Dera Bassi presents a picture of neglect facilities given a miss
Parmod Mehta

Dera Bassi, August 27
Lack of basic amenities in health care system is a major problem that the residents of Dera Bassi are facing.
There is a 30-bed community health centre which lacks adequate number of doctors and other emergency services. Patients in critical condition are referred to hospitals of Chandigarh. SMO Dera Bassi Dr JK Bansal said that this hospital was promoted as sub-division hospital but doctors and infrastructure could not be provided till now.

Four other community health centres at Antala, Lalru, Banur and Dhakouli also lack doctors and basic infrastructure. Along with health, education in the area is also suffering in absence of adequate teachers. The town has one government degree college which is facing shortage of teachers. Students prefer to go to Chandigarh and Ambala for higher education than studying here. Residents have been demanding one government vocational college particularly for women.

Two other major problems are traffic and pollution. Traffic problem was mainly caused by the absence of over bridge on national highway. Over bridge could not be constructed due to the controversy between Centre and state governments over the cost-sharing. National highway authority was demanding 50 per cent cost of this project from the state government. The state government did not give its consent regarding this till now. Even no proper crossings were set up on national highway which leads to accidents and traffic jams.

Although industry forms the backbone of the town but some chemical factories and slaughter houses have been creating pollution. Discharging of wastage in open has caused water and air pollution. Residents alleged that they had complained to authorities concerned about the pollution problem but no result has come out so far.

SDM Dera Bassi Inderjeet Kaur Kang said traffic and pollution problems would be checked and these would be resolved soon. Industries which were involved in discharging waste products would be identified and strict action would be taken. Vice-president of Municipal Council Harjinder Singh Rangi said nearly Rs 32 crore would be spent on water supply, sewerage, streetlights and five parks in Dera Bassi and these projects would be completed by December 31.

Workshop imparts human values
Surinder Bhardwaj

Fatehgarh Sahib, August 27
A human being is a co-existence of self and body; while, self requires relations and feelings, the body requires physical facilities, said Dr Jagmeet Bawa, head of the department of human values of Punjab Technical University, while addressing the concluding session of a workshop on human values at Banda Singh Bahadur Engineering College here today.

The first need of every human being was the development of a right understanding, followed by the relations and finally the facilities; so, it was of utmost important for a human being to understand the needs for facilities in the right manner and to live accordingly, Dr Bawa said. This understanding lead to the development from animal consciousness to human consciousness, which is the ultimate goal of education, he told the participants.

All the speakers on the occasion emphasised on proper understanding of needs to develop human values. Speaking on the occasion, Prof Bhanu Pratap Singh said the modern era had witnessed a pre-conditioning that promoted happiness as being equivalent to the excitement, while in reality happiness was the state of harmony within oneself. He added that the basic reason for contradiction at the level of family and society was the lack of understanding of the relations and fulfillment of the same.

Prof Rajul Asthana, in his address, said that in the past few decades, education had worked thoroughly on the accumulation of physical facilities and now was the time for the human beings to rise to the occasion and develop the right understanding and start fulfilling the relations in the right way.

Case to come up for hearing today
Land acquisition for Phase II, III of Rajiv Gandhi Information Technology Park
Rajinder Nagarkoti
Tribune News Service

Chandigarh, August 27
The crucial case of land acquisition for the Phase II and III of Rajiv Gandhi Information Technology Park will come up for hearing tomorrow.
During the last hearing, the Supreme Court had directed the UT Administration and petitioners to submit documents in support of their claims.

The Supreme Court had already ordered status quo on the land acquisition for Rajiv Gandhi Technology Park. Many senior officials of the UT Administration have already reached Delhi to attend the hearing on Tuesday.

The bunch of petitions had challenged the acquisition of land by the Administration for public purpose, namely for the provision of city level-infrastructure, regulated urban development of the area between Chandigarh and Mani Majra, and planned development and expansion of Chandigarh Technology Park in Mani Majra which is popularly known as the Rajiv Gandhi Chandigarh Technology Park. The petitioners had alleged that the project was being set up without clearance from the ministry of forest and environment even though it was close to the ecologically sensitive lake. As per the petitioners, the Punjab and Haryana High Court had dismissed their pleas without considering the relevant material.

The UT Administration had acquired the farmers’ land ostensibly for public purpose, but was utilising the land for favouring real estate companies. About 10 per cent of the area was meant for constructing residential premises for IT professionals, but not a single flat had been allotted to them so far, the petitioners had claimed.

The audit report by a six-member committee had gone into the alleged irregularities committed in the first two phases of the park, particularly by the authorities. The audit had been conducted in the light of the findings of a one-member committee of A Ramanathan. The findings had been submitted to the Central Vigilance Commission (CVC), which in turn had asked the home ministry to conduct the audit.
