Constable suspended for inaction
Couple had complained that they were chased, threatened by unidentified persons
Tribune News Service

Chandigarh, January 14
The Police Control Room today suspended a constable, who was the in charge of a PCR Gypsy, for not taking timely action. A couple had complained that they were chased and threatened by unidentified persons on the night of January 12.

The complainant, Pankaj Gulati, had approached the PCR Vehicle Echo-36 at the Housing Board lights and told him that the occupants of an i20 car (which was without a number plate) were following them from Panchkula.

In charge of the PCR vehicle passed on the information to the next PCR Vehicle Echo-38 stationed at the railway lights, but he failed to convey the seriousness of the situation for immediate action.

As he did not inform the Police Control Room, the vehicle could not be intercepted and it again followed the complainant's vehicle in Chandigarh till the complainant reached the Sector 19 police station.

As per directions, a PCR vehicle should take immediate action on receiving information from the PCR, police station, any other unit or public.

Constable Dalbir Singh was suspended for not following the guidelines.

The incident

On the intervening night of January 12 and 13, the complainant, Pankaj Gulati, was returning home from a party from Westwood Resorts on the Zirakpur-Kalka highway with his wife Mayura Gulati in his Toyota corolla car.

On reaching Sector 7/8/17/18 lights, a white i20, with two occupants sitting inside wearing mask caps/monkey caps, overtook his car and signalled him to stop.

"Sensing trouble, I asked my wife to steer through and rush to Solitaire Hotel lights(Housing Boar Chowk), where I knew a PCR would be present. The youths followed me and stopped on the slip road, as if they were waiting for me to pass, right 10 meters before the PCR was parked. I did not stop and instead stopped immediately next to the PCR, when the car moved towards Kala Gram lights, I rushed to the policeman. After I brought the matter to their notice, a policeman used his wireless, which I presume was to flash the message. He told me that the car had been intercepted and I could go. Relieved, I asked my wife to reach Chandigarh. On my way to Transport Chowk, I did not see any PCR. As I crossed the Transport Lights, the same car started following me. Before I could react or think, the car overtook us and I asked my wife to drive faster and stop wherever she saw a PCR," said Pankaj Gulati.

"As I turned left from the slip road from Madhya Marg on to the road separating Sectors 18 and 19, the car turned left from the roundabout, one of the occupants of the car signalled me to stop and showed me a pistol. Sensing more trouble we kept driving and when I took a left turn from the slip road of Sector 18/19 lights towards Sector 19, the car took a left from the main road, signalling me to stop. Since my wife was driving, she slowed down the car and when we approached the roundabout near Manchanda Book Depot, the car overtook us and stopped in the middle of the roundabout and this time the driver of the car took trained a revolver at us. We managed to take a right turn. As we drove to the Sector 19 police station, the youths fled," he said.

A case has been registered in this connection.

Accused arrested after 2 yrs
Tribune News Service

Chandigarh, January 14
More than two years after the infamous scam of fraudulent admissions rocked Punjab Engineering College (PEC), the CBI today arrested an accused who was a proclaimed offender in the case.

The CBI arrested Kishore Yadav, a Hisar resident, who was a proclaimed offender in the case. He was produced in the court and sent to seven-day police custody till January 21.

As per the CBI case, Kishore Yadav, is an accomplice of Nishikant, the prime accused in the case. His name had cropped up during the CBI investigations in 2010.

The CBI said Kishore Yadav was a resident of Hisar and conspired with mastermind Dr. Nishikant in getting the students’ admission to PEC on the basis of forged Nepalese identity cards. The CBI said that Kishore Yadav had links with the NIT, Surathkal, which made it easy for him to arrange for admissions of students as he knew the procedure well.

The CBI had already filed a chargesheet in the court and Nishikant was out on bail.

On September 8, 2010, the CBI had registered a case of forgery against 11 students of Punjab Engineering College who took admission on the basis of forged Nepalese identification cards under a scheme meant for enrolling foreign students and NRIs. The students paid hefty amount to Nishikant in return of fake residence proofs of Nepal. Another accused Mohinder, a dental technician, was also arrested at that time. Kishore Yadav had managed to abscond then and was arrested only today.

The 11 students of PEC University of Technology were booked for submitting forged documents to seek admission under the Direct Admissions of Students Abroad(DASA)scheme, which is meant for foreign nationals, persons of Indian origin and Indian nationals studying abroad.

The CBI said the 11 students took admission to BTech course under DASA. The admissions were coordinated and financed by NIT, Surathkal (Karnataka).

Unpreparedness of city eves comes to the fore after early exit in hockey
Deepankar Sharda
Tribune News Service

Chandigarh, January 14
A good team always wins but what happened yesterday has displayed the state of hockey in City Beautiful. The eves of Chandigarh Hockey Academy (CHA), representing the city in the pre-quarterfinal match of the ongoing 58th National School Games, went down against Mizoram, who were playing their second match yesterday, by 2-1 at the Hockey Stadium, Sector 42.

The state-run academy, comprising of international-level-professional coaches, failed to overcome the rivals, on their home soil. The team is known to be among the best and has notably produced many players for the nation.

The defeat may be because of no strong competition and low turn-out of teams in local tournaments and inter-school tourneys.

So, becoming unopposed winners led to the team’s defeat.

Out of the 18-member squad, 14-members, including the playing XI, were from the CHA batch. The batch had undergone various practice sessions for the entire year. And notably, for this particular competition, the team had undergone a precise training camp from December 22.

An official on the basis of anonymity said, “No doubt, the girls went down after a good fight. But where is the coaching aspect of this academy? The girls are receiving proper diet, under proper infrastructure with adequate facilities but their performance is still as it is from where they started,” said the official.

The official further said, “The academy has never faced any tough competition in local tournaments till date. Then how can we expect them to register win against a tough competitor. There is a dire need to improve local hockey scene”.

Paramjeet Kaur, team manager, said: “I am not aware about the standards of the team. I was associated with them just as a manager to manage things for them.”

The team coach was not available for comments
