3 die, 14 hurt in road mishaps
Srinagar, March 12
Three persons died while 14 others were injured in road accidents across Kashmir. The police said two persons died and four others were injured when an Innova car collided with a trailer near Chandhara crossing in Awantipora on the Srinagar-Anantnag highway late last night. The deceased were identified as head constable Mohammad Abdulla Lone of Sehpora in Budgam and the driver Aamir Ahmad Gojri, a resident of Bemina.

Day temperature dips in Valley, rainfall likely today

With an overcast sky, day temperature dipped by a few notches across the Valley today. The weatherman has forecast rainfall at many places tomorrow. Srinagar city recorded the maximum temperature at 15.5 degree Celsius as compared to 20.3 degree Celsius yesterday, a Meteorological Department official said.

File status report on leper hospital in a week, HC tells health authorities

Srinagar, March 12
The Jammu and Kashmir High Court has given the state government a week's time to file its status report on the leper hospital in Srinagar. The High Court, which is hearing a public interest litigation (PIL) for reforms in health sector, on February 5 had directed the authorities to file a status report about the condition of the only leper hospital in Kashmir valley indicating the number of patients being treated there.

Handwara villages without power supply for a month
Kupwara, March 12
Residents of Rajpora, Zachaldara, Batpora, Magam and Hanga in Handwara are groping in the dark for over a month as the faulty transformers lifted by the Power Division have not been repaired till date. At least 60 families of Gugloosa near Trehgam in Kupwara have to make do without power as the transformer which developed a snag three weeks ago has not been repaired.

Over 90 lakh saplings to be planted in Anantnag

Efforts to increase green cover in Anantnag district are being made by the district administration, an official statement said. The statement said the Deputy Development Commissioner (DDC), Anantnag, Farooq Ahmad Shah, held a top-level meeting with the relevant departments and agencies in the district headquarters for afforestation in the district.

Show DRDO authorisation on pepper gas use: SHRC to police
Says stop using gas against protesters; seeks opinion on its hazardous effects

Taking a serious note over the use of pepper gas against protesters and its consequent hazards on public health, the State Human Rights Commission (SHRC) today asked the Director General of Police (DGP) to produce the Defence Research Development Organisation’s (DRDO) authorisation report for using the same during protests.

After studying the report submitted by the DGP and taking further cognisance of the news reports, the SHRC today issued the direction and sought expert views on the issue.

The commission has also asked the police to reveal the quantum of pepper gas used and its chemical composition along with views of a panel of senior doctors from various hospitals in the Valley.

The directions have come after the DGP submitted a report to the commission in which he mentioned the DRDO authorisation about pepper gas use on crowds.

The rights body, while taking suo moto cognisance of news reports about the use of pepper gas against non-protesters last week, had issued an interim recommendation to the state police authorities to stop using the same in Jammu and Kashmir.

“After studying the report submitted by the DGP and taking further cognisance of the news reports, the SHRC today issued the direction and sought expert views on the issue,” an official of the commission said.

The panel of eminent doctors from the state from which the commission has sought expert opinion in this regard comprises Dr Parvez Koul from Shere-Kashmir Institute of Medical Sciences (SKIMS), Srinagar, Dr Javed, Associate Professor, Department of Medicine, Government Medical College (GMC) Srinagar and Dr Muzaffar Mirza, Head of Department, Chest Diseases Hospital in Srinagar.

The Jammu and Kahmir police in its report to the SHRC had claimed that the use of the pepper gas on civilian crowd has been authorised by the DRDO which developed the pepper gas grenades.

The SHRC single bench has now referred the matter to division bench for further consideration by the next week.

Pepper gas use in Valley

  • Pepper gas was introduced in Kashmir by the police authorities two years ago to control the protesting crowds

Shutdown in parts of downtown Srinagar city

Srinagar, March 12
Parts of the old city observed shutdown today amid protests against the arrest of some youths in the area. Shopkeepers at Nowhatta, Gojwara and adjoining areas of downtown Srinagar staged protests demanding the release of the youths. The Joint Coordination Committee Shaher-e-Khaas (JCCSK) staged a dharna at Nowhatta as a result of which the movement of vehicular traffic in the area was affected.

Mohammad Jamaal, a Joint Coordination Committee Shaher-e-Khaas member, said four youths had been arrested on charges of stone pelting while demanding their immediate release. He said the arrested youth were traders.

Abdul Qayoom Bhat, another JCCSK member, said the four arrested included Asif Ali Qazi, a trader, who is the son of the Gojwara Bazar Committee president.

Eyewitnesses said the dharna remained largely peaceful.

The JCCSK members said they would continue to stage protests till the arrested youths were not released.

The police had launched a crackdown on protesting youth across the Valley, including downtown Srinagar, and arrested several persons in the aftermath of the execution of Parliament attack convict Afzal Guru.

The police said 338 persons were arrested during the past one month in the Valley of which 242 have been released on bail. — TNS

Four persons were injured in the accident. “Gojri succumbed to his injuries at SMHS Hospital, Srinagar,” a police spokesman said. A case has been registered in this regard.

A truck while on way from Jammu to Srinagar driven by Babu Ram of of Nad Top in Samba collided with the wall of Government Boys Degree College, Khanabal in Anantnag, resulting in his on the spot death. A case was registered in this regard.

In another incident, four passengers were injured when a Scorpio vehicle skidded off the road near Thune Palpora in Ganderbal and rolled down into a nullah.

The injured were shifted to the Sub-District Hospital, Kangan, for treatment. One of the injured was referred to SKIMS, Srinagar for further treatment.

A TATA 407 vehicle driven by Hilal Ahmad Shah of Tapper Pattan hit another vehicle driven by Mushtaq Ahmad Alie, a resident of Kulgam in Anantnag at Hianjiyera on the national highway which left four persons injured, including the driver Alie. The injured have been shifted to a hospital for treatment.

A pedestrian was injured when a car hit him in Ganderbal district. The injured was identified as Ghulam Mohammad Teli of Barsoo. The injured was taken to a hospital for treatment.

An unidentified motorcyclist hit Saleema of Inderkote Sumbal at Sumbal market in Bandipora as a result of which she got injured.

Day temperature dips in Valley, rainfall likely today

With an overcast sky, day temperature dipped by a few notches across the Valley today. The weatherman has forecast rainfall at many places tomorrow. Srinagar city recorded the maximum temperature at 15.5 degree Celsius as compared to 20.3 degree Celsius yesterday, a Meteorological Department official said.

Maximum temperature in other parts of the Valley too witnessed a decrease. Qazigund, the gateway town to Kashmir, saw a high of 13.9 degree Celsius while the border town of Kupwara recorded the maximum temperature at 14.9 degree Celsius.

Pahalgam in south Kashmir recorded 11.0 degree Celsius as the maximum daytime temperature.

Barring ski resort Gulmarg in north Kashmir, night temperatures in most of the places in Kashmir remained above zero degree. While Gulmarg recorded the minimum temperature at minus 1.0 degree Celsius, Srinagar, Qazigund, Pahalgam and Kupwara witnessed a low of 7.4, 5.4, 1.4 and 5.3 degree Celsius respectively.

The weatherman has forecast snowfall and rain at many places during the next 24 hours. “Moderate rain and snow will occur at many places with heavy precipitation at isolated places,” an MeT official said.

Srinagar too is expected to receive rainfall with the maximum and minimum temperature expected to remain at 14 and 6 degree Celsius respectively.

The Jammu region, the Meteorological Department said, was expected to receive rain and thundershowers tomorrow. Maximum and minimum temperatures in Jammu city are expected to hover around 24 and 15 degree Celsius respectively.

Night temperature in the Ladakh region continued to remain sub-zero. Leh recorded a minimum temperature at minus 4.6 degree Celsius while Kargil witnessed a low of minus 7.6 degree Celsius.

Leh and Kargil recorded the maximum temperature at12.2 and 10.4 degree Celsius respectively.

File status report on leper hospital in a week, HC tells health authorities

The Jammu and Kashmir High Court has given the state government a week's time to file its status report on the leper hospital in Srinagar. The High Court, which is hearing a public interest litigation (PIL) for reforms in health sector, on February 5 had directed the authorities to file a status report about the condition of the only leper hospital in Kashmir valley indicating the number of patients being treated there.

In the status report, the authorities were supposed to provide information on the number of patients suffering from leprosy and facilities being provided to them besides manpower sanctioned by the government for running the hospital.

As the PIL came up for hearing before a division bench of the High Court this week, the advocate representing the health authorities prayed that they be granted more time to file the status report.

After hearing both sides, the bench gave the health authorities time to file the status report within a week’s time.

During the last hearing, the HC had directed the authorities to fill up the vacancies in associated hospitals of the Government Medical College (GMC), Srinagar, and complete the selection process within four weeks.

The court had also directed the Deputy Commissioner, Anantnag, to file supplementary affidavit regarding action taken against drug testing laboratories and those found guilty of selling and storing spurious drugs in the state.

THE PIL SAYS

  • In 2006, GM Khan had submitted a representation before the HC which was later treated as a PIL by the court
  • Khan had complained about the violation of orders banning private practice by doctors
  • He had also pointed out about the absence of doctors in government hospitals, dispensaries and other primary health centres
  • Besides, Khan in his representation had also expressed concern about private hospitals which were not registered or licensed

Handwara villages without power supply for a month
Transformers lifted weeks ago yet to be repaired, installed

Residents of Rajpora, Zachaldara, Batpora, Magam and Hanga in Handwara are groping in the dark for over a month as the faulty transformers lifted by the Power Division have not been repaired till date. At least 60 families of Gugloosa near Trehgam in Kupwara have to make do without power as the transformer which developed a snag three weeks ago has not been repaired.

Residents of these villages said despite repeated visits to the power division officials concerned, transformers of five villages had not been repaired. They said officials of the power division had lifted the transformers for repairs after numerous pleas but they (transformers) were never installed back.

Tired of their pleas falling on deaf ears, villagers of Rajpora today raised a wooden structure at the site of the transformer for dumping grass for livestock.

“It has been more than 40 days that the officials lifted the transformer for repairs but the same has not been installed till date. Despite repeated visits and pleas to install the transformer, the officials choose to ignore our sufferings. We have now used the same space and base raised for the transformer to dump grass for our cattle. We have realised that it is useless to hope for the installation of the transformer. We have turned it into a permanent grass dumping site,” said Imtiyaz Ahmad, a resident of Rajpora.

Locals of other Handwara villages also expressed resentment over the callous attitude of power officials. “We paid Rs 50 per family to a lineman and his colleagues for lifting the transformer for repairs. It has been over a month and the transformer has not been installed. The government claims to spend huge funds on providing power to remote villages near the line of control but our village, which is just 14 km from Handwara, is without electricity for more so many days,” said Ghulam Mohammad.

A delegation of locals from Gugloosa village today visited Kupwara DC Sarmad Hafeez to apprise him of their woes. The DC assured the delegation that their problem would be addressed at the earliest. “I have asked executive engineers of the power division at Handwara and Kupwara to install the transformers in these villages in a week,” said the DC.

Over 90 lakh saplings to be planted in Anantnag

Efforts to increase green cover in Anantnag district are being made by the district administration, an official statement said. The statement said the Deputy Development Commissioner (DDC), Anantnag, Farooq Ahmad Shah, held a top-level meeting with the relevant departments and agencies in the district headquarters for afforestation in the district.

According to the DDC, the afforestation will expand the green cover in this South Kashmir district.

The meeting was attended by Lidder District Forest Officer (DFO), Anantnag DFO, Soil Conservation DFO, Anantnag Chief Horticulture Officer, Executive Engineer of Flood Control, Haryaali project officer and Anantnag district panchayat officer among others.

The DDC said over 9 lakh saplings, particularly those of conifers, will be planted in the district by different departments in the drive. He stressed for maximum plantation in the district and explained its multiple benefits.

The Horticulture Department has been asked to plant saplings of fruit-bearing trees like peach, plum and grapes in the feasible areas.

“The Horticulture Department should initiate, innovate and experiment cultivation of plants with economic benefits for the growers,” the DDC said. “They should try to grow saffron in areas like Mattan and Aung Kandi,” he added.

Shah instructed officials of all the departments to ensure that all the government land should be used under the plantation drive. “By carrying out the plantation drive in the district, we can save the land from the encroachments,” he said.

“I expect that the officers and administration will work with enthusiasm to make the project successful,” Shah said.

VAT reduction for hotels will promote tourism: Hoteliers

The J&K Hoteliers’ Club yesterday said the announcement to reduce the value added tax (VAT) for hotels in the recent state budget would help in promoting Kashmir as a less expensive tourist destination.

“We had requested the government, particularly Finance Minister Abdul Rahim, to reduce the existing 13.5 per cent VAT to 5 per cent. The reduction in the VAT will help them promote the state as a less expensive tourist destination,” chairperson of the J&K Hoteliers’ Club Mushtaq Ahmad Chaya said at a meeting of the club held here today.

He was referring to the announcement of reduction of VAT in the budget on cooked food items sold by the hotels.

Chaya said extension of the existing tax exemptions to the tourism sector for another year in the recently announced budget for the next financial year also was a welcome.

Joint Secretary, J&K Hoteliers’ Club, Tariq Rashid Ghani, said, “The existing tax exemptions to the tourism sector will continue for another year.”

“It is a relief for the tourism sector, which has been the worst hit in the past 24 years,” Tariq Rashid Ghani said.

The meeting was also attended by Senior Vice Chairperson, J&K Hoteliers’ Club, Riyaz Ahmad Shahdad, Junior Vice-Chairperson Amit Amla, Secretary General Musadiq Shah, Treasurer Sajid Farooq Shah, president, Pahalgam Chapter, Asif Iqbal Burza, president, Gulmarg Chapter Dr Ifshan Khanday among others.

Farmers ask Army to give land compensation

Baramulla, March 12
Twenty families of Watergam village in Baramulla today held a demonstration demanding rental for their land and orchards under the Army’s occupation since 1993.

The protesters said their children faced hunger-like situation as the orchards which were the only source of their livelihood had been occupied by the Army.

“We have not been paid a single penny since 1993. Our children are getting starved. We used to sell fruits to feed our families,” said a resident.

They said for over two decades, they were promised of the release of rent.

The protestors, including women and children, were carrying placards and blocked the Kupwara-Baramulla road till 11.30 am. They raised slogans against Army and the state government.

The land measuring about 40 kanals, including fruit orchards, is presently occupied by the Army’s 32 Rashtriya Rifles and 28 RR before. The protesters later visited the SDM, Sopore, who assured them that their case will be taken up. — OC

MC to start plantation drive, install smart bins

In an effort to beautify the city, the Srinagar Municipal Corporation (SMC) will soon start a plantation drive and install smart bins at several places. SMC commissioner Dr GN Qasba has passed orders to the respective ward officers to identify various locations in the city where smart bins could be installed.

Qasba also directed all the ward officers to identify various spots in their concerned wards where trees and flowers could be planted for the beautification of the city.

An SMC spokesperson said orders were passed to the ward officers during a meeting held here yesterday. The spokesperson said the meeting was held to review and discuss sanitation measures in the city.

Qasba said the civic body would procure three more compactor vehicles for lifting garbage across the city.

Colleges urge education minister to conduct ETT exams

The Joint Action Committee (JAC) of the ETT Colleges of the state today urged the School Education Minister to promptly conduct the examinations of ETT students besides relieving the outgoing chairman of the J&K Board of School Education (JKBOSE).

While addressing mediapersons, the committee said the deputation of Higher Education Department officials should to be approved as per the norms and the annual performance report.

The Joint Action Committee asked the state government to make early arrangements for relieving the outgoing JKBOSE chairman and to order a probe by an independent agency into his alleged misdeeds during his nine-year stint at the department.

The committee urged the Deputy Chief Minister, who is also the state School Education Minister, to redress the genuine demands of the aggrieved ETT students.

Chaman Basin, Superintendent, District Hospital, Rajouri said, “Assistant Commissioner, Revenue, Rajouri, Sachin Dev Singh, and Sub District Magistrate, Nowshera, Rajeev Khajouria, today recorded statements of the hospital staff.”

He said, “Investigation is on and a high-level team of officers from the Directorate of Health Services will also visit the hospital tomorrow to investigate the matter.”

Chief Medical Officer, Rajouri, Zahoor Shwal, has also assured that those found guilty in the case would not be spared.

Chief Minister Omar Abdullah had ordered a probe in the case.

Students apprised of environment protection

A lecture on the “Initiatives of J&K Government for Environment Protection” was delivered by environmentalist Dr CM Seth at Shri Mata Vaishno Devi University (SMVDU).

A former IFS officer and ex-Registrar of the SMVDU, Dr Seth discussed various threats to the environment posed by human activities and methods to conserve the environment. He also briefed students about how the state government was working in this field by implementing environmental laws such as the Biodiversity Act, Wildlife Conservation Act and the Pollution Control Act.

Body handed over to PoK authorities

The J&K government returned the body of a resident of Pakistan-occupied Kashmir (PoK) which was found in a river in Kupwara district of north Kashmir on Sunday.

The police said the body of Mohammad Ali Mir, a resident of Bandi Tehsil Athmuqam in Neelam district of PoK, was fished out from the Kishan Ganga along the Line of Control (LoC) at Liukakr Teetwal in Kupwara. Soon after the body was recovered, the matter was taken up with the PoK authorities. "His body was handed over to the PoK authorities. — TNS
