Gram panchayats to be linked with broadband Net
Dehradun, October 26 Chief Minister Vijay Bahuguna, while participating in the programme, said it was a great moment in the development of the country. He said the Centre had prepared prudent a development programme which would ensure availability of communication services to the people. Expressing his gratitude to Union Information, Communication and Technology Minister Kapil Sibal, Bahuguna said the state would extend all possible help to the Centre in meeting its target of completing the project by 2013. Chief Minister Bahuguna said the literacy rate of the state was 80 per cent and it had sufficient human resources. The project would help them in obtaining information about various development programmes in the field of health, education, public service, public distribution services and many other programmes initiated by the Government. Bahuguna apprised Sibal of most of the part of Uttarakhand being under the forest area and it was possible that the laying work of optical fibres could get delayed. He urged him to do the needful so that works could be completed in time frame. Union Secretary, Information, Chandrasekhar, said the project executed by Bharat Broadband Network Limited would facilitate 2.50 lakh gram panchayats with various communication services, including e-health, e-education, e-governance, mobile connectivity, cable TV operators and many other services. He observed that even if 10 per cent of villages were connected with broadband, then the country’s GDP would grow by 1.38 per cent. Also present on the occasion were Rajasthan Chief Minister Ashok Gehlot, UP Minister for Information and Technology Ambika Chaudhary, Union Information and Technology Secretary J Satyanarayan, state Principal Resident Commissioner SK Mattu, state Principal Secretary, Information and Technology, Rakesh Sharma and Additional Resident Commissioner SD Sharma.

Revenue Department to sell Crops grown on Govt Land
Haridwar, October 26 Kunwar Pranav, who is also Chairman of the Uttarakhand Forest Corporation, and Gupta have even threatened that they will resign from the Legislative Assembly if the farmers, who are growing crops on government land, are made to suffer due to the decision of the Revenue Department. They demanded that the move be shelved immediately. Kunwar Pranav warned revenue officials of dire consequences if farmers were not allowed to sell the crops grown by them on such land. The MLA assured the farmers at Khanpur of taking up the matter with Chief Minister Vijay Bahuguna to ensure that their interests were not affected. “Tehsil officers have issued a notice for cutting the sugarcane crop growing on benami land even though the administration does not have its requisite documents. Hence, how can it order forceful cutting of the crops which were sown by farmers,” said Kunwar Pranav during a meeting with farmers at Sherpur Bela village. Similarly, Gupta termed the Revenue Department decision as uncalled for and tyrannical that was bound to hurt the interests of poor farmers. He warned the department that he would launch an agitation if the decision was not shelved immediately and was even ready for any sacrifice for the farmers’ cause. The farmers living in Gang Dashpur and Bada Gang Dashpur villages in Lakshar said they had grown sugarcane on the gram sabha land as large portions of their lands had washed away during the monsoon. The land where they were growing crops fell under the jurisdiction of the Uttar Pradesh Forest Department. “They (farmers) should be allotted agricultural land in lieu of the land they have lost due to natural disasters. Where will they go if the revenue administration takes away this option from farmers to fill its coffers by selling crops grown by them with hard work for months,” said Gupta. Gang Dashpur village sarpanch Pal Singh said Revenue Minister Yashpal Arya should visit these villages and see the actual situation himself.

STF launches cyber crime cell
Dehradun October 26 SSP, STF, Santhil Avodai said, “Until now, anybody could handle cyber crime in the STF, but now a special cyber crime wing has been formed which will deal with the cases.” The then SSP, STF, Sweety Aggarwal, had said many times that the STF staff, who was provided a specialised training in cyber crimes for long, were transferred to the district police all of a sudden. The progress on the cases handled by them also came to a halt until the new entrant became conversant with cyber field and understood the cases extensively. This took time over the investigation of the cases. Avodai said, “The transfers should not be sudden. It must be ensured that those who join the STF must work there for three to four years. It is equally necessary to switch over positions so that those in the district police should get an opportunity to work with the STF and vice versa. Since the functioning of the STF is different from the district police, it is more of paper work and investigation oriented, hence this exposure will be of immense value to the police personnel working in the district police.” On the issue of taking away areas such as human trafficking, cow protection and fake currency from the STF, which are presumed to have reduced the work in the STF, he said, “The STF has certainly been made more focused towards the crime related to wildlife and cyber crime but if required the STF can always cover crime related to any field.” The STF is certainly under scanner for not having been able to solve two major robbery cases assigned to it for investigation, one took place at Rishikesh MLA Prem Chander Aggarwal’s residence on September 18 when he had gone to Dehradun to participate in the nomination process of the BJP candidate for the Tehri byelection and another at MLA Piran Kaliyar Fukan Ahmad’s house on May 29. Avodai, however, said he was steadily moving forward in the investigation but not too close to crack it soon. The DGP too pulled up the STF for not working out on these two cases till now. Avodai, however, patted his back on showing good work by nabbing accused connected to cricket betting in Rudrapur and seizing 67 kg ivory from poachers at the Lensdowne Forest Division at Kotdwar.

Drive launched against dengue, scrub typhus
Dehradun, October 26 Most of the scrub typhus patients are undergoing treatment at Mahant Indresh Hospital (Dehradun) and Himalayan Institute Hospital Trust (HIHT). So far two patients have died due to dengue and eight due to scrub typhus at HIHT Hospital. But so far no case of scrub typhus has been reported in Doon Hospital. “There is no cause for panic. No patient from Dehradun has been reported to be suffering from either dengue or scrub typhus. However, we have asked the hospitals to stock aspirins and other necessary medicines to treat the patients. In the town for the next two days, extensive fogging will be undertaken. Similar measures could also be taken in other districts,” said RP Bhatt, Chief Medical Officer (CMO) Dehradun. For the past one-and-a-half months, Mahant Indresh Hospital and Himalayan Institute Hospital Trust (HIHT) have been reporting cases of dengue, but matters got exacerbated after doctors in Uttarkashi, too, began to report cases of dengue among patients who were referred to Dehradun for treatment. However, the team of doctors sent by Chief Medical Officer Bhatt to Uttarkashi ruled out Dengue in these patients. “Uttarkashi is located at a height where Dengue cases are rare. Our examination has confirmed the symptoms of scrub typhus in these patients. Most of the Dehradun hospitals are receiving patients from neighbouring towns of Saharanpur, Haridwar, Kotdwar, Bijnore, Moradabad, Roorkee and one or two cases from Chamoli, Uttarkashi and Pauri,” said Bhatt. The infectious disease is caused by orientia tsutsugamushi (previously called rickettsia tsutsugamushi). “Frequent visitors to the forests may carry the germ that is found in rodents. The patient suffering from scrub typhus may also displays symptoms of fever, cough and body ache. If detected in the early stages, the disease is curable,” said Bhatt.

Dehradun, October 26 He also indicated towards former party president Vinod Barthwal saying that the party office would no longer be allowed to express views or give statement different from the adopted party line. Adding to it party was above an individual and hence no one should harbour any misplaced illusion, he said. He is trying to bring in lost momentum in the party. Invigorated by the response to their statewide agitation on October 18, Sachan said they would once again hold a rally up to Governor House in December raising the issues related to public welfare. The meeting of the working committee where the work would be distributed among president of the district and city unit along with the members would convene on November 4. A four-day public awareness campaign will be held throughout the state, starting from November 22 on national party Chief Mulayam Singh Yadav’s birthday. While clarifying the party’s stand on some issues, he said Dehradun must be declared the capital of the state. He said instead of playing politics on the issue of forming capital at Gairsain, the government should set up small industries in hills to control migration and boost up development there. He also castigated the state government for dividing people of plains and hills on the issue of domicile and caste certificate. Sachan expressed his displeasure on opening new universities saying umpteen posts of faculty members were lying vacant in several colleges of the state. He said the government brought teachers under the domain of the Gratuity Act but the controlling authority on it, the Labour Department, was sleeping over the matter. He said the state government must provide relaxation in royalty to those who lived near rivers or water bodies by allowing them to take up quarrying work. According to him, the move to give Coronation Hospital to Fortis on private-public partnership was a wrong decision as the poor patients will no longer be able to afford the health services in it. |

Upgrade parking lots, tourist spots: Tourism Secy
Mussoorie, October 26 Sandhu asked the officials to identify places for beautification on Mall Road, so that tourists could enjoy their stay there. Members of various organisations asked the Tourism Secretary to consider proposals of private parking and upgrading of public toilets on an urgent basis. On this, Sandhu directed the Sulabh Sauchalyas authorities to takeover all public toilets for maintenance. Proposals to develop new parking lots for tourists were also discussed. Other issues such as the regulation of traffic and the beautification of Mall Road were discussed at length. Sandhu has directed the police authorities to take stern measures to regulate traffic and ensure that roadside parkings were not allowed in the town. Later, talking to the media, Sandhu said the Purkul Ropeway project would begin soon. A ropeway from Cart Mackenzie Road to Mussoorie had also been proposed, but the project would be taken up only after the consent of the people of the town. Members from the Forum Mussoorie, the Hotel Association and the Traders’ Association were also present.

Snowfall along China border; ITBP rushes supplies to jawans
Pithoragarh, October 26 The temperature in Munsiyari town of the district was the lowest on Friday after Khalia Top and the Kalamuni heights received more than 25 cm of snow last night. According to ITBP sources, ration and other essential goods for the next five months were being sent to the jawans guarding the border with China at heights as snowfall would increase in the coming months. According to information received from the Dharchula sub-divisional administration, families migrating to their homes in lower valleys to escape winter chill, were facing difficulties in the Darma valley which witnessed heavy snowfall last night. “Some families had to stop midway between Nagling and Baling in the Darma valley as further routes got fully covered under deep snow last night,” said KS Firmal, a resident of Filam village in the Darma valley of the district. “The snowfall, which was witnessed from Kalapani heights to Lipulekh Pass two days ago, was average in volume and measured about five to 25 cm,” said Kedar Singh Rawat, an ITBP officer of 7th Battalion.

UGC recognises Dolphin Institute
Dehradun, October 26 Arvind Gupta, chairman of Dolphin Institute, said institute had been accredited by the NAAC as autonomous body of the UGC in 2010-11. The institute had been appreciated for its faculty, laboratories and research activities. This indeed has been raised the morale of each and every one associated with the institute. The institute had applied for recognition by the UGC. The institute fulfilled the criteria set by it and so the UGC had recognised it. The recognition has paved the way for research grants from the UGC.

MLA Tiwari on agitation mode again
Pithoragarh, October 26 “Despite the government ready to pay attractive salaries to doctors working in hospitals in the hills, no doctor wants to stay there,” said Tiwari. “Out of three doctors who had joined the hospital last month, Dr Navin C Mishra has resigned,” said Tiwari. The MLA said he would meet Chief Minister Vijay Bahuguna to apprise him of the situation at Almora Base Hospital. “The Health Minister has given me an assurance that a physician would soon be appointed at Almora Base Hospital. However, if the authorities failed to do so, he will again launch an agitation,” said Tiwari. The MLA said he would also discuss with the Chief Minister that why doctors did not want to stay in hill hospitals and what steps should be taken to make them serve in hill areas.

Workshop on Ham radio begins
Dehradun, October 26 Inaugurating the workshop, Director, UCOST, Dr Rajendra Dobhal emphasised on the importance of Ham radio to maintain communication in cases of natural disasters. He stressed on adequate training for Ham radio licence holders in all 13 districts of Uttarakhand. He also asked the HAM radio licence holders in the state to set up an effective network under the aegis of UCOST. Doon University’s Vice-Chancellor Prof VK Jain spoke on the importance of HAM radio, particularly in the aftermath of disasters. He said Doon University was conducting both postgraduate and undergraduate courses on disaster management.

Rs 50 crore for reducing man-animal conflict
Pithoragarh, October 26 Dr Rawat, talking to mediapersons today at the forest training institute, Haldwani, said the ministry had sought a proposal on reducing the conflict under the special project category from the Department of Forest, which has been approved by the ministry. This money will be used in reducing the conflict in elephants corridors from the Yamuna to the Sharda Valley in the state.
