MBBS also study of basic sciences: HC
Olympiad winner gets relief, was denied scholarship on the grounds that he was a medical student
Saurabh Malik
Tribune News Service

Chandigarh, April 3
In a first, the Punjab and Haryana High Court has elaborated upon the term science to include medical sciences, such as MBBS, MD and MS degree. With this, the High Court has made it clear that a student does not switch over from basic sciences to the study of applied science by joining MBBS course; and would still be entitled to scholarship for basis sciences.

Pronouncing the orders, Justice Ranjit Singh also held that the petitioner, Kalyani, was entitled to the grant of fellowship under Kishore Vaigyanik Protsahan Yojana from academic year 2007-2008. The order came six years after she was awarded a gold medal in International Biology Olympiads. Justice Ranjit Singh also held that she was entitled to costs assessed at Rs 10,000.

The fellowship is granted by the Union Department of Science and Technology to identify, attract and encourage exceptionally bright and highly motivated students of basic sciences, engineering and medicine to realise their potential.

In Kalyani’s case, the respondents claimed that students representing India in International Olympiads qualify for fellowship provided they complete their X-XII standard board examination and continues studies in basic science. But, the petitioner was informed that the fellowship was not automatically awarded to International Olympiad participants, if they choose to study professional courses, like medicine since the conditions specified for MBBS students were different from those pursuing studies in basic sciences.

Allowing the petition, Justice Ranjit Singh asserted: “I have not been able to understand as to how study of MBBS course or a degree course of engineering is different in any manner from the study of BSc course, which is referred to as a study of basic/natural sciences.

“The MBBS course would also involve the study of natural and basic sciences and this distinction to me would appear to be totally artificial and arbitrary.

“Even if it is considered for the sake of arguments that MBBS or engineering course is a study of applied sciences, then also in my view it cannot be said that it will be not a study of basic science.

“I am not prepared to accept that the study of medical sciences, like MBBS, MD or MS Degree is not a study of science subject…. The order rejecting the claim of the petitioner and the denial of fellowship, thus, is arbitrary and unfair and cannot be sustained”.

I am not prepared to accept that the study of medical sciences, like MBBS, MD or MS Degree is not a study of science subject…. The order rejecting the claim of the petitioner and the denial of fellowship, thus, is arbitrary and unfair and cannot be sustained. — Justice Ranjit Singh, High Court

Bar Association elections
HC gives voting rights to members of other councils
Tribune News Service

Chandigarh, April 3
Lawyers, who are members of Bar Councils other than the Punjab and Haryana Bar Council, will now be able to cast their votes in the Punjab and Haryana High Court Bar Association elections.

In a direction that may change the complexion of the elections, Justice Rajiv Narain Raina today directed the Election Committee of Punjab and Haryana High Court to permit all such members to cast their votes, who are members of the High Court Bar Councils other than Bar Council of Punjab and Haryana.

The directions came just about two days before the Punjab and Haryana High Court Bar Association elections on a petition filed by Vikas Cuccria against the Punjab and Haryana High Court Bar Association and other respondents through counsel Kanwalvir Singh Kang.

The grievance of the petitioner was that lawyers, who have been regular members of the Punjab and Haryana High Court Bar Association and practising at the High Court, have been debarred from voting in the elections of the Punjab and Haryana High Court Bar Association scheduled to be held on April 5.

This was solely on the ground that they were enrolled with Bar Councils of other states.

Kang argued that as per Rule 4(a) of the High Court Bar Association, every advocate whose name was for the time being borne on the rolls of Bar Council of Punjab and Haryana or any other Bar Council of the country, was eligible for membership of the Association.

Consequently if a lawyer was eligible to become a member, he has a right to vote and contest the elections of the Bar Association.

In compliance with the directions, the Election Committee has already informed all similarly placed lawyers to clear their dues and furnish required affidavits by 1 pm Thursday.

UT to use GMSSS-35 cricket ground
Deepankar Sharda
Tribune News Service

Chandigarh, April 3
Waking up from its slumber, the UT Education Department has decided to utilise the cricket ground of Government Model Senior Secondary School, Sector 35, (GMSSS Sector 35), here.

In first of the initiatives, the department has decided to allow the cricketers of the state-run Chandigarh Cricket Academy (CCA) of the UT Sports Department, to use the ground for nurturing their skills.

The claimed dream project of the UT Education Department was facing official’s apathy since it was inaugurated in September 2011 by Advisor Chandigarh Administration KK Sharma along with Finance-cum-Sports Secretary VK Singh.

Reportedly, a total budget of Rs 3-lakh was spent on this project. To uplift the standards of the ground, Grade-I grass was laid and landscaping was also completed. A full-length wicket (pitch) was also made. The UT Education Department has also organised some matches during the 58th National School Games, last year.

“We have not handed over the ground to the UT Sports Department but in order to utilise it allowed them to use the ground. The ground was lying vacant and it is good that it will be used. Along with the pupils of the academy, other players will also be allowed to participate the practice session. It was decided in a meeting with joint director sports,” said Amarjeet Singh, sports organiser UT Education Department.

When asked about the maintenance of the ground and owing rights of the ground, he added, “The ground falls under the UT Education Department and it will be maintained our department only. The authorities were asked to submit the requirements to the accounts department and the asked items will be delivered at the earliest,” said Amarjeet.

On the other hand, the District Sports Officer was spotted contradicting the statement of the official from the Education department. “The education department has not handed over the ground to us. But since our cricketers will practice there, we will maintain the ground. The players of the CCA are the students of the same school and it will helpful for them to play in the same school,” said KS Bharti, District Sports Officer UT Sports Department.

Notably, to maintain the cricket ground equipments including rollers, nets, dressing rooms, store and specialised manpower is required and the Education Department lacks all the facilities.

“The decision is welcomed but except ground availability, the nurturing of skill requires modern equipments and man power. This is not a wise decision to shift the academy’s base without providing proper infrastructure. Both the departments should make a consensus over who is providing what and then only shift the academy here. Both the departments will use the public money, so it should be utilise in proper manner,” said an official, seeking anonymity.

At 58, Indian soccer team ex-captain won’t quit field
Deepankar Sharda
Tribune News Service

Chandigarh, April 3
‘A man, who can't bear to share his habits, is a man who needs to quit them’ and Harjinder Singh, the only identity of city’s soccer, is following the same by Stephen King. Thirteen years of his service with the nation famous Chandigarh Football Academy (CFA) is coming to end, with his retirement from the UT Sports Department and the 58-year-old former skipper of the Indian soccer team is in no mood to sit on a couch and disparage the national talent.

“I will not sit back home and crib about the condition of the national football. I have many things in mind, a new academy and some future planning for local footballers. I have served my department with best of my facilities and in case the authorities wanted me to continue gracefully, I will be happy,” said Harjinder Singh.

When asked about his 13-year-old attachment with the state-run academy, the coach-cum-mentor of around 25 players added, “It’s our hard work that we have successfully made a sincere reputation of this academy. In these 13 years, this institution has produced over 21 International players in all sub-junior, junior and senior categories. Around 11 players are playing in all the leading professional clubs of the nation. To convert the raw talent into professionals is the biggest task to perform and with God’s grace, I have achieved success so far” said the coach.

Except individual achievements, the players of this academy have won honours after helping the city’s football to make an identity in both national and international level.

Majority of players from the CFA are representing city’s soccer team in various national events. The city is bagging the title of School Games Federation of India (SGFI) Soccer Cup since 2004-05. For the very first time, Chandigarh lifted the Dr BC Roy Trophy Soccer Cup, in which 11 players of this academy honed their skills. The batch from this academy also bagged the U-16 Football Open Nationals.

In the international arena, besides producing best players, the CFA team booked their final berth in the junior Manchestar Soccer Cup. In this tournament, four players of the same academy were declared as the best emerging players.

“The academy besides producing talent for the nation is serving the city in the same manner. My boys are achieving new heights; they are disciplined and are well aware of the value of sports. I just wish to keep them together and put them where they deserve the best. My team is winning all the laurels including local, national and even international level tournaments and being a head of this team is a proud thing for me,” said Harjinder.

Adding further, “Not only boys but two female trainees, who are regular visitors of the Sector 42 soccer ground, also represented India in the international Asian cup for Women.”

Harjinder Singh is among the finest strikers (right-in) that the nation has produced, so far. He has played football for more than 11 years and he played his first junior international match at the age of 17 years. In 1977, he was handed over the captainship of the Indian soccer team. He becomes the most successful player of the year with joining the Indian senior football team at the age of 19 years, youngest among all.

Besides serving the nation, he also played for clubs like East Bengal, JCT and Leaders Club. He is well-known figure all over the nation and also acted as the coach of Indian junior squad. During his good days, he was also selected for the All-Asian star team and was part of the Indian youth football team that has won a gold medal during the Asian Youth Football Championship at Bangkok.

“I have served the nation along with other stars of Indian soccer. My aim is not only to provide coaching but also to put the talent in right manner. It depends upon where I would be but my work will remain the same, to serve the game,” said Harjinder Singh.

CFA trainees said, “He might be an ordinary person for the department but for us, he is the man, who provided with us with an identity. We will surely miss him and his coaching. He is a gem of a person and we wanted him to stay back.”
