4 rapes in two days shame Delhi again

There were four incidents of rape and one case of molestation reported across Delhi during the past two days. In the first incident, a 42-year-old woman has alleged that a 69-year-old retired colonel raped her after giving her a drink laced with sedatives on Wednesday. The accused has been victim's friend for the past five years.

Chief Minister and Delhi Jal Board (DJB) Chairperson Sheila Dikshit today gave some relief to the DJB consumers who suffered following the transition to the Revenue Management System.

Manoj Morkheri, a dreaded criminal, who was caught during an encounter with the police in Delhi yesterday, had allegedly told a Haryana police inspector, "I will kill you", sometime before brutally murdering him in January this year.

4 rapes in two days shame Delhi again

There were four incidents of rape and one case of molestation reported across Delhi during the past two days.

In the first incident, a 42-year-old woman has alleged that a 69-year-old retired colonel raped her after giving her a drink laced with sedatives on Wednesday. The accused has been victim's friend for the past five years.

The retired colonel identified as Ashok Kumar Chawla was arrested after a case was registered at the South Campus police station yesterday.

In the second incident, a 16-year-old girl was allegedly raped by five youths in Aman Vihar, located on the outskirts of Delhi on Tuesday. One of the accused is her friend, who has been arrested. He is identified as Monu and the police is searching for the other four accused.

The victim allegedly told the police that Monu runs a shop near her house in Aman Vihar. On Tuesday, she was going to her workplace when Monu allegedly dragged her into the house. He then called his friends and they all took turns to allegedly rape her. The girl narrated the incident to her parents who informed the police.

In the third incident, a five-year-old girl was allegedly raped by her tuition teacher in south Delhi's Malviya Nagar area on Wednesday. The teacher identified as Himanshu has been arrested.

On Wednesday evening, the girl started crying on returning home after her tuition classes. She narrated the incident to her mother, who informed the police.

In the fourth incident, a 16-year-old boy was apprehended for allegedly raping a juvenile girl in Kanjhawala located on the outskirts of Delhi.

In the fifth incident, a 22-year-old factory worker was arrested for allegedly molesting a class VI student in his neighbourhood on Tuesday. The incident took place in northeast Delhi's Khajoori Khas area.

The accused identified as Sudama has been arrested. On Tuesday, the girl's father came home and saw that the accused was allegedly molesting her. He caught Sudama and handed him to the police.

DJB waives late payment surcharge

Chief Minister and Delhi Jal Board (DJB) Chairperson Sheila Dikshit today gave some relief to the DJB consumers who suffered following the transition to the Revenue Management System.

Speaking in the House meeting of the Delhi Assembly, Dikshit said that the DJB has decided to provide a substantial relief to the consumers by waiving their accumulated late payment surcharge besides allowing them to make payment of only the actual arrears in maximum six installments by March 31, 2014. The relief would become applicable with effect from April 1, 2013.

"Changing over to the new system and transfer of a huge data and its cross-checking and verification, the incidents of wrong billing are being reported by the consumers. It is essential to look into the billing errors came up due to the elongated billing period. A few errors are, in fact, due to the earlier manual records," she added.

She said that the DJB domestic consumers have been allowed to make payment of actual arrears as reflected in the current bill, hence, they will not have to make payment of accumulated late payment surcharge. The payment of such actual arrears can be done by March 31, 2014, through a maximum of six installments. In case, they make payment of full arrears by July 31, 2013, they would become entitled to a further rebate of 30 per cent.

The DJB has also decided to grant unconditional waiver of full late payment surcharge levied on water bills for consumers in JJ and resettlement colonies. They can also make payment of actual arrears in installments like other consumers.

The consumers in JJ and resettlement colonies would be eligible to a further rebate of 30 per cent on their actual arrears, in case, they pay their full arrears by July 31, 2013.

Wanted gangster killed Haryana inspector to settle a score

New Delhi, March 21
Manoj Morkheri, a dreaded criminal, who was caught during an encounter with the police in Delhi yesterday, had allegedly told a Haryana police inspector, "I will kill you", sometime before brutally murdering him in January this year.

Morkheri and his two accomplices, Anil and Sunny, had allegedly used five guns, including assault rifles, to murder Inspector Ram Kishan Dahiya in Rohtak, Haryana, according to police sources. When the police found his body, it was riddled with bullets.

"Morkheri wanted to avenge the death of his cousin, who was killed in an encounter with the inspector. Morkheri had met the officer and told him that he would kill him," added the sources.

Delhi Police Crime Branch caught Morkheri and his two accomplices, Praveen and Vivek, during yesterday's encounter at Alipur. His other accomplice, Rakesh, who was injured during the firing, succumbed to his injuries in a hospital in Delhi yesterday. Morkheri's fourth accomplice, Rinku, managed to escape.

Apart from the inspector's murder, Morkheri is also allegedly involved in two cases of kidnappings in Delhi, according to the police. In 2011, he kidnapped a student of Maharaja Agrasen College of Delhi University from Prashant Vihar.

Sources claimed he had demanded a ransom of more than Rs 1 crore from the boy's father, but later took Rs 82 lakh.

During the same year, Morkheri kidnapped another student from south campus of Delhi University. He took a ransom of Rs 30 lakh.
