PUNJAB & SIND BANK
Theft in lockers causes distress

Jalandhar, January 19
While the theft at Punjab and Sind Bank has put a big question mark on the state of security arrangements at the bank, the theft aftermath saw people with pensive faces making a beeline to the bank to review the damage done.

Crores of cash and gold was lost in the theft.

The theft has not only caused loss of money or valuables but a staggering amount of paperwork people had kept in their trusted bank.

Many of the 40 lockers emptied from the Punjab and Sind Bank Branch of Reru Chowk had important papers and passports.

The area in which the bank is situated also has a substantial number of NRIs.

The amount of documents lost indicates that a good number of people will have to spend the coming days running around government offices to get their precious papers remade.

Some people might not be able to undertake journeys scheduled overseas later in the month as their passports have been lost to the theft.

Others have lost registries and property papers and yet others green cards.

Rajinder Kaur, who had to go to Canada on January 27, isn’t sure whether she will now be able to undertake the journey.

“I was also not allowed to see whether my passport was one of those recovered. They have asked me to come back on Monday,” she said.

She had cash and passports in her locker.

A visibly upset and angry Baljinder Kaur had two passports in the bank locker - one Indian and the second British.

She also lost a lot of cash and property papers from the bank.

“The bank authorities do not seem interested to compensate us. But with no CCTVs and no security guards deputed at the bank at the time of the theft, doesn’t the responsibility for the theft lie with the bank too?”

On top of it, they were not even talking properly to claimants. They have told us to come back on Monday to see our passports.

A Jalandhar resident Jaspal Singh lost gold, three passports and a registry of his property to the theft.

Narinder Singh, a resident of the local Baba Deep Singh Nagar, was found scurrying through a mass of objects left behind after the theft near the locker room of the bank.

His wife Kuldeep Kaur and little son Gursham Singh joined him in the search.

They had only opened their locker in the bank 14 days ago (January 5th). Their 25-tola gold ornaments were lost to the theft. The bag carrying their passports and green cards was also lost.

Surprisingly, while they found two of their partially burnt passports in the stuff left behind, the bag as well as the green cards have not been found so far.

Dr Sandeep Sharma, another Baba Deep Singh resident, had his locker opened just three months ago. His locker had gold ornaments worth 50 lakh.

Many people have also lost foreign currency stored in their lockers.

Many of the residents whose lockers have been left untouched were also seen persuading or arguing with the bank administration to let then have a peek at their belongings, especially passports, since they were bound to leave for an overseas journey soon.

But they were being asked to come on Monday.

Many of them were also keen to shift their valuables elsewhere, highly condemning lax security arrangements at the bank.

While the authorities themselves are yet to review the extent of the damage, it was made clear that so far the bank authorities did not have any intentions to compensate anyone for the loss.

SS Kalra, zonal manager, Punjab and Sind Bank, speaking on the issue of passports, said, “We have given back the passports of everyone asking for them.”

When questioned about compensating people, he said, “So far we have not received any instructions to compensate the claimants. Much will depend on the future course of events.”

Of the 40 lockers, four were unoccupied.

No tableaux at Republic Day function this time

Jalandhar, January 19
Unlike previous years when all government departments prepared mobile exhibits for display of their various public welfare activities through tableaux on Republic Day functions, the same is likely to be a miss on the January 26 programme at Guru Gobind Singh Stadium this year.

Reason: The recent renovation of the stadium after which iron meshes have been installed, making it impossible for the trolleys loaded with exhibits to negotiate turns at right angles on each side. The meshes have been installed with an aim at checking the entry of anyone from among the audience to reach out to the players.

The authorities are now thinking of doing away with any such plan. The organisers said they had even contemplated on using smaller vehicles as those used for mobile advertisement or even autorickshaws, but there was a thought that smaller vehicles would have smaller exhibits and there would be a problem of visibility and impact.

It will be after a gap of two years that the programme would be held at the stadium, the usual venue, due to renovation. Instead, the administration had been using the PAP grounds for the purpose.

The best part of using the renovated stadium for the function would be the panoramic view of the parade and formations during the cultural programme available through the glass in the VIP gallery on the top. But there are problems linked to this angle as well. While earlier the each participating college had only 20 to 25 students, the number would have to be at least the double this time for a better view. The participants could earlier have an eye contact with the VIPs and guests, which again will not be possible now.

On Thursday, Additional Chief Administrator PUDA Sarojini Gautam Sharda and Assistant Director Youth Services Capt IS Dhami selected the teams based on the performance. The institutes which will have their representations include DAV College, KMV College, Doaba College, BD Arya Girls College, Lyallpur Khalsa College for Women, KMV Sanskriti School, MGN Public School Adarsh Nagar, Police DAV Public School, Deaf and Dumb School and Prayas School.

Rehearsals of the participating teams will now be held from Monday onwards with a final presentation on January 24.

Mixed reaction by students, teachers
Problem Solving Assessment introduced by CBSE

Tribune News Service

Jalandhar, January 19
The new problem solving assessment (PSA) introduced by the Central Board of Secondary Examination (CBSE) for the students of class IX and XI has resulted in a mixed reaction from the students and teachers who are elated over a positive move but at the same time are anxious about the new kind of test.

The 90-minute and 90-mark test to be conducted by the board all across the country on February 14 aims at assessing the research and analytical skills, ability to apply basic concepts of different subjects, solve application-based problems in mathematics and science, comprehend and analyse written English text of the students.

Going beyond the curriculum, the test also aims at promoting higher order thinking while solving problems and decision-making, which will help them in due course when they pursue their higher studies and enter professional arenas.

As per the board instructions, the students will be appearing in their respective schools, question paper will be provided by the board and the evaluation will also be done by the Board.

Based on the sample papers sent by the board to all schools, the local school authorities claim to have even started preparing the students for the test. “Even though we cannot help the students much on this, we are just working on their speed and giving them a few mock tests so that they simply get geared for it and not be scared of it in any way,” said principal of Police DAV Public School Rashmi Vij.

She opined that the test would help the students in the long run by helping them with quick reasoning, comprehension and analytical situations in real life. “Most organisations complain that the fresh recruits are not prepared to join a workplace. This test will help students, parents and teachers get sensitised to the real life problems. We will start giving such tests to junior classes,” she said.

Manager of Eklavya School said the test related to life skills which could not be taught in classrooms. “Instead, the students have to be given situations and opportunities to work for various activities which will help them attain leadership skills and make quick decisions. We are involving all junior students in organising various activities such as designing cards, arranging food court and even deciding budget for each activity. All this will go a long way in their learning process and help them solve such tests with ease,” she explained.

HDFC Bank asked to pay up
Deepkamal Kaur
Tribune News Service

Jalandhar, January 19
The District Consumer Disputes Redressal Forum has directed the HDFC Bank, GT Road, to pay up Rs 20,000 for its alleged negligence of not forwarding the application of a resident for the draw of a residential colony held by the Jalandhar Improvement Trust.

In her complaint, Baldev Kaur, a resident of Birring village, said she had applied for the allotment of a residential plot measuring 200 sq yd in Surya Enclave Extension, the draw of which was to be held by the Jalandhar Improvement Trust. She said she had filed an application along with earnest money of Rs 3.4 lakh by DD/pay order No 752215, dated August 25, 2011, with HDFC Bank, GT Road, Jalandhar, and a receipt number 086157 was issued for the same.

She said the JIT had authorised HDFC Bank to sell application forms and collect the same along with earnest money from general public. The complainant said she was surprised to see that her name did not figure in the final list of prospective buyers prepared by the JIT. The complainant wrote various letters to HDFC Bank, GT Road, Jalandhar, to inquire about the fate of the application.

She complained, “The letters were personally handed over to the manager of the bank against the receipt, but they failed to respond to any letter. The application and the pay order for Rs 3.4 lakh was illegally detained by the opposite party for reasons best known to them and thereafter the officials of the bank failed to trace the application form and also did not return the pay order.”

Upon notice issued by the forum, bank officials appeared and filed a written reply saying that the complainant never inquired about the status of her application of plot from the bank after the deposit of her form for the allotment of the plot. They said they had forwarded the application for the allotment of plot of the JIT along with draft of Rs 3.4 lakh. The bank passed the onus of the same onto the JIT for not putting the name of the complainant in the list.

The forum observed that the complainant had already got cancelled the DD and had obtained the refund of the money. In order to ascertain whether the bank had forwarded the application of the complainant to the JIT or not, the clerk concerned along with record was summoned on which Jatinder Singh, senior clerk, appeared and produced letter written by the Executive Officer of the JIT to the forum wherein it was mentioned that the application of the complainant was not received by their office. At this, the bank did not produce any documentary evidence to show that it actually forwarded the application of the complainant to the Jalandhar Improvement Trust.

The forum was of the view that the bank did not forward the application along with earnest money of the complainant to the JIT and it constituted to deficiency in service. It accepted the complaint and awarded Rs 20,000 in lump sum on account of compensation and litigation expenses to the complainant.
