ACP granted to homoeopaths
Dehradun, May 14 For the first time, the Uttarakhand Government has granted Assured Career Progression (ACP) to 25 homoeopathy doctors of the Department of Ayush. A total of 25 doctors who had served for the periods of 10, 18 and 26 years have been granted ACP.

Patients' treatment at ART centre comes to a halt

With the Senior Medical officer (SMO) calling it quits and the Medical Officer (MO) on maternity leave, the treatment of new patients at the anti-retroviral therapy (ART) centre of Doon Hospital has virtually come to a halt, much to the disappointment of the patients who could have benefited through early start of treatment.

In March this year after SMO KS Negi, who was also a qualified pediatrician, took premature retirement, the Department of Health and Family Welfare did not appoint any new officer in his place. The situation worsened after Medical Officer Somita Handa went on maternity leave 15 days ago.

Now the ART centre is under the care of the two councillors who after doing their routine counselling are also disbursing medicines and guiding the patients on the treatment. ''The councillors cannot say no to the old patients as their treatment would be disrupted midway if their medicines are not replenished,'' said a senior doctor.

Though the councillors are trained in their specific fields, they do not have the authority to prepare reports of new patients.

The problem is acute for new patients.

Rather than appointing a permanent doctor in place of Negi, the Department of Health and Family Welfare has made temporary arrangements and given additional responsibility to DP Joshi, a child specialist, who is also substituting for skin specialist Anil Arya, after he went on leave, which leaves little room for Joshi to give full time at the ART centre.

As such the reporting of new cases has virtually come to a standstill at the centre. ''Every day around 30-35 new patients are being turned down due to the absence of experts at the ART centre.

The anti-retroviral therapy (ART) is a treatment for HIV/AIDS, which rather than curing the disease aims to increase the life expectancy and reduce infection in the patient.

In Uttarakhand ART centres have been set up at Haldwani and Dehradun to cater to the patients of the Kumaon and Garhwal regions. These centres offer free ART treatment to patients comprising adults and children.

Recently, the Dehradun ART centre was authorised by NACO for carrying out second line treatment for HIV/AIDS patients but as things stand today, the centre has become rudderless in the absence of doctors.

Tyagi's registration with parishad cancelled

Controller of the Bharatiya Chikitsa Parishad, Uttarakhand, Attar Singh has issued orders for the cancellation of Dr VP Tyagi's registration with the parishad.

Though the registration of Dr Tyagi had expired in 2011, the matter was pending with the government. However, after the Controller issued the orders, Dr Tyagi's registration has been cancelled.

Though the parishad at a meeting in 2011 recommended the cancellation of the registration of Dr Tyagi as he had allegedly subscribed to the membership on the basis of wrong information, the matter complicated when the government was asked to decide on the matter.

The previous government did not act upon the recommendation of the parishad, but yesterday the Controller issued the cancellation orders.

The portals of Kedarnath Temple opened at 7.15 in the morning today.
The deity brought from the winter abode from Ukhimath was reinstated in Kedarnath Temple with much fanfare. Chief Minister Vijay Bahuguna and state Minister for Agriculture Harak Singh Rawat also made it to the pious occasion to take the blessings of the deity.

The weather was pleasant in the morning at the time of the first prayer offered there. Later in the day, it turned rainy. The devotees could be seen taking shelters in shops as no sheds have been created around the temple, and there are few ones on the trekking route, 14 km from Gauri Kund to Kedarnath Temple.

A team of 120 people have been engaged to keep the area clean, as per the High Court's order. According to sources, the district administration, however, has not been able to remove encroachments such as hotels, eating outlets or other shops within the non-permissible area, as the directions were given by High Court today. The drive is expected to take place any time in this month.

Sulabh Shauchalaya International has been given the task to maintain the cleanliness in the area. Bio-digester toilets have been provided at the high attitude which do not require water for flushing.

Chopper service is also available at Jolly Grant and Phata Helipad for Kedarnath. Aviation companies such as Pawan Hans, Prabhatam, Himalayan, Aryan, Bharat and Pinnacle are providing chopper service for the pilgrimage.

Tourism Department is toying with the idea of floating a Kedarnath coordination authority comprising representatives of various departments so that the work related to preparations for the pilgrimage and maintenance could proceed smoothly without any delay.

Chief Secy directs officials to spend funds promptly

Chief Secretary Subhash Kumar today asked all principal secretaries and secretaries for prompt spending of funds.

At a meeting, the Chief Secretary said by February 2014, the entire funds meant for current financial year should be utilised. In March, no department should have any funds left unspent.

While reviewing the annual plan of 2012-13 ,he found that no fund had been released or spent in the first two months of the financial year .He said that in May, as much money as possible should be released.

He said that by making special efforts, they should spend proportionately and ensure quality work.

He said he expected that this financial year things would be different than the last financial year.

Social activist Anna Hazare today visited Charbba Langha and extended support to the villagers of Charbba who are opposing the Coca Cola bottling plant that is about to come up in their area.

Anna Hazare said that the government could not impose such projects without taking the views of the public. “Though we call the system prevailing in the country democracy, the people’s views are seldom taken and everything is imposed and pre-planned by the parties,” he alleged.

Anna came from Haridwar today morning.

He stressed said that the Constitution stressed on the need to vest power in the people but our leaders had vested power in the parties. “Due to the party system, there is rampant corruption in the country and unless we give power to the people, our problems would continue,” he said.

A large number of people from Vikas Nagar, Sahaspur, and the adjoining villages came to listen to the social activist. He later left for Barkote today and is scheduled to go to Uttarkashi tomorrow as part of his 'jantantar yatr'a.

Social activist Suresh Bhai, who organised the meeting, said Hazare had lent support to the people of Charbba in their struggle against the multi-national company. Local NGOs too had lent support to the movement, he added.

“The people are justified in their opposition as the company will not only use their land but also play havoc with the ecology by using the river water,” said Suresh Bhai.

A large number of schoolchildren, gram pradhan of Charbba village R.R Jaiswal, schoolteacher Sunita Rawat and former gram pradhan of Charbba Munna were also present.

On the day when the Uttarakhand BJP organised felicitation ceremony for the four general secretaries at the BJP headquarters, a day after the Uttarakhand BJP chief Teerath Singh Rawat constituted the new working committee, the party office witnessed sloganeering and unruly scenes.

In an embarrassment to the BJP chief, the party workers who had come from Majra raised slogans against former Chief Minister BC Khanduri and other party leaders for nominating Amir Ahmed Kadri as the president of the Uttarakhand BJP minority cell.

The protesters first said that they wanted to meet the BJP leaders who came to felicitate the elevation of Sanjay Kumar, Naresh Bansal, Gyan Singh Negi and Prakash Pant as general secretaries, but after they were prevented from meeting the leaders, they started raising slogans.

For half an hour the party workers raised slogans against Khanduri and demanded that Kadri be removed from the post. ''The views of the minorities were not taken into consideration and it is unlikely we will abide by the party decision,'' said a party worker.

However, the BJP chief Teerath Singh who has also come in for criticism for failing to keep the regional balance in mind while nominating the committee said that the appointment of Kadri was made after weighing all the pros and cons. '' He is an active leader and has quite a hold among the minorities in Kotdwar from where he hails,'' said Rawat.

Meanwhile, the new working committee along with having majority of leaders having proximity with former Chief Ministers BC Khanduri and Ramesh Pokhriyal Nishank has also assigned few posts to the leaders hailing from the Kumaon region.

ICFRE: Eco-sensitive zones should be declared after scientific studies

The Indian Council of Forestry Research and Education (ICFRE), Dehradun, has suggested for wider scientific studies and discussions with the local people before declaring an eco-sensitive zone anywhere in the country.

The suggestion came at the third meeting of the expert committee for the declaration of eco-sensitive zones held at the Ministry of Environment and Forests, New Delhi.

The meeting aimed at discussing the master plan of Mount Abu eco-sensitive zone in Rajasthan.

However, this issue was also discussed as at present, a debate is going on in Uttarakhand over declaring the stretch of Ganga from Gaumukh to Uttarkashi as an eco-sensitive zone.

Director General, ICFRE, VK Bahuguna said eco-sensitive zones should be declared after wider scientific studies and wide-ranging discussions with the local people with regard to their livelihood and development needs.

He said a separate chapter on public appraisal should be included in the master plan in which all queries, objections and suggestions made by the people of the affected villages should be included, besides the details of the action proposed to be taken or the recommendation of the state government on each such query, objection and suggestion.

Uttarakhand Kranti Dal leaders submitted a memorandum to Additional District Magistrate Harak Singh Rawat with regard to encroachment on Wakf property on Chakrata Road. Rawat directed the police post in-charge,

Bindal, to curb encroachments at the place. UKD leader Pramod Dobhal said a shopkeeper was constructing a building near a shrine, Khudabaksh Mazar, on a Wakf property on Chakrata Road. He said he met all the concerned officials on this matter but none could stop the illegal building coming up at the place. '

'The shopkeeper used to lend grocery stuff to the poor people who were staying at the Wakf property on an assurance from them that they would return him money later on. This continued for a long time till their debt escalated to the extent where they could not return him the money. He gave them some more money and got the land registered in his name,'' he said. Suspecting foul play in the matter, he filed an RTI application and found that the property belonged to Uttarakhand Wakf Board. The board, too, admitted that it was their property. Chief Executive Officer Sadia Alam Khan also filed a complaint in the matter.

According to Wakf Act, the property of Wakf can neither be sold nor purchased. Dobhal said they earlier met the Governor in this regard but nothing was done. Within the gap of a few days, the shopkeeper created two floors. He wondered how Bindal police post in-charge whom he met in the evening today regarding removal of encroachments said that there was no construction taking place at the spot. He said if the police and administration did not do anything in this matter, then he would meet the state Social Welfare Minister and would take to intensive agitation on the road.

Balkrishan calls upon youth to help in nation building

Vice Chancellor of Patanjali Vishwavidyalya Acharya Balkrishan today called upon the youth to contribute to the development of the nation besides working hard for their professional careers.

Balkrishan, a confidant of yoga guru Ramdev, was speaking to students on the university campus. He cited rampant corruption and scams coming to light and said unless the youth come forward and work together to eradicate corruption it would continue to flourish.

He said the country needed youth power and vision to curb corruption and change the existing system.

“Light the country with your positive and vibrant energy and remove corruption and malpractices like female foeticide, child labour, drug consumption and black money from the country. India needs you to shoulder the responsibility to make it a strong and a global power,” he said.

Later, speaking to mediapersons, Balkrishan flayed the Congress-led UPA government at the Centre for its failure to curb corruption.

He said the public would give a mandate in the 2014 Lok Sabha elections that would open the eyes of the Congress. “The public will teach the Congress and its government a lesson as they have been looting public funds meant for development. Railway Minister Pawan Bansal and Law Minister Ashwani Kumar are the two latest examples of corrupt ministers of the UPA. The Supreme Court rebuffed this government for influencing the premier investigative agency, CBI, yet UPA chairperson Sonia Gandhi and PM Manmohan Singh are mum on the whole episode,” he added.

On proximity between Ramdev and Gujarat CM Narendra Modi, Balkrishan said the people supported Modi for his development works and his party won in Gujarat for the third consecutive term. Both Ramdev and Modi want development of the country and hence they being like minded shared a good rapport, he added.

New Principal promises professional courses in college

The newly appointed Principal of Shravanath Math Jawaharlal Nehru College (SMJN), Navneet Kumar Ghilidyal, he would work to bring back the lost glory of the college.
After taking charge from the outgoing Principal, Dr Sunil Kumar Batra, Ghilidyal said his priorities included starting new professional courses in the college. He said in this era of professional and technical education, one could not rely on traditional courses like BA and BSc alone.

“We need to introduce new technical subjects and courses in SMJN so that our students match with other private institutions. SMJN was the number one college in the 60s and 70s, but has been losing its position since the 90s. I will regain that lost glory as it still has the largest strength when compared to the other colleges,” said Ghildiyal.

Meanwhile, Students Union chief Varsha Dhanik welcomed the new Principal and assured him of their support.

Varsha highlighted need of having a regular canteen, strict prohibition of outsiders on the college campus, professional courses such as MBA from the coming academic session and filling of vacant posts in the college, among others.

ACP granted to homoeopaths

For the first time, the Uttarakhand Government has granted Assured Career Progression (ACP) to 25 homoeopathy doctors of the Department of Ayush. A total of 25 doctors who had served for the periods of 10, 18 and 26 years have been granted ACP.

The members of the the Prantiya Homoeopathic Chikitsa Seva Sangh, Uttarakhand, have been urging the government to grant them ACP for a long time. “Our demand has been fulfilled after a long battle. But the demand for payment of non-practising allowance (NPA) is still pending,” said Dr A.S Uniyal, president of the sangh,

Dr Sunil K Dimri, general secretary of the sangh, has demanded the fulfilment of the other demands. These include the filling of vacant posts through the DPC, opening of a homoeopathic college, reimbursement for homoeopathic medicines, and the creation of the post of District Medical Officer at District Women Hospital. — TNS
