDP) on Monday paid tributes to two separatist leaders, a day ahead of their assassination anniversaries. Senior leadership of the two parties paid tributes to separatist leaders Mirwaiz Mohammad Farooq and Abdul Gani Lone.

National Conference president Farooq Abdullah, working president Omar Abdullah and party general secretary Sheikh led the tributes to the two separatist leaders, according to a statement issued by the party.

The statement said Cabinet Ministers Ali Mohammad Sagar, Abdul Rahim Rather, Chaudhary Mohammad Ramzan, Parliamentarians Mohammad Shafi and Mehboob Beg also paid tributes to Farooq and Lone.

Farooq and Lone were assassinated on May 21 in 1990 and 2002, respectively, by gunmen suspected to be militants. The state government says the two separatists were assassinated by Islamist militants while most in the separatist camp blame the killings on “unidentified gunmen”.

PDP patron Mufti Mohammad Sayeed while paying tributes to Farooq and Lone said their struggle for the “dignity and honour” of the people upheld values which would remain as an asset with them.

“Both were ardent lovers of people of the state and had dedicated themselves for the ultimate public good. It is unfortunate that they fell to the bullets of the assassins at a time when their presence on the political scene was needed the most,” Sayeed said.

Mufti said the unfinished task of the two leaders on reconciliation and dialogue on Kashmir remains “sacred trust” with the PDP. “We will continue to struggle for the fulfillment of that unfinished task,” he said.

CPI(M) state secretary Mohammad Yousuf Tarigami also paid tributes to Farooq and Lone saying New Delhi “must respond to the huge sacrifices” offered by people of Kashmir.

Tarigami said the assassination of Mirwaiz and Lone had created a vacuum in the political spectrum of the region.

Despite bumper apricot crop, farmers a worried lot
Lack of processing, storage facilities and ban on selling fresh fruit in other parts of the country to blame

Come July and markets in Kashmir, Kargil and Leh districts will be flooded with orange-coloured apricots grown in Leh and Kargil regions falling in arid and sub-arid zones. Apricot is turning out to be a bumper crop for farmers and has been estimated to be grown over an area of 2,832 hectares.

Apricots are turning out to be the mainstay of revenue for the farmers of Kargil and Ladakh with 8,309 metric tonnes of apricots having been produced in 2012 as per the estimates of the State Horticulture Department.

Besides the native variety of Ladakhi apricot called “Chulli”, the Horticulture Department imported two varieties from Armenia, “Yeravani and Satini”, last year which are in the evaluation process and would be provided to the farmers for cultivation.

However, as per the survey conducted by Sher-e-Kashmir Institute of Agricultural Sciences, Kashmir, in 2010, Ladakh and Kargil regions have the potential of producing more varieties of apricot fruit and the seed and oil extracted from the Ladakhi apricots are of the finest quality.

Despite the state government’s various schemes under the district plan, Horticulture Mission for North East and Himalayan States and Rashtriya Krishi Vikas Yojna to rope in more farmers for growing apricots. Lack of processing and storage facilities and a ban on selling of fresh apricot to other parts of the country has dampened the spirits of the farmers.

In 1981, the state government imposed a ban on the transportation of the fresh apricot fruit from Ladakh to any other part of the country under the J&K Plant and Disease Act-1973, due to a moth that infects apple and other fruits and is spread by the fresh fruit varieties of apricot.

“We only have direct access to Kashmir markets and there too we can send dried varieties of apricots. In the absence of adequate storage and preservation facilities, we resort to sun drying of apricots and sell it at Rs 250-Rs 300 per kilogram. This is much cheaper as dealers in Kashmir sell these at a much higher price. The ban on selling the fruit in other parts of the country is also proving a deterrent to our income,” said Abdul Ahad, an apricot farmer based in Kargil.

10-day research methodology course to begin at KU today

Department of Sociology, University of Kashmir (KU), is organising a 10-day research methodology course for PhD students from tomorrow to May 30. The course is being sponsored by Indian Council of Social Science Research (ICSSR), a University spokesman said today.

He said around 40 participants from across the country were expected to take part in the course, besides faculty members, PhD scholars of social science and other allied courses from different universities of the Valley.

“The course would mainly target research scholars (general/ST/SC/OBCs/minorities) pursuing PhD in various streams of social sciences, to develop a comprehensive understanding of scientific methodology and its application in social science,” said Head, Department of Sociology, KU and Course Director, Prof Bashir Ahmad Dabla.

Prof Dabla said the course would provide a critical overview of the concepts and theories of research methodology used in scientific research.

He said it would help in formulation of proposals for different academic assignments in order to create a scientific orientation among the participants.

“Research methodology in social sciences is dynamic in nature and preparing and submitting a research proposal or publishing a scientific paper has become a challenging job. We aim to train the participants about the use of statistical techniques in order to enlighten social phenomena in social science disciplines,” Prof Dabla added.

Prof Mohan Paul Singh Ishar, Vice-Chancellor, JU, was the chief guest and Lida Singh was the special guest on the occasion. Prof Ishar appreciated the efforts made by the faculty members for imparting training to the BPEd and MPEd students.

He further said these camps should also be conducted for all disciplines. Seven officials from JU, namely Dr Brij Baloria, (Retd) football coach, Romesh Sharma, Ramesh Magotra, Sanjeev Jamwal, lecturer, Nisha Sharma, lecturer, Raj Kumar, cricket coach and Jai Bharat, sports supervisor were entrusted with the responsibility of conducting the various tasks.

These included hiking, trekking, pitching of tents, training of outdoor games, yoga aasnas, clay modelling, art, craft and sketching.

The students were also taught the educational importance of camping along with trekking from Patnitop to Sudhmahadev, Mantalai and back, as also from Patnitop to Nathatop via potato farms. On the final day of the camp, a programme was organised jointly by the students of both courses followed by camp fire.

Srinagar will lead the change in J&K: PDP

Senior Peoples Democratic Party (PDP) leader Muzaffar Hussain Baig has said Srinagar being the intellectual and political nerve centre of the state cannot remain aloof from the urge for change that is sweeping the state.

Addressing a workers meeting of Khanyar constituency here yesterday, the former Deputy Chief Minister said active participation of Srinagar in the political process for change will add credibility and prestige to it.

“The aloofness of Srinagar from democratic process has resulted in disempowerment of its people, which has led its beneficiaries to take them for granted. Unless there was an element of accountability, the people of the capital city would continue to face problems. Make your representatives accountable and things will start improving," Baig said.

Senior leader and former Finance Minister Tariq Hammed Karra said, the NC was ruling the state only on the strength of election boycott that is enforced by its cadre and agents in Srinagar.

“Most of the elements who resorted to stone throwing during 2008 elections to enforce boycott in Srinagar are now part of the construction mafia. Most of those boys are now contractors who are allotted works without tenders, besides other political patronage,” he said.

Party chief spokesperson Naeem Akhtar, district president Mohammad Ashraf Mir, secretary A H Kohsheen, vice presidents Nisar Mandu and Abdul Rauf Bhat, Showkat Hafiz, Firdous Ahmed, Aadil Jan, Mohammad Shafi Kundangar, Jehangir wani and many other workers also spoke on the occasion.

The delegation, led by Alok Mukhopadhyay, chief executive, VHAI, New Delhi, briefed the Governor about the to-date status of their activities as well as about their future action plans at the national-level and also through the J&K Association for dealing with public health issues, particularly those aimed at enlarging awareness about the prevention and promotion of non-communicable diseases especially diabetes and cancer.

To spread the message of tobacco control, an inter-school symposium was organised today at government-run SP Higher Secondary school in Srinagar, during which the participants highlighted the hazards of cigarette smoking.

“The symposium was organised by the J&K Voluntary Health Association (JKVHA), in collaboration with the Post Master General, Education Department and Civil Defence”, a spokesman for Non Governmental Organisation (NGO) JKVHA said.

The aim of the programme, in which many students took part, was to spread the message about tobacco control and its hazards, he said.

Peerzada Mohammad Sayeed, Minister for Haj, Auqaf and Floriculture, was the chief guest on the occasion.

Sayeed encouraged the audience, specifically the student community, to strengthen the initiatives of the authorities so that all public places in the state became smoke free, the spokesman said.

During the programme, the officials of the NGO JKVHA explained the overall scenario of the drive against tobacco control in the country, with specific reference to the state of Jammu and Kashmir, he said.

Chowki Choura Zone had the last laugh against Akhnoor Zone by 2-1 sets in a thrilling final to clinch the under-17 girls’ volleyball title today on the concluding day of the Inter-Zone District Level Competitions, organised by the Department of Youth Services and Sports.

In under-17 kabaddi final, Akhnoor Zone edged out Jourian Zone by 27-20 points while in under-14 girls’ final, Akhnoor Zone again emerged victorious against Miran Sahib Zone by 29-24 points.

Akhnoor Zone toppled Bhalwal Zone by 4-2 points in the final to clinch under-17 girls’ kho kho title while the under-14 title was bagged by Akhnoor Zone by beating Bhalwal Zone by 5-2 points. The under-17 boys’ kabaddi title went to Gandhi Nagar Zone by defeating Bishnah Zone by 49-42 points.

The matches were officiated by Anubhav Dev, Ram Pal Sharma, Bua Ditta, Jay Singh, Santosh Sharma, Chandervir Singh and Ram Murti. ADGP Navin Aggarwal, Director General, Youth Services and Sports was the chief guest on the occasion who gave away trophies, mementos, certificates and medals among the winner and runners-up players.

On the concluding function, Farooq Ahmad Mir, Manager, the District Sports Council, Budgam, was the chief guest and distributed prizes among the winners and runner-up players.

Other office bearers, namely Tirlok Singh and Irfan Aziz Botta, were also present on the occasion.

U-17 girls: Girls High School, Chattagram (1st), Kashmir Valley Institute, Wathora (2nd) and Girls High School, BK Pora (3rd).

Now, passport to carry ‘ghost’ image

The government will soon start issuing passports with ‘ghost’ image to provide an additional security feature and also to avoid tampering with. “Keeping in view the security aspects of passports, the Passport Office, Srinagar, will come up with new passport booklets which will have ‘ghost’ image/letter screen image for improvement in personalisation, security and print quality.

This will overcome the problem of smudging and result in better print quality,” said Passport Officer Firdous Iqbal.

He said the ‘ghost’ image would also provide an additional security feature to protect travel documents against tampering and unauthorised personalisation. “It eliminates the possibility to reproduce, alter or modify the documents and the possibility of photo-substitution,” Iqbal added.

Army organises plumbing course for Bhaderwah youth

Under the Civic Action Programme for public welfare, the Rashtriya Rifles (RR), under the aegis of the Counter Insurgency Force (Delta), organised a 10-day plumbing course in collaboration with the Rajiv Gandhi National Institute of Youth Development, Ministry of Youth Affairs and Sports and Hamdard Education Society, for the educated unemployed youth at Bhaderwah.

In the course, which commenced on May 12, a batch of 29 youths was given training of theoretical and practical aspects of plumbing skills. They were given certificates on the completion of course.

Sabeer Ahmed Bhatt, Project Manager, Indira Gandhi National Institute of Youth Development, lauded the noble work of the Army and hoped many more youth would be benefitted by such programmes.

6 injured in three road accidents

Srinagar, May 20
Six persons were injured in different road accidents across the Kashmir Valley, a police spokesman said here today. An unidentified car hit a motorcycle at Peer Bagh area in the city resulting in injuries to the motorcyclist and two pillion riders. All the injured were shifted to a hospital for treatment. A case has been registered in this regard.

In another incident, a car collided with a tipper at Sangam in south Kashmir’s Anantnag district. Two persons, including a minor girl, were injured in the mishap.

The injured were shifted to a hospital for treatment.

A case has been registered in this regard.

In yet another incident, a motorcyclist hit and injured a 73-year-old woman at Sarnal in Anantnag. A case has been registered in this regard.

Two die mysteriously in Rajouri

Rajouri, May 20
Two persons, including a young woman, died under mysterious circumstance in border district Rajouri today. Reports said the first incident took place in ward number 12, where Indu Bala, wife of Diwakar Sharma, died after consuming some poisonous substance at home.

The second incident took place at Rajouri bus stand where Iqbal Singh, a resident of Poonch, was found dead under mysterious circumstances. Singh was a lab assistant and posted at Government Degree College, Thanamandi. Since the past few days, he was staying at Khan Hotel in Rajouri bus stand.

The police has registered both the cases and handed over the bodies to their families after conducting postmortem.

10-day SSA awareness drive begins

Srinagar, May 20
The Directorate of Field Publicity, Government of India, has launched a special publicity drive on Sarva Shiksha Abhiyan (SSA) in 10 villages of Wagoora block in north Kashmir’s Baramulla district.

In a statement today, an official said the campaign, which would continue till May 22, had been launched in close coordination with the Education Department and Panchayat Raj Institutions.

“During the campaign, seminars, symposia, rallies, special group meetings, inter-personnel discussions, film shows, photographic exhibitions and other related programmes will be organised,” the official added. He said awareness would be created over a number of programmes and schemes launched by the Centre to ensure free and compulsory education for all children up to the age of 14 years. — TNS

Four held with banned drugs

Rajouri, May 20
The Rajouri police today arrested four persons for possessing 1,700 narcotic capsules in border district Rajouri.

Reports said, on a tip of, the police party of Rajouri trapped all four persons from a bus. The arrested persons have been identified as AmzadKhan, Shah Nawaz, Mohammed Rafi and Nasir Iqbal, all residents of Rajouri.

Meanwhile, the police has lodged an FIR under the relevant sections of the Narcotics and Psychotropic Substances (NDPS) Act and started investigations in the case.

No progress without resolution of K-issue: PDP

PDP leader Nizamudin Bhat on Monday termed building of trust with the incoming elected government of Pakistan as a prerequisite for the progress of the state. Bhat, legislator from north Kashmir’s Bandipora district, also said the state could not progress without the resolution of the Kashmir issue.

Bhat, who toured his constituency, said people in far-flung areas were living in constant fear and economic deprivation. He said peace in the region could not be restored without understanding and friendship between India and Pakistan.
