Govt dept defaults on rent, user charges

Renting out a portion of its building in Feroze Gandhi Market to a state government department has become a thorn in the flesh of the Ludhiana Improvement Trust, which is now finding it difficult to recover not only the arrears of rent, but the user charges for electricity, water supply and sewerage, which have mounted to Rs 31 lakh now.
