Dr Dilip Monga, who recently completed his five-year term as Head of the Central Institute for Cotton Research (CICR), Regional Station, Sirsa, has been given another term by the Agricultural Scientist Recruitment Board, New Delhi, from May, 2013 to May, 2018. The Sirsa regional station of the Central Institute for Cotton Research, Nagpur, looks after cotton research activities in Haryana, Punjab and Rajasthan where cotton is cultivated in around 15 lakh hactares.

State bans purchase of cars, ACs
Chandigarh, May 10 The latest circular issued by the Finance Department (FD) on May 9 has made it clear that the posts lying vacant for more than two years can be filled only after approval from the department. “While there will be a ban on upgrading new posts, the creation of new posts will be allowed only under exceptional circumstances by the FD,” the circular issued by the Financial Commisioner and Principal Secretary, Finance Department, asserted. Simiarly, there will be a ban on the purchase of new cars and other vehicles. However, vehicles can be purchased as a replacement. As a part of the economy measures, a ban has also been imposed on the purchase of luxury items, including air-conditioners, carpets, costly furniture and crockery. The circular, addressed to various heads of departments, Registrar of the Punjab and Haryana High Court, DCs and Commissioners of various divisions, Managing Directors of boards and corporations and registrars of state universities, also asked them to strictly ahere to the travelling entitlements to various categories of officials and elected representatives. Official sources claimed that the new circular had been issued to curb wasteful expenditure so that more funds could be diverted to development works. BKU chief begins indefinite fast
Sonepat, May 10 Talking to mediapersons, Gurnam Singh said he had started the strike in support of the demands, including immediate release of the BKU activists lodged in Sonepat jail and acceptance of demands of farmers such as a bonus of Rs 300 per quintal on wheat purchase and compensation of Rs 25,000 per acre for the damaged crops. He recalled that when the committee of the five Chief Ministers headed by Haryana Chief Minister Bhupinder Singh Hooda had recommended wheat procurement price as Rs 1,650 per quintal, then there should not be any excuse in denying the bonus of Rs 300 per quintal on a procurement price of Rs 1,350 per quintal. He questioned that if states like Chhatisgarh, Madhya Pradesh and Rajasthan could give the bonus then there was no logic in denying this benefit to the farmers of the state. |
Amnesty schemes for management of transformers, meters
Chandigarh, May 10 Devender Singh, Chairman and Managing Director of the power utilities, today said many damaged transformers and meters had been lying in a field. The nigams had two amnesty schemes separately for transformers and meters to manage the equipment properly. The amnesty scheme for meters and transformers would be available up to May 31 and June 30, respectively. Under the scheme, all the damaged transformers lying in the operation sub-divisions should be returned to stores by the junior engineers or assistant foremen, under the supervision of sub-divisional officers concerned. No shortages would be placed against the person returning the transformers to the stores. After closure of the scheme, committees of officers would inspect all transformers and the transformers found beyond economical repairs would be considered as scrap and repairable transformers would be used after repair. Devender Singh said as per the amnesty scheme for meters, the junior engineers and assistant foremen could return the stock of meters lying in the sub-divisional offices to the stores directly. However, the meters packed or to be packed under suspected theft or meters lying as evidence and under warranty period are not to be returned to the stores under this scheme. |

Chandigarh, May 10 Transport Commissioner Sumita Misra said these directions included displaying the photographs of the driver and the conductor, the telephone numbers of the owner of the bus and the Police Control Room in the bus, verification of the antecedents of the driver and other staff deployed on public transport vehicles and wearing of badges by drivers and conductors of public transport buses. |
2 girls gang-raped in Gurgaon

Gurgaon, May 10 The girls said 28-year-old Renu, who runs a photography shop in their village, had lured them into accompanying him to Rewari. He then took the girls to a hotel where Bhupinder (20) and Sandeep (25) were already waiting for them. Renu not only handed over the girls to them but also allegedly clicked their pictures when they were being raped. The victims claimed that he threatened to make the pictures public if they ever spoke up. “Renu was distantly related to one of the victims and thus knew them. The girls alleged that he had been frequently teasing them earlier also. They claimed to have kept quiet as Renu threatened to get their pictures published in the village and put them on the Net. The victims’ families brought them here,” said an investigating officer. The girls approached the police today after which Renu, who hails from Rewari, and the other two were nabbed, said Police Commissioner Alok Mittal. Minor gang-raped in Bhiwani
Bhiwani: A minor girl was allegedly gang-raped by three persons at Siwani in this district. The accused, including Sunil, Chandi, allegedly kidnapped the girl on May 1and took her to Jaipur. The police had registered an FIR on the complaint of the victim’s father. Later, the police recovered the girl from the accused persons. Today, the police took the girl to a magistrate for her statement. Based on the victim’s statement, the police took the girl to the General Hospital, Bhiwani, for her medical examination. The Siwani Station House Officer said the police would register a case of gang rape against the accused on the basis of the girl’s statement once the police party that accompanied her to Bhiwani returned. Fatehabad: Bhima rickshaw-puller, carrying children to a private school in Fatehabad town was caught molesting a three-year-old girl in Thakar Basti
here today. The residents beat up Bhim, a resident of Bhodia Khera village, before handing him over to the police. The police has arrested the accused.
Today, he picked up the three-year-old girl from her house. He went to another house to pick up a child. However, as the child was not yet ready, Bhim came back to his rickshaw. When the other child’s mother went to the rickshaw with her son,
she found Bhim doing obscene acts with the three-year-old girl. She informed her husband, who caught the rickshaw-puller and thrashed him. Some other residents also thrashed the accused. The rickshaw-puller was taken to the bus stand police post, where the residents expressed resentment against the school management too. The residents alleged that they had complained about Bhim’s conduct but the school authorities did not change him. The school authorities pacified the residents assuring them that small vehicles would be deployed for small children . produced before a local court which remanded him in 14-day judicial custody. Reports say, Chandan developed friendship with a girl on a social networking site by making a fake identity of a girl and
then called her to a secluded house where he tried to rape her. However, some residents living nearby saved the girl after she raised an alarm. In her complaint given to the police, the girl alleged that the accused Chandan used to chat with girls by making fake IDs on the networking sites. He allegedly contacted her through the ID of a girl on a website. After she developed good friendship with the ‘person, he called her for a meeting at a house on Mamera road of Ellenabad town. When she reached there, she found that there was no girl. Chandan, who was present in the house, told her that he had called her under a fake name and thereafter, he closed the doors from inside. The police said the girl had alleged that the accused attempted to rape her by threatening to kill her if she raised an alarm. Man gets 10-yr jail for rape attempt
Kurukshetra: A resident of Bhagwanpur has been sentenced to 10-year imprisonment for attempting to rape a minor girl. Additional District and Sessions Judge MM Dhonchak awarded the jail term to Karam Singh and imposed a fine of Rs 75,000 on him. He has been sentenced to seven-year imprisonment and fined Rs 25,000 under Section 363 of the IPC, 10-year imprisonment and fined Rs 25,000 under Section 366 of the IPC and 7-year imprisonment and fined Rs 25,000 under Section 10 of the Protection of Children from Sexual Offences Act, 2012. In case of non-payment of the fine, he will have to undergo nine months additional imprisonment. The victim’s father had lodged a complaint at the Babain thana on February 6, 2013. He alleged that Karam Singh had attempted to rape his minor daughter, a student of class IV. |
Tension in Karontha village after Arya sabha calls panchayat
Rohtak, May 10 A clash had taken place here on April 9 last after the Arya Samajis and the locals had assembled on the premises of the dera to oppose the move on handing over the possession of the place to the ashram supporters. While a few persons had received minor injuries, the traffic movement on the highway connecting Rohtak and Jhajjar got stalled for more than 10 hours. Though the situation was brought under control after the authorities persuaded the Arya Samajis to end their dharna on assurance that the issue would be resolved by April 30, the Arya Sabha held a meeting yesterday here and expressed concern over the failure of the authorities concerned to resolve the matter even a month after the assurance. A spokesperson of the Arya sabha alleged that the officials concerned had failed to get the ashram vacated even after their assurance. Senior Superintendent of Police Vivek Sharma said the police was keeping a close watch on the developments and claimed that nobody would be allowed to take the law into hands. The issue was to be resolved in a legal manner as the possession of the ashram was handed over on the directions of the apex court. |

Hisar, May 10 In his compliant, Manjeet alleged that he got involved in an altercation with Sandeep, a youth of the same village, while overtaking Sandeep’s vehicle when he was going to his fields. Sandeep threatened him of dire consequences. He alleged when he was sitting at his home, Sandeep came with seven-eight persons and they started firing at him. Manjeet was hit in the neck and Raj Kumar received a bullet injury in his leg. The police has registered a case and further investigations are on. |

Sirsa, May 10 The accused, mostly villagers from Nejadela Khurd, have been booked for preventing a public servant from performing his duties and other provisions of the IPC. Two rival factions of villagers had clashed in the XEN’s office when he was hearing a case relating to the construction of a watercourse yesterday. Teachers stage protest, demand filling of 25,000 posts
Faridabad, May 10 Backed by the Haryana Vidhyalya Adhyapak Sangh and the Sarva Karamcahaari Sangh, Haryana, the teachers raised slogans outside the office of the Faridabad education officer for about two hours. They submitted a memorandum to Chief Minister Bhupinder Singh Hooda vide the office of the education officer urging an immediate solution to their grievances. The agitation was led by sate leaders of the sanghs. State general secretary of the sangh CN Bharti said the teachers were against the skewed teacher-student ratio, 1:60, fixed by the Education Department a few months ago. It is impractical that one teacher could teach 60 students at a time, the general secretary said. A majority of classrooms in schools in the state do not have the capacity to seat 60 students at a time, he said. The teachers’ demands included filling of about 25,000 posts. The posts are sanctioned by the government. “They are also annoyed at the government policy of appointing teachers on a daily-wage basis,” the state general secretary of the sangh added. |
Rs 40 cr for development activities
Sirsa, May 10 Additional Deputy Commissioner Shiv Prasad Sharma presided over a meeting to prepare a plan for development activities under the scheme. The Sub-Divisional Magistrates of Ellenabad, Dabwali and Sirsa, Prabhjot Singh, Subhash Sheoran and Sant Lal Pachar, respectively, attended the meeting. Sharma said Rs 10 crore each would be spent on four blocks that comes under the plan. These blocks include Ellenabad, Bada Gudha, Odhan and Dabwali. He said under the plan, two ITIs are proposed to be set up at a cost of over Rs 5 crore each at Jeevan Nagar and Bada Gudha in the district. A plan had been sent to the state government for setting up of these ITIs. He said it was proposed to spend Rs 3.91 crore in the Ellenabad block under the Priyadarshini Aawas Yojna to build 434 houses. Similarly, housing facility would be provided at health centres of Mamerkalan, Dharampura, Kariwala and other villages of the district at a cost of Rs 68 lakh. |

Karnal/Panipat, May 10 Interestingly, 50 of the 144 wards in seven municipal corporations of Ambala, Yamunanagar, Karnal, Panipat, Panchkula, Hisar and Rohtak are reserved for women, but women voters exceed men in only one ward, Ward No 4 in the Ambala Municipal Corporation, where 12,218 out of 20,530 voters are women. There are 24 wards in Panipat corporations, while in the remaining corporations the number of wards is 20 each. Seven wards are reserved for women, including one ward for Scheduled Caste women in six municipal corporations of Ambala, Yamunanagar, Karnal, Panchkula, Hisar and Rohtak, while in Panipat municipal corporation, Two wards each have been reserved for backward classes and Scheduled Caste candidates and number of voters vary from minimum 5,507 voters in ward No 23 and maximum 20,724 voters in ward No 4 in the Panipat municipal corporation. Ambala municipal corporation has the maximum number of 2,75, 184 voters, followed by 2,72,343 in Panipat, 2,59,850 in Rohtak, 2,59,809 in Yamunanagar, 2,29,414 in Panchkula, 2,09,515 in Hisar and 2,09, 264 in Karnal. A total of 1,625 polling booths would set up for June 2 polling with Ambala having the highest number of 275 booths, followed by Yamunanagar 246, Out of 144 wards, 13 wards have more than 15,000 voters, which include four wards with over 18,000 voters. |
Establishing identity of electors a must: EC
Chandigarh, May 10 While stating this here today, the State Election Commissioner, Haryana, Dharam Vir, said the commission had directed that all the electors, who had been issued electoral photo identity cards for the Assembly and Lok Sabha elections and the electoral photo identity card numbers had been mentioned in case of municipal electoral rolls, would have to produce these cards to exercise their franchise during the general or byelections of the municipalities. He said if any elector had not been issued electoral photo identify cards by the Election Commission of India, he or she would have to produce any one of the documentary evidence to establish his or her identity, which included voter slip, passport, driving licence, income tax identity (PAN) card, service identity card issued to employees by the Central or state government offices, public sector undertakings, local bodies or other public limited company, passbook of accounts having photograph opened in a scheduled bank or post office, freedom fighter identity card having photograph, SC/ST/OBC certificate having photograph and certificate of physical handicap having photograph. He said the elector might also produce arms licence having photograph, job cards with photograph issued under the National Rural Employment Guarantee Scheme, property documents with photographs such as 'pattas' and registered deeds, pension documents with photograph, health insurance scheme smart cards with photograph, ration cards or any other similar documents establishing the identity of the electors to the satisfaction of the presiding officer. He said in case of an odd elector, who did not have any of these mentioned documents, would be allowed to vote, if he or she was able to establish his or her identity to the satisfaction of the authorised polling official. Wheat yield likely to dip 20 pc in Jind
Jind, May 10 “Though the arrival and procurement of wheat is still on and it continues for the next 8 to 10 days, the quantity of the produce arriving at mandis has started declining and the supply has entered the last phase,’’ claimed an official of the grain market here. He said though the overall procurement was still around 2.5 lakh metric tonne lower than that of the total procurement made in the district last year, the total procurement this time is expected to be around 6 lakh metric tonnes which would be down around 20 per cent. “The drop is attributed to lower per acre productivity of the crop caused by delay in sowing and climatic factors,” claimed sources in the Agricultural Department here. They revealed that per acre productivity of wheat this year had slipped to 265 to 280 kg from 400 kg per acre achieved last year. “Despite the fact that the production has shown a slide, procurement agencies and contractors engaged in the process of lifting and transporting it to godowns have failed to do their job in a proper manner, resulting in problems for both commission agents and farmers,’’ claimed a commission agent in the district. Blaming a corruption racket in the procurement process, he said despite the tall claims made by the officials concerned, the lifting was still an issue of concern, though procurement had slowed down. On the other hand, the Deputy Commissioner, who earlier claimed that the problems in lifting had been sorted out, issued directions again on Wednesday to clear the procured stock lying in the markets. Sources in the department claimed that due to lack of adequate covered storage space, a large quantity of the procured wheat has been stacked or lying in open thus making the wheat at risk to damage in case of unseasonal rain. |
Neonatal unit to be operational by month-end
Sirsa, May 10 Out of these, four systems are being set up in the indoors, four in the step-out rooms and four units in nursery. All these systems are automatic and have inbuilt provisions of oxygen and vacuum etc. A spokesperson of the health department said as many as 14 officials, including a paediatrician,nurse and paramedics would be deployed round the clock. The department has spent a sum of Rs 50 lakh for setting up of the unit, said the spokesperson. Malik Singh and Balhar Singh, with the connivance of their sister Balvinder Kaur, chalked out a plan to dupe Jasbir Singh of his landed property. They told Jasbir Singh as he did not have a child, he should sell his landed property and shift to their Theri Shahpur village in Punjab where the God might bless the couple. Jasbir Singh agreed to this proposal. They sold 6 acre in his name and a plot in his wife’s name for Rs 1.35 crore on May 10, 2011, and returned to their Theri Shahpur village where they had already promised to purchase land with this money in Jasbir Singh’s name. After some time when Jasbir Singh asked them to purchase land, they refused to do so and started intimidating him. Ultimately, they left Jasbir Singh with his sister Rajwant Kaur at Baldheri village (Haridwar). |
