New Delhi, March 24
The Delhi Sikh Gurdwara Management Committee (DSGMC) has decided to restore the Guru Granth Sahib Research and Study Centre (GGSRSC) to the premises of Gurdwara Rakab Ganj Sahib in order to help research in Sikh religion.

Rare handwritten script of the Guru Granth Sahib will also be displayed at the centre. It will be opened in the building which houses the office of the DSGMC.

The DSGMC president, Manjit Singh said that the building was constructed in 2007 with an aim to open the study centre. The foundation was also laid by the Prime Minister Manmohan Singh and an imposing building was constructed at the place.

But the plan was shattered when Paramjit Singh Sarna took charge of the DSGMC. The building that was constructed at a cost of Rs 2 crore was taken over by the DSGMC to run its office, said Manjit Singh, now the DSGMC president.

He said the decision to restore the centre was taken in the presence of Sikh intelligentsia. On the other hand, Sarna said that when he had taken over office of the DSGMC, there was no plan for such a centre.

New Delhi, March 24
The national Capital faces new challenges in the form of infrastructure, education, health and employment with the density of population in Delhi being the highest in all the states and union territories in 2011, notes the Economic Survey of Delhi.

However, providing a job to the unemployed is most challenging of the tasks. Even after spending Rs 80 crore in the last ten years, only 11,000 people were employed by the Delhi government though 10 lakh people registered their names in the employment exchange department.

Ironically, the per capita income in Delhi is more than double the national average at Rs 1.73 lakh reflecting availability of ample employment opportunity in the city, yet the government has done precious little to provide jobs to the unemployed.

Delhi Power Minister Haroon Yusuf recently told the Assembly that the employment exchange department of the government could provide placements to only 11,000 people out of 10 lakh unemployed persons registered with the department in the last ten years.

Yusuf, who also holds the charge of employment department, said that till March 11 this year, 10.17 lakh unemployed persons were registered with the Directorate of Employment. However, only 11,242 were given jobs with only 16 people employed in 2009 and 23 in 2008. There are six employment exchange offices working under the employment department.

"What is the use of such a department which does not even have an output of 0.01 per cent. In fact, what is the need for an employment minister. The government should rather consider a proposal for providing an unemployment allowance instead of spending money on this section," said Opposition leader VK Malhotra, raising questions over the efficiency of the department. The department needs to be closed down, he said.

Malhotra said that the government has not taken any measures to ensure jobs in the last decade. "The population of Delhi has reached 175 millions. There are about 40 lakh families, out of which 11 lakh people are registered with the Employment Bureau with the hope of getting jobs, and the government has no jobs!," he said, adding that the Congress has not kept any provision for creating employment opportunities in its 15th Annual Budget.

On the other hand, Yusuf said that the only function of the department is to register the names of the unemployed persons and forward them to the agencies concerned.

"Our function is not to generate jobs. We only register names through our offices and online procedures which are then forwarded to the recruiting agencies or departments. We get regular information about the vacancies in various offices. It is mandatory for them to keep us updated on the vacancies announced by them," said Yusuf, explaining the functionality of the Employment Directorate.

New Delhi, March 24
The Crime Branch of the Delhi police today claimed to have arrested Rajesh, alias Raju, who was allegedly involved in murder cases in Bahadurgarh, Haryana. He was arrested yesterday from near Kakrola Mod where he had gone to meet somebody. During interrogation, Rajesh said that he was an active member of the Kartar Singh Mandothi gang and was involved in two murder cases. He kept on changing his hideouts to avoid arrest.

Two cases were registered against him in the Sadar police station, Bahadurgarh, for killing two persons. In one of the cases, he killed Kuldeep Singh of Mandothi village in 2007.

He was then allegedly involved in the killing of four persons of Mandothi village in 2011. In this case, four victims were coming back to Bahadurgarh from Jhajjar in a Maruti car after deposing before a court in connection with a criminal case. They were assaulted by 12 members, including Rajesh, of the gang. All the four reportedly died on the spot. The assailants were absconding.

In this case, a reward of Rs 10 lakh was declared by the Haryana police.
