kalka, November 27 The victim was a law student at Sonipat Law College. His father Raj kumar is a professor. The police recovered a diary from the spot , which revealed that the victim was not happy with his life. According to sources, the victim used to remain in depression. The police is trying to find out how he reached kalka. |

No quota for terror victims' grandchildren at PU: HC
Chandigarh, November 27 The ruling came on a petition filed by one Bakhtawar Singh against Panjab University and other respondents. The petitioner had moved the High Court after the varsity had passed an order canceling his admission on August 23. A Division Bench comprising Justice Hemant Gupta and Justice Rajiv Narain Raina said the cancellation of admission was ordered after it was granted to the appellant. The order was passed only after the discovery of lack of eligibility. The Bench found that Bakhtawar's claim for admission in the reserved category quota for terror victims "did not stand satisfied as the appellant was a grandson of a terrorism victim while there was reservation only for the children of a terror victim". Concession for grandchildren was not specified in the Panjab University Calendar and Handbook of Information-2012. The Bench also referred to a recent verdict of the High Court in the case of Pawanpreet Kaur versus State of Punjab and other respondents. Dealing with the issue of reservation and admission to medical colleges, the Bench had held "a claim for inclusion of a grandchild of terrorism victim could not be made in absence of rule providing reservation directly". The Bench added that in another petition on which decision was taken on February 28, the court had rejected the claim of a terrorism victim's niece for admission to MCA course in Panjab University. The Bench concluded, "The reservation rule was identical to the rule in the present case and of the same university…. Strict and literal construction of the rule is required to be applied. The court can neither add nor subtract from the list of beneficiaries enumerated in the rule." The verdict

Motorcyclist killed in accident
Chandigarh, November 27 The police has booked Sarita Ghosh, a teacher of a prominent school in the city, for causing death due to negligence under Section 304-A of the IPC. She was also injured in the accident and was admitted to the Sector 16 hospital. The victim, Kuldeep Singh, a resident of Patiala, received severe head injuries. He was declared brought dead at the hospital. Eyewitnesses said Kuldeep had stopped his bike on the roadside for answering a phone call when he was hit from the rear by a speeding car. The victim jumped in the air as a result of the mishap, and his head hit the road berm. The mishap occurred around 4 PM at the dividing road near the small rotary on the road. Police sources said Sarita’s husband was at a senior post of the Defence Research Development Organisation in Sector 36. The car also overturned after the mishap and Sarita was pulled out from the vehicle by passers-by and the police. Kuldeep was immediately rushed to the PGI, where doctors declared him brought dead. The traffic flow was disrupted for over 30 minutes on the road after the accident. The body of the victim was kept in the mortuary and postmortem would be conducted tomorrow. |

22-yr-old commits suicide
Panchkula, November 27 The victim, identified as Rimmi, a resident of Sector-18, Panchkula, was staying at her mother’s house. According to the police, the deceased was in depression as she was having sour relationships with her husband for the past four-five months. Rimmi was immediately rushed to the General Hospital, Sector 6, Panchkula, where doctors declared her brought dead. Rimmi is survived by her four-year-old son. “Rimmi's mother found her hanging from the ceiling fan of her room today morning,” said a police official. |

Thieves decamp with cash, jewellery from Sector 40 house
Chandigarh, November 27 Jagdish Lal, a resident of Sector 40/B, told the police that a ‘mangalsutra’, three pairs of tops, two gold earrings, one diamond bangle, 1 LCD set and cash Rs 90,000 were stolen by the thieves. He said the thieves entered the house after breaking the back door yesterday night. The family had gone to attend a wedding function when the thieves struck at the house. A case under Sections 457, 380 of the IPC has been registered. |
