The Press Information Bureau (PIB), Dehradun, launched a three-day Bharat Nirman public information campaign at Pipalkoti in Chamoli today. MP from Garhwal Satpal Maharaj, while inaugurating the campaign, said once a Vidhan Sabha Bhawan was constructed at Gairsain, it would be the first hill station in the state to be developed properly after Independence. While hill stations like Mussoorie, Lansdowne and Almora were developed by the British, no hill station had been developed after Independence. Gairsain would be the first such hill station in the state.

To get this goal, the state government is applying to the Centre to give more aid to the state in the sphere of medical education. Harak Singh Rawat, Medical Education Minister of the state, made this announcement at Haldwani today. Rawat was speaking in a programme organised at Sushila Tiwari Medical College.

Four die as jeep falls into gorge

Biometric scheme for registration of state residents
National identity card to be issued within a year

The Director of the Census Operation (Uttarakhand) will launch the biometrics-based scheme to compulsorily register all residents of the state under the National Population Register (NPR), paving way for the issuance of a national identity card in a year’s time. The exercise will be launched formally by first getting the biometric registration done of Governor Aziz Qureshi tomorrow after which the scheme will be launched from November 20 in all the enumeration blocks (EBs) of the state.

“The NPR project promises to link the Aadhaar UID to your identity as residents of India, end duplication and provide access to various government services and schemes through this unique ID,” said Snehlata Agarwal, Joint Registrar and Director, Census Operation (Uttarakhand).

Addressing a press conference today, Agarwal said the registration was mandatory and those citizens having Aadhar numbers would also have to register and fill the know your residence (KYR) form.

“Unlike the UID project launched by Aadhaar, the registration under the Home Ministry’s NPR of the Indian Citizens project for citizens above the age of five is mandatory. The citizens will have to fill the KYR form for the NPR delivered at home. After this, biometric capture, photograph, iris prints and fingerprints will be taken,” said Agarwal.

However, she said those citizens who have UIDS would be spared of the trouble of getting the biometric registration done. “Instead, they will have to come with Aadhaar (in case the cards have not been issued) to the camps and that information will be photocopied. When the national identity card will be issued to such persons, it will automatically contain the UID number along with the mandatory information for the NPR,” stated Agarwal.

She added that the NPR data was likely to be used for security applications while the Aadhaar ID could be used to access government services such as subsidies, opening bank accounts and issuing passports.

Explaining further, she said the NPR was not questioning the citizenship of people and any person who was residing in India for the past six months and had plans to reside for the next six months would be issued the national identity card.

Similarly, the data of the NPR will be passed on to Unique Identification Authority of India (UIDAI) to match information, prevent reduplication and issuance of multiple cards.

As the exercise is mandatory, camps will be held thrice so that no citizen is left out.

The biometric registration camps, where data entry will be made, will be held in association with three public sector undertakings, comprising of Electronics Corporation of India Ltd (ECIL), Bharat Electronics Limited (BEL) and ITI ltd.

Electronic Corporation of India Ltd has been assigned Dehradun, Tehri, Rudraprayag and Uttarkashi districts.

Javadekar assails Cong decision on FDI in retail, insurance sectors
Says BJP will oppose decision ‘tooth and nail’

BJP national spokesperson Prakash Javadekar today criticised the UPA-led Congress government's decision to introduce Foreign Direct Investment in the retail and insurance sectors and said that the party would oppose the decision tooth and nail.

Speaking today at a press conference, Javadekar said that the BJP was opposing the FDI as it would hurt the interests of small farmers and business men. "The FDI model has failed in several countries and India should take lessons from them and not repeat the mistake. Similarly, the proposal to open insurance companies to foreign companies is fraught with danger," he said.

Javadekar was in town to participate in the function organised by Life Insurance Company (LIC).

He also said that the Congress government in Uttarakhand should evaluate all the pros and cons of FDI while giving it a go-ahead in the state. However, the BJP leader avoided commenting on the crisis gripping the party due to the allegations of financial impropriety levelled on the BJP national president Nitin Gadkari.

"We will be holding a party meeting shortly. Right now the party is solidly behind Gadkari," he said.

Prakash Javadekar did not comment on the crisis gripping the party's Karnataka unit after BP Yeddyurappa's decision to launch a new party. "The party has tried to hold talks on the issue and is still trying to dissuade him from floating the party. This is all I can say," he said.

Gairsain to be first developed hill station after Independence, says Satpal Maharaj

Dehradun, November 6
The Press Information Bureau (PIB), Dehradun, launched a three-day Bharat Nirman public information campaign at Pipalkoti in Chamoli today. Gairsain would be the first such hill station in the state.

He said roads and other basic facilities would also be developed around the Tehri Dam lake on the lines of Norway and Denmark.

Maharaj said a high-level meeting would be held in Delhi soon to discuss the Rishikesh-Karnprayag rail link and there would be no shortage of funds for its construction. Local MLA Rajendra Singh Bhandari also spoke on the occasion.

Those present at the function included Karnprayag MLA Anusuya Prasad Maikhuri.

About 24 stalls were put up by different departments at the venue of the inaugural function at Pipalkoti. The Health and Family Welfare, Agriculture, Horticulture and Animal Husbandry departments, besides the Tribal Development Corporation, various self-help groups and the ITBP had put up stalls to disseminate information about various schemes.

During the campaign people would be informed about the flagship programmes of the Central government under Bharat Nirman. These include the Mahatma Gandhi National

Rural Employment Guarantee Act, National Rural Health Mission, Right to Information, Total Sanitation Campaign, Sarv Siksha Abhiyan, Mid-day Meal Scheme, the Banwasi Adhikar Adhiniyam and various social welfare schemes.

Various media units of the Information and Broadcasting Ministry took part of the drive.

State to seek funds to set up 3 more medical colleges

The Uttarakhand government has started giving initiatives to set up three more medical colleges in the state by 2014. To get this goal, the state government is applying to the Centre to give more aid to the state in the sphere of medical education. Harak Singh Rawat, Medical Education Minister of the state, made this announcement at Haldwani today. Rawat was speaking in a programme organised at Sushila Tiwari Medical College.

“The Central government has sanctioned Rs 160 crore this year for medical education in the state. We need more than Rs 1,000 crore to establish three more medical colleges in the state. We will again appeal to the Centre to grant more funds towards this need of the state,” said the minister.

Later the minister told mediapersons that a separate directorate of medical education would be established in the state to improve the standard of medical education. “To pave the way for appointment of doctors in medical colleges, the notification process of the Haldwani medical college will be started soon,” he said.

Further the minister, who also holds the agriculture portfolio, said the government was planning to increase bio agriculture in the hill region of the state to demoralise migration from there and to increase income of the farmers involved in agriculture work in hill villages.

Rawat said this while speaking at a function organised by the Agronomy Department of Pantnagar University last evening.

JP Singh, Director, Research, said the minister promised that the government would open shops to sell bio products grown by the farmers. “The minister expressed his concern over the decreasing fertility of the land due to imbalanced uses of fertilisers and pesticides,” said the director.

“We want to open local shopping centres inside village clusters of hill areas on the lines of the markets opened in Andhra Pradesh to sell the products grown by these bio agricultural groups,” said the minister.

Army-govt coordination important: Bahuguna

Chief Minister Vijay Bahuguna today laid stress on coordination between the Army and the state government.

Speaking at the first ever conference organised between the state government and the Central Command Headquarter today, he said in border states like Uttarakhand, coordination between the government and the Army was very essential.

He said the state government was sensitive towards demands of the Army and it would be its endeavour to fulfil them after perusal on the government level. He urged the Army authority to take appropriate measures to resolve problems being faced by the local people in movement and construction of basic infrastructures in the cantonment areas. He said the possibility of development works in cantonment areas under the JNNURM would also be explored.

Bahuguna said Uttarakhand had rich military culture and 10 per cent of its population was directly or indirectly connected with the defense forces. Extending his gratitude to the Army for its services during natural calamities, Bahuguna said the state government paid tributes to Maj (late) Ramesh, who lost his life during the construction of Valley Bridge at Uttarkashi.

General Officer-in-Commanding in Chief of Central Command Lt Gen Anil Chait, welcoming the Chief Minister, highlighted that there were 9 cantonments and 14 military stations in the state and more than 50,000 Army personnel were rendering their services.

He said the state had more than 1.5 lakh ex-servicemen and war widows, 12 military hospitals and 21 ECHS polyclinics rendering service to veterans. He said approximately 3,000 youths from the state get recruited into the Army every year. The Army Commander said promoting adventure and sports, disaster management, conservation of environment and providing job opportunities to youth were the focus areas of the Army in the state.

The issues discussed in the conference included land acquisition, forest clearances, exemption from house tax and reduction of stamp duty for soldiers and ex-servicemen and exemption of VAT on electronic items purchased through CSD. The Army Commander also honoured SDM Karnaprayag Rahul Kumar Goel with Army Award of Commendation Card for his exemplary effort in remote border areas.

Panel to probe 56 Mussoorie hotels for illegal constructions

Mussoorie, November 6
The Mussoorie Dehradun Development Authority (MDDA) has started an investigation against 56 hotels for carrying out illegal construction and extension activity in Mussoorie. The hotels have been named by the Supreme Court Monitoring Committee (SCMC) in its report.

The SCMC had sought a detailed investigation from the MDDA following an anonymous complaint received by the Chairman of Mussoorie sub-committee, SCMC, Hugh Gantzer, in July, in which it was alleged that 56 hoteliers had constructed or extended their premises, violating the norms.

Gantzer, while talking to The Tribune, said he had received a complaint of this kind in July and brought it to the notice of the committee. Acting on it, he had asked the MDDA to investigate the matter thoroughly and initiate appropriate action if any laws have been violated.

He also said the MDDA had also been asked whether some residential houses had been converted into commercial entity without any permission from the authorities concerned as it would affect the carrying capacity of the town which would make a dent in the already depleting resources of the town such like drinking water.

He also revealed that the number of hotels involved in the illegal construction could increase to 125 as mentioned by an anonymous caller, who had promised to furnish the details in near future in this regard.

The Executive Engineer, MDDA, SM Sharma, the MDDA had received a letter from the SCMC and the authority had already initiated action against some of the hoteliers. In the case of the others hoteliers, the investigation was on and action would be initiated after the complete report and would be submitted to the SCMC within a week.

Local residents have welcomed the move and are of the view that a strict action should be initiated, especially against those who have violated the norms in order to send a clear message to the perpetrators. They also demanded that the norms should be relaxed in the case of the residential complexes due to the housing crisis in the town.

IAS, IPS officers reshuffled

The Uttarakhand government today reshuffled 14 IAS officers and transferred 5 IPS officers in the state.

In a decision taken late this evening, Additional Secretary, Personnel, Arvind Hayanki, said that Principal Secretary Rakesh Sharma had been given the additional responbiilty of Commissioner, Infrastructure Development. He is already heading the Departments of Technical Education, Industries, Civil Aviation and IT.

Principal Secretary, Planning and Forests, S.Ramaswamy, has been given additional charge of Medical and Health, Medical education and Ayush. He has been divested of the charge of Labour and Employment.

Principal Secretary, S.Raju, has been made Principal Secretary, Social Welfare, and divested of the charge of PWD, Water Resource and Housing. On the other hand, Principal Secretary Ranbir KSingh would now look after the departments of Small, Micro and Medium-Scale Industries, Labour and Employment. He has been divested of the charge of Health and Medical Services.

Secretary Uma Kant Panwar has been made Secretary, Tourism and Culture and he has been divested of the charge of Urban Development and Transport held by him.

The government also transferred District Magistrate, Dehradun, Ravi Nath Raman. He will now be posted as Additional Secretary, Information Technology.

Additional Secretary BVRS Purrushotam has been made the new DM of Dehradun. He was earlier Additional Secretary, IT.

Six IPS officers have also been transferred. Neeru Garg has been removed from the post of SSP of Dehradun and transferred to Police Headquarters, and Kewal Khurana has been appointed the new SSP of Dehradun.

Death of Bengali tourist in mishap
Ban on vehicles in Mall Road area demanded

Mussoorie, November 6
Expressing resentment over the death of a Bengali tourist in an accident here yesterday, social activists and local residents staged a dharna at Picture Palace here today.

The victim, Parvesh Chand Chakravarty (74), had reached Mussoorie only an hour ago when he was hit by a Qualis near the entry gate of Mall Road last evening.

Holding the Municipal Council responsible for the accident, the protesters raised slogans against it and demanded that the entry of tourist vehicles in the Mall Road area should be banned.

Social activist and film artist Pradeep Bhandari said the entry of vehicles in the Mall Road area was restricted after 5 pm. However, in the absence of any check, vehicles ply freely even after 5 pm.

He said there was need to streamline traffic in the area. Bhandari said the local administration should not only completely ban the entry of tourist vehicles in the Mall Road area, but also restrict the movement of local vehicles by issuing passes for only entering and exiting once in a day, so that Mall Road could remain a safe place for pedestrians.

Mussoorie SDM Ramjee Sharan said the administration regularly organised drives to check traffic movement on Mall Road.

SHO GS Rautela said they were concerned over the increasing hit-and-run cases in the area. He said they had arrested the driver of the Qualis, who was involved in the death of the Bengali tourist, and eight others and booked them under Sections 289.304A and 81 of the IPC.

He, however, clarified that the accident took place before 5 pm and at that time the entry gate was managed by the Municipal Council.

BJP president of the Mussoorie region Roop Singh Kathait has been re-elected unanimously as the party president of the local unit in a meeting held at Radha Krishan Temple in Mussoorie today. The present executive body has been dissolved and the new executive body will be elected after consultations with the other members and party organisation in the near future.

The whole process was completed in the presence of election officials Urmila Sharma and Chaman Lal today. According to the election officials, five names had been received for the post of president, but during the course, consensus was reached at the name of existing president Roop Singh Kathait, who was declared president unanimously. The re-elected president, Roop Singh Kathait, speaking on the occasion thanked the party workers for their support and said he would work to increase the party base in Mussoorie.

Haridwar BJP chief seeks blessings of spiritual guru

Newly elected Bharatiya Janata Party Haridwar region divisional chief Vikas Tiwari today sought spiritual blessings from revered spiritual guru, Jagad Guru Shankaracharya Swami Raj Rajeshwaramji Maharaj, here today.

Tiwari, a former secretary of the BJP city unit, was elected to the post unanimously in the district unit elections held recently.

Jagadguru Shankaracharya Raj Rajeshwaramji blessed the youth leader and urged him to follow the footsteps of statesman politicians such as Lohiya, Deen Dayal Upadhyay and Atal Bihari Vajpayee.

Raj Rajeshwaram also pointed out that today's politics had become a power-money oriented business, while earlier it used to be a social and patriotic mission.

Vikas Tiwari assured the spiritual guru of adhering to the path prescribed by him and said that he will work for the causes of downtrodden and poor wholeheartedly.

Later, on the sidelines, Vikas Tiwari said that all the factions of the BJP had lended support to him, as a result of which he got elected unopposed.

He stated that he would work with grass root level workers so that in the upcoming Lok Sabha elections, the BJP regained the Haridwar parliamentary seat. Tiwari is considered close to three-time BJP city legislator Madan Kaushik, who has a major say in the district politics as well as in the party organisation.

Four die as jeep falls into gorge

Pithoragarh, November 6
Three persons were killed while four others sustained serious injuries when the jeep they were traveling in fell into a deep gorge near Song town in Kapkot subdivision late last evening.

The accident took place when the jeep driver lost control over the vehicle.

The deceased have been identified as Lal Singh (36), Sruli Devi (65), Rekha (25) and Dhan Singh (60), said KS Rawat, in charge of the Kapkot police station.

The injured have been referred to Almora Base Hospital and their condition is stated to be stable.
